History of Firm John Moriarty & Associates, Inc. (JMA) was founded in 1985 by John Moriarty in Winchester Massachusetts. JMA of Florida's (JMA) first project was in 1990 and has established itself as the preeminent builder in South Florida for challenging projects and has earned a reputation as the contractor of choice with developers based on our predictable results. With over two decades of construction experience, JMA offers expertise in construction that enhances value and service to the owners of projects of all sizes. We currently employ over 200 staff professionals doing $700 million of volume annually. JMA is a privately held company with no debt. Ownership is comprised of John Moriarty, David Leathers and John Leete. JMA's largest period of growth began in 1996 when Ocean I broke ground for The Related Group in the City of Sunny Isles Beach. As The Related Group expanded and grew as a developer, JMA was their contractor of choice for constructing commercial buildings, garages, parks and hi-rise condominiums and specifically Ocean I, Ocean II, Ocean III, Ocean IV as well as Trump Tower I, Trump Tower II and Trump Tower III in Sunny Isles Beach. Since then we have worked with many owners constructing a variety of projects, all built on time and within budget. 2. AnticiDated Companv ChanQes durinQ the Proiect JMA does not see any anticipated changes to the company during the construction of Heritage Park. JMA has been doing work on office buildings, parking garages, hi-rise and mid-rise residential buildings, design-build, CM at-risk & parks. JMA has also undertaken significant steps to identify key staff as well as train staff on LEED certification and green building issues. We have also initiated an outreach program with OSHA providing us with input in order to improve safety company wide. JMA does not foresee any changes to the company's core management during the period in which Heritage Park would be constructed. 3. CorDorate HeadQuarters and other Divisional Offices John Moriarty & Associates of Florida, Inc is headquartered in Hollywood, Florida. JMA has Corporate Offices in Winchester, Massachusetts as well as satellite offices in Connecticut and Alexandria, Virginia. 4) Pre-Construction and Construction Phase Office Locations The Heritage Park project pre-construction, planning and procurement effort would be managed out of the Hollywood, Florida office located at 1942 Tyler Street. JMA anticipates having a field trailer during the construction phase for on-site document control, record keeping, conducting job-site meetings and receiving building inspectors. '-MORIARTY S1 Our Project Team Should JMA be ultimately selected, we would propose a staff that not only has the necessary project experience, but a staff that is also familiar with the City of Sunny Isles Beach operations and procedures. JMA has constructed buildings all along Collins Avenue in Sunny Isles Beach over the last 14 years and we have numerous personnel on staff that has the expertise and experience to build the Garage and Heritage Park. Their past experience and commitment to success will allow them to form a technically knowledgeable, quality conscious team that will anticipate and solve problems proactively to mitigate potential delays. We also have LEED accredited professionals on staff to evaluate green alternatives. 61 Project Team Oraanization JMA will commit principal level involvement from John Leete who has was part of the initial start up of the Florida office and has been instrumental in its growth thru today. Mr. Leete will be heavily involved with the initial preconstruction efforts, decision making and exploring technical alternatives, and be a part of monthly management meetings to ensure the project goals are being addressed. Robert Nordling is proposed to be the Project Executive and he has been managing the Trump Towers projects in Sunny Isles Beach since 2006. Mr. Nordling will be responsible for overall project management, scheduling, safety, quality control, submittals and superintendent operations. He will be overseeing the day to day management of the project and addressing all issues during the course of the project. Brad Cochran is proposed to be the Project Manager and would be responsible for managing the day to day construction and ensuring all engineering, documentation and scheduling is adhered to as well as being a liaison with the City team. Mr. Cochran has experience in Sunny Isles on the Ocean IV and Town Center Park projects. Raul Perez is proposed to be the Project Superintendent and he would be responsible for directing and scheduling subcontractor's work, conducting weekly subcontractor meetings, ensuring safety is being adhered to, quality standards are being met and that inspections are being performed to support the schedule. He has experience in Sunny Isles on Ocean IV and Town Center Park. Francesco Flores is proposed to be the Project Engineer and he would be responsible for documentation control, quality control inspections & maintaining the record drawings. He has experience in Sunny Isles on the Ocean Four and Trump One, Two and Three projects. JOHN LEETE EXECUTIVE VICE PRESIDENT Responsibilities: As Executive Vice President, Mr. Leete is responsible for all facets of the Florida operation; guiding firm policy and direction. He is further responsible for establishing the initial project schedule and logistics plan; overseeing the implementation of the construction plan; and facilitating communications among the construction team, design team and owner. A predictable outcome can only be assured if the proper project controls are implemented. Effective communication is the key to success. From RFI logs to Indicated Outcome financial reporting (done on real time basis), we have the most state-of-the-art procedures that allow us to know where the job is at all times. JMA utilizes the latest in scheduling software such as Project or Primavera P3 depending on the needs of the owner, Prolog document control software as well as detailed cost breakdown matrices to ensure that all project requirements are met. The following is a summary of our philosophy and project approach: Preconstruction Seryices The success of any project is absolutely dependent on the success of the preconstruction effort. Combining that with the desire to build quickly, it becomes imperative to have a Construction Manager that clearly understands the project objectives in terms of system requirements, quality levels, redundancies, schedule, cost, and as importantly, has the capability and the horsepower to help steer the preconstruction process to a successful result. Our experience in building large complicated projects matches, if not exceeds all other contractors in South Florida. Procurement During the procurement phase, we price everything in-house using computerized take off software and spreadsheets that JMA has developed over the years. This enables us to ensure accurate pricing in lieu of self-serving subcontractor pricing (although specialty items and/or proprietary items will be reviewed with vendors and subcontractors). This in-house process streamlines the decision making by eliminating the lag time waiting for subcontractor feed back and allows timely negotiations and agreements to meet fast track scheduling requirements. Prior to bidding individual items of work, the documents are reviewed by JMA for completeness and are supplemented with additional information to further define the scope of work to be bid (such as site access, staging requirements, construction logistics, hoisting requirements and schedule restrictions). Scheduling Concurrent with developing a price for the project, JMA develops a schedule that will incorporate not only construction activities, sequence and duration, but will input the timing of work required by others to complete the project. We will identify long lead items and interface them a purchasing timeline to ensure long lead items are procured and approved well in advance of the required on job date. The exterior of the garage, the sailing ship and the hardscape finishes of Heritage Park are items that will be addressed from project inception as there are a lot of details and finishes that will make this Park a success. -.MORIARTY Logistics and Site Staging We will prepare a logistics plan for this project that will be reviewed with the project team. Logistical challenges to the project will be to coordinate site work activities with the garage activities. Generation of noise, dust and traffic from construction will have to be mitigated to satisfy local requirements. Subcontractor parking areas and truck delivery routes will be coordinated to meet the staging requirements to ensure that the existing bus stop and Hotel operations are maintained. Constructability and Coordination Expediting the timetable for the garage structure will be a key element to the success of this project. The NOA's required for the decorative skin will need to be a priority to ensure the fast pace of the schedule is kept. Coordination of plumbing, mechanical and sprinkler work will be performed well ahead of the work in the field to prevent field coordination problems, maintenance access issues, and to ensure scheduling is met. Aside from JMA's more than 14 years of presence in the City of Sunny Isles Beach, we have had experience working with; KACO, the geotechnical engineer on numerous projects; with EDAW, the Landscape Architect and would work closely with the City to continue our collaborative team approach that has proven to be our formula for success. Quality Assurance Quality compliance will be monitored on the jobsite at all times. JMA also joins in a collaborative effort with threshold inspectors, specialty inspectors, the design team and the Owner to ensure that details and quality inspections are maintained from the first submission of shop drawings all the way thru to project turnover and completion. JMA has developed quality inspection sheets for the various stages of the project that are maintained by the project Superintendent during the course of construction to ensure that work is in compliance with project specifications and manufacturer's requirements. Schedule and Execution of the Work High productivity is best achieved by clearly establishing schedule and sequencing, and by running a safe and clean job. We have attached a preliminary schedule based on the present design and will evaluate pre-cast options for both the garage structure and the external V stucco system. If we are selected for the next phase of evaluation, JMA will offer our expertise across all disciplines and present the Owner with aggressive, but realistic attainable schedules for options that should be explored. To build a successful project it requires an emphasis on understanding the client needs and goals of the project, assembling the right subcontractor team and establishing a clear game plan on how to achieve the cost, schedule, and quality requirements of the project. JMA will always have principal level involvement throughout the entire project to ensure the success of the project. JMA defines success as a happy client that wants to continue using JMA as the contractor of choice. JMA has performed similar public work in the area for Sunny Isles Beach by constructing the Town Center Park located across from Ocean IV. For Hallandale Beach, we constructed the Hallandale Beach Fire Station on Collins Avenue and have constructed a multitude of parking garages from West Palm Beach to South Beach and have the know how and subcontractor support to meet the most aggressive schedule. We are also intimately familiar with local soil conditions and traffic patterns having constructed Ocean I and Ocean II located across the street from the Heritage Park location. When JMA gets involved in a project we are constantly looking for more effective and efficient ways of building it. We review all aspects of the project, the structure, foundations, constructability of details, better materials for long term maintenance, use of local materials and subcontractors, equivalent or alternative proprietary systems and single sourced products, etc. Some examples: During our review of a forty story building we noticed that the structure was inefficient and the shell costs were excessively high. JMA initiated a peer review with local South Florida structural engineer to evaluate the design and it was subsequently discovered that a transfer beam was severely over stressed and would fail! Working with the engineering team we were able to propose over $5.5M in savings by making the shear walls more efficient, we also reduced the rebar tonnage, and made by making the building lighter we also reduced the amount of piles by 20%. The redesign effort that JMA spearheaded did not impact the project schedule. A developer was trying to upgrade their HVAC design efficiency and was told by a competing GC that it would cost more then $300k to redesign and upgrade. JMA then became involved in the project and asked the owner if we could look at the upgrade again since the extra cost did not make sense to us. When we completed our in house estimate soliciting pricing and we were able to provide the owner with the upgraded equipment without impacting the schedule and at no additional cost. Our One Miami project had severe site constraints with access limited by its proximity to the Miami River. The owner had planned on using barges anchored in the river for the needed lay down area to ensure site access. JMA came up with a creative elevated deck using an engineered scaffolding system which allowed more construction zones and saved 4 months on the schedule. . , .. MORIARTY We are aware of the City's desire to quickly construct the Phase I garage and that will be the predominant factor in any decision. Some items that we identified that warrant further discussion include: Cast-in-Place Garage vs. Precast Even though the current Heritage Park garage design is presently cast in place concrete, evaluating two competing structural approaches for the structure makes perfect sense at this point. JMAF's expertise in both forms of construction and knowledge of engineering design turnaround times will allow the JMA/City of Sunny Isles Beach team to make a timely informed decision on the type of structure which is best suited to meet the City's needs. Parking Garage Exterior V System Construction Another component of construction that JMA identified is an alternate that will cost less, save time and will provide for a longer service life with less required maintenance of the garage. We would propose and evaluate the construction of the exterior V system currently designed as light gauge metal studs and stucco out of a precast panel system. Fire Sprinkler System The current design does not have sprinklers and this should be double checked and verified. as we have interpreted Florida Statue 553.895.2 which relates to the requirement of installing sprinklers in a garage, it states; if a garage has storage, retail or office space it is required to be fully sprinklered.
