Thornton Construction Company was incorporated May 1998. Thornton is a full
service contracting and construction management firm headquartered in Miami.
Thornton Construction Company is a contracting and construction management

General Manaaer: Thomas Thornton
As the owner and qualifier for the Company, Tom routinely meets weekly with
project manages and attends milestone construction meetings throughout the
construction process. He provides valuable insight in construction scheduling
and logistics plans and provides the PMs with direction and support. As a
commissioner of the Village of Key Biscayne and has a great appreciation for the
fiscal constraints and scrutiny that municipal projects face and understands the
pressures that Department Directors encounter. He has differentiated his
company by encouraging transparency at all levels to insure integrity throughout
the process and works with his clients to overcome challenges. As the team
owner he is ultimately responsible for the outcome of every undertaking and he
encourages his members to seek out innovation and share the lessons learned
from every success and failure with other teammates to insure continued
success. Tom is a certified general contractor and LEED AP Certified.
Project Executive: Felipe Laserna
Felipe Laserna is a licensed General Contractor and LEEP AP Certified with over
15 years of experience managing commercial, governmental, airport and medical
facilities. He has been with Thornton Construction for ten years and has
managed over $100 million worth of projects for the company. With his
experience in managing large projects in large oriented facility environments,
such as Miami International Airport, Jackson Memorial Hospital and many
governmental facilities, and ability to motivate others, he is an effective Project
Executive. He manages all the company's project managers, through weekly
project manager meetings, he provides all the projects managers with
mentorship and support throughout the process. With the constant interaction
with management staff, he is able to insure that proper progress is being made
and provide valuable insight to insure that delays are avoided or minimized. He
has successfully supervised all of our ground up construction projects Thornton
Construction has delivered.
Project Manaaer: Ariel Restrepo
Ariel is a licensed General Contractor with 10+ years construction experience
managing a wide variety of commercial construction projects. He has a strong
background in contract negotiation, construction law and building codes.
Mr. Restrepo has reduced expenses and increased the efficiency of operations.
He has a vast knowledge of all facets of project lifecycle; from initial analysis,
estimating, logistics documentation and implementation.
Assistant Project Manaaer: Rod Nobreaa
Rod Nobrega, assists the project manager in the preparation of sub contractor
bids. He is responsible for tracking and tabulating sub-contractor bids for project

manager's review and approval. He assists in the preparation of RFl's and
submittals and manages the drawing log, RFI log, Submittal log and meeting
minutes to be distributed at every construction meeting.

Roberto Cabrera has 30+ years of extensive field construction experience.
Committed to quality control and scheduling as they relate to execution of
building construction. Roberto has developed strong relationships with all our
subcontractors and their field staff. With his extensive knowledge of building
construction means and methods, scheduling and cost control procedures,
general conditions and subcontract documents, he has the ability to foresee
potential issues and resolve them before they can affect the construction
schedule.
Roberto has a graduate degree in architecture from the University of Havana and
has worked with general contractors and design professional firms throughout his
professional career. Because of his strong structural and MEP background and
working on the design side for many years, Roberto has contributed immensely
to finding practical solutions to construction and design related issues.
Proiect Accountant: Rolando Rodriauez
Rolando Rodriquez has been with Thornton since its inception in 1998, works
closely with the Project Manager to insure that all the sub-contractors and
material suppliers are being paid in a timely manner. He provides the project
manager with routine updated information to insure that the project remains
within budget and he forecasts any potential financial issues so that they can be
avoided or mitigated without impacting the project schedule.
Pre-Construction Manaaer: Harvev Williams
Hands on management experience within the construction field, Harvey Williams
is an accomplished leader, capable of motivating a staff to its full potential.
Exceptional analytical and creative problem solving abilities with practical
experience and knowledge of all types of phases of design, pre-construction,
construction and management. As an estimator, Harvey has supervised and
assembled quantity estimates; provided cost for all quantity estimates and
finalized prepared bid documents for all commercial building type projects. In
addition, has provided hard bids and conceptual bids for all types of projects.

8) Evidence of capabilities for construction scheduling, material procurement,
and assurance that plans, specifications, and schedules are met.
The Thornton team will use Primavera SureTrack 3.0 scheduling and project
planner software for timely, accurate and dependable CPM schedules. Project
schedules can be updated instantly to determine if the work is ahead or behind
schedule. In the event of a delay, we perform impact evaluations and provide
reliable answers and solutions to bring the work back on track in the most cost-
and time-effective manner.
At a minimum, our schedules have sufficient detail to allow adequate control of
the project. In order to provide adequate control, the project is updated at least
once a month. The project schedule indicates critical shop drawing submittal and
approval dates and critical equipment lead times and delivery dates.
Our schedules are developed by identifying the work items necessary to achieve
job completion. Because the prime purpose of CPM is to produce a coordinated
project plan, key subcontractors are often brought into the planning. Thornton
sets the general timing reference for the project. Individual subcontractors review
their portion of the schedule and provide input/changes. This gives
subcontractors upfront knowledge of their agreed-upon adherence to the
schedule which minimized any potential conflicts or delays to the project.
In order to maintain current and future cash flow projections, Thornton cost loads
activities by adding costs to all schedule activities and material deliveries. These
costs are gathered from the subcontractor's schedule of value.
Thornton projects are completed on time, on schedule. We hit our
schedules 99% of the time.

Felipe Laserna is a licensed General Contractor and LEEP AP Certified with over
15 years of experience managing commercial, governmental, airport and medical
facilities. He has been with Thornton Construction for ten years and has
managed over $100 million worth of projects for the company. With his
experience in managing large projects in large oriented facility environments,
such as Miami International Airport, Jackson Memorial Hospital and many
governmental facilities, and ability to motivate others, he is an effective Project
Executive. He manages all the company's project managers, through weekly
project manager meetings, he provides all the projects managers with
mentorship and support throughout the process. With the constant interaction
with management staff, he is able to insure that proper progress is being made
and provide valuable insight to insure that delays are avoided or minimized. He
has successfully supervised all of our ground up construction projects Thornton

Ariel is a licensed General Contractor with 10+ years construction experience
managing a wide variety of commercial construction projects. He has a strong

Roberto Cabrera has 30+ years of extensive field construction experience.
Committed to quality control and scheduling as they relate to execution of
building construction. Roberto has developed strong relationships with all our
subcontractors and their field staff. With his extensive knowledge of building
construction means and methods, scheduling and cost control procedures,
general conditions and subcontract documents, he has the ability to foresee
potential issues and resolve them before they can affect the construction
schedule.
Roberto has a graduate degree in architecture from the University of Havana and
has worked with general contractors and design professional firms throughout his
professional career. Because of his strong structural and MEP background and
working on the design side for many years, Roberto has contributed immensely
to finding practical solutions to construction and design related issues.
Proiect Accountant: Rolando Rodriauez
Rolando Rodriquez has been with Thornton since its inception in 1998, works
closely with the Project Manager to insure that all the sub-contractors and
material suppliers are being paid in a timely manner. He provides the project
manager with routine updated information to insure that the project remains
within budget and he forecasts any potential financial issues so that they can be
avoided or mitigated without impacting the project schedule.
Pre-Construction Manaaer: Harvev Williams
Hands on management experience within the construction field, Harvey Williams
is an accomplished leader, capable of motivating a staff to its full potential.
Exceptional analytical and creative problem solving abilities with practical
experience and knowledge of all types of phases of design, pre-construction,
construction and management. As an estimator, Harvey has supervised and
assembled quantity estimates; provided cost for all quantity estimates and
finalized prepared bid documents for all commercial building type projects. In

8) Evidence of capabilities for construction scheduling, material procurement,
and assurance that plans, specifications, and schedules are met.
The Thornton team will use Primavera SureTrack 3.0 scheduling and project
planner software for timely, accurate and dependable CPM schedules. Project
schedules can be updated instantly to determine if the work is ahead or behind
schedule. In the event of a delay, we perform impact evaluations and provide
reliable answers and solutions to bring the work back on track in the most cost-
and time-effective manner.
At a minimum, our schedules have sufficient detail to allow adequate control of
the project. In order to provide adequate control, the project is updated at least
once a month. The project schedule indicates critical shop drawing submittal and
approval dates and critical equipment lead times and delivery dates.
Our schedules are developed by identifying the work items necessary to achieve
job completion. Because the prime purpose of CPM is to produce a coordinated
project plan, key subcontractors are often brought into the planning. Thornton
sets the general timing reference for the project. Individual subcontractors review
their portion of the schedule and provide inpuUchanges. This gives
subcontractors upfront knowledge of their agreed-upon adherence to the
schedule which minimized any potential conflicts or delays to the project.
In order to maintain current and future cash flow projections, Thornton cost loads
activities by adding costs to all schedule activities and material deliveries. These
costs are gathered from the subcontractor's schedule of value.
Thornton projects are completed on time, on schedule. We hit our
schedules 99% of the time.
