STATEMENT OF QUALIFICATIONS
1.
Founded in 2003, N&J Construction is owned and operated by John Perez-Gurri
and Enrique Gaston. Prior to launching N&J Construction, John and Enrique
worked closely together at another firm for six years.
Motivated by their strong work ethic and philosophy that a project of upmost
quality must be produced efficiently and effectively on time within a specified
budget, John and Enrique compliment each other's experience in their respective
areas of expertise.
N&J Construction's ownership and management team prides itself in the level of
accessibility and thoroughness they provide Owner's with. N&J is proud of and
cherishes the relationships they have built with the Owner's of all its past
projects. Even after a project has been successfully completed, N & J
Construction remains a phone call away to provide solutions for a client's
changing needs.
John's expertise is in producing viable budgets that allow the discriminating
Owner to re-invest savings into material and system upgrades or enhancement
thought to be out of reach.
Enrique's vast experience brings a level of quality and expediency to the project
that surpasses the most meticulous Owner's expectations.
Fueled by their passion for building, N &J's team of skilled professionals' shares
in the ownership's philosophy and have developed a work ethic of excellence

2. N&J Construction is not planning any corporate changes that would affect the
performance of this project given the opportunity.
3. N&J Construction is based at 4990 SW 72 Ave Suite 104 Miami, FL 33155

ii. Port of Miami Garage "D" 1400 N. Cruise Blvd Miami, FI 33132
4. N&J Construction will conduct all of the pre-construction from its corporate offices
listed in item 3. Once construction begins, we will locate a field office in or
around the immediate vicinity of the project as logistics allow.
5. N&J Construction's success is based on the hands on involvement of both
managing partners. One of the partners will regularly attend all project's progress
meetings, which means the City of Sunny Isles Beach will have direct contact
with one of the two partners on a weekly basis. Resumes of the following
persons are attached.

N&J anticipates having one of these two superintendents available to start the
Heritage Park and Parking Garage.

6. John Perez-Gurri will start the project process in estimating, procurement and, if
possible value engineering. He will maintain an active role throughout
construction.
Enrique Gaston will perform the project management on the project. His
qualifications in safety, quality control and scheduling will be evident in the
project as it progresses.
Alvaro Pastrana will perform the onsite project supervision. His construction
knowledge and recent parking garage experience will prove invaluable in
ensuring a quality project.
Juan Maya or Michael Perez-Gurri will be assisting Alvaro in the daily supervision
and coordination of work.

N & J Construction is currently completing a 4 story parking garage at the Port of
Miami to serve Terminal D. The garage is a precast system on auger cast piles
measuring approximately 240,000 sf, the garage has a capacity of 738 spaces
and a surface lot capacity of 135 spaces. The drainage system utilizes two
injection wells. The total project value is $10,437,000 with a duration of 11
months. We are currently 2-3 weeks ahead of a scheduled completion date of
9/09.

N & J Construction is also currently working on the Miami Gardens Community
Center. This facility is 52,000 sf on 22 acres. The project value is $13,850,000
and should be completed by 10/09.
The Community Center will have a professional basketball court layout inside of
the Gymnasium including fully automated digital and retractable scoreboards.
The Center will also house a fitness center, 150 seat auditorium and a spacious
dance studio along with classrooms for technology and art & crafts classes.
The center of the building will have locker rooms and support services for the
swimming pool, spa and water slide.
The exterior is as impressive as the interior spaces. There will be a rubber
surface track surrounding a football field utilizing artificial turf just like the pros.
There are future phases planned including a playground and amphitheater.

N & J Construction served as the General Contractor for the state of the art, new
Weston City Hall. The project site consisted of 3% acres located at 17200 Royal Palm
Boulevard. This one-story, 14,000 square foot building includes offices, meeting rooms
and a Commission Chamber with auditorium seating for 156 people. The exterior of the
building is predominantly stone while the interior finish is a mix of stone and wood. The
project also includes a fully integrated generator system, parking, landscape, entry
spaces, drainage, and paving. Lobby boasts 22 feet high ceilings with wood covered
columns, fiber optically lit, glass entry feature at the commissions' chambers.
Jerusalem Stone veneer with granite accent bands with great attention to workmanship
make the building exterior visually pleasing. Our outstanding workmanship is evident
throughout in the mix of high end finishes that include wood floors, glass and marble.
The Commission Chamber walls are acoustically treated with wood sound absorption
panels. The City Hall was also built to serve as an EOC center in case of emergency.

N & J Construction completed the construction of The Kendal Lakes Branch, the third of
10 libraries to be built as part of the Library System's Capital Construction Plan. The
15,000 square-foot facility, built on a two-acre parcel, is designed to house a collection
of 30,000 books and materials and will has access to the Internet through a state-of-the-
art Wi-Fi environment. The design includes specialty, high end finishes such as: Epoxy
terrazzo floors, Jerusalem Stone facing, aluminum vertical panels, and clear story
windows. Systems include: FM 200 agent extinguishing system, decor adhered and
thermoplastic and membrane roofing. Project Value $ 5,632,000

full balcony off the master suite.
The roof is accessed via a stainless steel elevator and serves as the pool deck with

N & J Construction completed the Courthouse Center Interior Renovations consisting of
38,000 S.F. within four (4) floors of an operational Courthouse. Project scheduling,
coordination and execution required phasing the demolition during night hours and the
build-out of three (3) courtrooms and supporting judge's chambers per floor. Our
expertise and the quality of our workforce were invaluable in this secured site.
The extensive courtroom furnishings were constructed from solid mahogany. The
judge's benches, clerk station and witness stations were internally lined with Kevlar
bullet proofing material. The support areas of the Chambers were card-access
controlled and video monitored by each judge's staff and also linked to the police sub-
station located in the building lobby. Each of the judge's staff desks as well as each
courtroom was equipped with duress buttons also linked to the police sub-station.

8. N & J Construction has never been assessed liquidated damages on a project.
N & J has repeatedly demonstrated its capabilities by delivering all previous
projects within the scheduled duration. N & J is currently participating in direct
owner purchase with the City of Miami Gardens which has yielded a considerable
tax savings to the city with out sacrificing the material procurement schedule.
The best evidence N&J can provide for assurance that plan, specifications and
schedules are met are our previous clients. We highly encourage you to contact
them.
N & J Construction was recently selected by the Town of Surfside to be one of
the five firms to bid on their new community center. Over 24 firms submitted pre-
qualifications and only five were chosen. We are proud to be one of those five.
9. N & J Construction is currently working on a parking garage for the Port of Miami.
The garage N&J is currently building is 4 stories and accommodates 738 spaces
in 240,000sf. This garage was built using a precast concrete system, which has
produced excellent results in quality of finishes and schedule. The terminal D
garage was produced in 2 months and is almost completely erected. The
erection will take approximately 2 months.
It is N&J's opinion that the Heritage Park & Parking Garage should be re-
designed to utilize a precast concrete system. N&J estimates the re-design will
take approximately 2 months, which can be conducted concurrently with
earthwork and foundation construction. We feel that the time and cost savings
will allow for both phases, garage and park to be built simultaneously. The
current timeframe of 11 months utilizing cast-in-place concrete is very aggressive
and will involve inefficient time in the removal and reconfiguration of formwork.
We strongly and respectfully suggest the City consider this option.
10. N & J Construction is presently completing:

. Miami Gardens Community Center, which will be completed by
Oct. 09
. N & J is currently bidding on the Town of Surfside Community
Center, which is not anticipated to start until Oct.09
11. Attached is a letter confirming our bonding capabilities and copies of State and
County licenses. If selected, N & J can provide financial statements to the City
prior to award.

Deposit Company of Maryland, rated by Best's KR Guide as A (Excellent), with a
financial rating of Class of XV. Fidelity and Deposit Company of Maryland has
established surety support covering single projects up to $25,000,000 and an aggregate
bond limit of $50,000,000. However, these amounts are not to be construed as our
maximum levels of support; rather they are guidelines for the daily servicing of the above
referenced company's surety needs.
Customary with industry practice, the issuance of any bond is a matter of discretion and
subject to satisfactory underwriting conditions at the time of request. These conditions
include but are not limited to the financial condition of our client, a review of the
contract, bond terms and conditions, and evidence of project financing.
