I. History of Pirtle Construction Company: Our firm has been one of the most highly
respected general contractors in South Florida for 41 years. Since 1968, Pirtle Construction

Gary Pirtle, P.E., LEED Ap'Ast.Vice President/Project Executive, has more
than 30 years of construction management experience, including 20 years with the
U.S. Navy Civil Engineering Corps. Gary's Naval construction experience and
knowledge of maritime localities and conditions make this project a perfect match.
Among other projects, Gary is leading the project team on the City of Coral
Springs Public Safety Complex Renovation and Fire Station 80
Construction-LEED Silver. He has completed over 18 parks and recreational
facilities as part of larger projects throughout South Florida.
Bill Oakman, Project Manager, has 37 years of construction management
experience including the high profile Young Circle ArtsPark and Visual Arts
Building for the City of Hollywood and Sugar Sand Park in Boca Raton.
Both projects include pavilions, playground equipment, interactive water features,
water fountain, recreational equipment, exercise trails and an interactive water
playground.
Bill Page. Superintendent. has 29 years of construction management experience.
His experience includes various parking garage and recreational projects. He
has successfully completed the FlU 5 level Parking Garage, Midport 6 level Parking
Garage at Port Everglades and the Terminal 29 Expansion including precast 2 level
driveway ramp as well as the 6 level Northport Parking Garage Ramps at the
Broward County Convention Center. He knows the local subcontractor market and
has experience on complex construction projects like your Heritage Park and Parking
Garage project.

Gary Pirtle has 30 years construction management experience. He joined Pirtle
Construction after completing over 20 years with the U.S. Navy Civil Engineer Corps,
where he served as a Navy Civil Engineer Corps Officer and retired at the rank
of Commander. Gary has extensive South Florida project experience. In addition to this
experience, he has broad construction experience in interdisciplinary engineering,
construction, and utilities management. Gary has extensive self performed concrete
experience for cast-in-place, pre-cast and post tension on many local Pirtle Projects.
Project Role:
As Project Executive, Gary is responsible for the overall complete and satisfactory execution
of this project. Gary will establish and maintain relationships and continuity with the Owner,
Architect, Design Professionals and Subcontractors. He has a proven track record of
exceeding client expectations and excellent leadership skills for this project.

Bill Oakman has 37 years of experience in engineering inspections, field supervision, and
project management on public projects. Bill has extensive construction management soft-
ware experience having completed many successful commercial and municipal projects. Bill
has extensive self performed concrete experience for cast-in-place, pre-cast and post
tension. His attention to detail and commitment to excellence consistently deliver superior
facilities which will be an asset to your project.
Project Role:
Bill will be managing this project during pre-construction and construction as the Project
Manager. He is directly responsible for project management, maintaining the budget, sched-
ule and all reporting. He has a proven track record of within budget and on-time delivery.
He strives for team coordination, clear communication and quality construction from start
through close-out.

Bill's role for the City of Sunny Isles Heritage Park and Parking Garage project includes
directing the daily progress of the work and supervising all construction field activities and
personnel. His diligence is essential because he coordinates construction activities in
advance to not interfere with the progress of anyone component of the project. His
responsibilities include overseeing quality, safety, subcontractor management and generating
all information needed to create, monitor; and modify the progress schedule on a continuing

Young Circle ArtsPark

The ArtsPark at Young Circle in Hollywood is a unique concept designed to merge art and
nature.The City of Hollywood developed ArtsPark using the existing 11,45 acres known as
Young Circle Park located in the downtown area of Hollywood. The project is consists of
two Phases. Phase I addresses the park and site elements of the project. Among the
highlights of ArtsPark: two large water features; a geometric, tri-colored cast-in-place
sidewalk along the park perimeter; and an elaborate children's playground featuring German
equipment. Phase 2, the Visual Arts Building construction consists of a 28,130 square foot
Cultural Center which contains a metallurgy studio,glass working studio, high-bay artist and
teaching studio, exhibitions gallery, dance studio, administration and office area. The project
includes an outdoor amphitheater with cantilevered overhang to provide protection from
inclement weather.

It is necessary to not only to identify construction tasks specifically but also included
durations for the shop drawing creation and review process required prior to performing the
task. During the planning phase of the project, a "required on job site" date is established
for all materials necessary for the timely completion of the project. Shop drawings and
submittals for each item are then scheduled working backwards from the required on job
site date, allowing time for creation and review of the submittals along with actual fabrication
and delivery times. Each shop drawing or submittal activity is then reviewed on a weekly basis
to ensure that they are processed in a timely fashion in order to prevent delays to the project.
Initial coordination drawings are required prior to any fabrication and actual construction
activity. Subcontractor's schedule input is continuously updated and incorporated in the _
baseline and updated schedule.

8. CONSTRUCTION SCHEDULING
We have analyzed and studied this project and have provided a proposed schedule shown in
Section 9 on page 10. Our scheduling process is proven and begins with the development of
an accurate project schedule, specifically tailored for your project. In order to produce a
schedule that is reliable and of the quality required for use as a project management tool, it
is necessary to involve all parties (City of Sunny Isles Beach, Spillis Candela DMJM, Engineers,
Consultants, Subcontractors, Permitting Agency, and Pirtle) during its creation. By combining
input from all team members and by making a series of judgments based on past performance,
our firm has been able to consistently produce efficient and timely project schedules that all
parties can achieve.
The project schedule is a living document that will be analyzed, critiqued and revised on a
continuous basis throughout the process as more information about the building and system
designs are provided. Our team uses Primavera P5 Project Scheduler to create the project
schedule.

There are many reasons why Pirtle Construction Company is uniquely qualified to construct
the New Heritage Park and Parking Garage for the City of Sunny Isles Beach. First and
foremost is our company philosophy "Committed to Excellence From Concept to
Completion." This is our teams commitment to you on this project. Quality is your top
priority and it starts when you choose your Construction Manager. You need a leader who
will work with you and Spillis Candela to provide the most beneficial and viable solutions,
clearly communicate your vision and construct the first phase in a timely manner without
disruption to the local community. Pirtle Construction is the contractor who can deliver
on all of your needs and team with your staff and Spillis Candela to develop a plan that will
ensure your complete satisfaction.
Pirtle Construction understands that it is the desire of the City to have the Parking Garage
completed and operational as soon as possible, "for several reasons". We understand the
importance to the City to keep the Public Works Building operational until the new office
and Parking Garage are completed. The City has also purchased an additional one acre of
property from the Ocean Reserve and Ocean View Condominums, a large open-space
easement right in the curvature of the condos to the west of the park facility that may be
included in the park design. We understand that parking is a huge demand for the
neighboring establishments and will be an important issue to maintain as long as possible.
Because the parking garage is an urgent requirement we propose that the parking garage
and entrance road can be built with a 6-7 month timeframe and made operational. This will
allow for the occupancy of the Public Works offices and then demolition of the existing
Public Works Building. With the previously mentioned operational desires we would then
proceed with completion of the park. We propose that the project can be completed by
May 20 f 0, if not sooner. The earliest award of the project is critical. With the current
plans and specifications in for permits we do not propose modifying the design but to go
forward with it as designed to ensure the schedule be met or improved.
Because of our seamless working relationship with Spillis Candela DMJM and our ability to
self perform the concrete we are uniquely qualified to construct this facility. Cast In Place
was chosen over Pre-cast in consideration of long maintenance associated with a marine-
salt air environment. Having completed numerous LEED projects and our teams experi-
ence with green construction, we would be able to deliver your project to meet the USGBC
LEED Scoring.This project could receive LEED Certification with little to no additional cost.
Being that this is a tight, urban, congested site, Pirtle has extensive knowledge and experi-
ence that will ensure controls and construction operations will be flawless to not impact
surrounding properties. We have an excellent record for our "Good Neighbor" policy and
our team will be available to attend all community meetings and coordination with all sur-
rounding establishments.
