CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by Mayor Edelcup at 11 :02 a.m., with the following officials present: Mayor Norman S. Edelcup Vice Mayor Lewis 1. Thaler Commissioner Roslyn Brezin Commissioner Gerry Goodman (arrived at 11:15 a.m.) Commissioner Danny Iglesias (arrived at 11: 1 0 a.m.) Interim City Manager Fred Maas City Attorney Hans Ottinot City Clerk Jane A. Hines Assistant Police Chief Jose Ernand James Watts, Public Works Director Thomas Acquaro, Human Resources Director Susan Simpson, Cultural and Human Services Director Clayton L. Parker, Building Official/Administrator Priscilla Walker, Deputy City Clerk Linda Dosal, Assistant Finance Director Sandra Block, Administrator Coordinator, Detective Bureau Mayor Edelcup gave opening remarks. The City Commission were notified by hand notice, and notice of the emergency City Commission meeting was posted on the front of Government Center. 2. UPDATE ON STATUS OF CITY FOLLOWING HURRICANE WILMA Action: Interim City Manager Maas reported that there has been a building to building contact on which buildings have power, and 70% have power. He said they are concentrating on those buildings that do not have power. He said basically those south of Atlantic Isle and north of 183rd Street do not have power as that substation that services those areas had infrastructure damage. Interim City Manager Maas stated that Public Works personnel are working. He said that the truck is here now with water and ice and that Police personnel will deliver it to those residents that cannot pick it up such as the elderly and homebound. He noted that there are three (Texaco, Citgo, and Exxon) gas stations open, and Shell and BP stations are closed. Summary Minutes: Emergency City Commission Meeting October 26,2005 City of Sunny Isles Beach, Florida Commissioner Iglesias said he spoke with Washington Mutual and they will give City employees money with City badge. Vice Mayor Thaler said that Publix is open and allows $25.00 over purchase price of groceries and that they are selling non-perishable items. He noted that the trucks arrived at Walmart with water and ice at 7:00 p.m. last night but they ran out of supplies. Mayor Ede1cup noted that Marion Towers and Rebecca Towers are desperate for food. Interim City Manager Maas said that Sandra Block, Administrative Coordinator, Detective Bureau, is the coordinator and will disseminate food. Commissioner Brezin noted that residents at Arlen House 300 Building have no electricity or water and that they are getting buckets of water from the swimming pool in order to flush their toilets. Clayton L. Parker, Building Official/Administrator, said he will have the Arlen House checked [and will be escorted by Police Officers]. Commissioner Brezin asked about the bus schedule and Susan Simpson, Cultural and Human Services Director, said that we have the three big blue buses with 'li tank of gas in each, and that she was concerned about getting diesel fuel for the buses. She said she will distribute the shuttle bus schedule and that they will be running seven days a week. She said the downed trees need to be removed at Ocean View, because residents have to walk to Collins Avenue to be picked up. Interim City Manager Maas said that the most important aspect is communication. He noted that the Command Post is at extension 1886 and that Sandra Block will be manning that Post. He said the first thing will be Marion Towers. He asked that a bus be assigned to the Police Department for specific uses, such as delivering supplies to Marion Towers. He said those that are calling in for information on status of residents or homes, can be referred to the Command Post (305-792-1886). Interim City Manager Maas said that traffic is a concern although lights are coming back gradually. He said some businesses that were not boarded up had windows blown out. He said curfew is in place and that Police Officers are stationed at the City limits checking motorists for ID and what their business is in Sunny Isles Beach, and noted that there have been no complaints of looting. 3. MOTIONS 3A. A motion suspending Procurement Laws to enable the City to purchase supplies needed due to Hurricane Wilma. Action: Mayor Ede1cup said that a resolution was needed to permit the City to purchase emergency supplies due to the aftermath of Hurricane Wilma. Commissioner Iglesias moved and Vice Mayor Thaler and Commissioner Brezin seconded a motion to enable the City to purchase necessary emergency supplies. The motion was approved by a voice vote of 5-0 in favor. A motion suspending permit fees for property owners to do emergency repairs due to Hurricane Wilma. Action: Mayor Ede1cup said that a resolution was needed to allow property owners to do emergency repairs due to the aftermath of Hurricane Wilma. He said they would still require permits but there would be no fee. Commissioner Iglesias moved and Commissioner Brezin seconded a motion to suspend permit fees for property owners to do emergency repairs. The motion was approved by a voice vote of 5-0 in favor. [A Resolution ratifying this motion will he placed on the November 17,2005 City Commission meeting agenda.] 4. REPORTS FROM CITY DEPARTMENTS James Watts, Public Works Director, noted that Lukes' Landscaping came in yesterday with equipment and Public Works personnel removed debris out of the streets, and are now picking it up and using the chipper. He said residents can put their tree debris in the swale area and they will pick it up and chip it, beginning at the south end of the City working north and then will periodically pick it up. He said that the trucks will be at the Active Park for storage ofthe 1 OO-foot cubic yards dump trucks. He said to refer private business to Lukes', as Atlantic is a private road, Lukes' office number is 954-931-1111. Interim City Manager Maas said that all restaurants will be closed down at 12:00 midnight. Susan Simpson, reported that trees are down at the parks as well as playground equipment and exercise stations are damaged and are hazardous. City Attorney Ottinot said he had spoken with Assistant City Manager Jorge Vera and discussed having a letter from the City to release us from any liability for injury at a park such as the Town Center Park, but will not issue the letter yet. Clayton Parker noted that the City can take care of its own damage assessments of buildings. He said they will check the construction sites and any electrical issues, and then the developers can resume securing their properties. He said the Building Department is doing a survey on properties first, and then the developers can secure them. James Watts said that cranes will come in today to take the damaged towers out. Vice Mayor Thaler said the construction equipment at LaPerla hit both sides of Sands Point and Oceania I. Thomas Acquaro, Human Resources Director, reported on the status of employees and noted that essential employees were here yesterday and today, and that all employees will begin full time tomorrow as City Hall will be opened. Commissioner Brezin asked what she can tell the residents at the Arlen House as to when the electric and water will be restored. Interim City Manager Maas said that the substation sustained infrastructure damage and that several water main locations were broken. He said they are all being worked on and at this time there is no time frame. 3 Summary Minutes: Emergency City Commission Meeting October 26, 2005 City of Sunny Isles Beach, Florida Linda Dosal, Assistant Finance Director, reported that she came in yesterday and did payroll and that Colonial Bank has assured her that all employees will be paid on Friday. Mayor Edelcup announced that the Post Office is open. Commissioner Goodman noted that the elevators are not working at Winston Towers 500 due to an electrical issue as the fuse box blew out. Interim City Manager Maas said that Public Safety will check it out. 5.
