AGENDA
1. CALL TO ORDER/ROLL CALL OF MEMBERS
The meeting was called to order by Mayor Samson at 5:30 p.m., with the following
officials present:

Commissioner Gerry Goodman
Commissioner Lila Kauffman (excused absence)
City Manager Christopher J. Russo
Assistant City Attorney Hans Ottinot
City Clerk Richard Brown-Morilla
2. PLEDGE OF ALLEGIANCE AND INVOCATION
Action: Mayor David Samson led the Pledge of Allegiance to the flag, and gave a brief
invocation.
3A. Public Hearing - First Reading
An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida,
Amending the Future Land Use Element of the City of Sunny Isles Beach
Comprehensive Plan Adopted by Ordinance No. 2000-105, Modifying Policy 11 to
Include Limits on Public Lands Eligible for Transfers of Development Rights (TDR's),
Identifying Public Purposes for the Utilization ofTDR's, and Establishing Locations to
Which TDR's Maybe Transferred; Amending Policy 15B. to Condition the Limitations
Imposed by Comprehensive Plan Land Use Categories as Modified by a New Policy
15C; and Adding a New Policy 15C. Requiring the Inclusion ofthe TDR Mechanism in
the Land Development Regulations; Establishing Parameters for Sender and Receiver
Districts, Setting Limits on Increases in Density in Receiver Districts, Requiring Public
Purpose, and Providing Mechanisms for Maintaining Such Public Purpose, and
Requiring Procedures for Approval and Monitoring ofTDR's, Providing for Transmittal;
Providing for a Repealer; Providing for an Effective Date.
Action: City Clerk Brown-Morilla read the title and Zoning Director Jorge Vera read
from his report. Mayor Samson opened the public hearing. Hearing no speakers, the
public hearing was closed.

Public Speakers: none
Commissioner Goodman asked that if in the future someone buys the TDR's for the
former City Hall site, could the City later build on the site. Mr. Vera responded that as
long as it was for a governmental purpose, the City could.
Vice Mayor Iglesias moved and Commissioner Edelcup seconded a motion to approve
the proposed ordinance on first reading. The motion was approved by a roll call
vote of 4-0-1 in favor. Second reading, public hearing will be held on Thursday,
January 17, 2002, at 7:30 p.m.

4. ADJOURNMENT
Mayor Samson moved and Vice Mayor Iglesias seconded a motion to adjourn the
meeting. The motion was adopted by a voice vote of 4-0-1 in favor and the meeting
was adjourned at 5:35 p.m.
