HomeMy WebLinkAboutReso 2011-1678 RESOLUTION NO. 2011- i l-1 CO A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING THE SELECTION OF HUMANA AS THE PROVIDER FOR EMPLOYEE HEALTH AND DENTAL INSURANCE; EYEMED AS THE CITY'S PROVIDER FOR VISION CARE; MUTUAL OF OMAHA AS THE PROVIDER FOR LIFE INSURANCE, ACCIDENTAL, DEATH & DISMEMBERMENT (AD & D) INSURANCE, LONG TERM DISABILITY INSURANCE, VOLUNT ARY SHORT TERM DISABILITY INSURANCE, AND VOLUNTARY LIFE INSURANCE, FOR A ONE-YEAR PERIOD; AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENTS WITH THESE PROVIDERS, PROVIDED SAID AGREEMENTS ARE APPROVED AS TO FORM AND LEGAL SUFFICIENCY BY THE CITY ATTORNEY; FURTHER AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach currently provides regular full-time and part- time employees with primary health care through A vMed, a full-service healthcare provider; and WHEREAS, staff requested the City's insurance broker (Brown & Brown Insurance, Inc.) to issue proposals on behalf of the City to provide insurance coverages at basically the same levels as the existing coverage; and WHEREAS, after extensive negotiations with the various providers, Brown & Brown and staff recommend acceptance of the following provider proposals: Humana submitted a proposal for services in an annual amount of $1,225,509.60, which is 2.07% higher than our current rates, and employees have the option to choose from three (3) plans: HMO High, HMO Low, or POS (Point of Service); and Humana submitted a proposal for a DMO (Dental Maintenance Organization) plan in an annual amount of $44,654.76, which is 64.7% lower than our current rates and a PPO plan in the amount of $125,812.20, which is .54% lower than our current rates; and EyeMed has extended their current rates at no additional cost; and WHEREAS, the City team and Brown & Brown recommend to move forward with Mutual of Omaha as the City's provider for life, disability and accidental death and dismemberment (AD&D) insurance, long term disability insurance, in an amount of$56,355.15, which is 5% lower than our current rates, and at the employee's sole cost the voluntary short term disability insurance, and voluntary life insurance; and WHEREAS, these agreements are for a period of one (1) year with a renewal date for the City's health, dental and other employee insurances of March 1,2011. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: R2011- Employee Health Insurance Providers Humana And Eyemed Page I of2 Section 1. Approval of City Commission. The City Commission hereby approves the use of Humana as the City's health care and dental provider, EyeMed for vision care, and Mutual of Omaha as the City's provider for life, disability and accidental death and dismemberment (AD&D) insurance, long term disability insurance, voluntary short term disability insurance, and voluntary life insurance, for a one-year period, with a renewal date of March 1,2011. Section 2. Authorization of City Manager. The City Manager is hereby authorized to enter into agreements with said insurance providers, provided said agreements are approved as to form and legal sufficiency by the City Attorney. Section 3. Further Authorization of the City Manager. The City Manager IS hereby authorized to do all other things necessary to effectuate this Resolution. Section 4. Effective Date. Hines, CMC, City Clerk MEMORANDUM The Honorable Mayor and City Commission 8 Priscilla Walker, Assistant to the City Manager/Human Resources . ~ February 23,2011 Approval of Selection of 2011 Insurance Providers: Humana (Health & Dental); EyeMed (Vision); Mutual of Omaha (Life/AD&D, Long-Term Disability, Voluntary Short Term Disability, and Voluntary Life) RECOMMENDATION It is recommended that the City Commission consider the attached resolution approving the selection of the following providers: Humana (Health; Dental); EyeMed (Vision); and Mutual of Omaha (Life/Accidental Death and Dismemberment (AD&D); Long-Term Disability (L TO); Voluntary Short Term Disability (STD); and Voluntary Life insurance. REASONS The City makes available various insurances as a benefit to its employees. The insurances promote health, wellness, and protection. As such, staff requested the City's insurance brokers (Brown and Brown) issue requests for proposals for insurance coverages at basically the same levels as the existing coverage. After extensive negotiations with the various providers, Brown & Brown and staff recommend acceptance of the following provider proposals. Provider Humana Insurance Tvoe Medical SummarY HUll).ana submitted a proposal for services in an annual amount of $1,225,509.60, which is 2.07% higher than our current rates. This was the most competitive proposal received. Employees have the option to choose from three (3) plans: HMO High, HMO Low, or POS (Point of Service). Employees can realize a savings by selecting one of the standard lower priced plans, or they can pay the additional cost for the higher priced plan. Humana is a nationwide provider with a broad network of participating physicians. Our current provider is a Miami-based company and they have submitted a proposal Tn an annual amount of $1,297,143.36, which is an 8.04% increase over our current rates. 2011 Ilealth, Dental, Vision, Life, r;ru, STD Provider Selection The Honorable City Commission February 23, 2011 Page 2 Humana Dental EyeMed Vision Mutual Life/ AD&D of Omaha Mutual Voluntary STD of Omaha Mutual of Omaha Voluntary Insurance ADDITIONAL INFORMATION Humana submitted a proposal for a DMO (Dental Maintenance Organization) plan in an annual amount of $44,654.76, which is 64.7% lower than our current rates and a PPO plan in the amount of $125,812.20, which is .54% lower than our current rates. Employees have option to choose between the two plans. Employees can realize a savings by selecting the standard lower priced DMO or they can pay the additional cost for the higher priced PPO. Humana is a nationwide provider with a broad network of participants. Our current provider submitted a proposal in an annual amount of $132,816. 72, which is 5% higher than our current rates. EyeMed has extended their current rates at no additional cost. Mutual of Omaha submitted a proposal in an annual amount of $56,355.15, which is 5% lower than our current rates. They have guaranteed these rates for three (3) years. Our current provider submitted a proposal in an annual amount of $59,153.77. Mutual of Omaha submitted the best proposal overall. They offer a weekly maximum benefit of up to $1,000, based on 60% of an employee's weekly salary. Their coverage mirrors that of our current provider and their rates do not increase with age. Again, they have guaranteed their rates for three (3) years. Voluntary Short Term Disability insurance is at the sole cost of the employee. Life Mutual of Omaha has submitted the best proposal overall. They have a higher guarantee issue ($100,000) than our current provider ($80,000). Again, they have guaranteed their rates for three (3) years. Voluntary Life insurance is at the sole cost of the employee. Staff worked diligently with our brokers to secure the best pricing and plans for our insurance coverage. Proposals that seemed competitive, but did not meet our plan standards were eliminated from consideration. Department Heads were given an overview of the initial proposals and included in the decision-making process. Further, employees have been advised of the anticipated changes and directed to the Humana website for plan/physician information. Additionally, we have tentatively scheduled information and enrollment sessions for employees for next week Tuesday, Wednesday, and Thursday (if necessary), in order to effectuate this change by March 1, 2011, provided receipt of City Commission approval. Lastly, all of the recommended providers have an AM Best's Rating of "A", which is Superior to Very Good, and all agreements will be reviewed as to form and legal sufficiency by the Office of the City Attorney.
