This project will enhance the City's presence while providing shade to it's citizens. West Construction is partnering with D.W. There is no substitute for experience when it comes to scheduling a project. The reliance on input from others when it comes to building our sched- ule is concentrated on potential lead times for materials. Under current economic conditions, manpower for completing each scope of work is not a major concern, however, the prequalification of each subcon- tractor will include verification of their ability to provide services when scheduled. West Construction, Inc. believes in managing the project and the schedule and not allowing subcontractors to affect the du- ration of a project beyond what is reasonably necessary for completion of a specific task. Coordinated Construction Scheduling and Crew Loading West Construction, Inc. attempts to provide efficient crew loading for each task. More is not necessarily better when it comes to providing manpower when multiple work activities can be performed and over- lapped, multiple trades would be scheduled in order to expedite the project. Detail of Scheduling West Construction, Inc. feels that identifying any work activity that could potentially affect a project's completion needs to be included as a work activity on the CPM Schedule. If an item requires a submit- tal, the item will be identified in the construction schedule. Cost Control The West Construction Inc. approach to Cost Control begins during the design phase of the project. Prior to the design phase, our in -house estimating staff will produce a CSI 16 division cost breakdown which will allow us to track costs and be adjusted according to the different phases of design and devel- opment. This will allow us to ensure that cost and aesthetics are developed simultaneously. The use of cost history available from similarly completed projects over the past five years as well as the input of our subcontracting community allows us to accurately forecast the true costs of the project, accounting for the rapidly changing market conditions. During the construction phase, we maintain cost control by strict documentation of the project. These documents include: monthly updated CPM schedules, on -site current drawings and specifications noting any changes from the permitted set of drawings and immediately providing costs for Owner- requested changes. Our full -time on -site superintendent provides an up to date two -week look ahead forecasting daily activities in order curtail inactivity on the job site. Our superintendent will also verify that all speci- fied products and materials are being used on the project eliminating the need to correct mistakes due to lack of attention. LEED Experience West Construction and West Architecture + Design have both successfully completed LEED projects and have in house LEED® AIDS to assist and ensure proper documentation is carried out through all phases of construction. Our project managers and pre- construction department work with the architec- ture department to determine availability of green products and cost effectiveness of sustainable sys- tems. Furthermore, West has the capabilities and experience in providing LEED consulting services as part of our comprehensive package; this added benefit allows for a streamlined design -build experience, as well as, cost savings to the client by keeping consulting services in house. Upper Level Management Availability West believes in providing superior service to our clients. All of our upper level management have ac- tive roles in each project throughout all phases of design and construction, and are readily accessible to our clients. We believe that the canopy structures have been designed to cover the majority of the playground while still complementing the areas of Heritage and Golden Shores Park. The poles have been placed so that they are free from any safety zones in regards to the playgrounds. The fabric used is a high density polyethylene and will withstand the environment associated with the beaches. Good communication is the key to a successful project. The design team gains a better understanding of the User and Owner's requirements, while the Users and Owner gain a better understanding of what the project will be. A better understanding, on both sides, makes a better building for the Owner and this is achieved through meeting with the City Officials to understand their goals and expectations. We will meet with the city to discuss our methods for removing and replacing the playground surface so that it is acceptable to the City. In that regard, West Construction, D.W. Recreation Services and Superior Shade have reviewed the scope of services sections of the solicitation and toured the existing site to better understand what these particular projects present. By working with D.W. Recreation Services we feel that we can provide the city with installation at the most intimate level. D.W. Recreation Services has intimate knowledge of many of the challenges and issues at these two parks. We are aware of the original issues of discolora- tion of the PIP at Heritage Park. Since D.W. Recreation Services installed the playgrounds at these i parks they are aware of all the undergrounds and the challenges you have been experiencing with the sub surfacing at Heritage Park. D.W. Recreation Services, Inc. comes with many years experience in erecting canopy structures and has erected over 75 throughout South Florida. West Construction and D.W. Recreation Services, Inc. have a great repore with REP Services, Inc. and will be able to contact them regarding any issues with the existing surfacing or playground that they have supplied. The facility was pro- grammed to supplement an existing community center and to provide an indoor recreational environment for the immediate residents. The placement of the building on the site is a result of maintaining the exist- ing outdoor play structures, existing trees and providing a physical rela- tionship to the existing building and play fields. The facility contains a gymnasium to accommodate basketball, volleyball and community ac- tivities; offices for the staff; restroom facilities and a multi - purpose space for small intimate functions. Containing 12,000 Square Feet, the new facility reflects the emergence of an older community and provides a better sense of identity. Gymnasium Interactive Play Fountain Streetscape E Associated Parking Services Provided Concrete Carpentry Site Work Construction Management Project Description The gymnasium houses a concession area and offices in addition to the basketball /multifunction court. The construction of the gymnasium was only one part of the revitalized area. West Construction also pro- vided the services to complete the streetscape with new curbs, walks, shade pavilions, landscaping and paving. There were a few obstacles with the building of this project first with power line interferences and then with the hurricanes of 2004. The Focus and determination of the City and West Construction brought this project to a successful conclusion for the residents of the community. We believe that we have taken all your suggestions of the solicitation into consideration and have designed excellent canopy structures for these parks. Superior Shade provides a quality product and teamed with our general construction experience of over 40 years and D.W. Recreation Services expertise in this area we can provide the City with a superior, cost effective product. Upon result of a contract, West Construction, Inc. will meet with the City of Sunny Isles to discuss all the details relevant to each park. We have the manpower that will execute these projects in a timely manner and meet any deadlines you may have. We will be using a sub contractor, D.W. Recreation Services, Inc., that comes with the knowledge and experience to complete the canopy installations. Since we will be working at active parks we will take all necessary safety measures to ensure the safety of the citizens of Sunny Isles while maintaining a safe work site. West Construction's approach to accomplish the design and construction of the canopy structures at Heritage and Golden Shores Parks will begin with the project manager meeting with City of Sunny Isles to finalize the designs and pick PIP colors. Working with our partners and subcontractors we will re- move PIP and pavers as needed, dig our footers and set posts for canopy structures. We will place the sails of the shade ,which will be at an accessible height for removal and access. Finally, we will repair the PIP and pavers and return all vegetation to it's original state. RFP # NO. 11 -10 -01 Design & Construction of Canopy Structures at Heritage Park and Golden Shores Park City of Sunny Isles Beach Approach /Methodology Page 31 TECHNICAL PROPOSAL PAI Construction Documents With the design fully developed, all the required technical information, such as dimensions and notes, will be added to the drawings. Concurrently with West A +D during this phase, our pre- construction team begins to format a project budget. This budget is continually adjusted until the point where a Guaranteed Maximum Price can be established. This phase is also where the scope of the project is identified and verified with subcontrac- tor proposals. It is also imperative to begin to achieve the M/WBE goals set forth for the project at this point. The constructability of the project is evaluated at this point, long lead items are identified, site lo- gistics are coordinated according to each individual site and a preliminary schedule is prepared in order to identify costs associated with time. Although the primary responsibilities of these tasks are those of the pre- construction team, the project manager assigned to this project has continuous interaction and input for a seamless transition into the construction phase. Construction The Project Manager is responsible for the successful navigation of the construction phase. His respon- sibilities will include strict adherence to both the project schedule and budget. Weekly meetings are schedule with both subcontractors and the City to ensure that project targets are being achieved. His responsibilities will also involve the management of the submittal process and applications for payment. Close Out Many of your typical close -out requirements are minimized by a properly managed project. Punch -list items can be kept to a minimum if quality control is a priority during construction. Also included in the close -out phase will be required training, commissioning of equipment and final testing and balancing of the newly installed sys- tems. Sustainable Design and Construction Having a strong understanding of the LEED requirements is essential from the start. West Architecture has an in house LEED consultant who will oversee the entire process from design through construction to ensure compliance and commissioning of the final project.
