Mr. Rick Conner, Acting City Manager
CITY OF SUNNY ISLES BEACH
18070 Collins Avenue
Sunny Isles Beach, Florida 33160
REFERENCE:
CM SERVICES FOR HERITAGE PARK AND PARKING GARAGE RFQ 09-03-01
Dear Mr. Conner and Selection Committee Members:
Enclosed please find our qualifications to provide Construction Management Services for the above referenced
project. Our team is very interested in working closely with you and your design consultants to manage the
successful implementation of this project. We are in receipt of all Addendums posted and adhere to their direction for
this Request for Qualifications.
As you know, I am very familiar with working for the City of Sunny Isles Beach, as I was intimatelv involved with the
desian and construction of all asoects of vour Government Center and Garaae project while employed in an executive
position with another firm. Because of my personal commitment and oversight, and excellent communications with
the staff at the City, your facility was completed in budget and ahead of schedule. During the time of
development, I was able to forge solid relationships with key members of your staff and design team led by Larry
Kline of Spillis Candela DMJM.
In addition, I never walked away from the job even after final payment, frequently cheCking in with your staff to
ensure the building was functioning as expected. I always made myself available and still stop by regularly to check
in with your staff. You have my personal guarantee that the City will receive this same ongoing attention from me
and the staff at Moss. My commitment to the City can be confirmed by Assistant City Manager Jorge Vera, and former
City Manager Christopher Russo, who can be reached at 786-202-1131.
My years of experience tell me that, at the end of the day, you and your associates will select a firm based on their
cultural connection with your team. With confidence, I can say that by selecting Moss you will experience a clear and
positive difference in how we interact, communicate and execute that sets us apart from our competitors. Our
professionals think like owners and are able to provide better service that focuses not only on completing a project on
time and in budget, but also on establishing long term partnerships. We provide an executive summary of our
proposal below.
Understanding of your Program Requirements
We have reviewed your program requirements, visited the site and analyzed your budget and schedule. We are
confident that we can deliver a complete program and are committed to working closely with your team in an "Open

Our team's ability to effectively manage the material expediting process, minimize disruptions to adjacent properties,
maintain existing operations, ensure a safe environment, and effectively coordinate construction field labor crews
within a densely populated community are among the key items that will drive successful implementation.
Additional key elements to executing a successful project are as follows.
Consistent Collaboration between all key stakeholders to ensure informed decisions are made
Regular Communication to help Prioritize and Incorporate all of the City's program needs
Validate and Update Costs and Schedules to ensure a timely and cost effective project completion
Manage and administer Owner Direct Purchases to ensure maximized savings results
Facilitate Early Procurement of long lead items such as elevator systems
· Administer Accurate Monthly Reports with No Surprises!

Mr. Rick Conner, Acting City Manager
CITY OF SUNNY ISLES BEACH
18070 Collins Avenue
Sunny Isles Beach, Florida 33160
REFERENCE:
CM SERVICES FOR HERITAGE PARK AND PARKING GARAGE RFQ 09-03-01
Dear Mr, Conner and Selection Committee Members:
Enclosed please find our qualifications to provide Construction Management Services for the above referenced
project, Our team is very interested in working closely with you and your design consultants to manage the
successful implementation of this project. We are in receipt of all Addendums posted and adhere to their direction for
this Request for Qualifications,
As you know, I am very familiar with working for the City of Sunny Isles Beach, as I was intimatelv involved with the
desian and construction of all asoects of your Government Center and Garaae project while employed in an executive
position with another firm. Because of my personal commitment and oversight, and excellent communications with
the staff at the City, your facility was completed in budget and ahead of schedule, During the time of
development, I was able to forge solid relationships with key members of your staff and design team led by Larry
Kline of Spillis Candela DMJM,
In addition, I never walked away from the job even after final payment, frequently checking in with your staff to
ensure the building was functioning as expected. I always made myself available and still stop by regularly to check
in with your staff, You have my personal guarantee that the City will receive this same ongoing attention from me
and the staff at Moss.
With confidence, I can say that by selecting Moss you will experience a clear and
positive difference in how we interact, communicate and execute that sets us apart from our competitors, Our
professionals think like owners and are able to provide better service that focuses not only on completing a project on
time and in budget, but also on establishing long term partnerships, We provide an executive summary of our
