I It is very important to us that when we have an on the job injury that we keep a good relationship and 'communication with the injured employee and the treating physi- cians. This is why we have a full time person in the Risk Management department that tracks the recovery progress of every injured employee. We also maintain a very aggressive light ~uty program that allows the employee to work according to the re- strictions that have been given by the physician until the employee is able to return to I full duty work. Our approach and methodology for accomplishing these tasks is as follows: ASIa Team, coordinate closely with The Owner to understand the impact of the Master Plan and how to relate to its goals for vehicular parking and movement. Cqordinate initial design activities with you to insure compatibility functionally and aes- thetically. Explore construction options and methods of delivery to enable our team to give the maximum parking spaces for the fixed budget. Conduct in-house work sessions with all team members to insure a consistent delivery to you ~within the given time restraints. Be ever mindful that this parking structure will be a first impression and is required to ... be user friendly both functionally and visually. Preconstruction and Construction Phase Costs, Changes and Contingencies To ensure the d~sign criteria is met within your established budget, we take a Team approach working hand-in-hand with you during the design phase. We will provide budget estimate~ at the required design stages or as required by The Port. HCS will establish a GMPI prior to the completion of construction documents, usually at 35% completion. Scheduling Scheduling is a critical pre-planning tool which will involve all members of the project team who are going to implement the activities, and will be used to monitor progress on a periodic basis. We utilize Primavera Sure Track computerized software in develop- ment of our project schedule. When preparing a job schedule, we involve all of the following personnel: project manager, job superintendent, estimator and major subcon- tractors in regards to key milestones. The units of each activity are normally broken down into days. Our methodology can be summarized as follows: . Establish the Master Schedule - the overall project plan. . In conjunction with the design team, develop a pre-construction schedule. . Plan and schedule the construction activities during pre-construction by developing a!detailed construction schedule which conforms to the Master Schedule. · Update the schedule database through direct field observation during construction to create constant focus. · Communicate accurately with all members of the team on schedule performance. Throughout the construction phase, software will be used to track schedule, subcon- tractors, shop drawings, and requests for information. The general superintendent will be required to maintain a daily log and coordinate safety inspections. Quality ~qontrol " Our Quality €ontrol plan establishes standards, monitors efforts and maintains the qual- ity levels the owner and design professionals dictate to be appropriate. The Quality Control plan is a standard framework that is customized by the field people for the spe- cific needs of each project. It is an integrated system that requires input from the de- sign professionals as well as The Port and leads to a clear understanding of the expec- tations for all participants. It is often the means to resolve conflicts between drawings and written specifications prior to those issues evidencing themselves under the pres- sure of field conditions. It helps to: . () PERSONNEL The HCS senior management team consists of higtily skilled and-motivated profession- als including 2 seasoned veterans with over 50 years of combined parking garage con- struction experience. These individuals are "hands on" and have many years experience in the Design- Build delivery of projects. Each project is staffed with a full-time Project Man- ager and'highly skilled Superintendent. We incorpo- rate a fully integrated Timberline job cost accounting system in which a Superintendent with a laptop com- '-:1J puter can input his data from the field and access his job cost. We continue to improve our information systems under the direction of our Information Tech- nology Manager and his staff. Our estimating depart- ment uses the latest technology for quantity takeoff and estimating of cost using our extensive database of historical performance. Our drafting professionals use the latest in CAD systems. The experienced workforce of the SPS companies consists of 75 full time per- sonnel and 925 fulltime hourly crafts- man experienced in formwork, founda- tions, slab on grade, columns, walls, beams, elevated slabs as well as all aspects of Design-Build Parking Ga- rage construction. Bobbitt, Vice President David has over 26 continuous years experience in the design and construction of parking ga- rages. He will be directly involved in the design and construction of projects. He has served in design, estimating, sales, project management, vice-president and principal roles on parking projects from concept through closeout. David has considerable expertise in creating and evaluating concepts for parking garages in terms of design efficiency, function, cost, contracting, risk and schedule considerations. He has personally been involved in the design and construction of over 85 parking garages ranging in size from 150 cars to 10,000 cars. Construction systems include: precast concrete, cast in place concrete and hybrid post-tensioned construction. Delivery methods include: lump sum, negotiated, design-build frame only, design-build turnkey, guaranteed maximum price and cost plus/shared savings. Projects include healthcare, hospitality, college/university, aviation, gov- e;nmental and commercial parking facilities. , D'avid has been active in the International Parking Institute, Florida Parking Association and Dbsign Build Institute of America and maintains current knowledge as to the latest develop- ments in the field of parking design and function. He has authored several articles on the sub- ject and co-authored The Detailing of Precast Concrete published in 1990. He received the Certificate of Merit from the Prestressed Concrete Institute in 1991. Davia is licensed by the State of Florida as a Certified General Contractor (CGC15091 02) and will be"directly involved in the planning and construction of the project. Richard L.. '~Buck" Evilsizer, Vice President Operations "'- Buck will be directly involved in the operations at the jobsite and has over 26 continuous years experience in all aspects of concrete construction. Buck has hands on experience in every as- pect of prestressed concrete fabrication, transportation, erection, post-tensioned concrete and cast-in-place concrete construction. Buck has personally been involved in all aspects of con- struction of numerous parking garages in Oklahoma, Texas, Kansas, Arkansas and Florida. His role on projects has resulted in a varied background including: Owner's representation, concrete construction pro- ject management, Class A general contracting project management and Design-Build Parking Structures. He is proficient in most construction and scheduling software and offers strong communication skills in both English and Spanish. Noel has the ability to plan and organize tasks and maintains budgetary, scheduling and su- pervisory responsibilities. Noel will be on site full time. Jason Hayduk, Superintendent Jason has over 13 continuous years experience in all aspects of concrete parking garage con- struction and was formally educated at Oklahoma State University. Jason has worked in vari- ous roles during his job training program and has gained considerable experience with precast coQcrete, cast in place and post-tensioned concrete construction. Projects include healthcare, hospitality, governmental and commercial parking facilities. Jason's strengths include his ability to effectively supervise crews and the work of other trade subcontractors.
