1. History of Firm, including ownership and key management
Soares Da Costa was founded in 1918 in Porto, Portugal. By adopting the most-up to date
construction techniques and with ten skilled carpenters, Jose Soares Da Costa embarked in the
conquest of the construction market, his vision, to provide high quality projects to his Clients and to
consistently provide them with exceptional client service. The Company grew and took on works of
greater responsibility and specialization, by the mid-sixties; Soares Da Costa was already the
leader of the building industry in Portugal and had gained a very strong reputation for quality
building construction. With the international expansion of the Company, and with many years of
proven experience, the name Soares Da Costa came to be linked to great construction
undertakings at home and abroad. In 1994 Soares Da Costa started operations in the United States
opening the Miami office. Since the opening we have successfully completed over 750 million
dollars worth of work in South and Central Florida over the past nine (9) years, including 275 million
of Educational Facilities work. Soares Da Costa expanded operations to the Central and North
Florida area with the opening of our Orlando Office in 2007.
Soares Da Costa is a full service management design and construction organization, which
compendium of services offered include, Construction Management, Building and Civil
Construction, inclusive of Soares Da Costa experience and expertise in all delivery methods, G.C.,

Soares Da Costa Contractor, Inc has currently converted into a Limited Liability Company (LLC).
We have recently submitted for the changes to be made on our company licenses. Once we
receive our new licenses a copy will be sent to the City of Sunny Isles Beach, Florida.

6. Description of how contractor's team will be organized and assigned responsibility
for the project. .
This project as presently designed is based on a poured in place post tension system. Soares Da
Costa has extensive experience with this design as evidenced by the Construction of the following
High-Rise and Mid-Rise construction projects completed in the last five years in Miami, Florida.
. The Blue Condominiums a 36 story residential building with six (6) floors of parking garage
. Marian Blue Condominiums a 58 story residential building with seventeen (17) floors of
parking garage
. Continuum Condominiums a 30 story residential building with two (2) floors of parking
garage
. City 24 Condominiums a 15 story residential building with four (4) floors of parking garage
However, after consideration of the schedule and cost, it is our recommendation that this project
can best be achieved by going to a precast structure. This will allow the structure to be
manufactured while the site and foundation work are being completed in the field. It also provides a
better finished product and offers a multitude of finishes to the exterior fac;:ade not available with a
poured in place structure.
It should also be noted that the precast structure is virtually maintenance free. It would also be our
recommendation to go with pre topped DBL Tee's to again provide a factory finish which will be
superior to a poured in place finish. This will also expedite the schedule by reducing by another
step that will not have to be performed on site.
Our Senior Project Manager Mr. George Egalite who will be the lead Project Manager for this
project has an extensive background in the construction and precast industry extending back to the
1970's. This includes Design, Manufacture and Erection of Architectural and Structural precast
projects throughout the state of Florida and Georgia. He has over twenty (20) years experience in
design and manufacturing of precast and six years of overseeing erection of architectural and
structural precast projects. During these years he has worked with the major precasters; Gate
Concrete, Core Slab Structures, Durastress and Florida Precast. Mr. Egalite has been with Soares
Da Costa for the past five (5) years as Senior Project Manager for several major projects here in
South Florida.
Our team for this project will be comprised of members of our company who have the experience of
working together, but more importantly a team of manufacturers of precast and subcontractors who
have worked together on numerous projects throughout Florida for the past twenty (20) years. This
is not just the companies, but more specifically the collection of individuals with these companies
who have a history of working together.
The project team outside of SDC will be made up of the following:

. Associated Consulting Tech - Soares da Costa employs the services of an independent
consultant, Associated Consulting Technicians (ACT) to prepare and update project
schedules on a continuing basis. The president of ACT, Doug Peterson has provided
consulting services including scheduling services on more than (500) complex projects.
Included in these projects is in excess of (300) Public Facilities with more than (150)
Educational Facilities.

We have listed above two separate precast manufacturers; this was done for several reasons. In.
the past due to job locations we have sometimes used both precasters on the same project with
one providing the structure and one providing architectural precast spandrels and wall panels.
Depending on the method of contracting, we may also elect to get proposals from both to allow
Soares Da Costa to provide the optimum design for converting to a precast structure in lieu of the
poured in place post tension design.
We have provided contract documents to both companies for review and they both find the existing
design will allow for the conversion with out changing overall design esthetes.
We feel this approach of bringing together this type of team will assure a cohesive effort by all
parties to make this a successful project for the City of Sunny Isles as well as for our team.

8. Evidence of capabilities for construction scheduling, material procurement, and
assurance that plans, specifications, and schedules are met.
The Blue Condominium and the Continuum II projects are an example of two of our projects that
exemplify our capabilities of construction scheduling, material procurement and assurance that
plans, specification and schedules were met.
These projects were completed on schedule or ahead of schedule with all approvals signed by
all of the city local governing agencies and to the satisfaction of the ArchitecUEngineer Design
team as well as the Owner Developers. See attached letter of recommendation. It should also
be noted that our team member "ACT" specializes in scheduling arid construction management
and will be updating all schedules for this project on a monthly basis.

STATEMENT OF QUALIFICATIONS
9. A statement of experience summarizing projects constructed under a similar
development process and a summary of what the Firm can "bring to the table" for the
benefit of the City of Sunny Isles Beach.
Although it is not finalized at this time weather the project will be contracted under a
Construction Management at Risk or GMP Contract, SDC has extensive experience with both
methods of Contract Management. Our use of "ACT" for monitoring all sequences of the
construction process adds another layer of monitoring the project progress and is coordinated
trough updates derived out our weekly job site sub contractor and material supplier's
coordination meetings.
This method of monitoring all activities has allowed SDC to have a constant status of where we
are with the critical path for our projects and make it possible to identify problems and be ahead
of the curve to resolve any items that would affect our ability to meet schedules while complying
with the contract documents.
10. A statement addressing the Firm's present and projected workload and how this
project will be scheduled within that workload.
Our present economy has had an enormous effect on our construction industry though out The
United States and especially in South Florida. This has diminished our workload significantly
and we have maintained a nucleus of personnel while weathering this down turn in the
construction of new projects. However, this reduction of work has resulted in an excess of talent
available when work is released. By working with our team member sub contractors and
material suppliers and outside consultants, we are assured of a work force of experienced
professionals for the main components of this project.
11. Third Party evidence that the Firm has the required license, insurance, and financial
and bonding capabilities necessary to fulfill their responsibilities for the Project. The
City may require supplementary evidence of financial stability prior to signing a
contract for the Project. Note the City is a public body subject to the State of Florida
Public records Law. Information submitted as part of this RFQ may be subject to
public release.

2. I understand that a "public entity crime" as defined in Paragraph 287.13 3(l)(g), Florida
Statutes, means a violation of any state or federal law by a person with respect to and directly
related to the transaction of business with any public entity or with an agency or political
subdivision of any other state or of the United States, including, but not limited to, any bid or
contract for goods or services to be provided to any public entity or an agency or political
subdivision of any other state or of the United States and involving antitrust, fraud, theft,
bribery, collusion, racketeering, conspiracy, or material misrepresentation.
3. I understand that "convicted" or "conviction" as defined in Paragraph 287.133(l)(b), Florida
Statutes means a finding of guilt or a conviction of a public entity crime, with or without an
adjudication of guilt, in any federal or state trial court of record relating to charges brought by
indictment or information after July 1, 1989, as a result of a jury verdict, nonjury trial, or entry
of a plea of guilty or nolo contenders.
4. I understand that an "affiliate" as defined in Paragraph 287. 133(l)(a), Florida Statutes, means:
a. A predecessor or successor of a person convicted of a public entity crime; or
b. An entity under the control of any natural person who is active in the management of the
