Carlos is currently assigned Senior Project Executive for the Miami Intermodal Center. As the Senior Project Executive, Carlos will be ultimately responsible for all Opera- tional Planning activities for the entire project, and will have overall responsibility for quality, schedule, and cost. In addition, he will be responsible to participate in a kick-off meeting to outline the goals and objectives for the entire project and the working relationships of each project team member. Turner TURNER CONSTRUCTION COMPANY SECTION 6: STAFFING PLAN The most important component of this project is the staff that will be assigned from the preconstruction phase through the construction phase. We will assign the Project Executive, Carlos Casal to the project on day one. Carlos will drive the project from contract award through the Warranty period. We continually refer to Carlos as the "CEO of the project" because of his leadership and knowledge base. Carlos is dually suited for this role based on his sucess at the Miami Intermodal Center where he is currently leading this project for an early completion. In addition, the continuity he will bring to the preconstruction effort based on his current leadership for the FlU Parking Garage 5 project and the leverage of the local subcontractor market that will follow. In addition to Carlos, we have the strongest preconstruction team in the South Florida market. Our preconstruction group is led by Ken Oates, our Preconstruction Manager. Ken is a Turner veteran with over 30 years of experience with Turner in the South Florida market. Ken is supported by Bob Hilton, our Mechanical, Plumbing and Fire Protection specialist. Bob previously owned and operated his own national HVAC contracting business for over 25 years. This will prove to be extremely valuable to the project team during preconstruction and construction. Other staff members that compliment the preconstruction team are Anthony Jaworski, our Electrical Specialist, and Gary Burdash our Structural Expert. This core team is supported by several senior estimators that have the relationships with the local subcontractor community, which will drive the most competitive and comprehensive project for the City of Sunny Isles Beach. Our approach to the Preconstruction phase of the project is simple; we are a member of your team, and all of our staff has the supporting expertise necessary for the project's success. Our job during the preconstruction phase is to support the team with our knowledge of construction logistics, planning and scheduling, contractibility insight, and cost estimating. Turner's construction phase management services are a continuation of our preconstruction services. Successful construction is in a large part due to, and a result of, careful planning, monitoring, and control. Carlos Casal will lead this effort as well. Carlos is supported by TJ Mincer, the proposed Project Superintendent. TJ brings over 25 years of construction experience to this project. As the Project Superintendent, TJ will be located at the site with responsibility for the planning and direction of all functions at the site including the work of the trade contractors and suppliers. TJ is currently the Superintendent on the Miami Intermodal Center project located next to the Miami Airport. TJ is available for the construction of this project because he will complete the garage structure on his current project 2 months ahead of schedule due to his planning and coordination expertise. TJ will be supported by Manny Coya, the Garage Superintendent. Manny is responsible for the proper implementation of project control systems including cost control, quality control/quality assurance and project reporting. Manny's experience with 3 stand-alone garage projects for public clients will prove beneficial to the team's success. Carlos, TJ and Manny have previously worked together and bring that team cohesiveness to this project as well as the sustainable knowledge needed for your project. This team has managed and coordinated the installation of over 2,000 pieces of precast, 120,000 cy of concrete, 9.7 miles of girders and beams and 43.7 miles of Post Tension Cables. The scope includes a 30,000 sf retail space, 15,000 sf public safety offices, and a 150 sf support space. This parking garage is intended for students and the staff of Miami Dade College to provide a controlled and safe environment. The project also included the shell space for the future 40,000 sf state-of-the-art technology-training center known as the ETCOTA, which Turner fitout under a seperate agreement. The parking facility is located within a dense urban area with the potential to provide a key link to the Downtown core, the Park West Redevelopment Area and Bayfront de- velopments A secondary use will be to provide event parking for the downtown arenas. Extensive sitework and en- hancements to area roadways is also included in the program. The Spanish styled architecture features cream colored stucco and precast concrete which is accented by glass, intricate steel trellis work, and a combination of metal and fabric awnings. The Spanish terracotta tile roof further enhances the appearance and blends with two large landscaped gardens with fountains. This six story, 960,000 SF facility contains physician offices, an outpatient diagnostic center, an outpatient surgery center and a center for the excellence in orthopedics and sports medicine. The facility is intended to be self supportive during a power loss and will accomodate a 72hr Generator Operation Capacity. Also included is a 600-space parking garage. Through our recent garage experience we understand the schedule parameter and will ally the local subcontractor market to deliver within the intended goals of this project.
