Qualifications The City of Sunny Isles Beach has issued a Request for Qualifications (RFQ) for Traffic Engineering services for the completion of 100% Construction plans for a driveway cut off of Collins Avenue (SR AIA) south of 183rd Street into a privately i owned commercial property. Consulting Engineering & Science, Inc. (CES) has grown to become a leading consulting engineering and environmental firm, serving clients throughout Florida, the southeastern United States and the Caribbean. Our in -house expertise covers a broad spectrum of professional services encompassing, civil, coastal, structural and environmental engineering including environmental sciences. Our site development services range from initial planning and preliminary feasibility studies through final design preparation of contract documents and construction services. Our experience covers a variety of civil engineering related projects including streets, sidewalk, and parking lots; roads and bridges; stormwater management and system design; water supply, treatment and distribution; domestic and industrial wastewater collection, treatment and disposal; and solid waste. We are able to provide a multi - discipline response to the specific needs and time constraints that are inherent to our clients. Our current and past clients include many of the larger residential /commercial developers in the South Florida area; as well as a variety of governmental authorities, including the Florida Department of Transportation (FDOT), various departments of Miami -Dade County and the cities of Miami, Miami Beach and South Miami. The site is within the corporate limits of both the City of Miami and the City of Coral Gables. The project included driveway connections to adjacent roadways; on -site paving, grading and drainage improvements; and, off -site water main and sewer main extensions necessary to serve the project. Role of Firm and Responsibilities: Under contract to the Developer, and working closely with the Project Architect and ultimate user, Consulting Engineering & Science, Inc. served as Civil Engineer of Record for the design, preparation of construction documents and permitting of this project. Special features included coordinating permitting of all improvements with both the City of Miami Building Department and the City of Coral Gables Building Department; securing special and drainage permits from the Florida Department of Transportation; coordinating right -of -way dedications to the County along S.W. 37th Avenue; securing release of portions of the project site from WASD's sewer service area; and, overall dealing with three (3) local regulatory authorities (Miami -Dade County, City of Miami and City of Coral Gables). One of the recent projects was the new Walgreens retail store situated on a 0.82 -acre former gas station site situated in the northeast quadrant of the intersection of South Dixie Highway (State Road 5, U.S. Route 1) and S.W. 168th Street in the Village of Palmetto Bay, southwestern Miami - Dade County. The project included driveway connections to both State and County roadways; on -site paving, grading and drainage improvements; and, an off -site water main extension and an off -site gravity sewer main extension necessary to serve the project. Situated between Brickell Avenue (SR 5) and Brickell Bay Drive, vehicular access to the project was achieved from a frontage drive along its south boundgy (two entrances / exits at different levels) and direct street level access (separate vehicle and truck loading) from Brickell Ba y Drive. Approach / Methodology The City of Sunny Isles Beach has issued a Request for Qualifications (RFQ) for the services of a Civil Engineering firm (roadway and traffic design; and roadway construction engineering) for the preparation of 100% construction plans for a driveway cut off of Collins Avenue (SRA -IA) south of 183rd Street into a privately owned commercial property. The RFQ states that the selected Consultant shall provide Traffic / Transportation / Civil / Consulting services in a prompt, effective, and efficient manner for this project. The work shall include, but not be limited to, preliminary development through permitting and subsequent close -out of the project, a site assessment based on existing information and field reviews; coordination with the staff from the Florida Department of Transportation, the City of Sunny Isles, Miami -Dade County and private owners for preliminary reviews and comments. The CES Team project approach is task based incorporating the scope of services that are required for the success of this project. The major tasks are to include: Task 1: Pre - Engineering & Conceptual Design Task 2: Design Development Task 3: Final Design / Construction Documents Task 4: Permitting Task 5: Bidding & Award Task 6: Construction Administration Task 1: Pre - Engineering & Conceptual Design This task is easily the most important to the overall success of the project. During these data collection efforts, the CES Team will work closely with City staff to finalize the Conceptual Plan and present it to the appropriate City committees and Boards to secure their approval to more forward. The CES Team will attend meetings and /or update the City regularly. Minutes will be prepared for all meetings held and distributed to all in attendance. Once all of this data collection is complete; meetings held; and, applicable City internal approvals secured, the project can proceed to the next task. City RFP No. 11 -11 -01 22 Consulting Engineering & Science Inc Task 2: Design Development e It is during this task that most, or all, of the items undefined in the Conceptual Plan becomes defined. The entry feature from the Collins Avenue to the commercial property will be defined in both plan and profile. The traffic signal at Collins Avenue and 183rd Street is on an FDOT roadway. However, it is operated and maintained by Miami -Dade County. The CES Team is aware that the plans for modifying the existing traffic signal must be reviewed and approved by Miami - Dade County, therefore the CES Team will provide a preliminary (60 %) design for initial County (MDPWD) review. The design will utilize approved FDOT signal mast arms instead of the standard County mast arms. It is anticipated that a significant dialog between the City and the CES Team will be maintained during this period to insure that the project's goals are adequately met. Initial construction cost estimates will be prepared in this task, which will be continually updated as the design development and final design tasks proceed. The design will incorporate all relevant Florida Building Codes (FBC), Florida Department of Transportation (FDOT) standards, Miami -Dade County Public Works Department standards, and other applicable Federal or State standards. Task 3: Final Design / Construction Documents Once the Design Development task is complete and all applicable City internal approvals are secured, the CES Team will begin the Final Design / Construction Documents task of this project. Technical specifications will be prepared to be incorporated with the City's () standard front -end documents. These drawings and specifications will be such that the entire project can be permitted and constructed. It is understood that there will be project reviews at various milestones in the Construction Documents task; and, the submittal for each milestone will include an updated construction cost estimate. Construction cost estimates will be the basis for evaluation of bid tabulations from prospective bidders. Task 4: Permitting Having held initial meetings with each of the applicable regulatory agencies in Task 1, the actual permitting stage of the project will commence upon substantial completion of the construction documents. Necessary permit applications will be prepared, along with accompanying drawings and supporting data; and, these applications will be submitted as early as is practical. The CES Team will maintain an on -going dialog with each agency on a regular basis to insure that their review is proceeding in a timely manner and to respond to any questions or requests for additional information. Site improvements included roadway modifications, driveways, parking, drainage and water and sewer extensions.
