Kimley -Horn prepared a detailed analysis of traffic circulation conditions surrounding the new Heritage Park. Of
particular concern to the City and its residents was queuing on Collins Avenue, traffic operations on Gallahad Dade
Boulevard, and the valet circulation patterns of the nearby Ramada Resort on Collins Avenue. Kimley -Horn was
able to provide an analysis that convinced nearby property owners that the traffic circulation in the area would not
be negatively affected.
Identification of Vehicular and Pedestrian Issues for the Proposed Sunny Isles Aquatic
Center, Sunny Isles Beach, FL
Kimley -Horn prepared a study which analyzed access, circulation, and pedestrian safety issues at the proposed
Sunny Isles Aquatic Center.
Improvements to Congested Intersections, Miami -Dade County, FL
Kimley -Horn was retained by the Miami -Dade County
Public Works Department (PWD) to perform traffic
analyses and roadway design services for many of
the locations identified by local leaders as the top 25
congested intersections in the County. Kimley -Horn
studied intersections to identify the underlying cause
of congestion, and then evaluated the benefits of
recommended improvements and identified additional
improvements (if necessary) to improve traffic flow.
Our traffic engineering and roadway design staff
pooled resources to help the PWD adhere to a rigorous
schedule. We developed a study template that could
be utilized for greater efficiency. Recommended traffic
improvements focused on short-term, but high- benefit
improvements such as median closures, turn lane
improvements, and lane configuration enhancements. Congested intersections that were evaluated by the Kimley-
Horn team included:
• Sunny Isles Causeway at NE 26th, 28th, and 29th Avenues (North Miami Beach)
• NW 167th Street at NW 2nd Avenue (North Miami Beach)
■ William Lehman Causeway at Biscayne Boulevard (Aventura)

SR A1A (Collins Avenue) Pedestrian Corridor Study from 32nd Street to 38th Street,
Miami Beach, FL
The SR Al A (Collins Avenue) Pedestrian Corridor Study was commissioned by FDOT to evaluate the need for
a pedestrian signal crossing of SR Al between 32nd Street and 38th Street in Miami Beach. The area along
SR A1A between these two pedestrian crossings experiences a high level of pedestrian activity due to a variety of
factors, including the proximity of several hotels and apartment buildings, the beach adjacent to SR Al A, a lack of
convenient parking, and a high density of transit service.
Within the study area, Collins Avenue is part of a one -way pair providing northbound traffic flow in three lanes for SR
Al A. Sidewalks exist along both sides of Collins Avenue. Sidewalks are also provided along most side streets that
cross SR Al between Collins Avenue and Indian Creek Drive, which provides southbound traffic flow in the area.
SR A1A/Collins Avenue Resitrfacing (Phase A
Miami Beach, FL
Kimley -Horn provided design services for SR A1A/Collins Avenue from 26th
Street to Indian Creek Drive in Miami Beach for FDOT District Six. Based on
our team's detailed investigation of the corridor and deficiencies discovered,
we presented District Six with a scope study report which included three
improvement options: minimal, mid - range, and complete reconstruction
of the corridor. The 3R design services provided to FDOT included
roadway, signing and pavement marking, maintenance of traffic, drainage,
and signalization plans. Project issues include milling and resurfacing,
pedestrian /ADA compliance, parking, bike lanes, landscaping, and
coordination with local agencies. The project included approval of design
exceptions and variations, pavement design, and typical section package.

North Shore Area Roadway
Improvements, Miami Beach, FL
Kimley -Horn provided streetscape
design, urban design, landscape
architecture, roadway engineering, and transportation- related services for
the design of approximately three miles of urban streetscape improvements
in the North Shore area of Miami Beach. The area is currently undergoing a
major resurgence both commercially and residentially. Initiated in 1989, this
project has developed into a $16.5- million program of improvements, with
an emphasis on enhancement of the downtown area and the pedestrian
activity areas. One of the key components of this project was solving traffic
congestion along a major arterial route, Collins Avenue, by upgrading the two -
lane roadway to three lanes. Kimley -Horn was successful in obtaining more
than $8 million in county and state funding in addition to a $1.6- million ISTEA
grant through the Metropolitan Planning Organization for development of a
1.5 -mile bicycle /pedestrian corridor along the oceanfront.

Implementation Plan for the Northeast Corridor Traffic Flow Study, Miami -Dade County, FL
f Kimley -Horn assisted the Metropolitan Planning Organization with
developing an implementation plan that provides the framework for
programming of transportation improvements in the northeast section
l of Miami -Dade County. The plan included defining projects to the level
required to determine costs, subsequently determining potential funding
sources, and finally laying out a blueprint toward implementation. The
roadway grid lacks continuity, with few roadways traversing the entire
study area. The majority of north -south traffic is concentrated in three
corridors: 1 -95, Biscayne Boulevard, and Collins Avenue. Five major east -
west corridors serve as connections between 1 -95 and Biscayne Boulevard:
Ives Dairy Road, Miami Gardens Drive, 167/163rd Street, 135th Street, and
125th Street. As travel demand grows in the study area, these corridors
are expected to become increasingly congested; therefore prompting the
prior effort to develop a series of transportation infrastructure improvements
and policies to enhance mobility. The result of this study is a program of
transportation improvements to address traffic congestion and, to some
extent, provide alternatives to the single occupant automobile as a method
of transportation. The improvements should be adopted into the appropriate
plans and programs of the specified agencies.
Dixie Highzua y /Olive Avenue Street Master Planning, West Palm Beach, FL
This award - winning project involved developing a master
- - - plan for the downtown street system in West Palm Beach.
The FDOT allocated funds to resurface the City's streets
;f and contracted with design consultants to do the work,
l Kimley -Horn acted as the City's program manager,
, # • r : ; ' ' assisting them in formulating a wish list of design elements
that would help to implement their long -term community
F 1 vision for the downtown area. This list included such things
i " y , ' „ n i ` as wider sidewalks to encourage pedestrian activity, on-
street parking, traffic calming features, and landscape
enhancements. The project also involved the redesignation
die
of US 1 to bypass downtown, and the transfer of downtown
streets from FDOT control to City control. Kimley -Horn
coordinated all utility relocation and upgrades to take
advantage of the street reconstruction. Partnering with FDOT was critical to this project to ensure that minimum
design criteria were met and that the City's goals and objectives were also upheld. We also assisted the City with
identifying multiple funding sources for the improvements. The improvements have now been constructed.
In February, 2005 a group of nationally- recognized representatives from the Federal Highway Administration
(FHWA) visited this project. Focusing on intersection safety techniques, they noted the use of raised intersections,
brick patterns, and narrowing of streets throughout the project. All of these techniques help create a more "city like"
feel to the two state corridors.

Traffic Signal System Design, Palm Beach County, FL
i This project involved the completion of design for the installation of 101 traffic signals in the first phase of Palm
Beach County's computerized signal system. The project included the development of plans and specifications for
all hardware and software, and a complete communications system, including projection TV display and remote
traffic sensors. The project team also designed special lighting, air conditioning, and fire protection features for the

Surveying Subconsultant
Caulfield & Wheeler, Inc. will provide surveying services. Caulfield & Wheeler provides professional land surveying
services throughout South Florida, including Miami -Dade County. Projects include numerous design surveys for
governmental agencies, new construction and redevelopment projects, retail and mixed -use center revitalization
and modifications, municipal centers and parks, prestigious planned -unit development and residential projects,
and various schools and universities.
Caulfield & Wheeler is one of the largest surveying providers in South Florida, with eight RTK/GPS survey crews.
Project services provided range from design, as- built, boundary, topographic, tree, and design surveys; submerged
land leases; mean high water and beach restoration surveys; final construction layout; and as- builting of completed
improvements. Numerous route and location surveys have been performed for the design of roadway, water, sewer,
drainage, and utility systems.
Caulfield & Wheeler also uses powerful new technology to provide high- definition 3 -D laser scans and digital
photographic backgrounds of existing and proposed improvements. This allows survey accurate locations of both
horizontal and vertical surfaces and objects, as well as panoramic viewing or rotation of images, and drive or fly
through videos of the scanned areas. This greatly enhances the accuracy of the data used in the planning and
design phases of a project and is also a valuable tool for verifying construction phases and as -built information
for a project. All roadway improvements, building setbacks, sides, features, and heights; free - standing walls or
structures, fences, utility poles, and heights of overhead lines; and trees, shrubs, and other vegetation are located
in a 3 -D model which is used to give an exact survey location of the improvements. Work can be performed either
in the daytime or nighttime. Another valuable benefit of laser scanning is that it provides greater safety during
the surveying process. The instrument can be set off to the side of busy roadways for locations without having

the crews go out into busy streets. In addition, the data that is obtained is a complete accurate 3 -D model of all
improvements, thus eliminating the need for additional trips to verify information that may become important at a
later time.
Caulfield & Wheeler's Florida surveying project experience includes:
■ Surveying and Mapping Services, Florida Atlantic University - Provided services for a one -mile, four -lane

Miami Dade College Wolfson Campus Student Support Center, Miami, FL — Provided assistance with
LEED® /sustainability issues. As a subconsultant to another firm, Kimley -Horn is providing civil engineering and
transportation /traffic services related to the Student Support Center, a 6 -story, ±78,000- square -foot facility
within Miami Dade College's Wolfson Campus. The project includes dining and food court areas, classrooms, a
film archive center, student union, and fitness /wellness center. The MDC Wolfson Campus is unique in that it is
located within a highly dense urban area in the heart of Downtown Miami. The project site is a 0.52 -acre property
bounded by public roads, an existing restaurant building, and Miami -Dade Transit's Metromover. Since the building
essentially takes up most of the property, some of the challenges included the need to be space- efficient with
utilities and drainage, as well as close coordination with other team members to avoid conflicts and properly
accommodate all project features within such limited space. Another challenge was pedestrian safety in crossing
NE 2nd Avenue, a very busy downtown arterial. This was achieved by providing landscaping and street furniture
along the edge of the road to channel pedestrians to specific crossing points at intersection crosswalks. KHA's
services include design and development of construction drawings, sustainability, permitting, coordination with
MDC's selected "CM at Risk," and construction phase services.
West Sunset Square, Kendall, FL — Civil engineering analyst. Kimley -Horn provided a variety of consulting
services for this 83,000- square -foot neighborhood center including site planning, civil engineering, roadway design,
traffic signal design, permitting, and construction phase services. This project required significant coordination with
multiple county agencies. Perhaps the most challenging aspect of the project was its location within the Bird Drive
Everglades Wetland Basin (BDEWB). Due to a lack of sufficient surface water storage within the BDEWB, there were
restrictions on the development of the site. Through our local experience and relationships with the Miami -Dade
Department of Environmental Resources Management, Kimley -Horn was able to implement an innovative solution
to meet the development criteria thereby allowing our client to fully develop the site.

has investigated more than 300 South Florida locations, and designed and permitted more than 60 sites. TD Bank
has made sustainable design a priority and seeks LEED® certification for many of their new branches.

1 Kimley -Horn project manager Adam Kerr, P.E. will develop very detailed work plans that include specific task items
for the duration of all projects with associated team members' responsibilities and corresponding time. The work
plan defines who, what, when, where, and how for all project tasks with clearly defined channels of communication.
This level of detail requires that the project manager and team members think the project through and develop a
plan that they are responsible for implementing.
Identify Key Issues
During the planning and design process, it is important to identify and resolve key issues as early as possible.
Issues addressed during the preliminary design phase often impact existing systems, levels of service, budget, and
ease of operation and maintenance. Kimley- Horn's approach to design has always to emphasize creativity while
minimizing construction costs and maximizing functionality.
Design Phase
Whatever the task, Kimley -Horn will begin with a comprehensive team effort to work with the City during the very
critical preliminary design phase. It is vitally important that all major decisions are thoroughly examined and
consensus is reached before subsequent designs and construction drawings are prepared. We will use our
experience in planning, design, construction, and operational assistance on all elements of any project. Our
same team of engineers is involved in every step of the design and construction phases from beginning to end.
This allows staff to communicate their desires throughout the design process and eliminates surprises during
construction, startup, and long -term operation and maintenance of the facility.
Construction Documents and Specifications
Preparation of the construction documents requires careful attention to detail and a thorough understanding of
the issues identified in the initial phases. Each piece of equipment must be specified so the City knows what to
expect during the construction phase. Materials, products, and equipment must be able to provide long -term,
trouble -free service. On the other hand, over specification can lead to significant cost increases. The Kimley -Horn
team has in -depth experience with the types of material selections that work best. Our design team has practical
experience during construction and equipment startup. This experience allows us to design facilities that will be
easy to construct, easy to operate, and easy to maintain — resulting in significantly reduced costs to the City. Our
construction experience also has given us an insight into the importance of specification content. These documents
must be complete and thorough —not vague or contradictory. Any dispute that occurs will be resolved by the
contract documents, which must clearly support the City's position.
Procurement Phase
Kimley -Horn has been successful on past projects in utilizing multiple contracts and direct purchase of major
equipment items. The City can realize cost savings by avoiding contractor markups on the direct purchase of major
equipment items and by taking advantage of your sales tax exempt status, which general contractors must build
into their costs. Kimley -Horn understands the importance of being responsive during the bid phase. Answering
contractor questions and issuing clarifications or addenda in a timely manner during the bid phase can mean the
difference between delivering a successful construction project on time and within budget or navigating through
a project riddled with disputes. Our contractor evaluation procedures will also help the City in identifying the
contractor who will best suit your needs.

Construction Phase
Unlike other firms that separate the construction phase team from the design team, our philosophy is to maintain
i the continuity of the design staff during construction. Because these individuals are the most familiar with the
design of your project, there is no learning curve during its construction. Kimley- Horn's professional staff has
extensive experience in construction administration and will keep the contractor on task, on time, and within budget.
Our experience will result in the delivery of a quality project that will make the City and Kimley -Horn proud.
Project Field Representative
Our on -site project field representative will observe contractor operations throughout the construction process. This
is particularly important for components that will be buried or otherwise hidden from view at the conclusion of the
project. Pipelines, foundations, pumps, conduit, and internal components must be inspected prior to installation
and comprehensively photographed for future reference. All of these activities will be documented in daily reports
and photographs prepared and cataloged by the field representative. Any deviations will be brought to the City's
and contractor's attention as they are discovered so they can be resolved quickly.
Ability to Work With Staff and Stakeholders to Build Consensus
No matter the task, one of the most viable advantages that Kimley -Horn can

know there will always be unexpected challenges that are distinct to any given project, so it is critical to develop
and follow an approach that can be controlled while building in mechanisms for managing the unexpected.
Equally important is project communication with key stakeholders. KHA will prepare a project- specific program
to identify opportunities for stakeholders to participate in a project's development. Approaches to encourage
stakeholder participation include public meetings, a project website, open houses, newsletters, news releases,
and weekly project status reports. We will proactively solicit stakeholder participation and respond to their input.
At Kimley -Horn, we believe that broad participation is attainable through a plan that is proactive, impartial,
understandable, visually informative, and thorough.

Ability to Meet Desired Timelines and Deadlines
Kimley -Horn is committed to providing the City of Sunny Isles Beach with the highest quality staff and service to
meet your project schedule and budget requirements. Meeting your schedule for deliverables is not just a goal to
us —it is a mandate.
To assist our project managers in efficient administration of projects, Kimley -Horn maintains a detailed, integrated
management information system (MIS). This system, designed primarily to focus on schedule adherence and cost
control, has proven to be a valuable tool. Schedule control begins with the preparation of a detailed schedule that
includes milestone completion dates for specific tasks and the overall project. We
will develop for this project, as we do for every project we undertake, a work plan v Meeting your
that allocates person -hour commitments by individual for each task. The MIS schedule for
generates a Project Effort Report twice each month showing the effort that has a.
been expended for each task. This internal control allows us to make, on a timely i deliverables is not
basis, any adjustments that may be necessary to maintain your schedule and stay just a goal to us—
within your budget. it is a mandate.
Kimley -Horn also uses a proprietary program and workload forecasting technique
called "cast - aheads" which is our primary means of tracking and evaluating our staffing needs and availability
for a particular contract. Updated monthly by project managers, the cast -ahead system is used to define specific
staffing needs for the next month and for the next six months. All project managers reserve staff or request specific
personnel to work on their projects for a certain number of weeks of the month. The combined input from all project
managers is compiled and distributed in the form of a report to all project managers and regional management for
review and discussion at the monthly cast -ahead meeting. Work overloads and /or shortfalls for specific personnel,
individual offices, and disciplines are tabulated and addressed at the meeting. Where possible, any imbalances are
resolved through internal shifts of personnel between offices. The objective is to balance the workload in a manner
that maximizes the utilization of production staff, while ensuring that all project requirements and client deadlines
are met. This system ensures that the right people are working on your project when they need to be in order to
complete the project within your schedule.

We welcome this opportunity to recommend Jason Webber and the team at Kimley -Horn and
Associates, Inc. on behalf of the Florida Atlantic University Facilities Planning and our project users. We
have worked with Kimley -Horn, as one of our continuing services civil engineers, on several projects of
varying scope and magnitude and I have personally worked with Jason and the KHA team on several of
them.
I worked with Jason on the roadway improvements at NW 61h Avenue on the Boca Raton Campus. This
was a roadway widening project that involved careful construction adjacent to conservation lands with
endangered burrowing owls and user - occupied buildings which needed to remain open and accessible
throughout construction. Jason and his team worked hand -in -hand with myself, other FAU staff, and the
contractor to ensure that the project was completed on schedule and to everyone's satisfaction.
While the scope of Kimley- Horn's design for a new entry and parking area at the Louis and Anne Green
Memory and Wellness Center differed from other larger scale work they've completed on the FAU
campuses in Boca Raton and the Harbor Branch Oceanographic Institute in Fort Pierce, Jason and his
team showed the same level of care and detail on this project and were in- there - with -us from the
beginning. Thanks to this project the seniors at the facility have an ideal path of travel which was
thoughtfully integrated into the existing building and enhances the Center's primary entry.
Working with Kimley -Horn on this project and other road improvement projects in recent years is a
reminder of their value and the confidence we have in their great work.
