CALL TO ORDER / ROLL CALL OF MEMBERS The meeting was called to order by Mayor Edelcup at 7:00 p.m., with the following officials present: Mayor Norman S. Ede1cup Vice Mayor Roslyn Brezin Commissioner Gerry Goodman Commissioner Danny Iglesias Commissioner Lewis J. Thaler City Manager A. John Szerlag City Attorney Hans Ottinot City Clerk Jane A. Hines, CMC Assistant City Manager Jorge Vera Patricia SaintVil-Joseph, Deputy City Attorney 2. PLEDGE OF ALLEGIANCE Action: Commissioner Iglesias led the Pledge of Allegiance to the flag. 3. RESOLUTIONS 3A. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Approving the Renewal of the City's Property, Casualty, Auto, and Workers' Compensation Insurance with the Preferred Government Insurance Trust (PGIT), in the Amount of $873,444.00, as Outlined in Exhibit "A"; Authorizing the City Manager to Do All Things Necessary to Effectuate this Resolution; Providing for an Effective Date. Action: City Clerk Hines read the title and Human Resources Director Tom Acquaro reported. Public Speakers: Bob Hollander Mayor Edelcup asked if the bulk of that increase is due to the additional piece of property or is it due to rate increase on preexisting property. Bob Hollander with Brown & Brown said that City Hall was completed and went on the Insurance Policy in January oflast year, so last Summary Minutes: Special City Commission Meeting September 28,2006 Sunny Isles Beach, Florida year we had about nine (9) months of having that coverage on, and this is for the full year period, but primarily the increase is due to the crisis that is happening in Florida with insurance products, property insurance, through all types of industries whether it be municipalities or private businesses, in a lot of cases it has tripled or more. He said the fact that we do have a Trust is incredibly beneficial for us because we have tremendous buying power, there is approximately $4 Billion of property with 200 municipalities in this Trust which allows us to have some very good leverage on buying insurance, but in spite ofthat we do have an increase. Mayor Edelcup said it would be nice if we could somehow get the residents of our community into that Trust so they could enjoy some ofthat buying power. Mr. Hollander said that the General Liability coverage that we have covers all specific operations and facets of the City and it is based on City revenues and in some degree payroll. Commissioner Thaler noted the automobile liability has gone up about 11 % was that because we have more people driving, and Mr. Hollander said yes, specifically because we have had an exchange of vehicles, the number of vehicles have not gone up tremendously but we have replaced a lot of vehicles with newer vehicles and that is one ofthe areas where we have had some claim activity on. He said we have 124 units within our automobile schedule, some of them are trailers, some are motorcycles, but a lot of them are vehicles, and average wise it is a pretty good premium for 124 units. Mayor Ede1cup said plus that increase is due to a lot of liability and not necessarily for physical damage, Mr. Hollander said physical damage is not that much of a premium but proportionally it did because we have had issues that deal with the auto liability in physical damage. Commissioner Goodman asked if there were any claims put in last year for hurricane damage, and Mr. Hollander said no. Commissioner Iglesias moved and Commissioner Thaler and Vice Mayor Brezin seconded a motion to approve the resolution. Resolution No. 2006-990 was adopted by a voice vote of 5-0 in favor 3B. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Approving an Agreement with Colin Baenziger and Associates to Conduct a City Engineer Search, in the Amount of $16,750.00, Attached Hereto as Exhibit "A"; Authorizing the Mayor to Execute Said Agreement; Authorizing the City Manager to Do All Things Necessary to Effectuate the Terms of the Agreement; Providing for an Effective Date. Action: City Clerk Hines read the title and City Manager Szerlag reported noting that there are three primary positions we will be looking for as a result of approval of the budget. He said one is an Assistant Public Works Director which will be handled primarily by Assistant City Manager Vera and Human Resources Director Acquaro through the Florida League of Cities which is also true with the Assistant Code Enforcement and Licensing Director, however, we find it difficult to just conduct a statewide search for a Licensed City Engineer and so as a result of that, he recommends this agreement with Colin Baenziger. Commissioner Thaler asked what we are looking for in terms of dollars and cents, and City Manager Szerlag the starting range could be $120,000 a year, it is known as a market- 2 Summary Minutes: Special City Commission Meeting September 28, 2006 Sunny Isles Beach, Florida demand position, and at this point Southern Florida engineers are at a premium. Public Speakers: none Commissioner Iglesias moved and Vice Mayor Brezin seconded a motion to approve the resolution. Resolution No. 2006-991 was adopted by a voice vote of 5-0 in favor. 4.
