First, we would like to thank you and the City of Sunny Isles Beach for the opportunity to submit
our qualifications for your consideration. Second, why should you invite Current Builders to the second
phase? There are a number of relevant reasons that I would like you to consider that are discussed in
further detail within our submittal as follows.
~ Our Approach to the Project: Within our submittal we took a team approach to the uniquely
different projects of the garage and park combining our garage building expertise with a firm who
has significant park experience and with whom we have worked with previously.
~ Building Information Modeling also known as B.I.M: This new three dimensional plan
coordination tool also known as Virtual Design and Construction has been adopted by Current
Builders and recently used on a similar Design/Build garage with great success speeding the
construction timeframe while reducing change orders.
~ Competitive Costs: A unique capability of Current Builders is our ability to self perform concrete
structures which make up 35-40% of the project cost. This is accomplished with our CB
Structures group.
~ The Partners: Each project is assigned what we call a P.I.C., otherwise known as a principle in
charge. The Owners, Design team and project team are always dealing with a partner that can
make decisions quickly and responsibly.
~ Our Culture: The industry is slowly moving away from the "silo" mentality where Owners,
Architects and Contractors think and work independently in their respective silos to more
integration and collaboration. We support this. Each of our projects start with a third party
facilitator to teach team building to the project team enabling better collaboration between all
parties and creates a partnering mentality.
We sincerely hope that we will have the opportunity to provide a proposal in phase two so we can
show the committee how we can provide very competitive pricing without sacrificing quality, safety and
collaboration through our adoption of the newest leading technology.

required level that is required and if they give you the level of personal service you deserve. We have a
proven record for over 35 years managing successful projects and relationships, as we know each project

Question 1 History of the Firm
~ Current Builders started in 1972 as a General Contractor specializing in structural concrete
structures as a subsidiary of Gulfstream Land and Development.
~ In 1973 two present shareholders join the firm.
~ In 1976 the present CEO joins the firm.
~ In 1976 Current Builders started doing work as an open shop general contractor on the east and
west coast of Florida
~ Four principles in the firm have spent their whole career at Current Builders spanning over 130
years with the firm.
~ In 1981 Current Builders is awarded its first public project for Broward Community Center to
construct a library. The project was awarded the Governors Design and Construction award.
~ Current Builders ranked #287 in 1982 on ENR top 400 US Contractors
~ In 1985 Current Builders separates from its parent company and becomes a private company
~ In 1988 Current Builders aligns with Travelers, the nation's largest surety to provide bonding and
we remain with them today.
~ In 1993 Current Builders does its first design build project for Edy's Grand Ice Cream, a storage
and distribution facility in Weston
~ Current Builders opens a branch office in Naples/Ft Myers in 1997 to better serve its clients that
work on the west coast
~ Current Builders opened a branch office in Orlando in 2002 and relocated the office to Tampa in
2005.

William Blackledge - PrinCipal in Charge: Results driven professional with over 25 years experience in
the management of large scale survey and engineering construction projects. History of directing projects
through all phases from initial conception to final closeout. Cost conscious with track record in developing
new construction concepts to control costs, enhance efficiency, and improve productivity. Planned and
executed strategy which led to the successful completion of projects ahead of forecasts. William is a
diligent leader with solid business planning, and problem solving skills. Skilled negotiator and
communicator; particularly with owners, architects, engineers and building officials.

Ken Walker - Project Superintendent - Ken has over 30 years experience in the management of
various types of construction. He started his career on one of the first nine story condominium projects
in Naples, Florida. Since that time he has advanced in the construction industry to varied positions of
supervision and responsibility. Ken has a histy of directing projects through all phases from initial
conception to final closeout. He is adept at design scopes of work in order to assure proper coverage
and in managing multiple projects simultaneously.

Boynton Beach Boulevard Extension and Promenade - Boynton Beach, FL
Customer and owner: City of Boynton Beach CRA
Current status: Completed 2006
Description: Burkhardt Construction served the City of Boynton Beach CRA for construction of a
streetscape project along the Intracoastal Waterway involving the extension of Boynton Beach
Boulevard. This is part of a redevelopment effort by the Community Redevelopment Agency to
improve the city's waterfront. The project consisted of two specific elements: the extension of
Boynton Beach Boulevard from US1 to the Intracoastal Waterway and the construction of a
waterfront promenade designed to allow the public to experience the natural mangrove environment.
This project will act as the link between the private sector and public sector redevelopment activity
which has already commenced in this area. The improvements will also create a place that serves the recreational,
educational, social and economic needs of Boynton Beach as it reaches out to the region with a unique and captivating
design. Burkhardt Construction was awarded this project through a qualifications based selection
process.

South Pointe Streetscape Phase I - Miami Beach, FL
Customer and owner: City of Miami Beach
Current status: Completed 2002
Description: The award-winning South Pointe Streetscape Project was the first phase of
a capital improvements program for the world-renowned "South Beach" section of Miami
Beach. The project consisted of complete reconstruction of the storm drainage system,
sidewalks and a high level of finish streetscape/hardscape including an interactive
fountain, landscape, irrigation, color concrete sidewalks, brick pavers, street furniture
and an at grade street events plaza. The completion of the project was set to coincide
with the annual fall opening date for the venerable 94-year-old "Joe's Stone Crab
Restaurant" which is on the street. The project was completed 22 days ahead of schedule and on budget. Burkhardt
Construction was selected for this project through a qualifications based process. The construction value was then
negotiated with the Owner. This project earned Burkhardt Construction, Inc. a "Build
Florida" Award from the Associated General Contractors of America.

Current Builders employs leading-edge project
management services empowered by Building
Information Modeling (BIM) technology in conjunction
with dynamic scheduling and resource allocation
systems. For the Sunny Isles project Virtual Design &
Construction (VDC) services will commence during the
design phase, or any time prior to construction, and
continue through the entire construction process. VDC
services allow Current Builders to coordinate building
systems to an unprecedented degree and perform
analyses of system performance. VDC services give
Current Builders a unified system for managing time,
cost and design information to dramatically improve planning & construction efficiency. BIM technology is used to
harness the knowledge and experience of the project team to ensure constructability and explore design options.
Using BIM technology, Current Builders has been able to discover and prevent a wide range of coordination
errors prior to and during construction. On the Four-Forty Flagler Village project in downtown Ft. Lauderdale, FL,
BIM and was utilized to discover and resolve numerous problems with the structural column layout. Additionally,
mechanical shafts, elevator pits and machine rooms were able to be modified before construction began to
incorporate the exact equipment, thereby saving a large number of RFls and eventual change orders. All of the
constructability issues discovered using BIM were communicated and resolved with the collaboration of the
appropriate project team members. With full 3D visualization of coordination issues, BIM saved the project team
much of the time that would
traditionally be taken to
determine the proper action
and enabled the consideration
of downstream effects of the
various options considered.
As a result, the Four-Forty
Flagler Village project has
achieved a certificate of
occupancy nearly two months
ahead of schedule with a
fraction of total RFls in
comparison to similar projects
done prior to Current Builders'
use of BIM technology.

Question 9 Statement of experience summarizing projects constructed under a similar development
process.
~ Current Builders has completed in excess of 4000 parking spaces for both public and private Owners in
design-build, design-bid-build and CM @ Risk contracts. See section 7 for detailed information on
relevant projects.
~ Current Builders recently completed a very similar parking structure to the proposed garage where it
required us to build the structure while contiguous buildings were being built. We have developed a
unique forming system that does not require large staging areas thus allowing for work to commence
earlier on areas outside the building footprint such as the proposed park. See the attached preliminary
schedule under section 8.
~ Listed below under Our Approach you will note that we have selected a team that includes a park-
hardscape specialist. On a completed similar project, Current Builders was constructing a 585 space
garage while Burkhart was performing streetscape improvements as part of the master development in
Boynton Beach. Our recent success working together proves our teaming ability.
~ The vast historical data collected over many years enables us to provide value engineering to the Owners
selecting systems and material in collaboration with the design professionals that provide the most benefit
to the Owner.
Question 9 continued. What can the firm "bring to the table" for the benefit of the City of Sunny Isles
Beach.
~ Building Information Modeling: We are one of the few builders that have adopted this new 3D computer
generated modeling technology which limits change orders and RFl's while reducing construction time
periods which results in savings to the Owner. We have compiled comparative studies on the R.O.I using
B.I.M. and the results are impressive. They are so impressive we can cap costs associated with plan
coordination deficiencies.
~ In House Structural Capabilities: Of additional significance, the City of Sunny Isles will rely on the
selected builder to have a thorough understanding of the most critical part of the building Le. the
structure. Our team has significant experience through our in house CB Structures division where we can
self perform many of our structures. Having recently completed a nearly identical parking garage structure
we have the resources and knowledge to perform quickly and safely while creating cost savings to the
Owner by potentially keeping the structure in-house.
~ Our Management Team: Our team will be lead by William Blackledge who is a 25 year veteran at CB
and also is a Principal. William's large project experience includes notable projects such as the 45 million
dollar Marina Village mixed use project which included an 846 space design build garage. Aaron Buttress
will lead as CB's Project Manager and is a LEED AP. Aaron has managed four garages totaling over
1,655 spaces. He will lead a team with over eighty years experience in the construction industry. See the
organizational chart under section 5 for our other team members.
~ Our Approach: At the pre-submittal conference a question was asked Q# 9. At this point, it is a single
project, both phases, correct? A. Correct, obviously these two phases don't necessarily make the
perfect match, typically park builders are not parking garage builders. We agree with the answer
and have teamed with Burkhart Construction whose expertise is working with Municipal Owners on their

hardscape projects. Coupled with our expertise in garages we can focus on our respective strengths and
deliver it seamlessly. We have worked alongside Burkhart in the past with successful results.
~ Sustainability and Durability: We understand your desire to make the building as green as possible.
Our proposed project manager has recently completed a gold certified office building with a standalone
garage. Additionally all Current Builders project managers are required to be LEED certified to assist in
the green building process. Having completed three design-build garages of similar design we understand
the material choices and quality standards that will be required to protect a long term asset.
~ Quality Control: Current Builders Quality Control process dictates that every project has a unique
quality control plan based on internal guidelines, construction methodology and owner requirements. In
using the establish processes, the Quality Control manager creates a project specific quality control plan,
which includes project specific inspection checklists, frequency and type of testing required, as well as the
scheduling of third party consultants. In support of the site specific quality control plan, Current Builders
supervisory field staff is trained in the use of the software quality control program, with reports monitored
and reviewed by the Quality Control Manager.
~ Safety: Our safety culture has been recognized on the National, State and Local levels. Current Builders
is a founding partner in the Florida CHASE (Construction Health and Safety Excellence) program, a
partnership between OSHA, AGC and member contractors. We have been granted SHARP (Safety and
Health Achievement Recognition Program) status after a rigorous acceptance process. SHARP is an
OSHA partnership that recognizes employers who operate an exemplary safety and health management
system. Acceptance into SHARP by OSHA is an achievement of status that singled out Current Builders
among our business peers as a model for worksite safety and health. Current Builders is only one of a
handful of General Contractors in the Florida who have attained this status.
Question 10 A statement addressing the firms present and projected workload and how this project will
be scheduled within that workload.
~ Current Builders present value of construction is $103,000,000.00 with a backlog of 10,000,000.00. Our
surety credit limit with Travelers is in excess of $150,000,000.00 which indicates $140,000,000.00 of
surety credit available.
~ Our projected workload by midyear is expected to be $65,000,000 with a similar backlog which would
allow for $85,000,000.00 in additional capacity.
~ Our project staffing availability is very similar to our available surety credit meaning at the present time we
have a more than sufficient staff to handle this and other projects.
~ The proposed staff in the organizational chart exemplifies the excellent talent that has been assembled
for this project.
~ Excellent resources are available in the marketplace due to inactivity in the marketplace and we are
confident that our long term association with many of the vendors, suppliers and subcontractors that we
can assemble a highly competent team.

First, we would like to thank you and the City of Sunny Isles Beach for the opportunity to submit
our qualifications for your consideration. Second, why should you invite Current Builders to the second
phase? There are a number of relevant reasons that I would like you to consider that are discussed in
further detail within our submittal as follows.
~ Our Approach to the Project: Within our submittal we took a team approach to the uniquely
different projects of the garage and park combining our garage building expertise with a firm who
has significant park experience and with whom we have worked with previously.
~ Building Information Modeling also known as B.I.M: This new three dimensional plan
coordination tool also known as Virtual Design and Construction has been adopted by Current
Builders and recently used on a similar Design/Build garage with great success speeding the
construction timeframe while reducing change orders.
~ Competitive Costs: A unique capability of Current Builders is our ability to self perform concrete
structures which make up 35-40% of the project cost. This is accomplished with our CB
Structures group.
~ The Partners: Each project is assigned what we call a P.I.C., otherwise known as a principle in
charge. The Owners, Design team and project team are always dealing with a partner that can
make decisions quickly and responsibly.
~ Our Culture: The industry is slowly moving away from the "silo" mentality where Owners,
Architects and Contractors think and work independently in their respective silos to more
integration and collaboration. We support this. Each of our projects start with a third party
facilitator to teach team building to the project team enabling better collaboration between all
parties and creates a partnering mentality.

~ Current Builders started in 1972 as a General Contractor specializing in structural concrete
structures as a subsidiary of Gulfstream Land and Development.
~ In 1973 two present shareholders join the firm.

west coast of Florida

Description: Burkhardt Construction served the City of Boynton Beach CRA for construction of a
streetscape project along the Intracoastal Waterway involving the extension of Boynton Beach
Boulevard. This is part of a redevelopment effort by the Community Redevelopment Agency to
improve the city's waterfront. The project consisted of two specific elements: the extension of
Boynton Beach Boulevard from US1 to the Intracoastal Waterway and the construction of a
waterfront promenade designed to allow the public to experience the natural mangrove environment.
This project will act as the link between the private sector and public sector redevelopment activity
which has already commenced in this area. The improvements will also create a place that serves the recreational,
educational, social and economic needs of Boynton Beach as it reaches out to the region with a unique and captivating
design. Burkhardt Construction was awarded this project through a qualifications based selection
process.

Description: The award-winning South Pointe Streetscape Project was the first phase of
a capital improvements program for the world-renowned "South Beach" section of Miami
Beach. The project consisted of complete reconstruction of the storm drainage system,
sidewalks and a high level of finish streetscape/hardscape including an interactive
fountain, landscape, irrigation, color concrete sidewalks, brick pavers, street furniture
and an at grade street events plaza. The completion of the project was set to coincide
with the annual fall opening date for the venerable 94-year-old "Joe's Stone Crab
Restaurant" which is on the street. The project was completed 22 days ahead of schedule and on budget. Burkhardt
Construction was selected for this project through a qualifications based process. The construction value was then
negotiated with the Owner. This project earned Burkhardt Construction, Inc. a "Build
Florida" Award from the Associated General Contractors of America.

Current Builders employs leading-edge project
management services empowered by Building
Information Modeling (BIM) technology in conjunction
with dynamic scheduling and resource allocation
systems. For the Sunny Isles project Virtual Design &
Construction (VDC) services will commence during the
design phase, or any time prior to construction, and
continue through the entire construction process. VDC
services allow Current Builders to coordinate building
systems to an unprecedented degree and perform
analyses of system performance. VDC services give
Current Builders a unified system for managing time,
cost and design information to dramatically improve planning & construction efficiency. BIM technology is used to
harness the knowledge and experience of the project team to ensure constructability and explore design options.
Using BIM technology, Current Builders has been able to discover and prevent a wide range of coordination
errors prior to and during construction. On the Four-Forty Flagler Village project in downtown Ft. Lauderdale, FL,
BIM and was utilized to discover and resolve numerous problems with the structural column layout. Additionally,
mechanical shafts, elevator pits and machine rooms were able to be modified before construction began to
incorporate the exact equipment, thereby saving a large number of RFls and eventual change orders. All of the
constructability issues discovered using BIM were communicated and resolved with the collaboration of the
appropriate project team members. With full 3D visualization of coordination issues, BIM saved the project team
much of the time that would
traditionally be taken to
determine the proper action
and enabled the consideration
of downstream effects of the
various options considered.

Question 9 Statement of experience summarizing projects constructed under a similar development
process.
~ Current Builders has completed in excess of 4000 parking spaces for both pUblic and private Owners in
design-build, design-bid-build and CM @ Risk contracts. See section 7 for detailed information on
relevant projects.
~ Current Builders recently completed a very similar parking structure to the proposed garage where it
required us to build the structure while contiguous buildings were being built. We have developed a
unique forming system that does not require large staging areas thus allowing for work to commence
earlier on areas outside the building footprint such as the proposed park. See the attached preliminary
schedule under section 8.
~ Listed below under Our Approach you will note that we have selected a team that includes a park-
hardscape specialist. On a completed similar project, Current Builders was constructing a 585 space
garage while Burkhart was performing streetscape improvements as part of the master development in
Boynton Beach. Our recent success working together proves our teaming ability.
~ The vast historical data collected over many years enables us to provide value engineering to the Owners
selecting systems and material in collaboration with the design professionals that provide the most benefit
to the Owner.
Question 9 continued. What can the firm "bring to the table" for the benefit of the City of Sunny Isles
Beach.
~ Building Information Modeling: We are one of the few builders that have adopted this new 3D computer
generated modeling technology which limits change orders and RFI's while reducing construction time
periods which results in savings to the Owner. We have compiled comparative studies on the RO.! using
B.I.M. and the results are impressive. They are so impressive we can cap costs associated with plan
coordination deficiencies.
~ In House Structural Capabilities: Of additional significance, the City of Sunny Isles will rely on the
selected builder to have a thorough understanding of the most critical part of the building i.e. the
structure. Our team has significant experience through our in house CB Structures division where we can
self perform many of our structures. Having recently completed a nearly identical parking garage structure
we have the resources and knowledge to perform quickly and safely while creating cost savings to the
Owner by potentially keeping the structure in-house.
~ Our Management Team: Our team will be lead by William Blackledge who is a 25 year veteran at CB
and also is a Principal. William's large project experience includes notable projects such as the 45 million
dollar Marina Village mixed use project which included an 846 space design build garage. Aaron Buttress
will lead as CB's Project Manager and is a LEED AP. Aaron has managed four garages totaling over
1,655 spaces. He will lead a team with over eighty years experience in the construction industry. See the
organizational chart under section 5 for our other team members.
~ Our Approach: At the pre-submittal conference a question was asked Q# 9. At this point, it is a single
project, both phases, correct? A. Correct, obviously these two phases don't necessarily make the
perfect match, typically park builders are not parking garage builders. We agree with the answer
and have teamed with Burkhart Construction whose expertise is working with Municipal Owners on their

hardscape projects. Coupled with our expertise in garages we can focus on our respective strengths and
deliver it seamlessly. We have worked alongside Burkhart in the past with successful results.
~ Sustainability and Durability: We understand your desire to make the building as green as possible.
Our proposed project manager has recently completed a gold certified office building with a standalone
garage. Additionally all Current Builders project managers are required to be LEED certified to assist in
the green building process. Having completed three design-build garages of similar design we understand
the material choices and quality standards that will be required to protect a long term asset.
~ Quality Control: Current Builders Quality Control process dictates that every project has a unique
quality control plan based on internal guidelines, construction methodology and owner requirements. In
using the establish processes, the Quality Control manager creates a project specific quality control plan,
which includes project specific inspection checklists, frequency and type of testing required, as well as the
scheduling of third party consultants. In support of the site specific quality control plan, Current Builders
supervisory field staff is trained in the use of the software quality control program, with reports monitored
and reviewed by the Quality Control Manager.
~ Safety: Our safety culture has been recognized on the National, State and Local levels. Current Builders
is a founding partner in the Florida CHASE (Construction Health and Safety Excellence) program, a
partnership between OSHA, AGC and member contractors. We have been granted SHARP (Safety and
Health Achievement Recognition Program) status after a rigorous acceptance process. SHARP is an
OSHA partnership that recognizes employers who operate an exemplary safety and health management
system. Acceptance into SHARP by OSHA is an achievement of status that singled out Current Builders
among our business peers as a model for worksite safety and health. Current Builders is only one of a
handful of General Contractors in the Florida who have attained this status.
Question 10 A statement addressing the firms present and projected workload and how this project will
be scheduled within that workload.
~ Current Builders present value of construction is $103,000,000.00 with a backlog of 10,000,000.00. Our
surety credit limit with Travelers is in excess of $150,000,000.00 which indicates $140,000,000.00 of
surety credit available.
~ Our projected workload by midyear is expected to be $65,000,000 with a similar backlog which would
allow for $85,000,000.00 in additional capacity.
