1.5.1 HISTORY OF THE FIRM
MCM is a family-owned company that was established in
Miami, Florida over 25 years ago. The ownership and top
management of the firm is in the hands of the Munilla family
whose construction background dates back to 1940 when
Fernando R. Munilla pioneered construction methodol-
ogy and systems specializing in pre-cast, pre-stressed and
heavy structural construction in Cuba. The powerful fam-
ily bond and ethics instilled by Fernando Munilla Sr. are the
standards that make up today's generation. These corner-
stones, Quality, Integrity and Reliability, are a precondition to
all of MCM's goals.
Our experience includes Commercial, Civil, Educational,
Institutional and Governmental Construction. MCM has ex-
perience in every delivery method from traditional hard bid
projects to Construction Management at Risk and Design
Build deliveries. Being a Design/Builder for over 20 years
makes us especially suited to serve all of our Clients needs.
Having managed both the design and construction of park-
ing garages, schools, fire stations, train stations and many
others we have developed internal review processes to as-
sure the highest quality of construction is achieved at the
best value for the Client. This background, along with our
extremely knowledgeable and resourceful network of Archi-
tects, Engineers and expert Sub-contractors, makes us an
excellent candidate for any project.
In addition to building, garage, and park construction MCM
has performed a wide variety of Civil Work. We have the
advantage of having almost 80% of our work self-performed
for Concrete, Earth & Sitework, Underground Utilities, Road
& Bridge, and have access to a vast fleet of equipment at our
exclusive disposition. Our expert field management and la-
bor force is entirely devoted to deliver projects with the high-
est quality and safety standards, supervising the project's
development from a satellite office installed on-site.
MCM has an exceptional record in developing, project man-
aging and constructing residential and commercial projects
in South Florida. Our experience in urban development and
redevelopment projects range from small housing estates,
to high-rise apartments and large scale mixed use develop-
ments.

Fernando Munilla - Project Executive, Responsible for :E
over 250 projects ranging in a wide variety of commercial, F
institutional, industrial and custom residential experience ~
encompassing both new structures and rehabilitation of his- ~
torical facilities. The gamut of experience ranges from ma- ~
sonry reinforced concrete, steel superstructure and modular ]
construction. Most of the projects required estimating, bid- .~
ding and negotiations in addition to general coordination and ~
supervision; cost estimates; enforcement of quality control; ~
client negotiations and dealings with private or public sector .~
agencies. Fernando will be responsible for providing overall ij
management direction and administration for the project, in- :
c1uding: (1) initiate and maintain liaison with the City of Sun- ~
ny Isles Beach in order to ease construction activities; (2) ~
Monitor/control construction through administrative direction ~
of project manager and superintendents; and (3) Establish ~
project objectives, policies, procedures and performance .

Gus Fernandez, Sr. Project Manager - Gus has close to 20
years experience in construction, with emphasis on govern-
mental and institutional facilities. He is an expert scheduler
and has experience working at Parking Facilities giving him
an edge with issues like phasing, planning for construction in
occupied sites and extensive knowledge of sub-contractors
and vendors. Gus, will be responsible for overseeing the
overall management of all construction activities for the proj-
ect, including but not limited to: Cost & Risk Management,
Schedule update, Sub-contractor & Vendor Billing, adequate
reporting to Owner and MCM Management, prepare requisi-
tion and schedules of values including updates to job cost
reports, coordination of Team Meetings to maintain clear
lines of communications. Highlights of Gus's Experience
include the Construction of Sunny Isles Beach Community
K-B Schools, which included the construction of a 4-story,
pre-cast parking garage, with 150 spaces. Additionally, he
also built GTI Central Collections Plaza for the Flamingo and
Dolphin Parking Garages, including significant modifications
to the existing garages at Miami International Airport. He
has built several parking garages for educational facilities
such as Coral Park Senior High School and Westland Hia-
leah Sf. High, which entailed the construction of a 4-story
cast-in-place garage with 150 spaces. A more detailed list

Paul Bessell, Assistant Project Manager (PARKING) -
Paul has over 7 years experience working with clients such
as Miami International Airport, Miami-Dade County Public
Schools and more recently the City of Miami Beach. He has
experience building both parking garages and park & sports
facilities, so he is perfectly suited to assist in the supervision
of this project. A more detailed list of projects can be found
on Paul's Resume at the end of the proposal.
STATEMENT OF QUALIFICATIONS
Brook Wolfe, Assistant Project Manager (PARK) - Brook
has over 6 years Civil construction experience. She just com-
pleted the construction of South Pointe Park, a $22 million
overhaul that resulted in a "state of the art" park for the City
of Miami Beach. Her involvement in this project and her ex-
pertise with environmental issues gives her an edge to over-
see the construction of Heritage Park. Brook will be respon-
sible for the overall management of all construction activities
related to the park, . A more detailed list of projects can be
found on Brook's Resume at the end of the proposal.
Bill McCue, Superintendent - Bill has over 33 years experi-
ence in construction, with a heavy emphasis on commercial
and educational facilities in South Florida. He has extensive
experience working at commercial, multi-story facilities such
as the Heritage Parking Garage, as well as acres of devel-
opment of sports fields and playgrounds for Miami-Dade
County Public Schools giving him an edge with issues that
this project can present during construction. Bill was the su-
perintendent in charge of the construction of the Jackson
Memorial's North Parking Garage, a 5 story pre-cast facility
very similar to the Heritage Parking Garage. A more de-

1.5.6 TEAM ORGANIZATION & RESPONSIBILITIES
In order to ensure the City the construction of the most cost-
effective project, MCM has teamed up with a group of of
specialists which will aide during the pre-construction and
construction phases to provide the best value to the City of
Sunny Isles Beach.
Florida Lemark, Structural Concrete Specialist (con-
struction) - was founded in 1987 and is family owned and g,
operated. They have been doing business in South Florida .3
for 20 years. Florida Lemark's primary focus is commercial i
construction, specializing in the construction and renova- ~
tion of parking garages. They strive to be the benchmark ~
to concrete restoration, forming, and finishing and provide ~
top quality work and service in a timely, effective, efficient, .f
innovative, and economic manner. MCM has been working ~
with Florida Lemark for the past 15 years with excellent re- ~
suits. As structural specialists, they will be responsible for .~
assessing the current design and ensure constructability at ~
the best price. Eduardo Rodriguez will be leading this team. ~

Tim Haahs, Parking Facilities Specialist I Structural 1
Concrete Specialist (Design) - established since 1994 has ~
grown into a reputable organization composed of 52 employ- ~
ees dedicated to designing parking structures. A multi-disci- ~
plined engineering and architectural firm, TimHaahs special- ~
izes in providing design services for parking and mixed-use ~
buildings. They focus on parking solutions, bringing a unique ..
perspective to their clients in private and public sectors. 2
O'Leary. Richards Design Associates Inc., Landscape
Professl.onals I Pa~k Development Specialist (Design)
(ORDA) IS a full service Landscape Architecture firm based
in Miami, Florida. Having been in continual operation since
1 ~69, ORDA currently provides Landscape Architectural ser-
vices for the.institutional, municipal, and private sectors.
The completion of hundreds of successful projects has made
ORDA leaders in subtropical Landscape Architecture. ORDA
has b~ilt. a solid repu.tation for completing projects on time,
and within budget, without sacrificing design quality. ORDA
provi~es. ~ontinuity. and coo~di.n.ation through all phases of
each indiVidual project, from Initial planning, through design
and construction administration.
Vila & Sons, Landscape Professionals I Park Devel-
opment Specialis~ (~onstr~cti~n) - among the largest
landsc.ape companies In Flonda IS a full service operation
~ompnsed of land~cape development, irrigation construc-
tion! landscape maintenance, nursery and tree farms. This
family-owned and operated enterprise has thrived since its
inception .in 1984, experiencing continuous geometric and
geographic gro~th. MCM has worked with this company for

During the construction process MCM will have as part of
their team the following consultants and sub-contractors to
be responsible for the services required on the RFQ:

Dunkelberger Engineering & Testing. Founded in 1994
~unke.lberger's miss!on has been to offer geotechnical en~
glne~nng an~ matenals. testing services of distinguishable
quality and with personalized attention to client service. They
have grown to a present staff of 70+ in five office locations.
Dunkelberger offers comprehensive geotechnical services
ranging fr~m site. explorationl characterization, including lab-
oratory sOils testing, to design recommendations for founda-
tions, fl.oor slabs, ~avements, borrow, and ponds. Although
no en~lronmental !ssues are foreseen according to the in-
formatron we received at the pre-proposal conference, this
c~.mpany als~ offers environmental services including due
diligence studies, evaluation of contaminated soil, sediment
and groundwater, as well as groundwater monitoring.
Traffic Flow and Interim Parking Issues - MCM - Our
tea~ will be responsible. for managing any possible inter-
rup~lons to traffic on Collins Avenue thru a comprehensive

STATEMENT OF QUALIFICATIONS
Scope of Work
Consisted of an extensive phasing plan, which required
continual coordination between the Construction Teams
in order not to interrupt Hospital Operations. Phase 1 of
the .proJect ~onsis~ed of a new pre-cast Parking Garage, 5
stories In height with the capacity to expand 2 more stories
for a total of 7. This creative engineering allowing for future
growth required over 700 piles and more than 60 pile
caps. Additionally the parking facility required steel bridge
superstructure spanning over 180 feet in length in order to
allow the pedestrian safe access into the Hospital. Phase
2 consisted of building an Oxygen Tank Farm in order to
r~locate the main Oxygen and Nitrogen supply to the hospital
Without the affecting the existing and incoming patients.

GTI CENTRAL COLLECTIONS PLAZA
Scope of Work
Construction of new toll collection facilities, parking revenue
control system, roadways and infrastructure encompassing
a 12 acre site within Miami International Airport.
Scope of Work; GTI Central Collections Plaza Project was
a 2001 Contract which at that time had a value of 23 Million
dollars, the project consisted of 11 acres of demolition, tree
relocation, underground utilities, earthwork, roadwork and
the construction of a new Parking Revenue Control F~cility
comparable to a highway toll facility, which included a new
plaza with 1 acre of colored pavers installed over reinforced
concrete aprons, a 17,000 sf administration building, 16 exit
lanes, 6 entry lanes and 6 remote entry gates. All work was
done at the main entrance of Miami International Airport
while maintaining full access to and through the elevated
parking garage system for Airport patrons.
MCM self performed the following scope of work:
. Major Upgrades to Flamingo and Dolphin Parking
Garages including resurfacing of all levels, new
signalization, etc.
. Demolition of Existing Roadways, Bridges, and UIG
Structures

Design-Build of a new Senior High School complex
composed of multiple buildings, EHPA and courtyards to
house 1,839 student stations (322,084 SF). One of the
key components of the project was a multi-story, 150-

rooftop gymnasium which included new air conditioned
basketball courts, male and female lockers, weight rooms,

1.5.7 RECENT PROJECT EXPERIENCE (TIM HAAHS)
MIAMI COURTHOUSE PARKING GARAGE

The Miami Parking Authority is constructing a state-of-the-
art multi-million dollar facility adjacent to the new Federal
Courthouse in downtown Miami. TimHaahs served as the
prime design firm, providing full architectural and parking
design services for this significant new facility. TimHaahs
designed the 850 space facility for a future horizontal .
expansion that would add 300 additional parking spaces.
This garage will house two retail spaces on the ground floor .
and more than 20,000 square feet of office space, including
the Miami Parking Authority's administrative offices. The .
Courthouse Center Parking Plaza's striking architectural
features, street "liners" on the second and third floor facades, .
and blue glass create a pleasing aesthetic effect. The new
facility will serve as the perfect complement to the courthouse
to its north, complete with a passive reflection park on the
corner of North Miami Avenue and Northwest 3rd Street.

MIAMI PARKING AUTHORITY ON CALL SERVICES
TimHaahs provided the Miami Parking Authority with
professional parking consulting services under a three year
contract with the city through 2007.
TimHaahs represents and advises the Authority throughout
design and construction of various parking related projects.
Services begin in the preliminary schematic design phase
and continue through the end of construction, including 11th

III Aesthetic Improvements to the City Park Garage in
Fort Lauderdale. TimHaahs updated and enhanced the
architectural aesthetics of the facility and significantly
improved the functionality of the garage.
Improvements include a new archway fa~ade and illuminated
signage on the east and west faces of the garage. The
fa~ade concept refinement study enhanced the selected
fa~ade concept, and identified architectural features that
improved the aesthetics of the facility. TimHaahs also made
recommendations regarding the functionality and wayfinding
for the garage.

NAPLES PUBLIC PARKING FACILITY
The City of Naples' Fourth Avenue South and Eighth Street
South Parking Facility opened in the summer of 1999.
The parking structure provided much needed parking for
employees and customers of the exclusive Fifth Avenue
South shopping area, in addition to supporting the Naples
Players Theater located directly adjacent to the facility.
TimHaahs was retained as part of local architect Andrea
Clark Brown's design team to provide functional design,
structural engineering, and parking consulting services.
The construction system is precast concrete with integral
exterior beam/planter combinations, as well as aluminum
trellises. The four tier facility measures 260' x 120' and
provides 341 spaces. The functional layout is of a single
helix design using two-way traffic throughout the facility.

additional parking for the Naples Downtown Historic District
Community. The facility is located on 8th Street South and
will serve various retail, commercial and dining areas.
The garage design incorporates several sustainable design
components. The use of a cistern linked to the sprinkler
system will collect for rain water to maintain the surrounding
landscape. The facility also features energy sufficient lighting :g,
supplied by solar panels on the top tier. In addition, the j
facility will include 328 parking spaces, 27 will be reserved E

TOWN CENTER PARK Founders Park is a twelve acre municipal park located in the
Sunny Isles Beach, FL City of Aventura. It is bisected by N.E. 190th Street with a 2

jogging paths, tennis courts, a combination baseballlfootballl

SCHEDULING CAPABILITIES
Our team employs Primavera P6 scheduling software to
determine and control time for all activities during the pre-
construction and construction phases of a project. The
schedules will be cost loaded, and will also include resource
loading and subcontractor crew sizes as needed. We also
have the capability to generate CPM diagrams in an easy-
to-read format.
P6 is capable of generating reports that are configured
specifically to the project priorities and which eliminates the
printing of irrelevant data. We will develop with the City of
Sunny Isles Beach a format appropriate for the needs of the
"Heritage Park and Parking Garage" Project
INITIAL SCHEDULE
Our Initial Proposed Schedule is prepared in network form,
which will graphically depict the interrelationship and duration
of all project activities. Specifically, the following are being
I shown:

Approvals from State and Municipal Authorities
Project's Fast Track Phasing
Long Lead Materials and Equipment
. Major Construction Milestones
The schedule will be reviewed w,ith CSIB and our team and
will form the basis for monitoring project progress.
MASTER SCHEDULE UPDATES
Throughout the life of the project, the schedule will be used
to gauge the impact of scope changes and anticipated
problems, and to develop strategies for maintaining the
overall timeframe. The schedule will be updated bi-weekly
or more frequently if required, to show actual progress and
re-planning, if necessary. This enables the current status of
the project to be rapidly determined, if the updated schedules
indicate a slippage, problem areas are immediately identified
and when required subcontractors are brought together to
organize a solution.
The project management team will then meet the critical
trades in order to resolve any schedule slippages. Primavera
6 allows us to focus on a specific trade or area and generate
more detailed sub-schedules (sub-networks) to assist in
this task. As such the project's CPM becomes a working
management tool for the City of Sunny Isles and our team.
EXAMPLES
Coral Park Senior High was a project with significant
scheduling challenges, the project consisted of a phased
delivery dividing a new 170,000 square foot building from
a campus wide retrofit of upgraded fire alarm and public
address system, along with existing gymnasium and athletic
facility renovations and HVAC upgrades.
MCM again developed a design and permitting schedule,
and then went on to develop the construction schedule in
accordance with the phasing plan. Securing certification of
fire alarm and public address systems by phase, area, and
floor was critical for acquisition of certificates of occupancy
based on the clients needs. Each certification and its
predecessor activities had to be identified and monitored in
the schedule, along with typical major components of work.
By incorporating these detailed activity sequences into the
overall project schedule MCM was able to allow for a phased
occupancy and successfully deliver the project on time.
Westland Hialeah Senior High was another scheduling
challenge as noted in the previous examples, this project
required the planning, coordination and monitoring of 8
separate design submittals and permits, and the overall
project schedule had to be coordinated to allow for these ~
scheduling constraints. Construction of the 4 main buildings ~
had to be coordinated and relationships developed based ~ I
on forecasted permit approvals. In instances where permit ~ \
approvals were delayed, MCM revised the schedule logic ~ '
and re-sequenced construction activities to mitigate the ~
potential delays. ~

Regarding the Sched.ule for Heritage Park & Parking Garage
we unders!and the City's need for a prompt delivery in May of
2010 or prior. As MCM develops this schedule we will focus
on t~e early delivery of the Garage in Phase 1 to allow CSIB
Publi~ Works Dept. to vacate their current staging area in the
footprint of the new Park. This early delivery milestone will
a!~o allow the. ~ity to benefit from the use of the garage by
Citizens and VIsitors while the Park is completed.
Overall ~he Project delivery schedule will provide the Garage
for use ~n February, provided we commence in July. As the
garage IS constructed the utilities in the right of way serving
the g~rage and park will be installed. Also MCM will begin
work. In the Park. concurrently with the garage wherever
~os~lble, perf~rmlng earthwork, installing drainage, site
lighting conduits, foundations and other improvements all
co~rdinated with ~he Public Works Dept. to assure there'are
no Impacts to their operations.
This approach will provide the City the early use of the
Garage and delivery of the Park prior to their May deadline.

WHAT CAN WE BRING TO THE TABLE
MCM has performed an extensive analysis of the design
and looks forward to presenting and discussing a menu
of potential Value Engineering (VE) items for the City to
consider as part of the interview and selection process.
Once selected MCM can work with the City and Architect
in exploring the potential changes, and developing design
revisions for those VE items deemed appropriate in order to
quantify and capture the savings to the City.
Examples of items MCM would propose for Heritage Park
are changes to the building's "Exterior V system" to both
minimize cost and enhance longevity; another potential
savings may be a simplification of the "Fiberglass Grill" and
aluminum tubing system covering sections of the buildings
exterior. These are just two examples of the menu developed
by MCM, which we will provide the City if selected as part of
the shortlisted group of Contractors.

letters, MCM is a financially solid company with an aggregate
bonding capacity of over $400,000,000. At this moment
we are capable of picking up and staffing comfortably the
Sunny Isles Beach Heritage Park & Parking Garage. Gus
Fernandez is currently providing oversight on the Beach
Patrol/Auditorium for the City of Miami Beach along with
Paul Bessell who is managing the Projects day to day
operations.
The Project is scheduled to be delivered in June, allowing
both of these individuals to commence at Heritage Park upon
award. Both of these team members worked on the Sunny
Isles Beach K-8 Community School and are intimately aware
of the conditions for constructing in Sunny Isles Beach.
Brook Wolfe recently delivered South Pointe Park for the
City of Miami Beach and is available to start on Heritage
Park immediately.
Bill McCue will be made available for this Project given
his background with Parking Garages and familiarity with

Sunny Isles Beach based on his recent delivery of the K-8
Community School.
Given the aforementioned availability of staff and limited
