InterFleet® customers with snow plows can view their fleet's travel route and precisely monitor its road cleaning and salting operations in real time – guaranteeing customers cleaner and safer streets and mitigating environmental impact by significantly reducing salt use. An industry original, InterFleet® was launched commercially in 1998 with an EMS (Emergency Medical Services) client tracking ambulances every 100 meters of vehicle travel. This translated into the industry leading vehicle average update rate of 6 to 10 reports per minute. InterFleet's data optimization provides this level of clarity (and better) for similar or less cost than GPS /AVL systems reporting vehicle updates at typically 1 minute or greater. In addition, InterFleet's patented live screen map displays the entire fleet and automatically refreshes updated status changes every second. Flexible and adaptable, InterFleet® is a readily customizable end -to -end offering. Our clients benefit from an ability to modify any or all of the core system components at any time. This includes the InterFleet® on -board GPS /AVL hardware (and firmware), middleware, and end -user software. InterFleet's Experience As one of the original suppliers of real -time Internet -based GPS /AVL in Canada, InterFleet® has been exposed to both the operational and asset management needs of a wide variety of public sector operations. Because of our disciplined focus on public sector applications, over 95% of our clients are government fleets or are contractors that do work for the government. InterFleet® has found through experience that government organizations implementing GPS /AVL typically do so for a variety of reasons. Firstly, it demonstrates a duty of care demanded from organizations funded from tax revenue. This is both from a public accountability viewpoint (value for money for use of public funds) but also a risk management (liability) viewpoint. This covers everything from equipment utilization —is equipment being used —to is it being used properly (idling, driving habits, proper maintenance and care) to measuring duty of care regarding maintenance of roads during winter storm events (is the snow on, are the roads being cleared to the policy set out). Secondly, government fleet managers are looking to be more efficient in their use of their limited budgets and resources. Resources include people, equipment and time. In this case, mobile equipment (vehicles) and the consumable materials used in their operation such as gasoline and equipment parts as well as maintenance materials (e.g. road salt). In addition, how the resources are deployed (i.e. is it the most efficient) impacts the use of labour resources. Being more efficient can mean deploying resources more effectively to reduce overall mileage and vehicle wear and tear on the fleet. So, the natural and important next step to improving efficiency is to improve the tools used to measure and track use of existing resources to assess the current situation in greater detail. Examples include contractor management (automating reporting of contractor activities in specific road segments), data collection for comparisons of the efficacy of road temperature sensors, data collection testing of application rates or different road salt substitutes and data collection of salt application rates within geo- fences surrounding environmentally sensitive areas. A consolidating factor overall has been the recognition of the need for a systemic approach to fleet management that takes into account the principles of sustainable development and impacts on the environment. This more directly points to increased scrutiny of fleet maintenance initiatives with the increasing availability of vehicle diagnostic data. As well, it highlights the emphasis on the work already in progress with respect to continual process improvement to the operations side of road maintenance operations. The open nature of the InterFleet® system means that the data it generates can be easily and directly integrated to third party systems and applications. In general, GPS /AVL has mitigated the burden off of government fleet drivers from logging paper work on vehicle activities. We have found that most drivers didn't want a desk job anyways. GPS /AVL means that the information is collected automatically so that they can close the door at the end of the shift and go home. By and large, the range of sensors that InterFleet® has integrated with is specialized to the needs of local and provincial road maintenance operations. This includes sweeping operations, vacuum truck operations, salt spreading operations, plowing operations, highway helper operations, line painting /road marking operations and road signals operations. Salt Management Reporting that was the result of Environment Canada's declaration of salt as CEPA toxic is the good example of this. The automatic collection of salt management data has helped reduce the burden of staff who typically work gruelling shifts during major snow events. InterFleet® has the most and broadest experience with automated collection of spreader controllers than any GPS /AVL vendor on the market. With integration to over a dozen spreader controllers across North America, and implementations in over 300 local and state /provincial government operations, this alone demonstrates how important this area has become. The application of new technologies such as pre - wetting of salt can reduce overall salt usage by up to 15% while providing the same level of safety. Allowing road maintenance managers the ability to keep track of road temperature changes or application rates and make changes on the fly based on real time date is invaluable. It provides the feedback loop for continuous process improvement. This is especially true of the advent of different approaches to anti -icing and pre - wetting of salt or salt substitutes and the uses of new and interesting chemicals for de -icing roads. This has helped winter road maintenance organizations experiment with different chemicals and different application rates and measure impact of the changes on the outcome of the operations. Examining salting and plowing activities can identify potential savings or at the very least provide a baseline to measure changes in practices to affect savings. In doing so, it also means that these organizations have been keeping close tabs on consumables such as road salt and sand for example. This is noticeably important with some organizations where the scarcity of salt has resulted in skyrocketing salt prices and pilfering. The safety and security of drivers has also been enhanced by the ability to see locations of vehicles in real -time. Supervisors can generally determine if an issue may be arising by viewing the position of the fleet. By addition of panic buttons, drivers can signal issues to dispatch immediately with exact location. This is especially important to drivers in remote locations. In all cases, messaging terminals can be added to submit instructions to drivers or receive predetermined status updates from drivers. This allows us to customize applications to our specific end -user requirements. It can be used for developing sign inventory applications or to push forecast information to for the purposes of line painting activities. InterFleet® can work with fleet management requirements across the public sector spectrum. The vast menu of reports and integrations demonstrate our understanding of the needs of government fleet managers. The fact that InterFleet® has an end -to -end system that can be adapted functionally either at the hardware, middleware, or software level means that it can not only meet requirements today, but that it is flexible and adaptable enough to meet its future requirements as well. In InterFleet's methodology, a vehicle automatically reports or sends a data packet to the wireless data network. These data packets will contain the vehicle ID, GPS fixes (e.g. speed, direction and location) and vehicle telematic data such as selected input data and /or sensor readings (hydraulic controllers, spreader controller information, broom -up /down, lights and sirens etc.) Once in the network, the data packet is immediately routed to the InterFleet® database. Whether a user is logged in or not, this database continues to be populated with data sent from reporting vehicles. When user's login, their browsers are continually updated with vehicle movements to the database and are refreshed, users can watch live fleet activity. One of InterFleet's successes has been optimizing the amount of data sent in each packet. Packet sizes typically range from 70 to 150 bytes depending on the application. With this knowledge, clients can tailor the reporting frequency of each vehicle to meet a particular data plan that corresponds to the business issue at hand. Map data provided is added to map servers and this data is layered with the vehicle GPS positions to show accurate, map able vehicle location. This functionality also welcomes the use of digital orthophotos for enhanced mapping detail. Real -Time Maps — Use of Agency ArcIMS Servers InterFleet® has the capability of referencing the Customers ArcIMS map servers to display of real - time map data. As soon as data is updated in the geodatabase, it is automatically updated on the AVL system. Users would simply run a map service through ArcIMS that would be referenced via html. Depending on the industry, environmental conditions, work application, and the level of complexity required, our Locator has numerous options available to meet your needs. Our highly configurable hardware is installed in a truck, bus, van, car, utility vehicle, trailer, tractor, or any other asset, to collect data using methods such as GPS, telemetry, and vehicle diagnostic connections (e.g. J1587/J1708, OBDII, J1939, or J1979). The data is sent to the solution's software component, where longitude and latitude coordinates are resolved into addresses and all the information is collected, mapped, reported, exchanged, or exported to a convenient web interface or third party program. Vehicle GPS location records are transmitted from the vehicle to the WebTech servers. Record generation and frequency is highly configurable in order to meet the specific needs of the fleet and to meet budgetary requirements. • Records can be generated every 5 seconds, 10 seconds, 30 seconds, 15 minutes or it can be based on distance rather than time. For example, the vehicle could generate a location record every 100 meters of travel or every 10 seconds. Records are automatically generated on any change of event, ie. Lights and Sirens activated. • Another option for record generation is turn -by -turn reporting - the creation of records when the vehicle turns a corner. • Locator also support Geofences - virtual boundaries that send records to the WebTech solution interface and to a dispatcher's email or cell phone for immediate notification whenever the pre- defined boundary is crossed. • Different fleet and vehicle types can have varying reporting configurations, i.e. Emergency Response Fleets reporting every 5 seconds, while Utility vehicles report every one minute or on change of event. Mobile Data Terminal (MDT) Hardware can integrate with a variety of Mobile Data Terminals facilitating communication between dispatch and the vehicle operators. InterFleet Inc. can provide a user interface that allows dispatch to select from canned or free formed messages to send to a vehicle operator. The vehicle operator in turn can select from a variety of canned messages to communicate with dispatch. All messages shall be logged into a console for historical reference. Driver ID Kit Driver authentication (logging in a driver) with the Driver ID Kit (or MDT) allows you to track not only the vehicle, but the driver of the vehicle. The Locator can also be configured to disable the vehicle starter unless a driver is positively authenticated. When a driver swipes a valid iButton key fob, the driver is automatically identified and validated against the driver list created in the AVL application and stored on the Locator. Pre - Installation Conference Call A conference call should be established with the Account Manager, the Director of Field Services, the Assigned Field Service Technician and the client to discuss hardware, sensory and installation requirements. This will ensure that everyone is on the same page with respect to the client expectations and an installation plan can be formulated accordingly. In advance of this call, the Client should provide a list of vehicles including make, model, and vintage that will require installation (different vehicle types require different install components to complete the install) and a list of the telemetry data that the client is hoping to capture. In addition, InterFleet Inc. will ensure that any changes that have to be made to the Sales Order are made. Items that need to be specifically addressed Antenna Type: Will technicians be able to hard mount the antenna or are magnetic antennas preferred? It is important that the costs /benefits of using a surface mount, mirror mount and /or magnetic mount antenna are addressed in this discussion. No operator input is required to begin transmitting position data. GPS units do not require back up power. Units are connected to a 12v ignition power source, ensuring units are powered up whenever the vehicles are on. Conversion cables required for 24v sources are also available. All electrical connections are secured and can be easily accessible by staff if units are to be switched.
