EXPERIENCE
Tenex Enterprises, inc. , Who Skates and Biscayne Engineering are pleased to replay
for the Professional Design & Build Services for a Skateboard park @ Town Center
Park. Tenex will serve as the prime contractor on this project, while Who Skates will
serve as sub-contractor and Biscayne Engineering will serve as prime engineering
consultant. We feel that our team is uniquely qualified and ideal for this project
because our technical expertise, local experience and our commitment to meet the
project objections.
Our team feels that its organizational approach and expertise will be the most cost
effective and time sensitive for the City of Sunny Isles Beach.
Hamid Fouladi (Tenex Enterprises) will serve as Project Manager and Point of
Contact between the contractor Led Team and The City of Sunny Isles Beach,
As president of Tenex Enterprises, Inc, he has completed construction of various
civil engineering projects for municipal clients throughout Southeast, Florida.
Please refer to attached resume for extensive project experience and
references.
Tom Noble (Who Skates) will serve as skate park Chief designer and Builder.
With over 25 years of experience in the construction industry, 17 year
experience in ownership of skate parks and a lifetime passion for the sport of
skateboarding he serves as an invaluable asset to our team. He has built and
consulted on skate parks all over the United States. Co-Founder of Who Skates
(Est. 1987) he brings a comprehensive knowledge of design and construction of
skate parks that over 250,000 skaters have sampled. (References & Partial list
of skate parks designed & built by Who Skates are attached)
Albert R. Dett Barn P.E. (Biscayne Engineering Company, Inc.) will be
responsible as Engineer of Record. As Director of Engineering for Biscayne
Engineering Company, he has served as Civil EOR, Project Manager and Project
Engineer for numerous projects in the South Florida Area spanning over 25
yea rs.
Our team has a proven track record of on-budget, on time construction of
similar projects for numerous other public clients. We look forward to the
opportunity of meeting the members of the Selection Committee during the
interview phase to further describe our understanding of the project and our
approach to accomplish the necessary tasks.

Passion. This one word describes Tom's dedication to the world, cul-
ture, art and lifestyle of skating. An avid skater since the '70'S Tom
has designed, built and consulted on skateparks all over the country
and has been fortunate enough to have been surrounded by friends
and employees who share in that passion. Co-founder of Who
Skates in 1987 . Tom has been in the construction trades for over 25
years and has owned and operated SPC Construction inc. since
1995. Specializing in development and construction of single-
family homes in Southern Maine Tom was also able to utilize his
visionary skills in development of unique residential site develop-
ment and construction.
As owner ofRatz and R3 Skateparks during a period which spanned 17
years, over 250,000 skaters sampled ramps, designs and visions
while providing CONSTANT feedback. This feedback is now an
invaluable design tool when crafting parks that kids will call home
in their own town.
A lifetime surfer, motorcycle racer, competitive mountain and road cyclist, run-
ner, hockey player and endurance athlete, Tom has competed his entire life at
the various sports that now make up his day to day life. Tom and his wife
Sandy have raised 4 active and athletic children while balancing life, business
and sports.

improvements to a 6.0-acre park. Work consists of site/ roadway demolition and closures,
design of a cul-de-sac, two new parking areas, site lighting and landscaping. Future site
improvements include recreational building, soccer fields, and basketball courts under
separate phase. Additional tasks include construction cost estimating, bidding and
coordination of the Waiver of Plat process.

Project Manager for the design of a linear park within the right-of-way, and along-side the
Snapper Creek Canal, of historically designated Red Road. The project was commissioned
by the Village of Pinecrest on right-of-way owned and maintained by Miami-Dade County and
incorporated Bikeway 1 within the project.

Miami-Dade County Water and Sewer Department (MDWASD) Dual Water Main
Replacement Project, Miami-Dade County, FL
Serving as Project Manager for the development of a program for project management and
administration plan. The program consists of moving existing residential service connections
from MDWASD facilities, located within easements behind residential properties, to facilities
located within the public right-of-way. Tasks include coordination and communication with
various public and private entities, the general public, various county departments, and
various municipal building departments.
Westin Diplomat Resort & Spa Chilled Water System Design, City of Hollywood, FL
Serving as Project Manager for the design, permitting and construction of 2,800 L.F. of chilled
water supply and return mains. These mains shall interconnect the chilled water plant to the
resort facilities located across A 1 A and are proposed within FDOT right-of-way. Coordination
with FDOT is underway to obtain a public maintenance agreement for portions of the design
lying within public right-of-way. A feasibility study was conducted to determine whether the
construction should be completed via horizontal directional drilling or traditional open-cut
methodology.

Warranty and life expectancy. Who Skates warrants its products to be free from defects
for a period of three years for all concrete surfaces and steel rails and edging. Sample pours shall
be provided to client for future reference against which possible future failures can be tested.
Damage due to neglect, vandalism 01' severe misllse shall not be covered under this warranty.
Materials; throughout the skatepark, 4,000 psi concrete shall be used. Material shall be
procured from a reputable company willing and able to provide specific mix details showing their
use of add mixtures such as fly ash or aggregates ranging in size from 3/8" to %". All concrete
shall be delivered to site at no more than a 4" slump and water shall be added only in situations
where the quality oCt he product could be compromised. Slump shall not be altered by more than I"
on site.
Color and specific details. All concrete shall be of natural grey color and not dyed or
tinted in any way as part of this proposal. Any display of color in drawings or renderings Is for
perception only. It is understood that no items shall have a height greater than 4'. Schematic
design provided with proposal.
