8) Evidence of capabilities for construction scheduling, material
procurement, and assurance that plans, specifications, and
schedules are rnet.
During the construction of your project, our team has several
software program options, Primavera SureTrak or Microsoft
Project, depending on the preference of the client. These state-of-
the-art software programs allow complete control of scheduling
including critical path, resource management, cost loading
control, management graphics and cost reports. Further project
organization enhancements by phase, responsibility and crew
sizing are available and used on our projects.
Schedules are developed on Primavera SureTraklMicrosoft Project
and custom software from historical data of similar projects with
input from trade contractors, tempered for geographic location,
market conditions and Owner/End User time constraints and
input from the facility that the work will be performed on.
Scheduling shut downs, hours of operation, "quiet times" and
other facility specific dates are identified up front and considered
when preparing the schedule in preconstruction. Master schedules,
updated monthly, and mini two week "look-ahead" schedules,
updated weekly, are routine for all projects.
The W.G. Mills team will use this computer-based schedule control
system at the project site to ensure that updates and schedule
reports can be accessed as necessary. Our schedule control
system provides the printed schedule reports and computer
plotted network diagrams used by the project team so that its
trade contractors, suppliers, Owner and Architect will know the
exact status of the project along with present and future needs.
Scheduling controls utilized are:
· Project master schedule
· Design/review/bid/award schedules
· Pre-bid construction schedules
· Detailed construction schedules
· Short interval work schedules
All of these schedules will be developed at the job site using
computer-based CPM scheduling technology. Important features
of this technology are that it incorporates a resource-loading
capability and produces plotter-driven graphics in both network
and bar chart formats.
During the construction phase the schedule is maintainedl
updated as necessary to keep the project on schedule. Some
projects under difficult constraints will be updated as often as
daily while most require weekly updates. Once a schedule has
been developed and committed to by all parties, we ask to be
given the authority to enforce the agreements. There are many
types of computer-based scheduling aids available that we use,
but the key is commitment and follow-through by the parties
making the decisions and performing the work.

In concert with Primavera SureTrak and Microsoft Project, our
team utilizes the Prolog Manager Project Control Software.
Prolog Manager represents a new breed of construction software
that was designed to be utilized by construction superintendents,
construction managers, project managers, project engineers or
project support staff.
Prolog Manager can calculate the actual start and finish dates,
the actual duration, the remaining duration and the percentage
completed for each CPM task. This information is exported back
to Primavera to update the project schedule. This provides two
benefits to the project:
. Enhances daily work description documentation
. Provides a quick and simple update of schedules, creates
fresh as-built schedules.
Prolog Manager eliminates many tedious hours of manually
tracking the daily details of a construction project. In addition
to saving time, Prolog Manager reports project information
in a wide variety of ways to help manage the project. Prolog
Manager is utilized to record and manage an enormous amount
of daily construction project information:
. Comprehensive project budget information
. Prime contract, subcontract and design consultant
contracts
. Purchase orders and a purchase order catalogue
of frequently bought items
. Proposed change orders including notifications of
changes to an owner and request for proposals
. Change order requests that allow you to submit and
track multiple proposed change orders simultaneously
. Prime contract change orders that are linked to the
prime contract
. Subcontract change orders that are linked to the
corresponding su bcontracts
. Professional supplemental service agreements linked to
the corresponding designerlconsultant contract
. Contract invoices for monthly billings
· General (supplier or vendor) invoices
. Applications for payment....and other items which can
be discussed later with a Team representative.
Coordination of subcontract scheduling information begins prior
to construction. Each subcontractor is interviewed with respect
to the project schedule covering the following issues:
1. Start date for subcontractor's scope of work.
2. Submittal requirements and specific timing on each.
3. Equipment and material fabrication and timing.
4. Anticipated manpower and production rates.
5. Quality assurance and inspection requirements.
6. Sequence requirements including the scheduled timing,
material needs and equipment delivery.
Scheduling updates and detailed information is discussed with
the subcontractor on a weekly basis during job site meetings, and
the discussion documented in action oriented meeting minutes.
We coordinate construction scheduling through a combination
of our subcontractor meetings prior to construction with our
weekly scheduling updates. The Superintendent and Project
Manager review the results of the weekly meetings and take the
action steps they determine necessary.

On your project we anticipate producing the following
schedules:
· Overall Master Project Schedule
· Shop Drawing and Submittal Schedule
· Master Construction Schedule
· Short Interval Schedules
Overall Master Project Schedule-This schedule incorporates
all phases of the project including pre-construction design,
procurement, construction and occupancy close-out phases.
It integrates the responsibilities and activities of all parties,
including the Architect, Engineers, Owner and applicable Outside
Agencies (i.e. local Water Management District, Department of
Environmental Protection, other Permitting Agencies)
Shop Drawing/Submittal Schedule-This Schedule dictates and
monitors the activity of the Shop Drawing and Submittal
creation, review and approval process and is cross referenced to
the Master Construction Schedule for compatibility.
Master Construction Schedule-This schedule is developed
based on a combination of previous experience, current
market conditions and actual subcontractor input. All major
construction activities are included. This schedule is important
in that it is attached to and becomes part of each Subcontract
Agreement, thereby documenting the schedule performance
criteria contractually required for each Subcontractor.
Short Interval Schedules-Short Interval Schedules are portions
of the Master Construction Schedule amplified in greater detail.
For example: Where the Master Schedule may have an activity
"Drywall-1st Floor", the Short Interval Schedule may breakdown
the activity into:
· Hang Drywall - Dining Areas
· Finish/Spray Drywall - Dining Areas
· Hang Drywall - Offices
· Finish/Spray Drywall - Offices
W.G. Mills, Inc. is proud of its history of meeting schedules and
completing projects on time and within budget.
Cost Control on your project will be composed of three basic
elements: Estimating/Budgeting, Procurement, and Construction
Phase Controls. These elements will be customized into the
appropriate procedures and processes aligned with the formatting
and reporting needs of the client.
Work Planning/Schedule Management Development of detailed
project work plans coordinated between all project team members,
and documenting key activities and information exchanges is
essential to efficient project delivery and schedule conformance.
During development, the proposed schedule is evaluated against
historical information for similar projects to help ensure that the
proposed schedule is achievable. Once a detailed schedule and
work plan have been developed, the process must be managed
effectively in order to meet the proposed schedule. Progress on the
project must be continually evaluated against specific milestones.
Doing this on a frequent basis allows for identification of trends
and provides an opportunity to correct any deviations earlier
rather than later in the process. This constant evaluation and

feedback also allows adaptation to the inevitable changes that
occur over the course of the work.
Communication - The final component, and possibly the most
important, pertains to effective communication between all
team members, including client representatives. Tools used to
facilitate this communication process include weekly coordination
meetings; regularly scheduled client communications; electronic
communication, including regular Web-based drawing exchange;
FTP sites for exchange of project files; e-mail and project Web
sites; thorough and timely preparation of meeting minutes; and
development of Basis of Design documentation to communicate
design intent and criteria early in the design process.
ESTIMATING/BUDGETING
To plan, control and complete the Heritage Park and Parking
Garage Project successfully from a financial point of view, an
accurate initial estimate of all project management, design,
construction and related costs in the budget is essential. Final
cost versus expectations is the single most common problem
on a construction project. We will work to utilize available
benchmarks from the most recent facilities designed for other
clients and governmental agencies to develop early cost estimates.
The W.G. Mills Team prides itself in its ability to prepare and
update overall project estimates which, from the early program
stages of design, accurately assess project costs. For construction
costs which represent a major portion of most programs, this is
achieved through two simultaneous means.
First, we will utilize our extensive cost database to analyze cost
by building type and a trade-by-trade basis. This cost database
includes building analysis for each estimate prepared and trade
contractor bid received by the company. It is useful in the
programmatic and conceptual design stages when little is known
about a project's specific design features. This information
will act as a cross-check of schematic, design development
and construction document estimates. Trade-by-trade cost
information is available for every trade contract awarded
nationally and will provide our team with information ranging
from trade cost per building square foot to specific unit prices for
each component. This full range of cost information gives us the
ability to prepare accurate estimates at any level of design.
Second, accuracy of cost projections with respect to design intent
and a client's expectations are most readily achieved through
communication. All parties involved must agree on the design
and estimate basis. This is increasingly important during the
early design stages when an estimate prepared in a vacuum
represents only the estimator's point of view and assumptions.
The cost estimate on these project(s) will be developed utilizing an
extensive unit price historical cost database from similar, recently-
completed projects applied to computer-aided quantity surveys.
In addition, if the plans are sufficiently complete, we will solicit
subcontractor input and pricing. Estimates will be updated as the
plans and specifications finalize. This is an on-going process and
will be accomplished as frequently as necessary.
We will also evaluate the overall budget goals for the project.
Budget estimates are developed for each phase of the project
as well as critical components. A cost report is prepared,
detailing the anticipated cost of the project. If needed, specific
recommendations will then be made to bring the project within

budget; all construction costs will be analyzed on a systems basis
to allow careful consideration of potential trade-offs to maintain
budget requirements..
As the design of the project progresses, the Mills Team will begin
a series of estimates at several milestone points. These estimates
are compared to the budget to determine overages or savings.
All estimates are evaluated and analyzed in sufficient detail to
facilitate decisions that result in maintaining the overall costs at
budget level. All team members will be provided a copy of all
estimates in sufficient detail for review.
PROCUREMENT
Although not normally recognized as Cost Control, the
completeness, clarity and accuracy of the information used
for bidding construction is a key element of an overall cost
management program. The information included on the drawings,
specifications and requirements of the contract, insurance
program, special conditions, schedule, site logistics and bid form
are what bidders base their pricing on. If the information is too
rigorous, the pricing will be higher. If the information is lacking
completeness or detail, pricing will be unrealistically low initially,
only to be raised to a point that is unrealistically high when the
final requirements are realized.
Through drawing reviews, pre-bid package reviews, and
development of bid package components that are realistic from
an owner and a building point of view, we will be controlling the
project's cost.
VALUE ENGINEERING/LIFE CYCLE COST ANALYSIS
Value Engineering/Life Cycle Cost Analysis is a systematic
approach to maximizing the effect of every dollar spent.
Essentially, this process evaluates alternative materials and
methods to maintain a specific level of performance and
design intent but at a lower cost. For the your project, we will
conduct an aggressive value analysis, construction feasibility,
considerations relative to labor and material availability and
effect on the project schedule, operating cost and the efficiency
of staffing cost.
Value Engineering benefits are realized when this process
is applied as early in the design phase as possible. This will
allow the entire team input with every major design decision,
effectively eliminating the need for "after-the-fact" design
revisions, emergency cost-cutting and unexpected cost overruns.
As design progresses, our value engineering focus will adjust
from predominantly system review during schematic design to
configuration and interrelationships during design development
and product selection during the construction documents phase.
COST TRACKI NG
Cost tracking is a process of providing a clear audit trail on costs
from the first construction cost estimate through project buy-out.
Each succeeding estimate will be organized in accordance with
the established format to track costs as design proceeds.
The W.G. Mills Team's estimating and cost tracking system
is capable of handling thousands of cost items providing the
management information needed to track overall project costs
on a daily basis.
The Project Manager is the key link in our cost control program.
He maintains computer tracking of the following:
Work-In-Place - The cost to complete each category of work on
a project is re-estimated monthly.
Productivity - Data for labor productivity report preparation.
Cash Flow - A detailed outline of both short-term and long-term
future cash requirements provided to aid our clients in their own
cash management for the duration of the construction activities.
Budget Overruns - Project Managers use computer generated
reports of both labor productivity and materials. Overruns and
underruns by cost code are developed and compiled and used as
the basis for project forecasting.
Percentage of Project Completed - The percentage of project
completed for each category of labor is developed as a by-product
of the weekly payroll system and the work-in-place report system.
For subcontract work, the percentage completed is calculated for
each category of work.
9) A statement of experience summarizing projects constructed
under a similar development process and a summary of what the
Firm can "bring to the table" for the benefit of the City of Sunny Isles
Beach.

best service the needs of this project and of the City of Sunny
Isles Beach. We have an unparalleled commitment to quality
construction and client satisfaction as evidenced by our track
record over the last 36 years. During this time we have
completed over $1.1 billion in projects under the Construction
Management delivery process, $1.0 billion in projects under the
General Contracting (bid) delivery process and $63 million under
the Design/Build delivery process. We take pride in the fact that
we have a repeat client following of 80%, with the remaining
20% representing new clients.
W.G. Mills, Inc. is a leader in the park and parking garage
construction industry. An excellent example of this is the fact
that we have been awarded three (3) consecutive park projects by
the City of Tampa. Two (2) of these, Cotanchobee Park and the
South Riverwalk Plaza, are showcase projects and centerpieces
of the City's waterfront District. Our continued quality and
timely deliveries have again led to repeat business from a satisfied
client.
The specific team proposed for this project is compromised of
a premier group of construction professionals with combined
experience of over $2.5 billion is successful construction
deliveries. The core team, compromised of Project Manager
Josh Christensen and Superintendent Kevin Foster, have been
working in tandem for the last 10 years. During this period, they
have successfully delivered over $200 million in construction
projects, including two (2) high schools (with full recreational
and competition athletic facilities), two (2) elementary schools
(with full recreational facilities), one (1) middle school (with
full recreational facilities), and two (2) golf clubhouses. They
are currently completing a $65 million high school in Brevard
County and the client satisfaction on that project is beyond
compare. These individuals will be servicing the project and the

City of Sunny Isles Beach at all times during the project and will
team with the City and the design team in order to deliver the
best possible product to the people of Sunny Isles Beach.
10) A statement addressing the Firm's present and projected
workload and how this Project will be scheduled within that
workload.
W.G. Mills, Inc.'s current workload is $217,940,972 and projected
workload is $69,300,000. Since our projected workload is
considerably lower than our capacity, we feel confident that
with our current available staff of over 200 professionals, we
are in superb position to construct this project within the time
and budget goals. Our staff includes 61 project managers, 54
superintendents, 5 estimators, and 80 administrative personnel
within the State of Florida.
The proposed W.G. Mills, Inc. project team is ready and available
to construct this project. We look forward to the meeting with the
selection committee and presenting our approach to the Heritage
Park and Parking Garage Project.
