We take great pride in our long history and excellent track record of successfully completed projects for Public Entities in Southeast Florida. We know that top quality construction services results in satisfied Clients and that is why 75% of our buildings and facilities are constructed for our repeat Clients. . . The complexity of working in busy urban areas, especially on "tight sites" such as the'location of your future facility as we observed during our site visit, presents certain challenges that are not unfamiliar to us. We understand the importance of diligent proactive planni.ng beginning very early, with great emphasis in pre-construction se~ices. We know how to handle the challenges of a proi~ct within an urban environment so that there are minimal disruptions to the community. We have included in this proposal, some real-life examples of i~novative solutions present~d while facing the challenges of construction o,n tight sites. We are members of the National United States. Green Building Council (USGBC) as well as the South Florida Chapter, our organization has over 170 LEED$ Accredited Professionals on staff. In our conscientious effort towards our green initiatives, this entire proposal is produced from recycled materials. The paper comes from an FSC Company and is certified, with 100% post consumer fiber, processed chlorine-free. The recycled corrugated binder is manufactured by SUSTAINABLE GROUP, an FSC company, all tabs and labels are made from corrugated card board with 38% post consumer. recycled paper, the aluminum three ring binder clips are reusable. Pavarini is a Parking Facility Specialist - We also have Cartaya & Associates as a Parking Facility Specialist for this project. Our parking garage construction portfolio is both significant and extensive. Pavarini constructed over 2 million square feet of parking facilities, providing more than 25,000 parking spaces. We have constructed an assortment of parking structures, ranging in size and style. While we have erected stand-alone structures, attached structures for mixed-use and residential buildings are also included within our portfolio. These complexes, constructed in conjunction with other facilities, have required great consideration to overall aesthetics as well as construction coordination. CM-AT-RISK EXPERIENCE & WHAT BENEFITS PAVARINI BRINGS TO THE TABLE The Pavarini'Team visited the future site of the Heritage Park a,nd Parking Garage prior to submitting this proposal. The following observations by our Project Manager is a perfect example of the benefits that we "bring to the table" . Our project manager met with Bill Evans of the City of Sunny Isles Beach. During this site vtsit, it was discussed that the project had some .site logistics to overcome. During Phase I, construction of the Parking Garage, several existing site conditions have to remain in place. The Building being used, by City on the property houses offices for the City and 'must remain operational. Secondly, <me-third of the-existing 500 parking lot spaces have to remain available. They are being utilized by the hotel across the street for their guests, and are a source of revenue for the City of Sunny Isles Beach. Once the Parking Garage is in place and has received the Temporary Certificate of 6ccupancy; the City can relocate its offices to the first floor and Phase II can begin. This will include the clearing of the remaining parking spaces and the demolition of the old building and commence work on the Park. Orange Brook Elementary is. situated in the middle of a busy urban neighborhood and on a "tight site". It was clear that the ~eighborhood was going to be impacted by the construction activities occurring on the site. In order to pr~vent any possible conflicts with the surrounding community that could have been caused by construction activities, material deliveries, etc., the Pavarini team started the Orange Brook Elementary School project by attend a community meeting to describe the project and the logistics plan. The local residents' input was utilized to develop a plan that was compatible with the neighborhood. During the actual construction of the project, we notified neighbors by knocking on their doors to aqvise them of unusual activities and material deliveries as well as traffic and construction impact. INNOVATION SOLUTIONS WHILE WORKING ON A "TIGHT SITE" PROJECT: The Courts Condominium ~n Brickell Key, Miami, Florida 1. The TCO for the Courts condominium was scheduled for October 11, 2002. There was abnormal amount of rain falling during June of 2002, when Pavarini was in the stucco stage. However, rather than waiting for the rain to stop, Pavarini implemented the following adjustments: a) the sequence of the work was changed, so that construction process would . continue and b) instead of releasing the stucco crew due to the rain, the crew was placed on the stand-by mode. Not only these adjustments allowed Pavarini to continue with the work and meet Owner's needs, but we also managed to complete the project one month ahead of schedule! ' . 2. At the time when Pavarini was pouring the 5th floor, the Owner added an extension to the 4th floor. To be able to expedite with this Owner's decision, Pavarini added special shoring to support the 5th floor and then m~Jnaged to pour the requested extension to the 4th floor. ' . 3. Pavarini was pouring the 15th floor of the Courts, 'when the Owner decided to open a Sales Center on the" 4th floor. In order to make it possible, Pavarini had built a tunnel that connected the top floor of the adjacent 4-story building with the Courts' 4th floor for access to the new Sales Center, provided all necessary safety requirements, and worked along with the City and Fire Department in order for this extraordinary plan to work. CONFLICT RESOLUTION EFFORTS , PROJECT: South Dade Sr. High - State School CCC1, Homestead, Florida State School CCC-1 required the building of a new school and the demolition of the old facility. The school had an agricultural field upon which the students grew crops. It was necessary to develop.a new agricultural field following the demolition of the old school. In order to meet the Owner's needs, relative to the replacement of the field, Pavarini met with the "Agricultural Advisory Committee" that was set up to plan this agricultural field relocation, The committee was very involved with the future planning of the school's agricultural program and the design of the future grove area. The advisory committee consisted of local farmers, past alumni and members of the School Board that looked for a positive outreach with the school. As an accomrl)~dation to the committee, Pavarini and the Design Criteria Professional (TAP) had to present several options and estimates before a final plan was voted qn and approved. PROJECT: Orange'Brook Elementary School Phased Replacement, Hollywood, Florida Because the site was tight it was necessary for us to meet with, the City of Hollywood to coordinate offsite parking issues. By partnering with the City we were able to have them relax their offsite parking criteria., Early identification of these issues and excellent communication with the key parties resulted in an effective solution to two major problems. We partnered "';ith the City of Hollywood Inspection Department to relax the off-site parking for constructio~ workers, SCHEDULING EFFORTS PROJECT: FlU Parking Garages #3 & #4, Miami, Florida One of the greatest challenges of this project was doing two buildings at the same time, 'and trying to keep both ~n schedule. The structure of the parking decks was extremely difficult due to the continuous slopping planes of the deck, . and the separation of parts of the structure due to load efficiency and' expansion. We overcome this by setting up a quality control plan and double-checking the layout, Also, scheduling updates were done weekly using subcontractors input to work out conflicts. VALUE ENGINEERING EFFORTS PROJECT: Mandarin Oriental Hotel, Brickell Key, Miami, Florida .. ,The Mandarin Oriental Hotel, one of Pavarini's projects constructed on Brickell Key, is a fan.shaped building presented certain structural challenges. Pavarini's suggestion of using smaller pre-cast segmented sections, than those specified, increased the number of manufacturers from which to choose and provided increased savings in the size of structural members. This greater <;ompetition and reduction in size of structural components saved significant cost' without sacrificing architectural quality. We also shared our knowledge of roofing systems, and pleased both Owner and Architect with a suggestion of a type of system that was less expensive to install and provides the Mandarin Oriental with a better warranty, QUALITY CONTROL EFFORTS PROJECT: South Dade Sr. High - State School CCC1, Homestead, Florida 1. During final cleaning, extra care was taken to prevent damage to the finished; polished floors throughout the campus. Once the floors were polished within a building, all workers were required to wear protective covers - urgical booties - over their, boots to eliminate the possibility of scratches, marks or dirt. The coordination of MEP trades and i[1terior {inishes was critical in protecting the finishes so that the return trips to these protected areas maintained at a minimum. 2. During construction, all the material' that was procured by the subcontractor was verified against the project . submittals. This is imperative in confirming that the specified and approved material is used. This process enabled us to detect an inferior drywall delivery and prevented the incorrect dryY'all material from being installed. Ihis means of quality assurance enables the project schedule to be maintained to prevent the rising costs of construction. .. . PROJECT: Orange Brook Elementary School Phased Replacement, Hollywood, Florida A good example of Quality Control was experienced on this project. Our M/WBE CM partner (CES, former Sim-G T ~chnologies) developed a check list based on the specs and approved submittals and assigned a qualified engineer to be the independent QNQC inspecto'r. This person visited the site every day to check the, quality and conformance to Contract Documents. If an infraction was observed, they would inform the project superintendent and the trade contractor. The trade contractor would have 24 or 48 hours to remedy the infraction or they would be written up and a notice of non-conformance would be sent to the trade contractor's office. 10. PRESENT AND PROJECTED WORKLOAD & HOW THIS PROJECT WILL BE SCHEDULED . We want the City of Sunny Isles Beach to be assured 'that the staff that we propose for the Heritage Park and Parking Garage is. available as soon as needed by the City. SCHEDULE This comprehensive project Critical Path Schedule (CPM) in bar chart format is based upon the phases and milestones per RFP, inclusive of any required modifications that become apparent during the orientation and initial planning process. The CPM will describe the construction of the CITY OF SUNNY ISLES BEACH HERITAGE PARK & PARKING GARAGE project through completion, and includes design activities, approval activities, major long lead item submittals, approvals, fabrication, and delivery time frames, as well as construction/installation sequences. Finally, the schedule will define Temporary Certificate of Occupancy (TCO) and building commissioning activities, turnover of the substantially completed project and the subsequent final Certificate of Occupancy (CO) for the building. 1 A - SCHEDULE FOR PARKING GARAGE AND "As DESIGNED" PARK (SEE ATTACHED) Pavarini understands that the Public Works Building and portions of the Parking Lot currently existing on site must remain fully operational throughout the project. Once the new Parking Garage (Phase I) is completed then we can begin the renovation of the Park in phase II (see attached detailed schedule). The schedule is inclusive of Phase I (Parking Garage) and phase II (As Designed Park) occurring sequentially. Pavarini met with a FPL official on site and FPL has confirmed that permanent power has not yet been engineered or designed. It is expected FPL may need a contract to provide some/all of this work. This agreement is not included in Pavarini's proposal and is assumed to be provided by the Owner. The cost for design and permanent transformer and/or switch station has not been included in Pavarini's bid proposal at this time. FPL has estimated that it may take 4-6 weeks for design and another 4-6 weeks for installation of permanent power. Pavarini has made the following assumptions for permanent power: The Owner will establish a permanent power agreement with FPL to bring permanent power to the transformer location shown on the drawings within twelve (12) weeks of Notice to Proceed. Pavarini's bid proposal price includes 400 L.F. of duct bank inclusive of the following: 1. Excavation and concrete is included in our proposal 2. Main electrical conduit shall be furnished by FPL and installed by us 3. Main electrical feeders shall be furnished by FPL and installed by FPL 4. Next, we will distribute the comprehensive project Critical Path Schedule (CPM) in bar chart format. This CPM will be based upon the phases and milestones previously submitted, inclusive of any required modifications that become apparent during the orientation and initial planning process. The CPM will describe the construction of the CITY OF SUNNY ISLES BEACH HERITAGE PARK & PARKING GARAGE project through completion, and include design activities, approval activities, major long lead item submittals, approvals, fabrication, and delivery time frames, as well as construction/installation sequences. Finally, the schedule will define Temporary Certificate of Occupancy (TCO) and building commissioning activities, turnover of the substantially completed project and the subsequent final Certificate of Occupancy (CO) for the building. Detailed CPM Schedule is provided in Section 1 . SITE LOGISTICS We understand that the Public Works Building and portions of the Parking Lot currently existing on site must remain fully operational throughout the project. Once the new Parking Garage (Phase I) is completed then we can begin the renovation of the Park in phase II. Therefore our entire program will be sensitive to these tenants and the other existing businesses during our construction schedule. We have generated and included in this section a Construction Logistics plan that graphically illustrates the location of major elements and equipment including hoists, cranes, trailers, vehicular access and queuing, staging areas and protective measures. Pavarini intends to build this parking garage with minimal disturbance to the City of Sunny Isles' Resident. The way we do this is through a proactive "team" approach. A systematic start-up and commissioning plan of all MEP, Fire Alarm, and Life Safety systems will be performed to allow for an orderly turnover of all of the systems for operation by the building operator. These plans will emphasize the importance of the protection and well being of everyone involved in the project as well as the community surrounding the project, both directly and indirectly. Pavarini has adopted a "management systems" approach to controlling workplace safety, health and environment hazards. This system is compliant with the Occupational Health and Safety Assessment Series (OHSASl 18001. Pavarini's Safety, Health and Environment Management System Standard provide a means of achieving a safe and healthy workplace and a protected environment through continuous improvement in safety performance. It also formalizes the Pavarini approach to safety management to establish consistency across the organization and sets out requirements and specifications for compliance with the provisions of the Povarini corporate Safety and Health Program, S.A.F.E. CONSTRUCTION ADMINISTRATION AND EXECUTION The ultimate success of this project depends not only on the safe, timely, and cost efficient construction of a quality building, but also on the effective communication of project information and the documentation of that information throughout the development and construction of the project. Final CO requirements including final certifications and submissions DELIVERY Throughout the construction phase, Pavarini will constantly manage, monitor, and report any realistic opportunity to improve the delivery schedule of the project. Following the initial phase of construction, when the main work force is assembled, standard cycles of production have been established, major long lead delivery items have been defined and contracted, and the basic "rhythm" of the project is established, Pavarini will explore potential schedule advantages through selective acceleration, increased crew sizes, and alternate means and methods. This will be presented to the Owner for their consideration. Pavarini has arrived at the schedule durations by thoroughly reviewing the design intent, site conditions and understanding how the various structures relate to each other not only in a structural placement but also in a MEP services and Life Safety Systems manner. These meetings are attended by the subcontractors, the architect and engineers to assure all items needed for the TCO are addressed. Pavarini uses an established checklist so there are no surprises when the TCO approval process begins. Also, in addition to the normal review and inspection process, sixty days prior to the scheduled TCO, Pavarini will invite the respective building and fire department inspectors who will be performing the inspections for the TCO. We will reconfirm the sequence of final inspections, anticipated durations, which inspections require simultaneous multi-department participation, scheduling lead times for the required inspectors, and any other specific preparations required of the Project Team to expedite the process. The continuous exchange of accurate information, communicated to all parties in the agreed upon manner, is the single most critical factor for the successful delivery of the project. Throughout the construction of the project Pavarini will maintain the As-Built documents and review those of the individual subcontractors on a bi-monthly basis. Sixty days prior to TCO, Pavarini will distribute a checklist of the required closeout documents specifically required of each subcontractor and major vendor in accordance with the contract documents and the governing authorities. The progress of these submissions will be closely monitored to assure their timely completion, and reviewed with each subcontractor/vendor as part of the approval process of their monthly pay requests.
