Dear Ms. Hines
In response to the City of Sunny Isles Beach's recent advertisement, BCC Engineering
(BCC is pleased to submit this Statement of Qualifications to provide General
Engineering and Architectural Services for the above referenced project. The
responsible office will be BCC Engineering's office located at 7300 North Kendall
Drive, Suite 660, Miami, FL 33156. Our designated Project Manager and contact
person will be Mr. Manuel Benitez, P.E. (Telephone: 305-670-2350, E-mail:
mbenitez@bccenQ.com).
BCC Engineering, Inc. was founded in Miami-Dade County and has been providing
professional engineering services since 1994. Our Office is located on Kendall Drive
with easy access to SR-826 and US-1/1-95 within forty-five minutes of the City. BCC
Engineering offers the City the service and commitment of a small firm and has the
resources and experience of a large firm. Over the past year, the company has added
significant resources including new offices, electronic equipment, and software to better
serve our clients. Our staff totals twenty-eight employees and the firm's principals and
lead technical professionals all have recent and relevant design experience on some of
the largest and most complex projects in South Florida.
BCC Engineering has assembled the Team based upon a careful examination of the
Scope of Services and our understanding of the major design .issues to be anticipated.
The BCC Team can efficiently and effectively provide almost all the services that the
City has requested. The staff not only possesses the required skill sets to successfully
serve the City of Sunny Isles Beach, but also their current and projected workload to
assure that they will be available when the City calls.

Section I - Business Overview
BCC Engineering, Inc. has been providing Professional Engineering Services in Miami-Dade
County since 1994. The firm was founded in Miami and the Principals and Staff are all long
time residents with deep roots in the community. Over the past few years the firm has grown to
28 employees, 26 of which are based locally in our Miami-Dade County office. BCC's core
business sector is civil and structural engineering design for public agencies. We have a
permanent full-time staff that includes 7 Registered Professional Engineers (PE's), 7 Engineering
Interns (EI's), and a support staff of 14 designers, technicians and administrative personnel.
At BCC Engineering, we believe there is no other small civil engineering firm that has the depth
and breadth of resources combined with the knowledge and experience that we offer the City of
sunny Isles Beach. Our in-house capabilities translate into efficiency and increased productivity
in the design and preparation of construction documents. This in turn means the City can also be
certain that BCC will provide them with the best value.
The firm over the last two years has been growing from a revenue standpoint. Our annual
revenues for fiscal year 2005 were $1,079,979.00 and in 2006 they were $2,078,098.00. The firm
is in a healthy financial state with no outstanding debt, over $1 M+ in accounts receivable and
over $2.5M of backlog looking forward to the next 18 months. The firm is a Florida Subchapter
"S" Corporation with three principal stockholders and 2 associates with financial interest in the
Company.

1.1 Responsible Office
The responsible office for this project will be BCe's Miami Office located at 7300 North
Kendall Drive. The office is located directly across from Dadeland Mall, with easy access to the
Palmetto Expressway, US-1 and the MetroRail. All coordination for the project will be through
this office.
Section 2 - Project Awareness
Incorporated in 1997 the City of Sunny Isles Beach has embarked on creating a City for its
residents and businesses that promotes a sense of community, enhances its coastal resources and
promotes economic opportunity and security. If selected as the City's engineering consultant our

goal will be to assist the City in implementing the comprehensive plan in any aspects that relate
to engineering.
The City has identified 16 initial scope items in the RFQ as services that may be provided by the
design consultant. Our firm has the experience and staff in house to serve the City in 10 of the
16 initial items identified. These include:

In addition to these initial services identified our firm can provide the following services which

The City is unique as it consists of ten small islands that are divided by canals or highways
which all eventually lead to Collins A venue in one form or another. Therefore, from a
transportation perspective if traveling by car, bus, bike or walking there is likely some interaction
with a state road facility. As mentioned earlier our firm is capable of providing all of the
services mentioned above, but the greatest strength of our firm is our ability to handle projects
that are onon or interact with facilities such as Collins A venue. We understand the issues the
City faces with Collins A venue with major resort and high rise residential on the east side of the
highway and major commercial areas along the west. Mobility, Aesthetic and Safety are of
primary concern along this highway and a primary area were we can assist the City in developing
a coordinated plan with FDOT for this corridor. We mention this as one of the primary areas we
have identified were we can be of tremendous value to the City.
2.1 Planning amI Preliminary Engineering
Our staff of engineers has the depth of resources to handle any assignment the Department
requires. The Bee Team specializes in providing engineering analysis, preliminary plans and
traffic engineering services to handle all engineering components of a project or support on
specific components on other studies. If its traffic engineering we have the tools available, from
a simple Highway Capacity Software analysis to a more complex CORSIM model. Our
engineering effort always includes an extensive analysis of all possible options with the
capabilities of providing 30% plans, engineering reports and preliminary structural, utility and
drainage design.
2.2 Final Design
In the development of final design plans for a roadway, a minor improvement or a site our
responsibility will be to analyze and evaluate design criteria, geometrics, drainage, maintenance
of traffic, constructability, biddability, sequence of construction, aesthetics, utilities,

environmental impacts, traffic analysis, signalization, and signage. Our plans will be prepared
utilizing the latest version of AutoCAD. We will propose several phase reviews to the City
during the course of plans development in order to give the City and our Team reassurance that
we are meeting the intent of the design. There are many components that are included in a set of
final design plans, but we feel that some of the most important issues that can affect cost and the
public are described in further detail in Sections 3.3.1 thru 3.3.3.
2.2.1 Utilityeoordination
Early coordination with the utilities and accurate information regarding their facilities can help
eliminate conflicts during construction. Information requested from the utilities will include: 1)
location of their existing/proposed facilities, 2) depth and cover of buried facilities, 3) whether or
not buried facilities are encased, 4) is the utility located in an easement, and 5) whether or not the
utility will seek to be reimbursed for relocation. A utility pre-design meeting will be held and
conflicts between the proposed improvements and the utilities will be coordinated and resolved.
Final relocation schedules will be submitted to the utilities at the final plans development. Final
certification will include submitting utility clearance letters with the final package.
2.2.2 Maintenance of Traffic (MOT)
The MOT plan for these projects will be developed in a manner that will minimize construction
impacts to local residents, motorists, pedestrians and bicyclists, as well as conforming to the
latest edition of the Manual of Uniform Traffic Control Devices (MUTCD). The MOT Plan will
be coordinated with the City of Sunny Isles Beach, the Florida Department of Transportation
(FDOT) and Miami-Dade County Public Works (if required). MOT will be prepared by
providing typical sections with their respective sequence of construction activities and plan
sheets detailing the proposed MOT. Members of our staff (including our project manager) are
certified by the American Traffic Safety Services Association in the Florida Advanced Work
Zone Traffic Control Course.
2.2.3 Detailed eonstruction eosts
Detailed construction costs with backup information will be provided to the City based on the
latest prices for this type of work. BCC will research the most current information available on
bids made by contractors for similar projects in Miami-Dade County. Quotes from manufacturers
will"be also used for our estimates.
2.3 Post Design amI Preparation of Pre-Bid Documents
The BCC Team will be assisting the City preparing the Bid Documents for this contract. Our
past experience in similar projects will be essential on achieving this task. BCC can assist the
City with the following bid and award procedures:

Section 3 - Technical Capabilities
3.1 Sustainable Design

One of the most recent examples of utilizing sustainable design is during the development of the
Krome Bike Trail Project, BCC is performing for FDOT and Miami-Dade County Parks Dep't.
As part of this project BCC specified the use of recycled asphalt pavement as the riding surface
for a 23-mile trail. We also specified the use of recycled lumber materials for the trailhead areas
and pervious articulated block for the parking areas.
3.2 Experience with Regulatory Agencies
Most public sector projects require coordination across several jurisdictions. Our team
anticipates that assignments from this contract will require coordination and/or permitting
through the following agencies:

Our team is well versed in the permitting process associated with all these agencies. We have
permitted several projects through them, or have done work under contract directly with these
agencies. One of the most critical aspects of any project is to establish permitting jurisdiction as
early as possible and hold pre-application meetings with those agencies. Because all projects
have their intricacies, these meetings are critical in order to determine what the agency
permitting requirements and applicable criteria will be for that specific project; this assures that
the project is on the right path and eliminates costly delays associated with rejected applications.
3.3 Nlanagillg the Permitting Process
Many of the assignments in this contract will require several permits in accordance with the
requirements of the agencies with jurisdiction in the area where improvements are being
performed. Members of BCC's staff have demonstrated during the last five years, its capability
of obtaining permits for this type of project, one example is a recently completed project. This
project was the Miscellaneous Sanitary Sewer Improvements for MD Parks and Recreation
Department: coordination and approval included MDW ASD, MD Public Works, DERM, FDEP,
FPL, NUl City Gas and Miami-Dade County Building & Zoning. Some of the permits which
may be required depending on location and complexity and size for this contract are depicted in

3.4 Managing Contractors Submittals and RFl's
Construction administration procedures are office administration activities related to the project
construction. A representative of BCC will be available for all construction related matters, and
this person will have the authority to make decisions on behalf of the design team. The following
is a list of the administrative procedures performed, followed by a short description of the task.
1. Pre-eonstruction eonferenees, when an initial Notice to Proceed is issued. This allows the
contractor a set period of time- usually 30 days- to finalize the construction schedule and obtain
all permits. A final Notice to Proceed is issued once the permits and schedule are ready and
approved by MDW ASD.
2. Weekly Meetilll!:s are set up to review the status of construction progress, submit shop
drawings, clarify documents and discuss construction issues.
3. The following support documents are sent to the City's Project Manager who may consult
with BCC, before responding to the request. All transactions are logged. Documents processed
will include: RFI's, Change Orders, Request for Proposal's and Field Orders
3.5 Construction Contract
A project's close-out phase is often overlooked in the execution of the project. Project teams
usually move on to the next engagement, and the City is left with completing the final
deliverables and financial obligations. In some cases, the project close-out can have serious
.financial considerations. related to issues of contract and schedule closeout.
When a project is approximately 90% complete, BCC's Engineers will contact the Contractor as
well as the City's Maintenance Staff to schedule a Preliminary Field Inspection. Although this
inspection may not be a requirement of the contract documents it is suggested in the spirit of
cooperation with the contractor to insure a more timely and problem free final inspection. The
purpose of the inspection will be to review the project and determine if the project is sufficiently
complete to warrant a final inspection.BCC will schedule a Final Inspection within 7 days of the
Contractor notifying the City that the project is presumptively complete. During this inspection
a punch list will be prepared for any work found unsatisfactory in whole or in part. A copy of
the punch list will be provided to the Contractor with the indication that the work so noted must
be completed before the job will be accepted. The Contractor will also be notified that the punch
list should not be construed as a "final list".
Once all punch list items are completed a Final Inspection will be scheduled. Contract closeout
will also include reconciliation of any outstanding unpaid estimates, review of the required
contract documents, submittal of the appropriate records including "As-Built" Plans to the City
for records retention.

Section 4 - Project Team and Staff
Throughout the years BCC has forged an outstanding reputation for providing
quality services that meet client needs and exceed expectations. Our firm has the
ability and the technical resources to provide the majority of the services requested
in the City's RFQ. The firm and, its principals and staff have the depth, knowledge
and experience the City is looking for in its consultant. BCC has a total of 28
employees that are trained to provide sound engineering solutions in a professional
and cost-effective manner.

4.1 Project Staffing
General Engineering Services Agreements require a Project Manager (PM) with proven design
experience that will manage each individual assignment, deliver them on schedule, and is
familiar with local Standards, Specifications and Procedures. BCC's Project Manager will be Mr.
Manuel Benitez, PE. His experience, as well as the experience of the key members of our Team,
is summarized on the following pages.
In assembling the staff, we not only looked at the special technical capabilities of each
individuals, but also their current and projected workload and availability. The staff being
proposed to the City will be committed to for the duration of the contract. BCC Team member's
current workload ensures that we can easily provide the staff-hours required to service this
contract.
4.1.1 Pro,ject Manager
Our Project Manager, Mr. Manuel Benitez, P.E. is a principal of the firm and will have
responsibility for the overall management and technical direction of the contract. Mr. Benitez has
recent project management experience on design contracts for the Florida DOT, the Miami-Dade
Expressway Authority and Miami-Dade County Public Works Department. His experience
managing General Engineering Services agreements include:
. Construction Engineering and Inspection Services for the Miami-Dade County DERM -
Managed field inspection teams working for the Department of Recovery and Mitigation.
County- Wide assignments included: Beach Renourishment, Canal Dredging and Clean-
. up, Roadway Construction and Drainage Improvements, and Drainage Clean-Out.
. District-wide Minor Design for Consultant Management - Project Manager for general
engineering services contract for roadway improvements. $1.5 million contract with
multiple work orders. Assignments to date have included: milling and resurfacing and
ADA improvements for a 1 mile segment of Normandy Drive, Traffic Signal
Improvements to 10 signalized intersections along NW /NE 16ih Street, and Milling and
Resurfacing, Drainage Improvements, and ADA and Signal Improvements for a 2 mile
segment of SR 7 / US 441.
. MDX General Engineering Consultant - Provided construction phase services for system
wide improvements. Responsible for the review of structural shop drawings, product
approvals, and repair recommendations for projects under construction, including: 1)
Girder Erection Plans and Steel Repair Plans for steel box girder bridges on the SR 836
Extension, 2) Toll Plaza Structures and Sign Structures for the SR 836 WB Toll Plaza, 3)
Miscellaneous bridge joint repairs, 4) Bridge painting and concrete repairs for SR 836

over the Miami River. 5) Steel box girder bridge, noise barrier walls, and retaining walls
for the SR 874 / Kendall Drive Interchange.
. General Engineering Services City of Homestead - Project Manager for General
Engineering Services Contract. Assignments included: 1) Design of access roadways for
the Homestead Mortorsports Complex, 2) Neighborhood Water and Sewer Improvements
for replacement of undersized water mains and septic tanks, 3) roadway design,
storm water master plan, and water and sewer improvements for Park of Commerce
(Industrial Park), and 4) paving and grading, and water and sewer improvements for
Pioneer Village (Residential Development).
As is evident Mr. Benitez's career has focused on the design of public infrastructure projects for
municipalities, counties and state agencies, in South Florida. He has a reputation for getting
things done professionally and efficiently. This combination of energy and experience is what
Mr. Benitez will bring to each and every assignment the City of Sunny Isles tasks us with under
this contract.
4.1.2 Support Staff
The following is a brief description of our key support staff members:
Ariel Millan, P.E.: Mr. Millan is a principal of the firm and Head of Highway Engineering.
Over this period, Mr. Millan has developed into a highly regarded Transportation Engineer
capable of handling any size project from minor intersection improvements to limited access
facilities with complex urban interchanges. .
Jose Munoz, P.E.: Mr. Munoz is a Principal with the firm and has over II years of experience
on major Transportation Projects. His particular expertise is in Construction Engineering and
Inspection, land development, water and sewer, and traffic operations design. He has also served
as Project Manager for the preliminary and final design of highway improvements, urban
arterials and collectors, and limited/controlled access highways.
Luis Tellechea: Mr. Tellechea has over 40 years of transportation design experience which has
included working both as the Consultant and as an FDOT Project Manager. One would be hard
pressed to find an individual with similar qualifications - from the design of local roads to
complex highway. and interstate projects Mr. Tellechea has managed and led some of the most
significant roadway projects in Miami-Dade County and throughout Florida.
Luis Rodrie:uez, P.E.: Mr. Rodriguez has over 7 years of experience in the field of
transportation design. His particular areas of expertise are in PD&E studies, traffic studies /
modeling, and traffic operations design (signing and pavement markings, signalization, and
roadway lighting).
Elia Nunez, P.E.: Ms. Nunez has 6 years of experience including drainage design and
environmental permitting. Her recent experience includes drainage and permitting for the
reconstruction ofI-595 in Broward County from I-75 to 1-95.
Dacha Quintana, E.I.: Ms. Quintana is a project engineer responsible for traffic studies, traffic
operations design, and project development and environmental (PD&E) projects. Tasks include
performing crash and traffic analysis studies, modeling and analyzing traffic circulation,
development of signing and pavement marking plans and signalization plans.

years of experience with drainage, irrigation systems, pump station, water distribution and sewer

Abid Hadrous. P.E.: Mr. Hadrous has over 24 years of structural design experience with a
particular specialty in bridge structures. His major bridge design experience includes Post-
Tensioned Concrete Bridges (including Concrete Segmental Bridges), as well as long span
continuous Steel Plate Girder and Steel Box Girder Bridges.
Daniel Ravmat. P.E.: Mr. Raymat's experience consists of 7 years of Structural Design in
Florida. He has served as Engineer of Record for a number of Structural projects.

Project entails the reconstruction of 127th A venue from a 2-lane roadway to a 4-
lane roadway with a shared-use median between SW 6th Street and NW 6th

Engineering services provided included the development of the construction
plans, drainage design, environmental permitting, lighting design, signalization,
and signing and pavement markings.
SW 136tb Street Widening - from SW 139th Court to SW 152nd

The widening/reconstruction of an urban arterial from an existing 2-lane

Structural design services for a office building expansion. Project included the
demolition of the interior of the first floor offices, a mezzanine level, and
connections to the existing structure. Building structure consisted of steel
framing supported on exterior masonry bearing walls. Foundations consisted of
spread footings.
SR836 Extension - Design Build -
Client: MDX - 3790 NW 21 sl Street, Miami, FL. 33142
Reference: Alfred Lurigados, PE - (305) 637-3277
Design of a Florida U-Beam bridge with a simply supported span of
98' -0". Although the roadway is on a curved alignment (R = 819', e =
0.078 ft/ft), a wider rectangular bridge was designed to allow for the
use of the Florida U-Beams and reduce construction costs while
meeting MDX aesthetic requirements. Bridge will be sUPforted on
spread footings at end bents, and approximately 16000 ft of wrap
around MSE wall will be provided at the bridge approaches.

4.3 Project Management
The key to the success of this contract hinges on the Project Manager. For this contract the BCC
Team is committing the services of Mr. Manuel Benitez P.E., a highly respected design
professional with a proven track record of getting things done. With over twenty years of local
design experience, Mr. Benitez brings a wealth of knowledge to this assignment. As Project
Manager, he will deliver a successful project to the City on each and every task work order by:
. Committing highly competent and experienced professionals to projects and providing
them with the necessary resources to assure success,
. Utilizing project management tools such as Primavera and Deltek Vision to assure
projects are on time and on budget.
. Continuous communication with the City's Project Manager to ensure expectations are
being met and information is being delivered between parties.
. Taking a proactive approach that emphasizes the early resolution of project issues and a
philosophy focused on providing value added services.
4.4 Project Jt;lallagement
Our Project Management Approach is to establish the project
requirements; set the basis for controlling scope, schedule, and budget of
the project tasks; and describe the principal responsibilities and
authority of the project participants. At BCC we understand the
necessity of successfully completing project goals within the
predetermined schedule and work program budget. BCC will develop a
set of contract documents that will be functional, cost effective, biddable and maintainable. We
will use a "hands-on" Project Management approach to effectively complete the contract. Our
streamlined production oriented team along with state of the art resources allows us to complete
project assignments on record time with a high level of technical proficiency and professional
quality. Upon receipt of a request for services, BCC will schedule a meeting with the City's
Project Manager to discuss the proposed scope of services and will schedule a field visit to fine
tune the scope of services. The initial field review will include video taping/pictures of existing
conditions to help define project issues and deficiencies. After the field meeting, the BCC Project
Manager, Manuel Benitez, P.E., will coordinate with the City's Project Manager to finalize the
scope. Described below is a set of management activities that we will deploy to manage work
orders assigned to BCC under this contract.
4.4.1 Projeet Kick-Off Meeting
We will begin with a kick-off meeting to identify the key project issues, team
participants, discuss project purpose and goals, define team member roles and
responsibilities, and to identify expectations. The planning and scheduling of
the kick-off meeting will be coordinated through the City of Sunny Isles
Project Manager.
4.4.2 Projeet Reporting
BCC will distribute meeting minutes within 3 working days of the conclusion of any meeting.
Action items resulting from the meeting will be identified, including a responsible individual for

the action and a date when the action is to be completed. Action items will be entered into a
tracking database and will be reviewed by the Project Manager on a weekly basis.
Monthly status reports will include cost and schedule updates, variance analyses, recommended
corrective actions, and updated forecast. The status report will also include an executive
summary with narratives regarding the accomplishment for the month, projected activities for the
following month, and identification of issues along with suggested approaches and resolutions.
4.4.3 Project Schedule
BCC Team will develop and present a project schedule as part of any proposal to the City and
with input from the City's Project Manager, further detail the schedule and develop logical and
achievable tasks. Throughout the project we will continuously review and update the schedule.
4.4.4 Staff Availability
BCC team member's current workload ensures that we have the resources to effectively carry out
assignments under the General Engineering Services contract. A representation of key team
member's current job commitment and availability is presented below. We should point out that
our resources are greater than those shown here; we are only showing a fraction of our staff.
Should any assignment require additional resources, we have the capability to re-allocate staff to
accelerate a particular design schedule.

We have calculated a total of 15,704 hours of staff availability within the next year. We
realistically feel that these resources are more than sufficient to carry out any assignments under
this contract. However, since a definite project scope has not been defined at this point, we can
only estimate as to the total hours required to service this contract.
4.4.5 Budget Monitoring and eontrol
BCC will develop and implement a Work Breakdown Structure (WBS) based
on a logical organization of the work with the flexibility to adjust to the
evolution of the project. The WBS will include all tasks and any overall
management tasks, but will be primarily directed towards deliverable products.
The WBS will form the basis for identifying schedule activities and monitoring
cost.
We will also develop standard cost control reports for every level of the WBS, consistent with
the schedule and will track original budget, earned value, approved changes, current budget,
current expenditures, estimate to complete, pending changes, and anticipated changes. The cost
reports will compare planned versus actual expenses and will identify variance at the cost
account level.
4.5 Quality Assurance / Quality Control
Quality Assurance and Control begins with BCC's commitment to the City of Sunny Isles to
provide qualified professionals that are experienced in all required disciplines. Quality for the

I, A predecessor or successor of a person convicted of a public entity crime; or
2, An entity under the control of any natural person who is active in the management of the entity
and who has been convicted of a public entity crime. The term "affiliate" includes those officers,
directors, executives, partners, shareholders, employees, members, and agents who are active in
the management of an affiliate, The ownership by one person of shares constituting a controlling
interest in another person, or a pooling of equipment or income among persons when not for fair
market value under an arm's length agreement, shall be a prima facie case that one person controls
another person. A person who knowingly enters into a joint venture with a person who has been
convicted of a public entity crime in Florida during the preceding 36 months shall be considered
an affiliate.
