Firm History, Ownership & Key Management KVC Constructors, Inc. commenced operations in April of 2001. The principals of the firm, Katherine Crespin (President), Vick Crespin (Vice President) and Frank Dykes (Director of Field Operations) have worked together for over twenty years before the formation of KVC and are all active in the management of KVC Constructors, Inc. KVC has completed a broad range of projects which include parks and recreation facilities, multi-family residential, municipal facilities, schools, and several parking garage and mixed use facilities which have been delivered through traditional General contractor Lump sum agreements as well as through Design-build and Construction Manager forms of contract. 2. Anticipated Company Changes Company management and ownership is local, has been in its present form since inception and is not anticipated to change. 3. Location of Corporate Headquarters KVC Constructors, Inc. leases air-conditioned office space of approximately 4,000 square feet in a two- story bank building located at 9499 NE 2nd Avenue, Suite 205 in Miami Shores, Florida. All estimating and accounting functions work out of this main office. Project management also reports to senior management at this location. 4. Pre-Construction & Construction Phase Offices The location of main offices will also serve as the pre-construction and construction phase headquarters. Project management also reports to senior management at this location. Project management staff will be located on site working out of jobsite trailer facilities, which are air conditioned and computerized for full capability. 5. Project Team KVC is adequately staffed to take on any project that we pursue; our staff is well equipped and has the experience and capacity to properly oversee and execute any Project. Most professional staff members are college educated and have over five years experience in the construction industry and all are proficient in the use of computer based project management systems as well as word processing and other computing software. Our staff has the experience and track record managing the work, using the project management systems and delivering the completed product. Our proposed team for The Sunny Isles Beach Heritage Park and Parking Garage has successfully completed several projects together including two parking garages and a Park Facility. See Attachment B for Project Organizational Chart including resumes of key personnel. 6. Organization KVC Constructors, Inc. is a full service construction organization with in house estimating, project management and accounting capabilities. Inasmuch as KVC Constructors, Inc. is a young organization, we are still at a stage in our history where the principals feel obligated to stay fully involved in all aspects of the operation. For that reason, many functions are interwoven. Our organizational structure is depicted in the Organizational Chart in Attachment A. The estimating department is housed in the main office and is responsible for preparation of proposals, bids and preparation of most documentation associated with securing and awarding the work of the firm. -- KVC Constructors, Inc. The majority of purchasing functions are conducted through the estimating department with the involvement of project management staff. Project management staff is generally housed on site depending on the nature of the project. All project management functions including scheduling and administration of subcontractors and suppliers are performed from the jobsite offices with periodic reporting to senior management. On site staffing is determined by project and client needs. It is KVC's practice to involve a targeted project manager or staff member in the estimating process for a specific project such that Project Management will be fully aware of proposal and contract considerations by the time the project is awarded. The accounting department is housed in the main office and is responsible for all bill payment and payroll as well as coordination of employee benefits and company insurance including general liability and workers compensation. All project related payables are processed by the accounting department with project management staff to ensure timely payment to subcontractors and suppliers. Project Invoicing is prepared by project management staff and reported to the accounting department. 7. Recent Project Experience In the past five years, KVC has completed several projects in the public and private sectors which are relevant and exhibit our ability to work with public bodies. Construction Scheduling, Material Procurement and Quality Assurance Information Systems Our main office is equipped with a networked computing system made up of a server station linked to individual work stations and all jobsite offices can connect to the office server through a VPN connection. The office and jobsites are supported with networked high speed copier / printer equipment. All main office workstations and jobsite offices have Internet access and e-mail capabilities. All project management and estimating functions are supported by latest computer equipment, software and project management systems including but not limited to "Microsoft Office Suite 2007" which is used for General office support. Our estimating department provides accurate and detailed quantity take-offs through the use of a GTCO Calcomp Roll-up III Digitizer and Software for computerized quantity take-offs. KVC Constructors, Inc. We use "Primavera Project Manager P6" Software to produce project master schedules that define milestone dates, procurement of materials, sequencing of trades and progress and final inspection processes. We use "Primavera Contract Manager" Software for project management support and tracking of Requests for Information (RFl's), shop drawing submittals and material expediting logging. We use "Sage Master Builder Version 13" for our accounting system. This system handles receivables, payables, payroll, prime contract and subcontract management, purchase order management, and change order management. This system is fully accessible from our jobsites such that real time reporting is available. The system is used to produce our job cost reporting and monitoring reports included project job cost summary reports and cost to complete reports. All KVC jobsites are also equipped with digital cameras to facilitate documentation and communication of jobsite conditions. Development and Maintenance of Project Schedules We utilize Primavera Project Manager P6 software to develop pre-construction and post award construction schedules for all projects. Schedules are developed with the input of key project staff and senior management and through a series of pre-construction scheduling meetings with the major subcontractors and suppliers. Schedule logic is reviewed and updated as the project progresses. During pre-construction stages schedules are less detailed but definition of major trade activity and milestones takes place. As the process moves forward schedules are developed with further work breakdown structure sufficiently detailed to allow for accurate monitoring of progress; this includes the use of responsibility and area coding to facilitate the review of the schedule. All work and disciplines must be represented to allow for proper tracking of progress and definition of the critical path. Integral parts of schedule development are identification of major procurement items, long lead items and submittal/approval processes as well as identification of permitting and inspection requirements from the different governing bodies which may have jurisdiction over a project. After the work has commenced, the construction schedule is updated on a bi-weekly basis to coincide with our bi-weekly subcontractor meetings and a 3 week look ahead schedule is generated. When a schedule update indicates slippage, the project team is tasked with identifying the source of slippage and identifying a work around plan with affected trades to regain time lost. Qualitv Control durinq the Pre-construction and Construction Phases During the pre-construction phase we assist in providing quality control for component configurations, material specifications and functional performances during the design and planning stages. We will also provide option analysis for construction feasibility and practicalities for quality control. Options Analysis, as an example, can be a comparison of alternative materials solutions for the purposes of determining impact on initial construction cost, life cycle cost and schedule impact as well as constructability. We also help to establish project criteria and assure that material selections, construction processes, and proprietary items are identified to provide the best possible project value and quality. Constructability review is an integral part of the pre-construction quality control function. Quality control during the construction phase consists largely of insuring conformance to the original design and planning decisions. KVC has quality control walkthroughs performed by all jobsite personnel on a weekly basis. Upon finding a problem the Subcontractor responsible and/or reason for the problem is addressed immediately. To avoid quality control issues as relates to finishes, KVC has samples approved and installed on the jobsite when appropriate; these provide the subcontractor an approved quality control sample of what is expected by the Owner and Architect. Material testing is an integral part of Construction Phase quality control. To that end, jobsite staff maintains logs that assist in pinpointing deliveries to on-site quality control testing. Qualified Subcontractors We manage the qualification of bidders with the cost control parameters by first selecting subcontractors and vendors who have a demonstrated ability to complete comparable work competitively, on time and ..... KVC Constructors, Inc. without disputes at the required levels of quality. The first source is the many subcontractors who have been associated with our firm for many years and have created good working relationships through demonstrated performance. However, it is critical to a projects success that we allow for "new blood". This means facilitating bidding opportunities for vendors and subcontractors who have demonstrated ability on similar projects that may only be smaller in contract amount but similar in complexity. Provided a vendor or subcontractor can demonstrate the ability to perform the desired services both technically and fiscally they should be given an opportunity to be part of the project team. Selection of subcontractors and vendors is a critical element to the success of any project. Achieving budget by selecting second rate suppliers and subcontractors will not ultimately serve the needs of the client, design consultants, users or contractor. The key is aligning the project with entities that can work creatively with the project team to achieve budget objectives without sacrificing quality. 9. Project Experience The KVC team has consistently proven its ability to work cooperatively and productively on projects with multiple teams on a variety of projects ranging from Infrastructure Improvements to Parking Garages to Residential High Rises. Our record on meeting budgets and tight schedules is impeccable. Our commitment to quality and safety is demonstrated throughout all of our operations.
