THROUGH THE FLORIDA DEPARTMENT OF TRANSPORT A TION (FDOT), AND A CONSTRUCTION ENHANCEMENT COMMITMENT FOR PEDESTRIAN IMPROVEMENTS AT THE INTERSECTION OF COLLINS AVENUE AND SUNNY ISLES BOULEVARD (SR 826) INCLUSIVE OF P AVER SIDEW ALKS, ST AMPED CROSSWALKS, AND UPGRADED HANDRAILS, IN AN AMOUNT NOT TO EXCEED THIRTY THOUSAND DOLLARS ($30,000.00), ATTACHED HERETO AS EXHIBIT "A"; PROVIDING THE CITY MANAGER WITH THE AUTHORITY TO NEGOTIATE AND EXECUTE A MAINTENANCE AGREEMENT; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUA TE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Kimley-Horn and Associates, Inc., through the Florida Department of Transportation (FDOT), has completed standard conceptual drawings of improvements recommended for the intersection of Collins Avenue and Sunny Isles Boulevard (SR 826) to protect pedestrians and bicyclists; and WHEREAS, the conceptual drawings were developed as a result of citizen concerns over the lack of sight visibility along the approach off southbound Collins A venue onto westbound Sunny Isles Boulevard which concerns were substantiated; and WHEREAS, the estimated project cost for the standard FDOT intersection improvements including crosswalks, sidewalks, handrails, and landscaping is $142,000, the estimated cost for City required enhanced crosswalks, concrete pavers for the sidewalk, and landscaping is $167,000.00, and FDOT requested that the City commit local funds for the difference which is approximately $25,000.00, plus $5,000.00 to cover the cost of enhanced handrails not included in the original breakdown; and WHEREAS, the City Commission wishes to approve the Conceptual Design for pedestrian improvements at the intersection located at Collins A venue and Sunny Isles Boulevard (SR 826), and commit to the partial funding of Thirty Thousand Dollars ($30,000.00) for this project, attached hereto as Exhibit "A". NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Conceptual Design and Partial Funding. The City Commission hereby approves the Conceptual Design by Kimley-Horn & Associates, Inc., through the Florida Department of Transportation, for pedestrian improvements at the intersection located at Collins R2011- Kimley-Horn Conceptual Design Collins and SIBlvd Page 1 of2 Avenue and Sunny Isles Boulevard (SR 826), and commits to partial funding, in an amount not to exceed Thirty Thousand Dollars ($30,000.00) for this project, attached hereto as Exhibit "A". Section 2. Authorization of City Manager. The City Manager is hereby authorized to negotiate and execute a Maintenance Agreement. Section 3. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 4. Effective Date. This Resolution will become effective upon adoption. Suite 109 5200 NW 33rd Avenue Fort Lauderdale, Florida 33309 Ken Jeffries, Transportation Planner Florida Department of Transportation, District Six 1000 NW III Avenue Miami, FL 33172 Re: Sidewalk Network Enhancements - Conceptual Design Collins Avenue/SR AlA (Section 87060000, MP 14.500) at NE I 63rd Street/SR 826 (Section 87170000 MP 5.715) Sunny Isles Beach, Florida Dear Mr. Jeffries: Kimley-Horn and Associates, Inc. has prepared a conceptual design for sidewalk network enhancements at the intersection of Collins Avenue/SR AlA and NE 163rd Street/SR 826 in the City of Sunny Isles Beach, Florida. These enhancements were developed in response to a citizen request originating in the Traffic Operations Office. A copy of the citizen request is included in Attachment A. The following sections summarize the projects background and purpose, data collection, conceptual design, and preliminary opinion of probable cost. Background and Purpose The intersection of Collins Avenue/SR AlA and NE l63rd Street/SR 826 consists of two (2) signalized intersections and a series of interconnecting ramps. Additionally, a frontage road (Business Loop) provides access to land uses in the center median area of SR 826 west of SR A I A. The complex traffic flow patterns and the lack of a continuous pedestrian route along the west side of SR Al A result in poor pedestrian connectivity/access within the area. Currently, pedestrians are utilizing substandard brick paver paths along the interconnecting ramps on the northwest quadrant of the intersection area to (1) visit businesses within the Business Loop and (2) traverse the intersection along the west side of SR Al A. This route requires pedestrians to cross the existing southbound to westbound two (2) lane ramp (Ramp A) at an unmarked crossing with inadequate sight distance. Additionally, pedestrians along this route either (I) cross the westbound Business Loop at an unmarked crossing or (2) walk within the Business Loop roadway. Refer to Attachment B for available as-built information, Attachment C for project site photos, and Attachment D for an aerial photograph. The purpose of developing a conceptual plan is to address the existing pedestrian deficiencies within this study area to provide adequate connectivity along the west side of SR Al A as well as to the land uses within the SR 826 Business Loop. Data Collection Pedestrian/bicyclist volumes and crash data were collected and reviewed as part of the development of this conceptual design. Peak period pedestrian volumes were collected . Mr. Ken Jeffries, June 9, 2011, Page 2 within the study areas from 3:00 p.m. to 7:00 p.m. on January 27,2011 (Thursday) and from 11 :00 a.m. to 3:00 p.m. on January 29,2011 (Saturday). The data is summarized in Attachment E. As indicated, over 175 pedestrianslbicyclists cross at study area's unmarked crossings during the weekday peak period and over 250 users cross this area during the weekend peak period. It should also be noted the Pier Park is located immediately east of the study area. This public park is a significant pedestrianlbicyclist traffic generator. Pedestrianlbicyclist crash data was also collected and reviewed as part of this project. A total of five crashes were reported between 2005 and 2009. Four (4) crashes occurred on SR Al A and one crash occurred on westbound SR 826. All crashes resulted in injuries. Four (4) crashes occurred during daylight conditions and one (1) crash occurred during dark conditions. Crash locations are summarized in Attachment F. Conceptual Plan The conceptual plan is provided as Attachment G. Note that, beyond the construction of additional sidewalk network, the plan also recommends the removal of the existing substandard brick paver paths, as shown in Photos 3 and 4 of Attachment C. Traveling from north to south along the west side of SR AlA, the conceptual plan proposes an unsignalized crosswalk traversing Ramp A. The plan calls for the installation of appropriate curb ramps and pavement markings at this location. Given the crossings' location within Ramp A's horizontal curve, it is recommended that a yield treatment similar to Scheme II of FDOT Index 17346 be implemented at this location. Note that it is recommended that the distance from the yield line to the crosswalk be reduced from the FDOT standard of 40 feet to the MUTCD minimum standard of 20 feet in order to install the yield line within the ramp rather than the southbound through lanes of SR AlA. A six-foot sidewalk is proposed adjacent to southbound Collins Avenue/SR AlA from Ramp A to Ramp B. Construction of this sidewalk and associated curb ramps will require the removal of existing landscaping material (Photo 5 - Attachment B). Coordination with the City of Sunny Isles Beach will be necessary to address this removal of landscape material as part of future design efforts. A signalized pedestrian crosswalk along with the appropriate curb ramps are proposed at Ramp B. The pedestrian phase would operate during the concurrent north-south vehicular phase on Collins A venue. This phase operates on recall mode; therefore, pedestrian pushbuttons would not be required. Along the northwest side of Ramp C, a six-foot sidewalk is proposed. The construction of this sidewalk will require the removal of both landscape and hardscape material. A marked crosswalk is proposed at the one-way stop controlled intersection of the Ramp C and the Business Loop. The installation of this crosswalk will require pavement marking and signage modifications. A six-foot sidewalk is proposed along the east side of the Business Loop from the Ramp C to eastbound NE l63rd Street. Consistent with other areas of sidewalk construction, existing landscape and hardscape material will require removal (Photo 9 - Attachment C). Existing utility guy wires may need to be relocated in order to ~=~ Kimley-Horn and Associates, Inc. Mr. Ken Jeffries, June 9, 2011, Page 3 accommodate the proposed sidewalk, as shown in Photo 12 of Attachment C. Further investigation is recommended. Additionally, the landscaped lawn island appears to serve as a retention area during storm events. Future design plans will need to address this issue to ensure that drainage in the area is not adversely impacted by the construction of the proposed sidewalk. The eastern edge of the proposed sidewalk will be at a higher elevation than the existing retention area. Therefore, the conceptual design includes the installation of a wall and associated railings within this area. The proposed sidewalk enhancements terminate at the existing curb ramp located on the east side of the Business Loop/NE 163rd Street eastbound intersection. Intergovernmental Coordination The City of Sunny Isles Beach was contacted regarding the proposed conceptual plan. City staff had no objection to the proposed improvements but stressed that the following items need to be coordinated with the City during the development of construction drawings: cap rock removal, landscaping removal and replacement, irrigation removal and replacement, the use of brick pavers in lieu of standard concrete sidewalks, and textured crosswalk treatment. It is noted that certain enhancements to the proposed improvements beyond FDOT's design standards may require additional funding from the City of Sunny Isles Beach. Opinion of Probable Cost An opinion of probable cost was developed for the conceptual improvements as summarized in Attachment H. Pay items were obtained from FDOT's most recent Basis of Estimates. Unit prices were was generally based upon the most recent version ofFDOT's Pay Item Cost History for Area 13. Furthermore, additional amounts were added to the project subtotal to account for mobilization; maintenance of traffic; clearing and grubbing; engineering, construction inspection, and permitting; contingencies; and a premium to account for the small size of the project. It should be noted that additional costs associated with potential drainage impacts were not included in the estimate. Future investigation of this issue is recommended to identify the potential additional costs. The preliminary estimated project cost is $142,000 for standard concrete sidewalks and crosswalk treatments. The project cost is estimated to increase to approximately $167,000 with brick paver sidewalks and textured crosswalk treatments. Please note these costs are based upon the concept plan and are subject to change as the design is further refined. Conclusion The existing pedestrian network in the area of Collins Avenue/SR AlA and NE 163rd Street/SR 826 warrants enhancement. The proposed concept plan, if implemented, would provide a continuous sidewalk facility along the west side of SR Al A within the intersection area and provide connectivity to the existing land uses within the Business Loop. As outlined in the conceptual plan, the most significant design and construction challenges for this project are as follows: . Required removal and replacement of existing landscape material, sidewalks, and irrigation within the intersection area. A portion of the proposed sidewalk may adversely impact an existing drainage retention area. Further investigation and analysis is recommended to address this issue. . Elevation differences between the proposed sidewalk and the existing drainage retention area will require construction of a wall and railing. . Existing guy wires within the median area may require relocation as part of the project. . Coordination with the City of Sunny Isles Beach regarding enhancements to the project such as brick paver sidewalks and textured crosswalk areas. REASONS: The Florida Department of Transportation has completed standard conceptual drawings of improvements recommended for the intersection of State Road (SR) 826 and Collins Avenue (see attachment) to protect pedestrians and bicyclists. The concept drawings were developed as a result of citizen concerns over the lack of sight visibility along the approach off Southbound Collins onto Westbound SR 826. According to FOOT staff and their consultants, the concerns were substantiated. The estimated project cost for the standard FDOT intersection improvements based on the conceptual drawings is $142,000. The estimated cost for city requested enhanced crosswalks, concrete pavers for the sidewalk, and landscaping is $167,000. FDOT requested that the city commit local funds for the difference which is approximately $25,000.00; however, $5,000.00 has been added to cover the cost of enhanced handrails not included in the original breakdown. ADDITIONAL INFORMATION: The FDOT District 6 will be reviewing projects included in their 5-year Work Program. It is anticipated that the work program will be finalized in early 2012.
