Staff present: City Clerk Jane A. Hines, Assistant City Clerk Mauricio Betancur, and Purchasing Agent Marc Tulloch. Public Works Director Gio Batista asked that everyone be sure to sign in as this is a mandatory meeting. The deadline for submission of Request for Proposals documents has been moved to Wednesday, December 14, 2011 at 10:00 a.m., at which time those sealed responses will be publicly opened. Any additional questions are required to be in writing and may be submitted up to five (5) days before the opening (at the close of business, Friday, December 9, 2011), which will be answered and posted on www.demandstar.com. You may email them to City Clerk Jane A. Hines at jhines &sibfl.net, or fax them to 305- 792 -1563. Director Batista gave an overview of the project with a Power Point Presentation, which will be made available through an addendum on Demand Star. The budget for this entire project is $400,000 which will be split into two fiscal years, $200,000 in each year, and our fiscal year begins October 1. Please consider that as part of your proposal when you are putting it together, and it is important to know that you will not have the full funding in FY 2011/2012. The project limits are pretty much the entire extent of the City. There are aspects of this project that was previously completed and if you go on the west side of Collins Avenue you will see a lot of the sidewalks that have been completed to date. The total linear footage of this project is about 5,427 linear feet, it is not an exact number however it will give everybody the same thing to compare to when you are putting together the proposals. During the Power Point Presentation Director Batista identified specific areas of the City for the project including the Northern Section which is from 183`d to 1881h Street, noting that 188th Street is not on Collins Avenue itself, we are making it 188h because it is the closest street to where the northern project limit is located. The Central Section is from 172 "d to 1780i Street, and the Southern Section is split in two, from SR826 to Poinciana, and then from Poinciana Drive all the way to the southern portion of the City limits. He pointed out in the Southern Section that one small portion is already completed from north of Atlantic to SR826. The reason it is incorporated into this project is because the previous contractor did not have a permit for that portion, and so we have incorporated this into one of the permits and into the bid form which is SR826 to Poinciana, and so in your pricing include it just to make sure that portion that has already been completed passes inspection. FDOT had given us a cursory review and they didn't come up with anything, we just want to make sure when you call for the permit inspection that FDOT also includes inspection of that portion north of Atlantic which is already completed without a permit from a previous contractor. Director Batista said the other area the contractor may have a question, and we do have a note in the body of the RFP and in the bid form as well, which makes reference to the fact that the City can Pre - Submittal Conference QA 113011 RBP 11 -11 -03 Page 1 Of 7 make a determination to reduce Scope of Work. One of the reasons why we have that clause in there is because at the south end of the City we have a future project at about 15$1h to 159`h Street, it is still part of the bid, you are still going to provide a linear foot cost, etc. for the proposal as it relates to that project. However the City may decide to delete that portion of the project because it is slated for FY 2013/2014, and so if the City decides to proceed with that project then we will delete that portion from this project because we don't want to have to construct and then demolish the whole thing. Director Batista said as far as the paver pattern, you can walk up and down Collins Avenue and you will definitely see the paver pattern. In the plan that we are going to attach as an addendum, we do not have the radius of those curbs but you will have to try to do the best that you can to emulate that pattern. This is exactly the pattern that we are searching for and is intended for this RFP. The brick pavers are Hanson Pavers, they are a specific blend and we cannot use substitutions because that pattern has some shells in it and it is specifically Hanson. Director Batista said that there are several aspects of this project that he wanted to clarify for the record and as part of this Pre -bid. As part of the project we have existing structures that we have scheduled to receive what is called "color patch ", that is a specific product, that color patch is going to be placed on concrete structures to remain, since the structures can't be chipped away, it can't be demolished, it cannot be removed. That color patch is going to be placed on top of the concrete structures, similar to the manhole and drainage structure that he showed in the power point presentation. They are elements that are going to remain in place, that cannot be removed, and therefore we need to make sure that the color is continuous with the color pattern that we have for the pavers. We also have situations where existing elements to remain shall be documented as in Item 92, this is typical throughout and there are several locations that are similar to this. This is a gas station, in that gas station there is a trench drain that is adjacent to the back of sidewalk, and this is the property of the gas station. When you go out and do field inspections and field review you will notice that this element, the concrete structure between the back of sidewalk and the trench drain is all cracked. He does not intend on incorporating that in the RFP however you are required to document those areas that -are cracked; and -what he is- trying -to depict on these images is that you must document it. We are going from back of sidewalk toward Collins Avenue, you have to make sure that you keep those elements protected when you do your project. Item #3, existing elements to be removed to ensure a complete project, 43 is a grass area that is pretty much on the northern portion, we do expect that grass portion to be removed, he is saying it now in the pre -bid, it is not in the documents. Just like this little piece has to be redone in the northern portion toward the south at approximately 16200 we have elements such as these where we have a curb that was not really poured properly, if it gets in your way, specifically in that location, you can just remove that curb and continue on with the project. But it is expected that if there is a portion such as this that is encroaching into the sidewalk that we make that hole and go back to the back of sidewalk and put the pavers in. It is not going to be acceptable in this project to go around those with the brick pavers because it is not going to took good and it is not going to be aesthetically pleasing. The other element to this is the survey nails, if you encounter survey nails, you are required to make sure that survey nail gets back to its location and it is installed properly and adequately, and that has to be certified. That is in one of the sidewalks, and he encountered maybe three (3) of those but in your field inspection, please make sure that when you do remove that concrete that that survey nail Pro-Subnuttal Conference QA 1 13011 RFP 11 -11 -03 Page 2 of 7 gets removed, it has to be put back. These are additional details that he wanted to go over with you all. Of course where the guide wire ends into the sidewalk, we all know what is going to happen there. That is basically existing elements such as the cracked concrete are to be removed to ensure a complete project you will be working your brick pavers around those guide wires. Some of the structures that we have existing on Collins Avenue are higher than the sidewalk grade. You have to be very certain to include in your bid the grinding of the structures, to make them level because at those structures you will have a serious issue with grades. Some of the grades, like you see in this image, someone went back and tried to grind around the top of that box and they didn't do such a great job. When we go in there and we put the pavers in, we have to make sure that we maintain everything flush, you will see some locations out there that the sidewalk gutter, the curb and gutter do not meet exactly those top of lids, and so if you use the curb and the back of the gutter to be your elevation then it is not going to sit well with your elevation on top of that drainage. If you decide to use this elevation for your pavers then it will not meet that elevation and that part has to be grinded down. Question: What is the extent of the grinding of the structures? Answer: The grinding of the structure just has to be on those edges, you don't have to grind the whole entire structure. You will have elements in this particular case this is roughly around 175`f' Street, there is a wall, these concrete pieces which are behind the sidewalk have to be incorporated into this project. So when you do the field walk, you will notice they have a driveway with pavers, our pavers are intended to start and this is going to be removed, and that wall is to remain. And so the front of the wall is going to be used as his limit, and there is only one case. Throughout the project you will see little things like these but the owners try the best that they can to repair their walkways, make sure those things are saw cut. The concrete that extends, they do not put an expansion joint or expansion material in there. What he does not want is throughout the project where we start ripping out existing concrete, start damaging their properties and he wants to make a point- that - eve- ne- e-d- to- docume-nt-those If- you -do -run- into - one -of- those - eases, - please -use common--- - sense which would dictate that you saw cut as opposed to just trying to rip the whole thing out because it will become your responsibility to fix it. In about this same location at 1750' Street we have that same detail, and in that one he thinks the only thing that can be done is to replace it. Because once we go in there and start trimming it, saw cut that, he thinks they are veneer and are really thin, they are not really full brick, it is just a covering on the top but that would have to be replaced because they did a really poor job in installing that. Another key item here is the bus shelters, he only took pictures of four (4) and there are maybe seven or eight or more, but in the bus shelters what we are intending on doing, first of all, and this is in the drawings which will be provided, when the concrete is removed we have to cast another slab underneath and then the pavers go on top of that. The bolts, they are going to be bolted on and it will be bolted through the pavers into the concrete that is being proposed, and it will be installed by you all. There are areas where the bus shelters extend beyond the back of sidewalk and that has to be incorporated into the paver pattern. There are locations where they are smaller, there are locations where they are larger and there are locations where there are none but in your field verification you need to verify and include into your price, and mind you on the bid /proposal form he has placed it as Pre - Submittal Conference QA 113011 RFP 11 -11 -03 Page 3 Of 7 a linear foot price. The reason he did linear foot price was so that we can just measure the front of that sidewalk and whatever that linear foot is, is what you are going to get paid so that he doesn't have to consider the square footage of what goes over, etc., and so it will be a linear foot cost for the frontage of the sidewalk to incorporate those, and there are a few of those. Question: Are those advertising bus shelters? Does the City own them? Answer: Currently they are non - advertising bus shelters, and the City owns them. Tolar is the manufacturer. When you remove the screws out of that and he is not sure if you need to go to Tolar for those, the lags are going to be longer than those, because you are going through the brick pavers. Question: Going back to Atlantic to SR826, any warranty problem? Answer: No, all it is, is for passing inspections, then it is going to be change order to you all to determine because at this point there is no way of knowing what they are going to say. His main concern, and not the only concern, is the ramps because FDOT is very specific. At the ramps they have to be in the first two (2) feet of a 7 -foot ramp, that the first two or three feet have to be a certain pitch, at the driveway, and then beyond that it is a different pitch. In this particular case he believes the contractor of record for the previous project installed them with one complete pitch, and FDOT typically can either go with it or say you have to replace it. In the event that we have to replace it, just consider that and we will make a statement now that it would be a change. Let's do that separately and if it does occur then it will be a change order. Question: Do you have a specific surveyor? Answer: We do not have a specific surveyor for the City. Question: What about the Survey Nails? Answer: With the nails you are going to have to find a surveyor to go through it and then do your linear foot cost throughout the project and just incorporate him into the linear foot cost. Question: Can we get a copy of the power point presentation downloaded? record. Director Batista said at the 17200 block, it is intended that all of these aerials be completed with pavers (specifically the corner of 172 and Collins Avenue). He will say on the bid form, the entry gate portion is separate square footage and so that is a separate price in the bid form. This area which is the corner of that at 172nd and Collins Avenue, we have a double sidewalk here, that gets all incorporated. When he calculated the linear footage of that frontage, the one you are going to be using to do your estimate on, what he did was, his assistant was walking on that sidewalk and then she came back and measured this one as well, and so it was the linear footage of those. He excluded the width because he is doing it on a linear foot basis. He is hitting the target areas of this project because he wants to be clear with all the vendors. Director Batista said as to the permits, the City of Sunny Isles Beach applied for four (4) perniits, one of which was a variance. All four were approved however one of them is expired, and they all expire on December 2, 2011. It is expected that as part of your proposal that you will be getting all four of those permits and they all have to be revised. Maybe the variance is not going to have to be revised Pre - submittal Conference QA 113011 R11I 11 -11 -03 Page 4 of 7 as much but the other three will have to be revised, and a FDOT revision is required and a new application has to be submitted and so even though we are not expired until December 2, 2011, FDOT views it as a reapplication because he has made modifications to the drawings that were submitted previously to FDOT. He has the drawing and so whatever modifications they require you will be letting him know and he will make the changes as he drew the details. As far as the variance in concerned, he signed and sealed the variance and so all we have to do is get together with the successful vendor and he will sign and seal the variance, hand it to you and it is a done deal, and then it goes back to FDOT. He put some notes on there just to let everyone know that they do expire 12/2/2011, and the new permits will be required through the contractor's qualifier. Director Batista said one of the elements of this project that he wants to be clear on is the issue with the corner ADA ramps. When we submitted for the permit the first time, FDOT went out and said that the corners do not meet standards. Because of the City's request to deviate from their standard FDOT practices, which is instead of requiring that this project modify all the ramps, they have let us keep the ramps in place. In other words, we leave the ramps and only remove the sidewalk leading up to the ramps, this is one of the reasons why we incorporated the color patch into this project. Because at the transition point it is typical at the transition where the ramp begins that this would be pavers, this flag would be pavers, this flag, this flag, and the next transition flag would be color patch which allows us to keep all the ramps and their transitions in place. So this project and the linear footage that you will be receiving as part of the proposal, the linear footage is up to that transition. The ADA ramps, and there is another item in the body of the proposal that is for the color patch for the two transition flags and the ramp flag. It is required that the Detectable Warning Surfaces (DWS) be replaced. Question: What about the curb and gutter? Answer: The curb and gutter remain, we are not removing curb and gutters on corners, we are removing curb and gutters in some locations, but we are not removing curb and gutters on corner ramps, and so we are only speaking specifically on corner ADA ramps and mid -block ADA ramps. At every intersection and at every street crossing you are going to run into this situation. One of the reasons why we didn't want to do it at all is because some of the G1G Y7111V11A- V1'LliV�G- l�ili�/,- RTCR'IVU�� s[uu-�Vau�[ucv- su�iva�wua�russ �arsvos uo u -wvva auvuc, —�V -- - -- repair the roadway and do the ramps right. So FDOT has allowed us to deviate from that and just paint them, and the reason for the paint is to make sure it continues with the same color pattern. Question: Atlantic to SR826 did not meet ADA requirements? Answer: Right, that is the other concern that he had and he is hoping that, because there are two ADA ramps there that are nonconforming but since it was done previously, FDOT may come back and say that you are required to do that, in the event that they do that, then it would have to be a change order. At this point we have only incorporated it to make sure that we understand that we may have to go back and repair some of it, and again, we may not have to do anything at all. Director Batista said all prices for each item provided on the bid form shall be all inclusive of everything. We want a 100% complete project. When you look at the bid form please incorporate into that bid form everything and anything that you think is necessary to ensure that we comply with the RFP for a 100% complete project. One last item, when you receive the documents for the Pre - Submittal Conference QA 113011 RFP 11 -11 -03 Page 5 of 7 drawings, they have different circles in them and he is going to make reference to just one of them. The green circles depict abandoned driveways, at about 16151 Street we have driveways in Atlantic, there are about four (4) driveways that are required to be abandoned which means that at those locations you will be required to cut out the valley gutter, the driveway gutter, the transitions, and put in a Type F because those driveways are no longer required. So when you look at the document, and he passed it around, we will incorporate this, and he has created some CDs, he has to create more of them, and he will give them to the Procurement Department. We cannot put them on Demand Star because they were too large, and so we incorporated them into this CD. In this CD we have the drawings, the permit documents, and we have the bid forms. We also have some details in it for the drawings, and so we have enough information here, and he believes that we really did a good job putting that power point together and so if there are any questions he will take the questions at this point. Director Batista opened the meeting for further questions from the prospective bidders. QUESTIONS AND COMMENTS FROM PROSPECTIVE BIDDERS 1. Regarding the line items? Yes, there are items for immobilization, and there are line items for MOT, and so those two are segregated from all the rest. When you look at the bid form you will have the site preparation on one line item with a few other elements to it, you will have removal of concrete, you will have the paver installation, you will have the color patch, and you will have the immobilization and the MOT. As another note to that, there are specifications to be used on this project, they are "FDOT Standards Specifications for Roads and Bridges Construction ", and so in the documents that he put together, he put a note on there and it is in the RFP and it is going to be made part of this record which is that the entire project shall meet the requirements of the Florida Department of Transportation Standards Specifications for Road and Bridge Construction, the latest version and so he thinks everything applies to t the method of payment that r include in those specifications. If there are any other questions, submit those in writing. If you all believe that two weeks is insufficient time to do this, now is the time to say it. Is two weeks good after you get all the documents, to put together a proposal. 2. What is the timeframe for questions? Five (5) days prior to bid opening, which is December 2, 2011 and that is why he is asking the question whether or not it might be prudent to move the bid opening date. Two weeks is pretty tight. Okay, we will add another week to it [Wednesday, December 14, 2011 at 10:00 a.m.], and so it will be three weeks from this pre -bid meeting. 4. Can we get the CDs now? We only have five copies and there are six people. He will hand these out, and please sign the log that you received the CD. He will get the additional CDs out to those who do not receive it. The closing of sidewalks are based on FDOT standards, and so what you are going to need is a Sidewalk Closed Sign on the north and south (before and after) and closest to the intersection that you are not impacting so people can cross the other way. We are going to be doing it by block, and so when you close off a block and you bring in the dump you are going to be doing the lane closure. You do need two Lane Closure Permits, one for FDOT and one for the City. You are going to be required to get an off - duty police officer, and that is coordinated by you all with the City of Sunny Isles Beach. 6. Do we pay for the permits? Yes, in the body of the RFP, and everything is in there, this is all inclusive, so make sure you include every cost and every price that you can imagine as part of this bid. If you did not sign out your CD, please do so, and there are two vendors that we owe one to which is Mitch Tourino of Magna Construction and Lourdes Vega of Williams Paving. Also, when you submit your proposals, please do not bind or staple them, just put a binder clip at the top.
