Our annual revenue for the last two years was $6,161,215.99 in 2005 and $6,178,506.51 in 2006 and we are a privately owned corporation. Our team, "YOUR TEAM" has exhaustively researched this solicitation and their associated issues; to this end, we have assigned our best Roadway, Drainage, Water and Sewer, Electrical, Mechanical Engineers and " construction management engineers to develop technical solutions to meet the challenges of this contract. The same staff that has been presented in this Technical Proposal will guide all projects that may be assigned under u this contract through its successful completion. Our project research included a comprehensive review of the Request for Qualifications package prepared by the City. Our team task leaders are familiar with these types of projects and have provided similar services for the City of Miami Beach and the City of Miami in the past. The project team will be lead by Mr. Carlos M. Gil-Mera, P.E. who will serve as Project Manager. As Project Manager he will be responsible for the technical design elements of all projects as well as the required coordination among the different disciplines to ensure the timely completion of all projects within the established proposed schedule. He will also be responsible for the daily project coordination, scheduling and budgeting for the contract. Mr. GiI-Mera will act as the sole point of contact between APCTE, and the City of Sunny Isles Beach. Mr. Gil-Mera is involved today as Project Manager for the Nautilus Neighborhood Improvement Project for the City of Miami Beach. This is a very successful design-build project where our firm is leading the design and construction management effort. Mr. Gil- Mera worked for FDOT for fifteen years, where he spent the last eleven years in the internal design office working on the production of roadway plans including minor design and major reconstruction roadway projects. During the last two years of his career at FDOT, he worked as District VI Roadway Design Project Manager where he was the head of an Internal Design Team working on a large number of resurfacing and reconstruction projects. We understand this contract is to provide Survey, Geotechnical, Environmental, Landscape Architecture and Engineering Services in various professional specialties on an "AS-NEEDED BASIS", to perform services which may include engineering, landscape architecture, electrical engineering, traffic engineering, construction engineering, construction management and project management. Our firm is perfectly suited for this kind of assignments. We are a local mid-size company and are capable of handling several assignments at the same time, while providing a quick response on any task. We have had several contracts in the past were we had to produce a complete set of construction plans in less than a month. We have been able to do this without compromising the quality of the final product. On emergency situations we can even do better than this. We just completed in a record time the construction plans for the City of Miami Beach for the relocation of an 8-inch water main on Indian Creek from 63rd Street to 65th Street (total length of 1100' If). The existing pipe was broken during the demolition of the flyover on Indian Creek at 63rd Street and the City gave us the assignment of completing the construction plans for this work in one weekend. We were able to meet their request and the water main was reconstructed within two weeks. Our experience in roadway design include major highways for FDOT as well as milling, resurfacing, traffic calming, creation of on street parking, intersection improvements, alignment studies, sidewalks and ADA compliance for local roadways within urban settings of municipalities. We also have experience in transit projects. We are currently involved in the design of the Metrorail new line from NW 2yth Avenue to the Miami Intermodal Center in the vicinity of the Miami International Airport. I. !o City of Sunny Isles Beach - Professional General EnQineerinQ Consultant RFQ No: 07-07-01 Proposal Executive Summary Water & Wastewater Desiqn - Our involvement with water/wastewater projects includes comprehensive water & sewer plans, potable water storage and distribution systems, reclaimed water distribution, sewage collection facilities, pump station design and rehabilitation, and pipeline rehabilitation using trench less technologies. We have provided design services for numerous projects replacing water and sewer lines in older neighborhoods as well as projects extending new services into existing neighborhoods on septic wells. Drainaqe/Stormwater Desiqn - Our Water Resources Department is one of our strongest sections. APCTE team engineers have experience in all aspects of surface water evaluation and design that extends from: Field Reviews, Data Gathering, Agency Coordination, Pipe Video Inspection, Wetland Delineation, Detention-Retention Pond Design, Hydraulic Modeling and Drainage Analysis to relieve street flooding. We are capable of preparing full-scale computer models utilizing state-of-art software. We have conducted investigations on water sheds ranging between several acres to several thousand square miles. These evaluations have included flood profile studies and stormwater management master plans. Our team has also demonstrated its capabilities to obtain environmental permits required for all drainage improvement projects; that effort includes, agency coordination, permit sketches and permit applications. We have developed excellent relationships with agencies such as: SFWMD, FDEP, USACOE and DERM. Our broad capabilities and experience in complex stormwater management system was demonstrated in the Miami Intermodal Center (MIC) Drainage Master Plan, where APCTE was responsible for the coordination with all permitting agencies as well as with four design consultants in the project for the development of one Drainage Report and obtaining one ERP for all roadway projects. Another good example of our drainage experience was the design of the SR-836 Stormwater Pumping Station located at the southeast infield area of the SR- 836/ NW 37 Ave Interchange, this project was geared to relieve street flooding for this neighborhood of the City of Miami. SR-836 Extension CEI Services - We believe the firm's successful history demonstrates our commitment to excellence in the performance of these services. A&P's personnel have a significant level of experience in the area of lighting design. This includes municipal lighting projects such as those completed for the City of Miami Capital Improvement Program, which included the installation of a custom manufactured decorative pole mounted fixture along NW 14th Street from Le Jeune Road to Douglas Road. Mr. Gil-Mera worked for FDOT for fifteen years; he spent the last eleven years in the internal design office working on the production of roadway plans including minor design and major reconstruction roadway projects. During the last two years of his career at FDOT, he worked as District VI Roadway Design Project Manager where he was the head of an Internal Design Team working on a large number of "RRR" and reconstruction projects.
