Corradino is extremely interested in performing these Services for the City of Sunny Isles Beach. Over the years the firm has performed extensive work on the barrier islands, and has most recently completed the Coastal Communities Transportation Master Plan. As such the firm possesses a thorough understanding of the particular engineering issues associated with the geographic location, as well as the Sunny Isles Beach approach and unique concerns. High quality infrastructure both above and below ground is integral to the growth and development of the City as it strives to support its quality of life and manage its growth. Having been involved with the municipal process Corradino uniquely understands the day to day demands made on a public works staff, and the pressure exerted on all levels of municipal government to get projects completed on time and within budget. These situations are currently being agitated as municipalities are seeing significant revenue reductions in the current year, and potential larger reductions coming in early 2008. For over 35 years Corradino has been providing professional engineering, planning and construction management services for clients nationwide. The firm's accomplishments are significant, both on a large and small scale. Large projects successfully completed by Corradino are most notably the Miami Metrorail, South Dade Busway, and the Carnival Center for the Performing Arts. Smaller scale efforts include a myriad of high quality municipal improvements scross the country. With nearly 200 employees in eight offices from Michigan to Miami, there is no municipal project that Corradino cannot handle. Currently the firm acts in a similar capacity as city civil or transportation engineers in Miami Beach, Hialeah, Doral, Palmetto Bay, Miami Gardens, FDOT District 6, FDOT District 4, Miami Dade Transit, the Regional Transit Authority, and the Miami Dade Metropolitan Planning Organization. Excellent relationships are maintained with each organization, which facilitates the funding, design and implementation of projects, whether they be related to dealing with roadway and drainage improvements, pedestrian crossings of AlA, mitigating the traffic impact that new schools will have in the area, connecting with Miami Dade Transit to facilitate the proper location of bus stops, or even working to have a concurrency management system approved by the state. In the early 1990's Corradino was hired to do the planning and design of the US-1 Buslanes. Since then the firm has been working with the Florida Department of Transportation and Miami Dade Transit, providing the planning and engineering design for many of the important roadway and transit projects in the County. Today the firm is managing the planning, design and development of a new international boarder crossing in Michigan, and the 1-95 Palm Beach County Reconstruction, the largest FOOT construction inspection project in history. The firm's municipal team, led by Joseph M. Corradino as Principal-in-Charge, understands a city's perspective and serves as their advocate in interactions with other local, county and state agencies. Interfacing with governing agencies on behalf of municipalities has become a firm specialty. Corradino understands the workings of these agencies, and has been extremely successful in building partnerships and getting projects implemented and approved in a timely manner. Corradino has been integral in the planning and design of the retrofit of the City of Hialeah infrastructure system (drainage, water, sewer, streetscape, traffic calming, and growth management) over the past 15 years. I ,..... o z - c < 0::: 0::: o U 2 Proiects Experience Corradino has worked on civil engineering projects for municipalities since its inception in 1971. Its current general services contracts include Hialeah, Miami Beach, Palmetto Bay, Cutler Bay, Doral and Miami. The services provided under these contracts have focused on the design of numerous civil engineering, traffic calming, transportation engineering, water and sewer, construction management, parks and recreation and emergency management services. Corradino has successfully provided engineering services on a wide range of projects for municipal clients throughout South Florida. The engineering process that will be followed for a project includes pre-design, design and post- design. The Pre-design Phase will include a coordination meeting with city staff on the specific project to establish project criteria (time, budget, schedule, objectives). This will be followed by meetings with team members to make specific task assignments, review existing studies and preliminary design plans on the project, establish requirements for stakeholder involvement, conduct a preliminary site visit to confirm site constraints on design and construction, evaluate easement/right-of-way acquisition issues, and assess environmental evaluation/community impact. Permitting requirements will be identified in the pre-design phase and meetings will be held with permitting agencies, as appropriate. A matrix of all required permits will be prepared to facilitate the processing of required permits. The project schedule will be prepared and tracked using computer scheduling/project management software (Microsoft Project). Projects can be tracked as separate free-standing projects or they can be merged into one schedule to reveal key milestones and potential conflicts, as well as anticipate resource allocation. All tasks and activities are tagged to specific team staff resources, making it possible to generate histograms for all individuals involved on the project. All staff resources can be revealed at the same time, enabling the Corradino project manager to see possible resource misallocation and quickly re-appropriate the needed labor hours to the required tasks. The budget established will be managed using Corradino's job cost accounting system (BST Enterprise). Corradino is experienced at civil design, having conducted many engineering projects for state and municipal agencies. For these projects, we have followed design detail standards of the agency including complete construction bid packages. The design phase of a project will include, as appropriate, survey, geotechnical, hydraulic and hydrologic investigations, and utility investigations. Once completed, engineering design plans will be prepared and submitted in accordance with city criteria for percent complete plan submittals and review. Corrections for each plan stage submittal will be incorporated into the next design plan submittal. QNQC procedures will be followed, as appropriate, for each stage of design plan submittal. The objective of the QNQC program will be to ensure that our services are based on sound engineering principles and practices that reflect the highest standards of design and to ensure that our deliverables conform to the scope and are void of errors and omissions. Quality control is assured by a carefully designed system of cross-checks and independent reviews, and senior principals of the firm conduct top-level reviews of all projects in their role as quality assurance/quality control advisors. Corradino design excellence is complemented by our expertise in program and construction management. Corradino has successfully managed many construction projects for the public sector, often under critical time pressures involving complicated decision-making. Through our management services we have met budget, time, quality and reporting requirements of federal, state and local government projects. Currently he serves as an elected official in the Village of Pinecrest. He has managed similar efforts in Palmetto Bay, Cutler Bay, Doral, Miami Gardens, Miami Beach, North Miami Beach, Hialeah, and South Miami as well as many other communities. Joe has worked with Sunny Isles Beach in the past as the project manager for the award winning Coastal Communities Transportation Master Plan. He has won nine such awards for his work in the past decade. Favio Laverde, PE Civil Engineering, General Design Mr. Laverde's responsibilities include the design and production management of civil engineering and roadway plans for a number of FDOT projects, as well as projects for Miami-Dade County and other municipalities. His experience consists of roadway design, maintenance of traffic, signing and pavement markings, signalization, and drainage design. A native of Chicago, Illinois, Andre graduated from the University of Miami in 1999 and is also a graduate of the State P.E. training program. Paul McGinnes, PhD, PE Environmental Engineering Paul McGinnes is qualified and recognized as a professional consultant and expert in the area of environmental engineering, water and wastewater treatment, pollution assessment, treatment and remediation, environmental analytical chemistry, laboratory operations and related fields. He recently provided engineering services to the SFWMD on cleanup efforts of damage from Hurricane Wilma, managing 30 different cleanup projects. In addition, he as the Lead Engineer for the Everglades Stormwater Program for SFWMD for five years, being responsible for representing the Department on interagency work groups, task forces, and in public relations involving scientific and water quality issues. The responsibilities of this position involved functioning as an in-house expert and consulting resource in the areas of water quality, environmental engineering, and environmental science and the application of those disciplines to the critical projects of the District, including Everglades remediation projects. Prior to this position, Dr. McGinnes worked for the SFWMD as Senior Supervising Professional Engineer in the Everglades Stormwater Program, Environmental Regulation Department. Rafael D' Arazoza, PE Traffic Engineering Rafael D'Arazoza will be assigned the task of traffic impact analysis, and operational review, and interfacing with Miami Dade County Public Works (which has jurisdiction over every street in the town). With 30 years of experience he is the former planning director of FDOT District 6, and an expert traffic operations and analysis engineer. He has performed the transportation elements for Hialeah, Doral, Miami Gardens, and Cutler Bay and reviews developers traffic impact studies for Miami Beach, Doral, Miami Gardens and Cutler Bay. Larry Strange, AICP Transit Larry Strange, AICP, is a transit, alternative mode and parking specialist. Over his 20 years he has developed municipal circulators on Miami Beach, Hialeah, and Palmetto Bay, and numerous others across the nation. He worked on the Miami Beach Parking Inventory Analysis, an inventory of every public parking space in the City. He has developed intermodal centers, bicycle and pedestrian plans and transit surveys on dozens of occasions. Mr. Sassine was a leading Construction Manager during hurricane Andrew clean up; he managed and monitored the cleaning efforts in Miami-Dade County including SFWDM Canal along Old Cutler Road in Miami-Dade and throughout the affected area. Mr. Sassine's leadership on 1-95 rehab of the corridor in Miami-Dade county thru construction and complex traffic coordination, has proven to be very effective and rewarding to the community; also, Mr. Sassine was involve in the reconstruction and rehab of 1-95 Corridor in West Palm Beach County.
