(CGA) is pleased to submit our Statement of Qualifications for Traffic Engineering Services to the City of Sunny Isles Beach. We have carefully reviewed the scope of services to be provided for this project, and have selected a project team based on past performance to ensure that the City of Sunny Isles Beach is provided with the necessary skills to successfully complete all services outlined in this RFQ. CGA's goal is to meet and exceed the City's requirements for these contract services. We are a well - established, multi - disciplinary firm with offices located in Fort Lauderdale, West Palm Beach, Port St. Lucie, Homestead, Clearwater, Jacksonville and Atlanta, Georgia. For over 74 years, our firm has been providing municipal consulting services - mostly to the South Florida area. Our experience, gained through long- standing relationships with local governments and our diverse personnel, makes us uniquely qualified to deliver the required quality services stipulated in the RFQ's Scope of Services. If selected, CGA's Fort Lauderdale office located at 1800 Eller Drive, Suite 600, Fort Lauderdale, FL will be the responsible office for this contract. He currently leads the CGA Traffic Engineering department in providing Traffic Engineering services to numerous municipalities such as Sunny Isles Beach, Palmetto Bay, Pinecrest, Greenacres, Parkland, Loxahatchee Groves, Surfside, Weston, Homestead, West Park, and Medley to name just a few. The CGA Traffic Engineering team has also been providing ongoing transportation planning services to the Florida Department of Transportation since 2004 and was recently awarded a contract extension through Year 2012. Walnut Creek Community Development District vs. Standard Pacific of South Florida, GP, Inc., Et Al, Case No. CACE10019353. Suit was filed May 4, 2010. The case concerns the failure of an HDPE drainage system and is in the early stages of discovery. The other parties include the developer, the pipe manufacturer and the contractor which is defunct but which may have insurance coverage. Our understanding is that the problems are primarily the result of defective manufacture of the HDPE pipe although design and construction deficiencies also are alleged. The engineering staff assigned to this project has the capacity to begin immediately working on the project gathering as- builts and permits. Our survey department staff can place a crew in the field within 48 hours of receiving the Notice to Proceed to begin the design survey. From that point, all other services would follow uninterrupted. Based on our experience with these types of projects and more specifically our permitting experience with FDOT and Miami -Dade County on these types of projects, CGA would expect that our team would have an advantage with shorter length of time permitting and fewer RAIs than most other firms would. (CGA) has extensive experience working with Sunny Isles Beach, Miami -Dade County Traffic and the Florida Department of Transportation on roadway improvement projects. Most recently, CGA coordinated all traffic analysis, roadway design, permitting and construction management for the Collins Avenue median closure at NW 175th Terrace. CGA also assisted the City in obtaining federal grant funding for the project and assisted in processing the LAP funding documentation. In addition, we have designed numerous roadways in Miami -Dade County coastal communities including NE 172nd Street and Atlantic Isles Boulevard in Sunny Isles Beach. CGA currently provides transportation municipal services to the Cities and Towns of Loxahatchee Groves, Miramar, Parkland, Greenacres, Surfside, West Park, Davie, Weston as well as FDOT District 4, District 6 and the St. Lucie TPO, to name a few. The analysis included conversion of two -way stop control intersections to four -way stop control, installation of speed tables and the conversion of two -way roadway segments to one -way operation. The analysis included the development of a comprehensive traffic flow model to determine the impacts of proposed traffic calming measures. The purpose of this City of Pembroke Pines /FDOT LAP project was to realign the existing free -flow entrance and exit ramps at the SR -820 (Pines Boulevard) / I -75 interchange due to development in the corridor. The re- aligned ramps will be perpendicular to SR- 820, and traffic will be controlled through signalized intersections at the ramps. The project also involves widening both Pines Boulevard and the entrance and exit ramps, providing additional turn lanes in order to improve traffic flow through the interchange. The limits of this project extend from Grand Palms Drive to 136th Avenue. Other work performed includes Pines Boulevard median and curb ramp modifications, roadway widening and lane shifting, addition of guardrail and impact attenuators, extensive drainage design, and detailed signalization plans. The MOT plans were a critical project component, and included an FDOT lane closure analysis as well as detailed multi - phased construction plans for all interchange construction work. Considerable utility coordination was also required for this project, as the Pines Boulevard corridor is used as a backbone of utility distribution for this area. Developed I -95 Traffic Diversions Operation Plan within Miami -Dade County, in conjunction with the Traffic Incident Management Team and the South Florida Regional ITS Coalition. This project involved developing a series of operational plans to identify and evaluate traffic impacts on the closest diversion routes. This work will allow the Florida Department of Transportation to have a pre - planned traffic diversion program in place as well as determine operational changes that are needed along the designated diversion routes. After incorporation of the City's 30% comments, CGA will proceed to completion of 60% construction documents. As with the 30% documents, the 60% construction documents would then be provided to the City staff for review and comment. We will proceed to 90% construction documents upon incorporation of the City's 60% comments. CGA will prepare the construction permit applications and supporting documentation at the 90% construction document stage to assist Sunny Isles Beach with obtaining the construction permits for the improvements. In addition, CGA will review the project from a "Constructability" of design perspective in order to meet the City's goals and objectives and to maintain a firm grasp on the costs associated with each project. The "Constructability" of a design is an important facet to consider during each phase of a design's development, however, when a preliminary design is nearing substantial completion (90% plans), it undergoes an in -house constructability review by our CEI and Construction Management Departments. This review specifically ensures that the plans make sense from a construction perspective, and is intended to minimize potential problems in the field during construction. Following the meeting our team will incorporate the City's comments and in addition identify any changes required due to agency comment and comments from the CGA constructability review, and make appropriate revisions to the 90% design documents. We will then proceed to complete preparation of the contract documents, technical specifications and bidding documents for the solicitation of competitive bids for the construction of the project. Regular project meetings will be held with City staff for all phases of the project. The CGA attendees present at the meetings will be dependent on the phase of the project and the issues to be addressed. These meetings will be focused on adherence to the project timeline, quality control, budget, and also on the resolution of any outstanding issues. Close attention to the budgetary constraints of available funding will be a primary focus of the CGA team. In addition, value- engineering analysis will play a critical role in insuring the most efficient design possible. No work will be added to the project without review and agreement by both the City staff and the CGA project manager; such review will include cost and time impacts in order to identify alternative solutions, which can maintain the project's budget. An initial review of the long -range estimate will be conducted as one of the first work items under this contract.
