The Weitz Project Team will be using the Suretrak scheduling software to generate and manage the project schedule. This software program allows for detailed planning of each phase of the Project. identifies which activities form the critical path and identifies opportunities for acceleration. In addition to construction activities. extensive information can be included in the project schedule, increasing its accuracy (owner- requested milestones. manufacturing lead times. material procurement and availability of key equipment). During the creation of the Project Schedule, activities are added as necessary to increase the effectiveness of the schedule while providing the most opportunities for acceleration. Subcontractor input is solicited during the bid phase, resulting in more accurate activity durations. The Weitz Project Team performs a weekly schedule review and cross references the Superintendent's daily reports as a means of providing a "true real time picture" of the job status. Weekly updates are completed with the subcontractor's participation, allowing for meaningful input and coordination of the work. and making them accountable for their commitments. For activities that are behind schedule, appropriate make- up plans with the affected subcontractors are coordinated, executed in the field and monitored for compliance. The project Baseline Schedule is updated on a monthly basis and the short interval schedules are updated on a weekly basis. Short interval schedules are distributed and reviewed at the weekly subcontractor coordination meetings and the Baseline Project Schedule is distributed monthly to the Owner. Lean is a production management-based approach to project delivery. Lean principles promote continuous improvement. innovation, and accountability of all stakeholders. It occurs through successive levels of planning starting from overall promises, then to weekly and daily planning where the details are worked out-what is to be done, by whom. and by a specific date. so that the work can be carried out. The Last Planner system establishes conditions that must be met for the next phase of work to move forward. establishing constraints, the person responsible for removing that constraint, and the promised date. Examples of restraints are answers to Requests for Information, a trade that is behind schedule, or the late delivery of materials. As the work begins in the field, the short interval schedules are developed covering a six (6) week time period where the scheduling process begins to break the project down into more finite activities and shorter durations. This becomes our primary scheduling tool for completing the project in line with the milestone dates established in the baseline project schedule. In conjunction with the project schedule, The Weitz Company. will utilize Lean and The Last Planner system to increase teamwork and schedule effectiveness. The system enforces accountability of all trades and team members. In using this process the project receives the benefit of opportunities to accelerate the schedule on a continual basis. CITY OF SUNNY ISLES BEACH RFO FOR CONSTRUCTION SERVICES FORTHE HERITAGE PARK AND PARKING GARAGE PBC Judicial Garage - constructed by Weitz WE ARE YOUR ADVOCATES at every step, delivering a quality building experience. The Weitz Company's reputation for quality ensures your project is first class in every way. We will employ the following tools and techniques for the The City of Sunny Isles Heritage Park and Parking Garage project: Experienced Preconstruction personnel to incorporate quality details in the design Mock-ups that set the bar for quality prior to construction A Quality Manual that will facilitate a zero item punchlist Implementation of The Weitz Company's Quality Control program administered, tracked, and reported from our Superintendent to our Project Manager. The City of Sunny Isles Beach is known for building quality projects (i.e. Sunny Isles Beach Governemnet Center, constructed by Weitz) that exemplify detailed planning and a "higher than standard" feel. Given that The Weitz Company is often selected on the basis of quality, this makes for a perfect team. We have established a reputation for performing difficult projects that demand the highest standard for quality. Quality control has many elements. This ranges from the work product that is produced in preconstruction, to ultimately the end product that is constructed. To ensure quality is designed into the project, Weitz reviews plans, suggests design details, building materials, and building systems that deliver the level of quality that you are seeking. As one example, the decisions made regarding the exterior enclosure of the building are without question extremely important given the harsh environment of South Florida. The Weitz Company has the knowledge to ensure that your project will perform as expected in all design conditions by providing input and options on roofing systems, glazing systems, caulking details, and flashing details based on 30 years of experience in Florida. These systems and details need to be well thought-out in preconstruction so that they are coordinated and incorporated on the drawings before the project is under contract. A tool that The Weitz Company employs during the construction phase is the use of mock-ups and first in-place installations where appropriate. Although this is not new or revolutionary it can be an invaluable tool to identify issues and more importantly set expectations for fit and finish. The Weitz Company will utilize our Quality Control Field Manual on your project. This manual combinines lessons learned and best practices that have been developed on Weitz projects nationwide. The QNQC program starts during preconstruction, with meetings held shortly after the trade award, and Pre-installation meetings held prior to work commencing in the field. This manual guarantees that details are understood and performed successfully in the field. The ultimate goal is a level of quality assurance and quality control that result in a zero item punch list at completion. This is accomplished by proper planning and "real time" supervision while materials are being installed. Quality Control is not identifying defects after installation, but rather building quality into installation. CITY OF SUNNY ISLES BEACH RFO FOR CONSTRUCTION SERVICES FORTHE HERITAGE PARK AND PARKING GARAGE THE WEITZ ADVANTAGE The City of Sunny Isles Beach benefits from the unique services we "bring to the table." The Weitz Company portfolio is proud to include 79% of its projects as public sector work. Our public sector work has been performed under CM at Risk, Hard Bid, and Design-Build delivery methods. In fact, one of our past successes includes your City of Sunny Isles Beach Government Center. In addition, we have successfully completed parking structures and recreational parks for various municipalities such as Palm Beach and Broward Counties, the City of Delray, and the City of Miramar, and we look forward to bringing our expertise to your project! Our tools listed below are the "value added" that The Weitz Company brings towards a successful project in a true partnering approach. Scope of Work Checklists: We will review the drawings/specifications for construction sequencing, detail feasibility, and schedule/cost effectiveness. Budgeting and Value Analysis Reporting: Detailed budgets and value analysis reports will be reviewed with you and Spillis Candela on a regular basis with cost variances being easily tracked. Our detailed variance budget tracking system allows the City of Sunny Isles Beach to see where all the costs are tracking for each trade and allows you to make the best design decisions as your project moves toward final construction documents. We have already met with a precast subcontractor regarding the feasibility and advantages of revising the design, and look forward to working with the design team members to focus on efficiency with constant attention to the overall aesthetics. The Weitz Company will look at all options and systems and properly weigh cost differential against time impacts and life cycle. CITY OF SUNNY ISLES BEACH RFO FOR CONSTRUCTION SERVICES FORTHE HERITAGE PARK AND PARKING GARAGE Building Information Modeling (BIM): produce 3D project drawings for coordination, layout & constructability reviews, which reduces lost time, RFI's and change orders. Weitz and their major subs can model key building components using Constructor and Navisworks software to facilitate the shop drawing coordination and clash detection process. The most significant benefit realized by using BIM through both the design and construction process is the reduction of RFI's generated during construction, resulting in a reduction of both lost time and change orders. Subcontractor Prequalification: The Weitz Company prequalifies all of our subcontractors for safety procedures, level of performance, quality of performance, and bonding capacity. Safe work to eliminate the disruption of lost time: The Weitz Company's safety record exceeds our competition-our Experience Modification Ratio is a best in class at 0.51. In fact, The Weitz Company has not had a lost-time incident since 2004. We also want you to know that we have put in over 1.9 million man-hours during this ongoing record. The Weitz Company will utilize innovative techniques to complete your project faster: By utilizing proven scheduling methods in conjunction with constructability modeling, we will complete your project faster. The two projects charted below enjoyed substantial schedule reductions as a direct result of Lean scheduling. For example, the Hy-Vee store had been built more than 20 times previously. By using Lean, we cut an additional three weeks (or 10%) from a schedule that the Client believed had been optimized, resulting in over $300k in savings for the Client. The LEED AP that we provide to you is fluent in the requirements of obtaining LEED certification, including point submittals, and will ensure the City of Sunny Isles Beach that a cost-efficient design, with input from Subcontractors on the latest LEED- compliant materials, life-cycle costs, and energy efficiency are an integral part of the design and construction that will lead to positive long term savings. We have received approval on bonds for Weitz on individual projects in excess of $170,000,000 with a total bonding capacity of $1,200,000,000. Weitz has surety credit established with Federal Insurance Company of Warren, NJ, which is A. M. We anticipate no problem providing 100% Performance and Payment Bonds at the request of Weitz should it be awarded this contract. However, please be advised that the issuance of any final bonds will be subject to confirmation of appropriate project funding and the acceptable review of the construction contract and bond terms and conditions by Weitz and its sureties as well as normal underwriting considerations at the time the bonds are required. The consideration to issue bonds on these projects is solely a matter between Weltz and its sureties and neither Weitz, its sureties, nor we assume any liability to third parties or to you by issuance of this letter. Weitz has an excellent reputation in the construction industry and is ranked among the top 40 builders in the United States with annual revenues exceeding $1.4 Billion.
