A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA,
ESTABLISHING A COLLEGE SCHOLARSHIP PROGRAM
FOR HIGH SCHOOL STUDENTS FROM THE CITY OF
SUNNY ISLES BEACH AS P ART OF A DRUG
PREVENTION AND SAFE NEIGHBORHOOD PROGRAM
FOR THE 201112012 SCHOOL YEAR; CREATING A
SCHOLARSHIP COMMITTEE AND ESTABLISHING
MINIMUM REQUIREMENTS FOR THE SELECTION OF
SCHOLARSHIP RECIPIENTS; PROVIDING THE CITY
MANAGER AND THE CHIEF OF POLICE WITH THE
AUTHORITY TO DO ALL THINGS NECESSARY TO
EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission has made a strong commitment to provide
educational opportunities to the youth of the City of Sunny Isles Beach; and
WHEREAS, the City's commitment to education is demonstrated by the partnership
between the City and the School Board of Miami-Dade County to create the Norman S.
Edelcup/Sunny Isles Beach K-8; and
WHEREAS, the City is committed to providing educational opportunities to the youth of
the City to discourage drug abuse and to promote a safe neighborhood; and
WHEREAS, the City Commission wishes to establish a scholarship program for the
201112012 school year.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Purpose of College Scholarship Program. The purpose of the College
Scholarship Program is to promote drug prevention and safe neighborhoods in the City of Sunny
Isles Beach. The program is designated to create educational opportunities for the youth in the
City to prevent delinquency among the youth in the City.
Section 2. Creation of a College Scholarship Program, The City Commission hereby
authorizes the creation of a College Scholarship Program. The Scholarships shall be awarded at a
Commission meeting no later than June of each year. A minimum of six (6) scholarships in the
amount of $2,500.00 shall be awarded. All of the recipients must have graduated from a public
school in Miami-Dade County.

Section 3. Funding. The City shall pay the scholarship funds directly to the
recipient's choice of college or university. The City Manager and the Chief of Police are
authorized to create a specific funding source for the scholarship.
Section 4. Scholarship Committee. The City hereby creates a Scholarship
Committee to select scholarship recipients. The Scholarship Committee shall consist of the Chief
of Police or designee, the Principal of Alonzo and Tracy Mourning High School or designee, and
the Principal of the Norman S. Edelcup/Sunny Isles Beach K-8 or designee. The Scholarship
Committee is required to hold two (2) meetings annually. The Scholarship Committee shall
establish criteria to select scholarship recipients in addition to the following minimum criteria:
(1) Applicants must be a current resident of the City of Sunny Isles Beach for a
minimum of one year; and
(2) Applicants must be enrolled in a public school or an accredited private school
in Miami-Dade County; and
(3) Applicants must perform 20 hours of community service to promote drug
prevention in the City or law enforcement related activities; and
(4) Applicants shall write a 500 word essay on the topic of dangers of drug abuse
or creating a better community.
Section 5. Authoritv of the City Manager and the Chief of Police. The City
Manager and the Chief of Police are hereby authorized to do all things necessary to effectuate
this Resolution.
Section 6.
Effective Date. This Resolution shall become effective upon adoption.

RE: Resolution Continuing a College Scholarship Program for 2011-12 School Year
RECOMMENDATION:
Approve the resolution establishing the College Scholarship Program for the 2011/2012 school
year, providing six (6) scholarships of $2,500.00 each to college-bound high school students who
are residents of the City of Sunny Isles Beach (SIB).
REASONS:
The City Commission has made an ongoing commitment to provide educational opportunities to
our young residents. This commitment was the driving force for the creation of the first public
school in SIB, the Norman S. Edelcup Sunny Isles Beach K-8.
The Commission last year supported the creation of a College Scholarship Program. This
program provides hope to some of our students who might not otherwise be able to attend
college and gives them a goal to work for in place of hanging out and getting into trouble.
The focus of the scholarship program is drug prevention. A committee which includes the Chief
of Police and the Principals at the Norman S. Edelcup/Sunny Isles Beach K-8 and the Alonzo
and Tracy Mourning High School will select the scholarship recipients based on the following:
The minimum qualifications for the scholarship are:
(1) City residency for at least one year;
(2) Current enrollment in a public school or accredited private school in M-D County;
(3) Applicants must perform 20 hours of community service to promote drug
prevention in the City or law enforcement related activities; and
(4) Applicants shall write a 500 word essay on the topic of dangers of drug abuse or
creating a better community.
