RELEVANT PROJECT EXPERIENCE Miami Courthouse Garage Miami, FL This 850 space, mixed-use facility, adjacent to the new Federal Courthouse in downtown Miami, will house two retail spaces on the ground floor, and more than 30,000 square feet of office space, including the Miami Parking Authority's administrative offices. Union Station Parking Expansion Washington, DC TimHaahs designed the expansion, renovation, and beautification of the parking garage serving historic Union Station. The expansion added 1000 spaces on five levels of cast-in-place, post-tensioned concrete, increasing the garage capacity to 2,500 spaces. Hamilton Square at the University of Pennsylvania Philadelphia, PA This mixed-use parking garage revitalized an entire downtown corridor, creating a "people place" for the University of Pennsylvania campus. The grade level features a supermarket to serve students and residents. It also provides 800 parking spaces. for the downtown area. City of Naples Public Parking Facility Naples, FL This four tier, 341 space facility provided much needed parking to employees and customers of the exclusive Fifth Avenue South shopping area, in addition to supporting the Naples Players Theater located directly adjacent to the facility. Children's Medical Center Dayton, OH The 400 space Children's Medical Center parking garage serves both patients and visitors, providing much needed parking on the hospital campus. Norristown Transportation Center Norristown, PA TimHaahs designed the new intermodal facility, which includes a 522 space garage and bus terminal. The new facility will allow for the expansion of SEPTA bus and rail transit to the area. 'I I I II -. Security was a critical consideration in the design, and a separate judges' entrance provides access to 27 designated spaces requiring special security considerations. Merck & Company (Four Parking Structures) Rahway, NJ; West Point, PA TimHaahs provided design services for four parking structures for Merck & Company. The projects included two eight floor structures with 1,000 spaces each, located in Rahway, NJ, as well as two structures on the West Point, PA campus which included approximately 1,850 spaces each, as well as an elevated pedestrian bridge connecting to in-plant access for Merck employees. Amtrak Intermodal Gateway Structure Philadelphia, PA The Amtrak 30th Street Station parking garage, with 1,525 spaces, accommodates the parking demands of 4 million patrons annually. To accommodate these parking demands as well as a proposed high-rise office building, TimHaahs designed a 1525 space parking facility adjacent to the station. Bearing on steel H-piles straddling numerous on-grade utilities and tunnels, the all-precast concrete ten tier garage has an overhead pedestrian bridge linking the garage elevator core to the station. College of New Jersey, Armstrong Hall Ewing, NJ The Armstrong Hall Parking garage provided 142 new parking spaces, to serve increasing enrollment. The architecture blends with the campus, and complements the surrounding environment of dense woods and brick buildings. T. Rowe Price Corporate Campus Owings Mill, MD TimHaahs designed 2 garages to serve the corporate headquarters. The campus environment and aesthetics of the buildings were critically important. The garages were designed and built into a hillside. reducing their presence and creating pedestrian scale. University Avenue Philadelphia, PA TimHaahs designed this 1,983 space parking structure is located on a site considered to be a major gateway to the University of Pennsylvania and the Children's Hospital of Pennsylvania. The structure around existing rail lines, resulted in the attractive curvilinear facade. MBNA Southern Regional Headquarters Phase II Parking Garage Boca Raton, FL The 499 space employee garage blends into the campus, and features an attractive fa<;:ade. University of Pennsylvania Site Analysis Philadelphia, PA TimHaahs reviewed and analyzed three prospective sites for the development of a 1,000 space parking structure to serve the University. The chosen options consisted of horizontal expansion to an existing parking structure, and offered the most convenience to pedestrians and motorists. The Courthouse Center Parking Plaza's striking architectural features, street "liners" on the second and third floor facades, and blue glass create a pleasing aesthetic effect. I The structural design uses a combination cast-in-place/precast Filigree concrete system that allowed for six levels matching the adjacent office height I The architectural design by Homsey Architects of Wilmington, Delaware, blended the look of the parking facility with the adjacent office buildings. This was accomplished by incorporating aluminum window grillwork in all of the garage openings and by including a steel-supported concrete tile parapet wall along the entire roof of the facility. I The parking facility functional layout includes many challenges including providing for a 20'-0" vertical speed ramp to clear the supermarket below, an upper-level shopping bag pick-up area, and one main entry/exit portal to accommodate an 800 vehicle parking garage. I The final layout utilizes a one-way traffic system throughout with a speed ramp from grade to the parking floor above the supermarket. The entry/exit provides for two entry and three exit lanes. A pay-on-foot parking access and revenue control system is utilized. The parking garage, completed in 2001, is nine stories tall and measures approximately 168'-0" x 220'-0". "c" .,.-' PROJECT APPROACH TirnHaahs understands that the City of Sunny Isles Beach seeks to retain Professional Engineering Services for the design and preparation of complete construction contract plans and special provisions for the Heritage Park and Parking Garage. The City of Sunny Isles is seeking a professional consulting firm to provide architectural/design and engineering services, a sole source of responsibility to support this endeavor. TimHaahs has assernbled a tearn to provide the complete range of services described in the Request for Qualifications No. 07-08-01. TirnHaahs faces design challenges on almost every project, and implements a project execution plan focusing on cost-effective solutions. We also understand the specific design challenges for municipal parking structures. The following details TimHaahs' approach to the challenges presented in the Heritage Park Garage project. As the design process progresses the team will move into the next phase of their work which is preparing detailed drawings of all of these program elements. Special attention will be made to ensuring that the landscape elernents are planned with maintainable and sustainable design in mind. Our team has been very involved with "green building" and many of its basic tenets may be applied to this site. It is anticipated that the walking path will wind through differing natural planting communities as it flows through the park. This, with interpretive signage, will provide an excellent opportunity for environmental education. This will also allow for significant biodiversity in the site. In addition to this, there are many opportunities for the use of recycled materials, photo-voltaics, storrn water harvesting and reductions in heat loads. I I I I PROJECT CHALLENGES I Heritage Park Planning and Design - Creating a Unique Neighborhood Place TimHaahs has tearned with Rosenberg Gardner Design (RGD) to provide world class landscape architecture for Heritage Park and the overall site. Their role in this project will be performed in two aspects. Primarily, they will work with the design team to create the master siteplan. This project must receive input from all disciplines to ensure that all of their individual requirements are coordinated carefully in the design in the early stages. The team will provide its expertise in site planning by assisting in the location and layout of the garage, public works facilities, interior site circulation and placernent of the individual park amenities (i.e. picnic shelters, playgrounds, art features, etc.). Not only is "fitting" all of the required amenities into the site to be taken into consideration, but of equal irnportance are the issues of creating compatible uses within the site and with adjacent sites, the creation of view corridors and buffers and allowing for the future safety of the park by incorporating Crirne Prevention Through Environrnental Design (CPTED) principles. The facility design will feature elements connecting the structure to the architecture, character of City of Sunny Isles Beach, and rnost importantly, the community it is designed to serve. We have visited the site and are farniliar with the aesthetics and visual elernents of the area. C ,..<-' I SCOPE OF SERVICES The following Scope of Services has been developed in response to the Sunny Isles Beach Request for Qualifications to provide Architectural/Engineering services for the Heritage Park and Parking Garage. I Phase 1: Conceptual Design and Schematic Phase I 1. Meet with representatives of the City to review project requirements, budget, schedule, site boundaries, traffic access and interaction with other buildings. 2. Obtain copy of parking and circulation study previously prepared. 3, Review 2000 City Master Plan and any updates. 4. Prepare geotechnical investigation and site survey. 5. Prepare traffic study if not already available. 6, Discuss the architectural concepts and the level of access control and security expected for the parking structure. TimHaahs' primary consideration will be architectural fac;ade treatment to rneet the style and functionality of the site and respecting the existing surroundings therne, and depict on Architectural rendering. Working with Rosenberg Gardner and RTKL, the team will prepare a conceptual architectural design and layout for Heritage Park. 7. Perform a City of Sunny Isles Beach Zoning and Florida Building Code review and, if necessary, discuss with the Fire Marshall and other appropriate code officials their requirernents and expectations concerning the parking structure. 8. Coordinate the additional components in the northwest corner of the garage: · Vertipack trash cornpactor · Chiller · Ernergency generator 9. Based upon input received from the above tasks, further develop several functional schemes to include a prelirninary striping layout, location of accessible parking spaces, retail spaces, entrance/exit layouts, number of parking spaces, stair/elevator locations, slopes of the parking ramps, restricted parking areas, stacking areas, etc. 10. Perform an internal flow analysis to confirm the traffic carrying capacity of the ramping systern and to determine the proper number and configuration of entry and exit lanes. · Discuss Parking Access and Revenue Control System (PARCS) operational requirernents, such as hours of operation, user types, expected volumes, etc. · Evaluate PARCS in terms of costs, remote site reporting, etc. 11. Prepare a final Schematic Design Package that will include: · Heritage Park Concept · Drawings for all parking floor plans · Location of ancillary and retail spaces · Recommended structural systern and foundation system · Internal traffic isornetric · Car counts · Prelirninary cost estimate 12. Present to City Council when requested. Mechanical, Electrical, Plumbing and Fire Protection · Provide preliminary specifications for lighting fixtures and circuitry, · Refine lighting plan and recommend interior lighting levels to rneet Energy Codes, yet adequate for safety. · Refine typical and top tier plumbing plan showing standpipes, floor drains and cold water washdown systern · Sprinkler systems (as required) · Alarm stations · Security systerns (CCTV, etc.) 8. Parking Access and Revenue Control Systern (PARCS) · Provide preliminary design of entry/exit configuration of aisles/lanes · Provide details and specifications 9. Graphics · Prelirninary graphic concepts to include interior signage, sign style and colors, sign location and text. · Diagram signage for both pedestrian and vehicular circulation in the park and garage. · ADA regulations regarding accessible parking spaces for persons with disabilities. 10. Meet with representatives of City to discuss the design development documents. 11. Perforrn an in-house peer-review of all design documents to ensure that the original design intent and technical requirements are met, 12. Review and report to the City findings on value management/engineering, constructability, maintainability, and life cycle cost considerations to the design. 13. Update project cost estimate. 14. Attend project rneetings as necessary. Assist City with procurement of rnaterials testing and threshold inspections. 3. Attend pre-construction rneeting. 4. Issue Certificates for Payment, Construction Change Directives, Change Orders, Supplemental Instructions and Certificate of Substantial Completion. 5. Schedule site visits during the construction phase as required to verify compliance with design/shop drawings and approved materials. We would also visit the precast plant, if precast concrete is the selected structural system. 6. Provide field reports for each site visit. 7. In addition to site visits above, prepare agenda and adrninister construction rneetings and provide rninutes of such meetings. 8. Receive and review design/shop drawings and material submittals to confirm design intent, 9. Respond to Requests for Information. 10. Provide substantially cornplete observation and prepare punch list of outstanding items for distribution. 11. Provide Record Drawings based on information provided by the General Contractor in both hard reproducible copy and electronically. 12.
