Therefore, in consideration of your time and your direction to "keep it simple, get to the point, and make your case with facts and good information", we have provided you with this executive summary to help you clearly identify the benefits Haskell brings to you for the Heritage Park and Parking Garage Project. We look forward to telling your more about what we can do for your project if we are placed on your short list. Haskell is a large, international construction management and integrated design-build firm headquartered in Jacksonville, Florida with a local office in Pembroke Pines. We believe in giving our clients more than they expect, so in addition to standard CM services, we ofter the following unique benefits for you: 1. Fastest Possible Delivery of the Parking Garage - We understand you need your new garage as quickly as possible to start generating revenue for the City. In partnership with you and your design team, Haskell will evaluate the fastest structural system for delivering the parking garage with our in-house architects and engineers. You can be parking cars in your garage by February of 2010. Please see page 12 further schedule information. 2. Parking Garage and Public Park Expertise - Typically, park builders are not parking garage builders. Haskell has completed in excess of 50 parking garages and several public parks. You can be confident both will be completed by competent professionals with Haskell. Please see page 10 for some public park and parking garage projects completed by Haskell. 3. Real Value Engineering Solutions - In addition to our construction management services, Haskell is an expert designer of parking garages. Our in-house design staft can evaluate your design and make recommendations to save time and achieve your goal of getting a nice product at a fair price. In fact, we have an excellent design solution for the "Big V's" on the exterior of the building that will make them inexpensive, great looking, easy to build, easy to maintain, and as durable concrete. 4. An Excellent Relationship with AECOM (formerly Spillis Candela, DMJM) - Haskell has worked with AECOM on several projects including the recently completed Blue Cross and Blue Shield of Florida (BCBSF) Parking Garage. Working in partnership with BCBSF and AECOM, Haskell suggested changing the garage from cast-in-place to precast concrete, saving approximately $2 million and 2 months. Chris Kruayai is the proposed Project Manager and Rick Craven is the proposed Superintendent. Chris will manage the day to day contractual and administrative duties of the project and Rick will build the project at the site. They will work hand in hand with you to execute the project. As indicated by their respective resumes, both have completed several parking garage projects - including three as a team. Additionally, Chris and Rick recently completed the $100 million, AECOM-designed Blue Cross and Blue Shield of Florida (BCBS) Southside Campus Expansion. This project included two large class A office buildings and a 1500 space parking garage. They worked closely with AECOM to re-design the cast-in-place concrete structure to a faster, less-expensive pre-cast concrete system. Chris' resume is on page 6 and Rick's resume is on page 7. In addition to pairing up on other projects, all three key team members worked together on two parking garages, the Arena Garage and the Sports Garage. During the pre-construction phase, Chris Holmes, AlA, LEED AP, Haskell's most accomplished parking garage designer, will review the design documents and provide value engineering assistance to the team. In the last five years, Chris has designed nine Haskell parking garages. His suggestions for structural systems, lighting, materials and parking garage design will save Sunny Isles Beach real money and significant time. Rick has a track record of success managing parking structure projects within the Parking Solutions Division. Rick also consistently ranks as one of our top superintendents in project safety. As Project Superintendent, Rick is responsible for on-site construction activities, in addition to guiding all trades and subcontractors toward quality performance and timely completion. He is also accountable for recruiting and deploying all job personnel, layout of accurate lines and grades, checking and verifying dimensions within the construction drawings, and keeping the project manager informed of all construction activities. The scale, proportion, brick, precast and metal work were designed to match that of the nearby Jacksonville Veterans Memorial Arena. Built in conjunction with another garage for the City of Jacksonville, Haskell delivered both garages at a cost savings of $1 ,955,382 below the original budget. One structure involved a 2-level addition to a parking structure adding 464 spaces with a 43,000 s.f. attached office. The second structure is a 4-level, 551-space garage and the third is a 3-level, 634 space garage. All garages are built of precast. The precast structure included four new elevators, a new transformer vault, future office shell space, parking controls, security systems, landscaping and irrigation. Maintenance of traffic, coordination with Port users, and passenger safety at the Port were a primary focus throughout construction. Originally designed a cast-in-place concrete structure, Haskell and AECOM worked together to redesign the garage to be a precast structure, saving the owner $2 million and 2 months of construction time. The garage is approximately 560,000 square feet with 1,500 spaces. Jacksonville, FL, BCBSF selected AECOM to design multiple phases of their headquarters I campus. Haskell was selected to perform preconstruction and construction management services. The development is on a 130-acre site, currently consisting of seven office buildings totaling over 1 million square feet, conference center, multi-purpose training center, and full- service kitchens and cafeterias. Haskell recently provided CM services for the expansion of the campus to consist of two addition class A office buildings. The structure is cast-in-place concrete, post-tensioned. The skin is a combination of APC and glass. Haskell worked with AECOM and provided complete preconstruction and construction management services for the project. The complex was built with a high-tech, computerized building management system, controlling multiple systems within the building. The building exterior is constructed of concrete tilt-up panels with brick veneer and architectural precast accent elements. Scheduling Project schedules are developed by utilizing similar, previous parking garage project experience of the team to list and apply durations to each activity. Schedules are built activity by activity in Primavera scheduling software using the critical path method. Relationships between activities, durations, lead times and lag times are all input into the software. Milestones are input to establish key interim dates that become fixed schedule targets. Once the schedule is complete, it is checked for compliance with the Owner's completion objectives. Time is money so schedules are scoured for opportunities to reduce the overall duration by performing multiple activities at once, accelerating through bottlenecks and critical path activities, and any other schedule shortening (fast-track) techniques. Once complete, all schedules are submitted to the Owner for approval. For example, Sunny Isles Beach Heritage Park and Parking Garage project has an opportunity to leverage the rapid delivery and erection of pre-cast concrete to shorten the duration of its schedule. Haskell, if awarded the project, will work as a team with the City, AECOM, and pre-cast concrete firms to determine right away if switching to pre-cast makes sense. Haskell will sequence the project to allow uninterrupted use of a majority of the surface lot during the construction of the garage. Once the garage is completed, it will serve the parking needs of the hotel and Public Works while we complete the park side of the project. Material Procurement Haskell has a large network of subcontractors prepared to provide competitive pricing for the Heritage Park and Parking Garage project. During the estimating phase, Haskell will break down the entire project into appropriate scopes of work and solicit bids from no less than three qualified subcontractors for each scope of work. The low qualified bid will be thoroughly interviewed and questioned to ensure completeness. Each complete low price will be incorporated into the Guaranteed Maximum Price (GMP) proposal and submitted to the City for approval. Once approved, Haskell will enter into Subcontract agreements with each low bidder included in the GMP. This process will be managed by the Project Manager and supervised by the Project Director using a tool we call the Purchase Control Log. This continues until all scopes are completely purchased. Assurance that Plans, Specifications and Schedules are Met Adherence to the plans and specifications, or quality assurance (QA), is a major focus at Haskell. In addition to the day to day quality assurance provided by the project team, Haskell has a quality assurance department that reports to the Group President. The QA Department's policies and procedures are designed to ensure that the plans and specification are met and include the following: · Participation in design reviews and make recommendations to improve quality Review project specifications and make recommendations to improve quality · Review key submittals for compliance with design requirements · With a parking garage, QA visits the pre-cast concrete plant to ensure compliance with PCI and the design documents · Participate and lead key pre-construction meetings with Subcontractors · Perform site visits to verify compliance with plans and specifications. · Implement testing programs Utilize Qualigrams and Best Practices - Experience from previous issues and solutions including detailed informational sheets on various envelope and building systems. For example, a QIP for a hospital will contain procedures for window flashing, caulking and testing, while a parking garage will contain procedures for verifying the pre-cast concrete meets the standards set by The Pre-cast Concrete Institute (PCI) and the specifications. QIP establishes minimum necessary steps designated by AlE, Construction, and management during the various phases to ensure quality for a specific building type. Compliance with schedule requirements starts with the bid process. Subcontractors are provided a schedule with the bid package and are instructed to bid the work in accordance with the schedule requirements. The successful bidder is then presented with a subcontract agreement which incorporates the schedule as a contract document. Once executed, they are contractually bound to deliver in accordance with the dates indicated in the schedule. If a subcontractor falls behind, Haskell will take whatever steps are necessary, at their expense to get them back on track. These steps can include requiring them to increase their workforce, work overtime, supplement their workforce, or termination and replacement. 9) A statement of experience summarizing projects constructed under a similar development process and a summary of what the Firm can "bring to the table" for the benefit of the City of Sunny Isles Beach. Haskell has completed several hundred projects including numerous teaming with municipalities using a similar development process to the Construction Management development process used by the City of Sunny Isles Beach for the Heritage Park and Parking Garage project. This time will be used to finalize the contracts with the site and demolition contractors. Also, we will use this time to set up our construction trailer, establish control and bench marks, install storm water control devices, and secure the site perimeter, PROJECT ApPROACH & ALTERNATIVES .. ~~ !!!S!~!d~a!:' PROJECT APPROACH AND ALTERNATIVES Haskell will approach the project will be to team with you and Spillis Candella to deliver the best possible job, done right the first time, and at a good price. It all starts in this price proposal with bids from Subcontractors we know feel the same way. One poor performing Subcontractor can drag down your entire project and Haskell is committed to making sure that does not happen. Therefore, included in our price proposal, are Subcontractor bids from truly qualified companies you can trust. By using only qualified firms, your cost in the long run will always be much better since quality, safety and overall value will not be compromised. Our approach to building the project follows the same general organization as the project schedule in section 1. Upon mobilization, Haskell will erect a jobsite fence and secure only enough of the site to construct the building, This will allow you to retain possession of more than half of the existing parking lot. We will demolish the paved areas under the garage, install the augercast piling, and proceed with the structure. Once the structure is up, the exterior architectural treatments, including the tilt-up concrete Big V's, and the interior building including the new public works office will be completed, The garage will be completed and you will be parking cars by March 2010. Once the garage is complete, and public works has relocated into its new offices, Haskell will complete the park area, ALTERNATIVES: All alternatives are deducts (or adds) to the BASE price. 1, Big V's in Tilt-up Concrete (recommended) - Haskell proposes to construct the Big V system on the exterior of the building in site cast, tilt-up concrete panels, The panels will be 2' thick in lieu of the 3' thick shown on the plans, All other shapes, angles and dimensions remain the same. The concrete will be coated with Tex-Coat to achieve a finished look comparable to stucco. The advantages are numerous including MUCH greater durability and virtually zero maintenance. Deduct $202,000 2. Holeless, Machine Room less Elevator (recommended) - Haskell proposes to furnish and install a machine room less, traction elevator. This will eliminate the need for the pre-drilled shaft hole, hydraulic pump and elevator machinery in the machine room, All that remains outside the shaft is the control panel, which can be located in a much smaller room. In addition, motor size is reduced from 40 HP to 6.6 HP. The cost of the two systems is the same, however your savings come in reduced energy cost and lower maintenance. ~~ !!!s!~!~!:' 3, Change Stairs from Steel to Concrete (recommended) - Haskell proposed to change the metal stairs to cast in place concrete. This will be more durable and corrosion resistant. Deduct $15,000 4, Redesign Route of Entry Road -If selected, Haskell will complete the design work necessary to re-route the garage entry road to the west at no additional charQe, 5. Delete Vine Trainer System - (not recommended) Deduct $110,000 6. Delete Fiberglass Mesh and Support (recommended) - Haskell recommends deleting the fiberglass mesh and allowing us to work with you and Spillis Candela to select a more cost effective solution. We suggest, and our deduct includes, a $100,000 allowance for a new system. Deduct $250,000 7. Smooth Stucco Finish for Exterior of Stair Towers (recommended)- Haskell recommends adding a stucco finish to the CMU facing the exterior of the building at the stair towers. Eliminate Paint in stairwells (recommended) - This is most often not done in parking garage projects, The advantage is obviously saving the initial cost, but also reduces maintenance.
