Sun Recycling is a full service waste and recycling company with over 50 years of proven experience in the solid waste collection, recycUng, disposal and landfill management field. As a vital service business we recognize the daunting demands placed on local governments with respect to rescue, recovery, and rebufldingin the wake ota major disaster. Our firm is poised to better assist you, so that you might in turn provide your citizens immediate critical services needed on a road to recuperation. Our professional services provide state of the art, cost effective, and environmentally responsible solutions for not only regular disposal of soUd waste, but we also act as local governmenfs principal vehicle in their response effort to post disaster recovery. Our firm is committed to resolve any issue related to recovery and the disposition of storm related damage, either vegetation or construction debris, caused by catastrophic events. Specifically for this proposal we have sought and partnered with a local sub-contractor who is a 100% minority owned firm with an exemplary business record and who more importantly has demonstrated to be an extremely effective contractor for both Miami-Dade and Broward County governments in the removal of hurricane debris. We are further gratified to inform you that at least 75% of all personnel, subcontractors and associated service providers used by Sun Recycling are and will continue to be local (South Florida) based firms. Additionally for your information, Sun Recycling is bonded, is fully insured, and maintains an elevated level of safety standards and awareness in all our operational programs I L The City's RFP indicates that the Review Committee will be evaluating proposals based in part on innovative ideas. Our unique ability to provide a permitted Material recovery and Processing facility approximately 14 miles from the City and eliminates the need to create a staging area in the City. We believe our proposal will exceed your expectations by providing a service which will recycle process and dispose the material collected effectively in a legal and environmentally safe method. Sun Recycling LLC 3251 SW 26 Terrace Dania Beach, FL 33312 Ph 954 583-6455 Fax 954 583-6455 Sun Recycling is a State of Florida registered Limited Liability Company filing on Jan.26, 2000; with our corporate offices located at 790 Hillbrath Drive, Lantana, Fl. 33462; the principals are Anthony Lomangino, Charles Lomangino, Charles Gusmano and Philip T. Medico Jr., the individual who will be responsible for the City Account. Mr. Philip T. Medico Jr. will be the team leader and will coordinate the collection, transportation of the hurricane debris to Sun Recycling Facility, SUN III, a fully permitted and licensed Material Recovery facility that is licensed by the Florida Department of Environmental Protection and the Broward County Department of Environmental Protection. (See Sun III permit attached hereto and made part hereof). Philip T. Medico Jr. received his Bachelor of Business Administration from the University of Miami, thereafter received his Juris Doctor from Howard University School of Law in 1980. Mr. Medico practiced environmental law and litigation in the Commonwealth of Pennsylvania. Mr. Medico has over 26 years of experience in environmental regulation and use permitting. Presently Mr. Medico is Vice President of Sun Recycling / Southern Waste Systems, the largest privately owned and operated Construction and Demolition Debris processor and recycler in the State of Florida. Mr. Medico has served Dade, Broward and Palm Beach in post disaster recovery services since 1992. Larry Calhoun, Manager, Sun Recycling III has 25 years of experience in operating and maintaining material recovery facility in Dania Beach and oversees all 9 C & D facilities located throughout Dade, Broward, and Palm Beach Counties. (See copy of certification attached) Frank Bermudez is directly responsible for Environmental Compliance and all Health & Safety requirements for all nine (9) facilities located throughout Dade, Broward and Palm Beach Counties. Mr. Bermudez has extensive experience coordinating collection, transportation of hurricane debris to all of our facilities; as well as performing inspections, monitoring compliance with permit conditions and the general health safety and welfare of the disaster recovery efforts. Attached hereto is a Dunn & Bradstreet report detailing Sun Recycling net worth as evidence of financial resources (See attached). Also provided is our certificate of insurance outlining our insurance company and coverage. 1 The following is a listing of current governmental entities Sun Recycling services on regular bases and also during storm events. This site is located 14 miles from the City and is the location where the FEMA monitoring tower will be located. Utilizing the Sun Recycling III facility the City will never have to use any of its designated staging areas and thus eliminate operational and environmental problems for the city and its. residents. We believe this innovative approach is cost effective, environmentally sound, and aesthetically pleasing. The city's material will be recycled and re-used and this process will avoid having to place any debris on any proposed city staging area. Under this process additional savings or cost avoidance can be achieved by eliminating the need for additional monitoring of staging area operations, specifically the grinding of materials and the hauling off of chipped debris from temporary staging area. Our experience indicates that 80% of the storm related debris will have a subsequent after market re- use, the remaining 20% will need to be properly disposed in permitted landfill facilities. Sun Recycling would be responsible for disposal of that residual material and will provide appropriate documentation that the material will be properly manifested throughout the entire process from "cradle to grave." Sun Recycling proposes to provide and make available to the City of 8 unn y Is 1 e the following services and perform the work outlined below. Sun Recycling will furnish all labor, materials, and equipment to accomplish the following types of tasks as maybe required in perfonnance of the City of Sunny Isles beach.RFP #08-07-01 Emergency Debris Clearing and Removal Operations. Our unique ability to provide a pennitted Material Recovery and Processing facility approximately 14 miles from the City eliminates the need to create a temporary staging area within the confines of the City . We believe our proposal will exceed your expectations by providing a service which will recycle, process, and dispose the material collected effectively in a legal and environmentally safe method. 2 · EMERGENCY CLEARANCE OF PUBLIC RIGHT OF WAY Sun Recycling will provide for the cutting, tossing and pushing of debris from the primary transportation routes, rights-of-way, easements, streets and roads, as identified by and directed by the City. Once this task is accomplished, or is sufficiently underway, the collection, and hauling of debris to Sun Recycling site or other designated site will begin, as required. It is difficult to determine a unit price for this phase of the operation as it is directly related with the extent of the devastation, which is undeterminable at his juncture. The cost associated with the clearance of debris as stated above, will be invoiced at the hourly rates as reflected in this submission in Attached Schedules. · CLEARING AND/OR REMOVAL OF DEBRIS FROM THE PUBLIC RIGHT -OF- WAY, STREETS AND ROADS As identified by and directed by the CITY, Sun Recycling will accomplish the pick-up and hauling of debris to Sun Recycling facility or designated Temporary Debris Staging and Reduction Sites (TDSRS) from public rights-of-way, streets, and roads and shall maintain these debris work sites to the appropriate use standards, safety standards, and regulatory requirements. The cost associated with loading and hauling debris from the rights-of-way, streets and roads to a SUN RECYCLING FACILITY OR TDSRS will be: Up to a 15 Mile One Way Haul: $13.50 per cubic yard · RECEIVE, PROCESS, RECYCLE, AND DISPOSEOF DISASTER DEBRIS Sun Recycling, as a construction and demolition debris facility operator, is committed to sound and ecologically safe waste disposal practices. Our facilities are conveniently located throughout Southeast Florida and all materials are processed and recycled at these sites expeditiously to enhance our environs and their aesthetics. Our experience in the industry has taught us that responsiveness to customers' needs is what continues to significantly to set us apart from other industry members. We understand that quality of service, coupled with reliable collection and sound disposal solutions is what will continue to help us earn our customers' patronage. Sun Recycling proposes that the City of S unn y Is 1 eNOT engage in the movement of the collected debris from the rights of way to unsightly and potentially dangerous Temporary Debris Staging and Reduction Sites (TDSRS). With the extensive network of Sun Recycling facilities, that debris material can be efficiently handled and deposited at one of our sites where it will be sorted, recycled and environmentally disposed with only ONE movement. Our proposed site is our Sun III conveniently located at 3251 SW 26 Terrace in Dania Beach, FL., only 14 miles from the city. To process this material in any other manner can potentially expose the City to liabilities and significantly higher debris removal costs. 3 Our proposal and process offers the City the opportunity to: 1. Avoid creating unsightly disposal sights in city neighborhoods and/or surrounding locations, which may cause to be a source of irritation to local residents and businesses. Prevent potential hazardous conditions to surrounding areas in the event a subsequent storm affects the region before all debris can be properly disposed. 2. Reduce vehicular impact on local streets around the TDSRS, as heavy equipment access and depart these locations, as well as a reduction of noise to local residents as a result of an unremitting 24hr collection and processing operation. 3. Reduce the number oftimes debris rnaterial is handled from its initial collection to a secondary processing site, then re-hauling to final disposal site versus our proposal in which Sun Recycling receives the debris, processes it and recycles, all in one movement. Any material that cannot be recycled is disposed of accordingly without the City being responsible for a final disposal fee. 4. Boast that it is environmentally conscious and responsible by engaging in a process to collect both vegetation and construction debris and having it processed at a single location where usable material is recovered and recycled. (N \ ..4 fl /~ 5. Boast that it is fiscally conscientious and a responsible custodia ~unds by reducing COST. The Sun Recycling process provides for the elimination fmountin ts due to the incursion of added hauling and resultant dumping fees. This practIce IS customary during post disaster recovery periods and unfortunately one which municipalities become prey due to mounting pressures. Sun Recycling offers the most environmentally safe, efficient, and more importantly cost effective alternative to local governments in the removal and disposal of disaster debris and thus reduces the negative impact that recovery imposes on the community and its environment in the wake of a catastrophic event. The cost associated with the Recycling and processing of all material would be at a rate of $14.50 per cubic yard for all hurricane commingled debris (Vegetative and Construction material); Vegetative and Horticultural Debris will be charged at a rate of $1 0.50 per cubic yard. Sun Recycling will recycle, process, and dispose ofthe residual non-recyclable material as noted above, at legally permitted disposal sites without any additional charge to the city. . MANAGEMENT AND OPERATION OF DEBRIS REDUCTION SITES TO ACCEPT, PROCESS, REDUCE, INCINERATE OTHER THAN AT A SUN RECYCLING FACILITY In the event the City requires that processing of debris is to be performed at a predetermined City's designated site other than at a Sun Recycling facility such as a TDSRS; Sun Recycling maintains the knowledge, experience, personnel, equipment, and overall management capability to direct and 4 operate as many sites as are required. The cost of management and operation of such debris reduction sites to accept, process, reduce, and/or incinerate product will be $5.25 per cubic yard. The cost associated with loading and transportation of debris to a final disposal site will be as follows: Up to a 5 Mile One Way Haul: 6-10 Miles One Way Haul: $10.00 per cubic yard $12.50 per cubic yard The cost associated with landfill disposal fees will be a pass-through cost, with Sun Recycling invoicing the CITY OF Sunny Is les at actual cost, without any additional fees. All site preparation, to include but not limited to any site work and materials necessary to build and maintain roads for ingress or egress, or any roads throughout the site; the construction of a roofed inspection tower sufficiently erected to accornmodate a minimum ofthree (3) inspectors; any environmental requirements to include but not limited to wind-born debris control fencing, silt fencing, or water retention berms; the construction of an area for use by an office trailer and associated parking; and any other items necessary for site operations and management shall be negotiated upon issuance of a Notice-to Proceed. . DEMOLITION REMOVAL OF CONDEMNED STRUCTURES AND BUILDINGS THAT POSE A THREAT TO THE PUBLIC SAFETY RESULTING FROM THE DISASTER Should an imminent threat to life, safety and health to the general public be present on private property or publicly owned property, Sun Recycling, as identified by and directed by the CITY OF Sunny Isles , will accomplish the demolition of structures and the removal and relocation of debris to the public rights-of-way. This service shall commence upon receiptby Sun Recycling from the CITY OF Sunny Isles the completed and executed right of entry forms, hold harmless agreements, the non-duplication of benefits agreements, an Address Specific Task Order, and the physical marking of each structure by the CITY OF.. Sunny Isles . Sun Recycling will place all debris collected through this process in the public rights-of-way, where the above scope of services (Debris Removal from Public Rights-of Way) shall commence. 5 . TREE TRIMMING, TREE TOPPING, TREE REMOVAL (TO INCLUDE TREE- OFF PROGRAM WHEN AUTHORIZED), STUMP GRINDING, GRUBBING, CLEARING, HAULING, AND DISPOSAL. As directed by the CITY OF Sunny Isles ., shall trim, cut, and/or fell all leaning trees and/or hanging limbs, as identified by the CITY OF Sunny Isles I. Each tree and/or limb shall then be placed in the right-of-way where the debris resulting from this scope of services shall be removed utilizing the scope of services above (debris removal from public right-of-way). The cost associated with cutting, trimming and felling, will be invoiced at the hourly rates attached to this section of the Agreement. As identified and directed by the CITY OF Sunny Isles Sun Recycling shall remove all hazardous stumps, and haul each stump to Sun Recycling or TDSRS. Each stump shall be inspected by the CITY OF Sunny Isles and inspectors and documented as to the appropriate category of size for invoicing (corresponding size cost listed below) Sun Recycling shall back-fill each stump hole with compatible material as determined by the City of Sunny fsles and Sun Recycling. The cost associated with the backfilling of stump holes, will be negotiated at time of need, per cubic yard for acquiring, hauling, and placing clean back-fill material in holes left by hazardous stumps. If the occasion arises and should a tree require removal, and the stump has not been uprooted, then the standard is to grind the stump even with ground level. The cost associated with grinding stumps, will be invoiced at the hourly rates as note in the attached schedule. . RECOVERY AND DESTRUCTION OF DEAD FISH, ANIMALS, AND LIVESTOCK Sun Recycling will provide for the recovery and destruction/disposal of dead fish, animals and livestock. The cost associated with the recovery of dead fish, animals and livestock, will be invoiced at the hourly rates attached to this section of the Agreement. The cost associated with the destruction/disposal of dead fish, animals and livestock will be invoiced at the rate of$3.00 per pound. . FLOOD MITIGATION, INCLUDING EMERGENCY PUMPING, SAND-BAGGING AND LEVEE CONSTRUCTION AND REPAIR Sun Recycling will provide flood mitigation operational capability to the City of Sunny Is les utilizing similar techniques and operational guidelines as is required to perform these services under our contract with the US Army Corps of Engineers. Sun Recycling also has the exclusive rights to utilize the "Flood Fighter" flood protection system (see attached brochure) within the United States and will utilize this system for the City of Stlnny Isle~required. The cost associated with flood mitigation to include sandbagging, set-up ofthe "Flood Fighter" system, and levee construction and repair, will be invoiced at the hourly rates attached to this 6 Agreement. The cost associated with rental of the "Flood Fighter" system, will be $300/day per 50 feet of 1.9' high tube. · HAZARDOUS WASTE RECOVERY AND DISPOSAL Sun Recycling will abate all hazardous material and waste identified by the City of Sunny Isle in accordance with all applicable local, County, State and Federal regulations. Sun Recycling will provide appropriate personnel and procedures for the containment, collection and disposal of such material when advised and instructed to perform. · ENVIRONMENTAL DAMAGE ASSESSMENT AND RECOMMENDATIONS FOR REMEDIATION Sun Recycling has the technical expertise and personnel to accomplish this scope of service. Sun Recycling has the capability and experience to assist the City of S unn y Is 1 e in its full recovery efforts. Any technical project management and/or engineering will be invoiced at the Project Management fee and/or rate attached to this Agreement. Sun Recycling will work in conjunction with the State Division of Emergency Management, FEMA, State DOT, County and other agencies to ensure that debris collection, debris disposition, and all supporting data meet each agency's requirements for safety, compliance and for reimbursement eligibility. Sun Recycling will review and advise on eligibility opportunities for disaster reimbursements or funding for losses associated with and not associated with the work of the contractor. Sun Recycling will assist the CITY OF Sunny Isles in preparation ofFEMA and State reports for reimbursement, including training of City of Sunny Isle employees and review of documentation prior to submittal. Sun Recycling will provide documentation through disposal tickets, field. inspection, quality control reports and other data sufficient to provide evidence and overall substantiation for FEMA and state reimbursement. This service as it relates to the functions provided by Sun Recycling, during disasters and/or emergencies will be at no additional charge. During non-disaster activities and' for services not provided directly by Sun Recycling any technical project or management and/or engineering will be invoiced at the Project Management fee and/or at a rate attached to this Agreement. During non-disaster activities any technical program management, not inclusive of training or planning discussed previously, will be invoiced at the Project Management fee and/or at a rate attached to this Agreement. 7 If Sun Recycling is one of the successful contractors selected by the City, then upon contract award, our expectation would be to initially meet with appropriate assigned city personnel- PWD to exchange contact information, review city street grid, and identify potential staging areas and any TDSRS (Temporary Debris Staging and Reduction Sites), the city may establish beyond what Sun Recycling is proposing. We would establish with the CITY-PWD the expected chain of command, review procedures that the CITY -PWD or FEMA may have pre-established to avoid confusion once an emergency has occurred and we are given a notice to proceed As per our experience and that of our local Subcontractor prior to any potential threat status our teams would be identified and equipment subject to maintenance checks. All current contact list would be reviewed and updated and shared with chain of command; both internal and with the CITY -PWD Upon receiving NTP crews as planned would be dispatched based on instructions received from CITY -PWD and begin clearing of city streets for access, enabling for dispatch emergency services and recovery utility services. Upon clearing streets and any facility that maybe designated by CITY -PWD; SUN Recycling would assist in accessing the extent of damage for purposes of planning dispatch of teams and working with CITY -PWD establish designated areas in order of priority, i.e., medical facilities, governmental buildings, schools etc. to begin removal services. SUN Recycling will mobilize crews and trucks in the following schedule; MOBILIZATION SCHEDULE 24 hours...................4 crews and 20 trucks 48 hours...................8 crews and 40 trucks 72 hours...................l0 crews and 50 trucks CREW COMMITMENTS CATEGORY 1-3.....................30 crews and 125 trucks CATEGORY 4-5.....................50 crews and 225 trucks PUBLIC RELATIONS-COMMUINCA TIONS Sun Recycling will identify a spokesperson to disseminate information as to SUN Recycling efforts in the process of debris removal form Right of Way and public buildings.
