Chen Moore and Associates (CMA) is pleased to submit our Response to the Request for Proposals for Civil
Engineering Services to Design Street and Drainage Improvements, This project will be managed from our Miami-
Dade County office located at 1444 Biscayne Boulevard, Suite 204, Miami, FL 33132.
Chen Moore and Associates is a civil/environmental engineering and landscape architecture consulting firm that is
a Florida State certified MBE firm and a certified CBE in Miami-Dade County with offices in Miami, Ft, Lauderdale,
West Palm Beach, Stuart and Gainesville, Founded in 1986, Chen Moore and Associates has grown to a staff of
28 full-time personnel who specialize in civil engineering, roadway design, drainage design, master planning,
landscape architecture, GIS (Geographic Information Systems) and construction management including twelve
licensed professional engineers and a professional landscape architect,
CMA brings to the City a vast amount of municipal and governmental engineering experience in South Florida. We
believe it is critical that the consultant for these services is knowledgeable about working in Miami-Dade County
and has experience with municipal clients. We have effectively designed projects including drainage wells and
exfiltration trench, with and without positive outfalls, in both the northern and southern parts of Miami-Dade
County and in both existing residential and commercial areas. We know the formula that works and have the right
experience for this project.
With over 25 years of municipal engineering experience and over 14 in Miami-Dade County, Chen Moore and
Associates has the local knowledge and expertise to meet your needs, Within the past five years, we have
completed roadway and drainage improvement projects for a number of municipal clients in Miami-Dade, Broward
and Monroe Counties including:

Key Personnel
The Chen Team feels that its organizational approach and relevant experience will be the most cost effective and
time sensitive due to our focus on being responsive to all of the City's needs. The City's point of contact shall be
Jose L. Acosta, P.E. (954,260.3987), who will serve as the project manager and Engineer of Record of the project.
Mr. Acosta has over 12 years of experience and has served as the project manager and Engineer of Record on many
similar projects for the Town of Miami Lakes and the City of Miami Gardens, He has also served in a quality control
management role with the City of Miami Beach and the Village of Pinecrest. He has previously worked on projects
throughout Miami-Dade County utilizing exfiltration trench, drainage wells, oufalls and innovative sustainable
stormwater designs for new developments and for improvement of existing neighborhoods,

Mr. Acosta will lead a CMA team of talented professionals who will utilize their previous experience on similar
projects of similar size and budget to execute a successful result for the City of Sunny Isles Beach. Together these
professional engineers can address the most important concerns for this project: appropriate drainage; grading
for an urban corridor; maintaining the pedestrian experience; protecting existing landscape features, especially
canopy trees; and addressing the concerns of business owners and residents. They include the following: Oscar
Bello, P.E. (over twelve years of experience - drainage design), Michael Buick, P.E. (over 11 years of experience
_ government permitting), Meghan Wells, E.I., LEED AP (over two years of experience - utility coordination and
design), and Marlon John (over nine years of experience - construction administration). This team has recent and
current experience working on these types of projects in Miami Beach, Miami Gardens, Pinecrest, Miami Lakes
and North Miami Beach.
In addition, Dr. Ben Chen, P.E., BCEEis always available to attend meetings and to participate in project presentations
to stakeholder groups, advisory boards, and elected officials. Together, Dr. Chen and I have over 4S years of
combined experience, including continuing services contracts. We pride ourselves on the kind of service that can
only be found in smaller organizations because every client is important to us.
Subconsultants
Nutting Engineers of Florida, Inc. provides a wide variety of engineering and materials testing services including
threshold Inspections. Geotechnical engineering services include investigations, analysis, and recommendations
for site feasibility, foundations, embankments, pavements, retention structures, and other earthworks projects.
Stoner and Associates, Inc. has over 25 employees including four licensed professional surveyors and mappers
supervising six survey field crews. Stoner and Associates has developed a reputation as a professional, reliable
company that provides accurate surveys, legal documentation and associated services combined with dependable
service for over a decade.
Chen Moore and Associates has been involved in all stages of a project, including planning, design, permitting,
grant preparation and administration, contract administration, construction management and public relations.
We have extensive experience working on roadway and drainage projects in heavily utilized as well as residential
rights-of-way and the expertise to effectively develop construction documents that minimize disruptions to the
public while ensuring a successful project within the budget. Our ability to utilize GIS to assist in the data collection
along with our surveyors allows us to be more cost effective and, more importantly, allows us to find project design
solutions sooner.
We understand that the goal of the project is to create practical and effective designs, addressing the stormwater
requirements ofthe project in the most cost effective manner, while giving top level service to the City of Sunny Isles
Beach and its residents. Through our extensive experience, we also understand the importance of communication
with the residents before, during and after construction to make the construction process as seamless as possible
for all parties involved.
Because we are locally based and have been in Miami-Dade County for over 14 years, we are very familiar with
the applicable regulatory agencies and have well-developed working relationships with all permitting agencies,
including Miami-Dade County DERM, South Florida Water Management District, Miami-Dade County Public Works,
Florida DEP and the Florida Department of Transportation.

Lakes, Miami Gardens, Miami Beach and Pinecrest. This team has a proven track record.
. The Team's experience in municipalities with residential components similar to the NE 174 Street

Project Experience
Lake Patricia Neighborhood Roadway & Drainage Improvements, Miami Lakes, Florida
This project consists of the implementation of drainage improvements identified on the most recent
;" Town of Miami Lakes Stormwater Master Plan within approximately one
square mile of an existing residential neighborhood near Lake Patricia in
southern Miami Lakes near Ludlam Road. Services include utility
coordination, schematic and final design phases, government permitting,
bidding assistance, construction administration and statements of work
completion. The CMA team modeled the existing conditions to derive the
best value locations for stormwater improvements, while maximizing and
improving the current stormwater system. The designs included connecting
portions of the existing system and utilizing strategic locations for
exfiltration trench to increase the overall storage capabilities of the
neighborhood.
CMA is also assisting Miami Lakes with the acquisition of a Federal
Emergency Management Agency (FEMA) Hazard Mitigation Grant. This
task entailed rainfall data collection, additional pre-improvement versus
post-improvement stormwater analysis using GIS, analysis of potential
damages to homes during various rainfall events using Army Corp of Engineers (ACOE) criteria and
the comparison of benefits versus cost of the project. These tasks were compiled in a report that was
submitted to FEMA for review.

NW 191st Street Area Drainage Improvements, Miami Gardens, Florida
Chen Moore and Associates (CMA) was asked by the City of Miami Gardens to design the stormwater
improvements for the residential area from NW 9th Avenue to NW 10th Place and from NW 191st Street
to NW 193rd Street. The design had a total construction budget of over $400,000 per a grant received
by the City. CMA evaluated the existing site conditions to strategically design roadway, drainage and
sidewalk improvements to meet the most critical needs of the City and maximize the value of their
construction budget.
The design included strategic placement of exfiltration trench at key areas of the existing residential
area, while looking for opportunities to interconnect portions of existing systems that has been working
independently. Strategic areas were chosen to be regarded per the results of the drainage modeling.
The design considered elements related to the pedestrian paths and parallel parking adjacent to Norland
High School. The project scope included government permitting, bidding services and construction
administration to support the efforts of City staff.

SW 72nd Avenue
Chen Moore and Associates (CMA) modeled the existing stormwater conditions along SW 72nd
Avenue from SW 112th Street to SW 120th Street to determine the existing level of service on the
roadway and the swales adjacent to large estates. CMA utilized GIS and developed an AdlCPR model to
determine the appropriate rain storm elevations for the desired level of service and prepared drainage
improvement plans along the right-of-way. Improvements included additional positive drainage
connections and strategic locations for exfiltration trench. CMA met with each resident with Village
officials to communicate and coordinate changes while working to minimize potential conflicts during
construction.
The design included minor traffic/roadway modifications, ADA grading considerations along with
a significant effort to balancing the residents' requests to protect the existing mature tree canopy
while addressing expectations for drainage. The plans were reviewed by Miami-Dade County Public
Works, the Miami-Dade Department of Environmental Resource Management (DERM) and the Village.
Services included bidding assistance, meetings with each resident adjacent to the project, construction
observation/inspection and project closeout services.
SW 60th Avenue Sidewalk and ROW Improvement Project, Pinecrest, Florida
Chen Moore and Associates prepared sidewalk expansion plans for over 2 Yz miles of sidewalk within an
existing wooded estate residential community. The design included traffic/roadway modifications, ADA
grading considerations along with a significant effort to balancing the Miami-Dade County Public Works
specifications with the residents' requests to protect the existing mature tree canopy.
The project included rights-of-way within the Village of Pinecrest and the City of Coral Gables. The
plans were permitted via both municipalities and Miami-Dade County Public Works. Services included

Chen Moore and Associates is providing planning, modeling, design, permitting, preparation of
construction documents, bid and award and construction engineering and observation services
for infrastructure improvements within the public righ of way areas of the Sunset Islands I and II
neighborhood of Miami Beach. The project encompasses approximately 11,000 LF of ROW infrastructure
improvements including watermain replacements, stormwater drainage improvements, paving and
grading, streetscaping enhancements and roadway reconstruction. The project also required extensive
coordination with the public, the homeowners association, and various regulatory agency.
As part of the project stormwater and drainage services, extensive analysis was conducted utilizing ICPR
modeling and GIS to meet and/or exceed required stormwater Level of Service standards. The proposed
stormwater design included the introduction of catch basins and stormwater piping to effectively collect
and route the stormwater to 11 existing outfalls to Biscayne Bay. Due to the environmental sensitivity
of Biscayne Bay design and implementation of water quality treatment measures was an important

consideration and design factor of the system prior to outfall to the Bay which included utilizing
exfiltration trench. Additionally, as the outfalls were existing a review and evaluation of the conditions
of the outfalls was conducted and rehabilitation, upsizing and retrofitting the existing outfalls was a
part of the final design. This project was closely coordinated with regulatory agencies at the outset of
the project and throughout the design to ensure an expedient review and issuance of the permit.

The Chen Moore Team designed a new right turn lane and bus bay from University Drive (FOOT SR
817) into the future entrance to the Town Center component of the Monterra Development in Cooper
City (north of Sheridan Street). The project required the design and construction of two - 9 foot box
culverts (approximately 120 LF), the demolition and relocation of +/- 2,000 LF of water main from Davie
Utilities and doubled the width of +/- 2,000 LF of the existing Central Broward Water Control District
(CBWCD) canal along University Drive. Coordination efforts were conducted with the CBWCD, Town of
Davie Engineering, Town of Davie Fire Marshall, Town of Davie Utilities, Cooper City Utilities, Broward
County and the Florida Department of Transportation. The project was completed simultaneously with

Solano Avenue Roadway Design and Construction Administration, Cooper City, Fl
Chen Moore and Associates designed an over half-mile long roadway that connects Sheridan Street
and University Drive, mixed-use residential areas and the Town Center component of the Monterra
Development in Cooper City. Solano Avenue was designed to create a relationship between the mixed-
use residential, Town Center, pedestrian walkways, parallel parking and green spaces to promote
walkability, social interaction and give the area a sense of community. This required a variance to
reduce and relocate the required berm along the property frontage to the roadways. Chen Moore and

Neighborhood Improvement Project - Traffic Calming, Dania Beach, FL
Chen Moore and Associates designed and administered the construction of a series of traffic calming
elements. The design included 5 roundabouts, 2 raised
intersections, 2 speed tables, 3 raised medians, 2 partial
closures, a bike lane and 10 speed humps. The project is located
SE of Dania Boulevard and US 1 with challenges that included
right of way limitations and easement considerations,
coordination with property owners, roadway elevation
consistency, preserved County lands, and roadway realignments.
The project required coordination with other consultant projects
and agencies. The implementation of these devices will not
only help calm traffic throughout the neighborhood, making
the streets safer, it will also provide more aesthetically pleasing
elements for the residents to enjoy.

The NE 15th Avenue and NE 18th Street Roundabout Safety Improvement project entailed designing
CITY OF FORT UUOERDALE improvements to the existing roundabout at which a significant
N.E.15"'AVEN';':-.~.~p~~:::::::TROUND-ABOUT amount of accidents occurred. The City wanted to modify the
existing roundabout in order to minimize construction costs while
still addressing the existing problems. Chen Moore and Associates
made design suggestions to make the incoming lanes narrower
and have more deflection in order to slow traffic. Chen Moore
and Associates also proposed connecting the bike lanes to the
sidewalk in order to eliminate bicycle traffic from going through
the roundabout.

3. Staffing
The Chen Moore Team feels that its organizational approach to stormwater management and
roadway design and relevant experience will be the most cost effective and time sensitive due to
our focus on being responsive to all of the City's needs. Chen Moore and Assocxiates has 28 full-time
staff including 12 professional engineers, one landscape architect, a general contractor, and engineering
inspectors to additionally support the key personnel detailed below if required.
Dr. Ben Chen, P.E., BCEE is chairman of the firm and will serve as QA/QC for this project. His experience
includes urban infrastructure renewal, roadway design, stormwater management, water and wastewater
treatment facilities design and construction management, facilities planning, environmental studies,
utilities master planning, rate and financial studies.
Peter Moore, P.E., LEED AP is president of Chen Moore and Associates will serve as principal-in-charge

Michael Buick, P.E. has over 11 years of experience and will be responsible for government permitting.

North Miami Beach NE 162nd Street
Improvements. Chen Moore and Associates
was selected as one of the consultants to
participate in the Proud Neighborhoods Capital
Improvement Project for the City of North
Miami Beach. To date, Chen Moore and

these areas has included roadway and drainage

maximum flood elevation, provided a technical
memorandum and submitted final plans. Chen
Moore and Associates worked with the Village of
Pinecrest to review existing conditions and
evaluate the existing stormwater Level of
Service (LOS) within the SW 73rd Road
residential neighborhood from SW 93rd Terrace
to SW 72nd Avenue due to resident concerns.

designed an over half-mile long roadway that
connects Sheridan Street and University Drive,
mixed-use residential areas and the Town
Center component of the Monterra Development
in Cooper City. Solano Avenue was designed to
create a relationship between the mixed-use
residential, Town Center, pedestrian walkways,
parallel parking and green spaces to promote
walkability, social interaction and give the area
a sense of community. This required a variance
to reduce and relocate the required berm along
the property frontage to the roadways. Chen

Monterra Development University Drive
Improvements. The Chen Moore Team
designed a new right turn lane and bus bay
from University Drive (FDOT SR 817) into the
future entrance to the Town Center component
of the Monterra Development in Cooper City
(north of Sheridan Street). The project
required the design and construction of two - 9
foot box culverts (approximately 120 LF), the
demolition and relocation of +/- 2,000 LF of
water main from Davie Utilities and doubled the
width of +/- 2,000 LF of the existing Central
Broward Water Control District (CBWCD) canal
along University Drive. Coordination efforts
were conducted with the CBWCD, Town of Davie
Engineering, Town of Davie Fire Marshall, Town
of Davie Utilities, Cooper City Utilities, Broward

Miami Beach Sunset Islands 1 & 2. Chen
Moore and Associates designed stormwater,
water main, and roadway improvements for the
City of Miami Beach Sunset Islands 1 & 2
neighborhood. As part of the proposed
stormwater and drainage services, extensive
analysis was conducted utilizing ICPR Modeling
and GIS to meet and/or exceed required
storm water Level of Service standards. The
proposed storm water design included the
introduction of catch basins, exfiltration trench
and stormwater piping to effectively collect
stormwater, provide water quality treatment
and route the stormwater to existing overflow
outfalls to Biscayne Bay. As part of the project,
an existing condition assessment of the existing
outfalls was conducted and rehabilitation and
upsizing of the existing outfalls as required was
proposed. This stormwater project due to its
outfall to Biscayne Bay required extensive
permitting coordination with Miami-Dade
County DERM, South Florida Water Management
District and the US Army Corps of Engineers.
Miami Gardens NW 191st Street Drainage
)ImprOvements. Chen Moore and Associates
(CMA) was asked by the City of Miami Gardens
to design the stormwater improvements for the
residential area from NW 9th Avenue to NW
10th Place and from NW 191st Street to NW
193rd Street. The design had a total
construction budget of over $400,000 per a
grant received by the City. CMA evaluated the
existing site conditions to strategically design
roadway, drainage and sidewalk improvements
to meet the most critical needs of the City and
maximize the value of their construction
budget. The design considered elements
related to the pedestrian paths and parallel
parking adjacent to Norland High School. The
project scope included government permitting,
bidding services and construction administration
to support the efforts of City staff.
Marathon MS4 Permitting. Chen Moore and
Associates provided consulting engineering
services for the submittal of the FDEP NPDES
MS4 annual report for the City of Marathon.
CMA also worked with the City to obtain the
renewal of the MS4 permitting for the current
cycle which included development of best
management practice goals, developing public
informational brochures, updating the City's
current storm water ordinance to reflect current
regulations and coordinating supplemental
information with the permitting agencies.
Monterra Development University Drive
Improvements. The Chen Moore Team
designed a new right turn lane and bus bay
from University Drive (FDOT SR 817) into the
future entrance to the Town Center component
of the Monterra Development in Cooper City
(north of Sheridan Street). The project
required the design and construction of two - 9
foot box culverts (approximately 120 LF), the
demolition and relocation of +/- 2,000 LF of
water main from Davie Utilities and doubled the
width of +/- 2,000 LF of the existing Central
Broward Water Control District (CBWCD) canal
along University Drive. Coordination efforts
were conducted with the CBWCD, Town of Davie
Engineering, Town of Davie Fire Marshall, Town
of Davie Utilities, Cooper City Utilities, Broward
County and the Florida Department of
Transportation. The project was completed
simultaneously with the University Drive Canal
Expansion Project. Chen Moore and Associates'
services included roadway, drainage, earthwork
and utility design; government permitting;
conducting public bidding for the Monterra
Community Development District (CDD);
construction observation and closeout services.
Village of Pinecrest Suncrest Dr & Moss
Ranch Rd Drainage Analysis. Chen Moore
and Associates worked with the Village of
Pinecrest to review existing conditions and
evaluate the existing stormwater Level of
Service (LOS) within the Suncrest Drive & Moss
Ranch Road area due to resident concerns.
CMA conducted an analysis of the area,
proVided recommendations for drainage
improvements to meet Village LOS standards,
and provided full design, permitting and
construction document preparation services. As

regulatory agencies during the permitting

Dania Beach - NW 1st Ave
WaterlStormwater. Chen Moore and
Associates was selected by the City of Dania
Beach for the NW 1st Ave project, which
includes replacing existing water main and
providing drainage improvements. The project
area is commercial, where many existing
utilities including gas main, sanitary sewer,
fiber-optic cables and other AT&T / Bellsouth
utilities are located. Therefore the placement of
the exfiltration trench and new water main was
a challenge in this small one way road.
Approximately 1400 linear feet of 12" water
main as well as 700 linear feet of exfiltration
trench have been designed and is currently
within the permitting phase.

Hollywood Stormwater Master Plan
Update. Chen Moore and Associates reviewed
the analysis from the previous Stormwater
Master Plan for the City of Hollywood, which
was completed in 2004, and
prepared the update to the Plan with new
topographic and system data along with recent
drainage improvements projects. Chen Moore
and Associates also updated the ICPR
storm water model for the entire City limits to
)allow the City to assess the performance of
various alternatives for drainage system
improvements. Chen Moore and Associates used
the stormwater model to estimate whether the
system improvements would meet level-of-
service criteria for various storm events. During
the completion of this project, Chen Moore and
Associates was responsible for analyzing the

engineer for one third of the project sites,
including the Franklin Park, Washington Park,

Chen Moore and Associates was also part of a
team of engineers that completed the basis of
design report (BODR), and served as the
project reviewer that made recommendations
resulting in substantial savings to the project's
budget. The St. George East Portion of the
project, which is located SE of Sunrise
Boulevard and NW 31st Avenue involved the
installation of water and sewer improvements,
along with paving and drainage improvements,
landscaping and entry features. The project was
completed on time and on budget and included
emergency change orders related to Hurricane
Clean-Up and approximately 2 miles of 20"

permitting of the roadway improvements to SW
79th Avenue and SW 112th Street, including
the reconfiguration of SW 79th Avenue between
SW 110th Street and SW 112th Street, the
construction of a right turn lane extension from
SW 112th Street onto US-1, and the
construction of drainage improvements to
alleviate flooding concerns along the project
roadways. The reconfiguration of SW 79th
Avenue included the conversion of an existing
bidirectional roadway into a one-way roadway
and the construction of new sidewalk, curb and
gutter, and a parallel parking lane along the
west side of the roadway.
Monterra Development Solano Avenue
Roadway Design and Construction
Administration. Chen Moore and Associates
designed an over half-mile long roadway that
connects Sheridan Street and University Drive,
mixed-use residential areas and the Town
Center component of the Monterra Development
in Cooper City. Solano Avenue was designed to
create a relationship between the mixed-use
residential, Town Center, pedestrian walkways,
parallel parking and green spaces to promote
walkability, social interaction and give the area
a sense of community. This required a variance
to reduce and relocate the required berm along
the property frontage to the roadways. Chen
Moore and Associates' services included
roadway, drainage, earthwork and utility
design; government permitting including PMUD
rezoning; conducting public bidding for the
Monterra Community Development District

4. Approach / Methodology
Chen Moore and Associates has over 25 years of experience in providing consulting civil engineering,
environmental engineering, landscape architecture and planning services for local public sector
clients throughout the state of Florida. Utilizing our extensive experience on similar street and drainage
projects with public sector clients in Miami-Dade County including projects for the Town of Miami
Lakes, the City of Miami Gardens, the City of North Miami Beach, the City of Miami Beach, the Village
of Pinecrest and Miami Dade County we have developed proven, efficient, cost effective methods to
deliver projects to our clients on time and within budget. We work as an extension of our clients as a
trusted advisor familiar with the technical aspects of a project, the regulatory/permitting requirements
and in consideration and communication with all stakeholders involved to ensure a successful project
on time and within budget. We ensure that our clients remain well informed throughout the process
with frequent communication and regular project updates and also that our staff is accessible to handle
any client needs that arise throughout the project. The following details the approach that CMA intends
to utilize for the successful completion of this project for the City of Sunny Isles Beach.
Project Scope
In the undertaking of any project, CMA understands the need to provide innovative and sustainable
solutions on time and within budget. Paramount in achieving a successful project on time and within
budget is to clearly define the scope and goals of the current project. In defining the scope of the
project, the following are some of the factors that will be considered:
. Project goals, timeline and budget
. Any unique characteristics and considerations (resident/hotline complaint logs, special
characteristics, etc.)
. Existing available information (available utility atlases, as-builts, operating reports, etc.)
. Additional information that will need to be obtained (survey, geotechnical studies, traffic studies,
etc.)
. Potential impacts of construction to: parking, bus routes, emergency access and vehicular flow;
pedestrian routes; community events; existing utilities; etc.
. Project stakeholders (affected residents, HOAs, public agencies, etc.)
. Regulatory authorities having jurisdiction and permitting agencies
. Project funding
. Construction requirements and limitations
At the outset of the project it is necessary to clearly define the scope of the project and the project
goals for all concerned parties to ensure the successful completion of the project.
Existing Site Assessment & Planning
In preparation of this proposal, CMA has already completed a number of existing site assessment tasks
for this project to become familiar with the project area. Additionally, these completed initial tasks
will result in time savings to the project and to the City of Sunny Isles Beach as we have procured the
following information and are ready to implement it into the proposed project:

. Utility atlases and/or as-built information
CMA has requested a locate design ticket, is already aware of existing utilities within the project area
and has requested available utility atlases and/or as built information for the following utilities:
Water - Water service is provided by the City of North Miami Beach Utilities. Water mains are
12" in size and are approximately located on the North side of the project area.
Sewer - Sewer service is provided by Miami Dade Water and Sewer Department. Gravity sewer
mains 12" and 15" in size are located approximately at the centerline of the right-of-way.
AT&T - Existing AT&T utility lines exist within the project area along with utility cabinets located
on the north side of the project area.
FPL - Existing FPL underground utility lines exist within the project area along with utility
cabinets located on the north side of the project area.
Hotwire - Received confirmation that Hotwire has no conflicting utilities within the project
area.
TECO - Forwarded information to obtain existing utility information to coordinate proposed
improvements.
City of Sunny Isles Beach Stormwater - Existing stormwater inlets, pipes and outfalls exist
within the project area.
FOOT Stormwater - Existing stormwater inlets and pipes exist within the project area along the
connection of Collins Avenue with NE 174 Street.
Miami-Dade County Public Works - Existing traffic signals and control boxes exist within the
project area near the intersection of Collins Avenue with NE 174 Street.
City of Sunny Isles Beach Street Lighting - Existing street lighting and electrical wiring is located
within the project area.
. Existing available topographic information
CMA has utilized existing available UDAR data to review elevation data within the project area. A
preliminary assessment of the UDAR data
completed to identify low elevation points and
general runoff characteristics of the project area.
. Existing property/parcel information
CMA has utilized existing available GIS parcel and

The existing available data can be obtained from a variety of sources including the City itself, utility
owners, regulatory agencies, other government agencies and available published data.
In addition to reviewing existing available information, CMA will conduct a project-specific site visit to
identify features that may not have been identified in existing documentation and to review existing
conditions as they exist today. Based on a site visit and review of existing data, CMA can supplement
the existing data with only the required additional information, thereby providing an efficient and
cost effective existing conditions analysis of the project area. Additional information that is typically
requested includes additional survey data and site-specific geotechnical information, which would be
provided by our subconsultants.

Stormwater Modeling
It is often necessary to model existing and/or proposed conditions as part of a drainage project during
the design phase of the project. CMA is familiar with various modeling programs and software. Typical
software and programs implemented include:
AutoCAD Civil 3D
ICPR by Streamline Technologies
Storm CAD
Microsoft Excel
SWMM
Cascade
GIS analysis and tools
CMA first uses GIS analysis to create a three dimensional model of the existing ground surface within
the project area to identify the points of high elevation that create the drainage basins and the low-lying
areas where ponding could occur during rainfall events. StormCAD is used to estimate the flow conditions
within utility pipe networks and to size the utility components to handle the existing and/or future
flows. We can utilize the three dimensional model of the existing ground surface to calculate proper
cover for utility pipes and to create utility profiles based on slope and minimum invert requirements.
StormCAD is also used to calculate friction losses and size pipes for various flow scenarios. As such,
the plan and profiles for underground utilities can be designed and laid out with the assistance of our
modeling software. CMA also utilizes our software for an additional check of possible utility conflicts
and to determine where pipes must be offset.
Due to our extensive experience with projects similar to NE 174th Street, we are the best prepared firm
for this project. CMA has conducted a preliminary three dimensional modeling to analyze the NE 174th
Street project area. The project area has elevations ranging from 3.75' to 7.75' (NGVD 29). As shown in

meet the City's Level of Service
standard in this area. This will require
coordination of a Class I Permit with
Miami-Dade PERA, an Environmental
Resource Permit (ERP) through South Florida Water Management District (SFWMD) and construction
along North Bay Road.

From our preliminary information, there is an existing outfall located along North Bay Road. The size
and condition of this outfall is unknown. Upon approval and further research, connection to the existing
outfall may be a possible design alternative if there is adequate available capacity within the existing
outfall system. The existing system including the outfall will need to be retrofitted with current design
standards including pollution retardant baffles and manatee grates. If further evaluation supports
utilizing the existing outfall system, a simplified regulatory permitting process can be expected resulting
in time savings to the project.
The installation of a gravity well was also reviewed during the preliminary analysis of proposed
solutions. Since the groundwater table is located at 2.00' (NGVD 29) and the lowest crown of road
elevation is at 4.75' (NGVD 29), limited head is available for discharge to a gravity well. Due to the
limited head condition and the higher cost for the construction of a gravity well, the alternate solutions
discussed above would be more cost effective and provide better value to the City, residents and other
stakeholders.
Upon approval and Notice to Proceed, we will finalize our design and submit for comments.
Roadway Design
CMA has extensive experience in the design of improvements to existing roadways. Our engineers are
well versed in the latest Miami-Dade County Traffic Engineering
Department (MDTED), Florida Department of Transportation
(FOOT) and Federal Highway Administration (FHWA) Design
Standards. We have recently successfully completed projects
with municipalities such as City of Miami Beach, Town of Miami
Lakes, Village of Pinecrest and City of Miami Gardens. From our
site observations, traffic calming features have been implemented
in the project area and additional traffic calming features may be
reviewed. Additionally it was noted during our site observations
that signing and striping components, ADA elements, pedestrian
crosswalk elements should be a component of the project to
meet current code requirements.
Project Design
Upon final review and analysis of existing conditions along with
initial modeling efforts, alternatives can be developed for review
with City of Sunny Isles Beach Staff and the Miami-Dade County
Permitting, Environment and Regulatory Affairs (PERA formerly
DERM) staff, as necessary, to achieve identified project goals. Based on initial analysis, proposed
alternatives will be presented to the City of Sunny Isles Beach along with an estimated project budget,
a time line to complete the project, and an achieved level-of-service goal. In addition, CMA will identify
the constraints of the proposed options. CMA will review the proposed alternatives with City staff,
answer any questions/concerns raised by the City, and receive City input to identify the best solution
to achieve the project goals. Once the best alternative is identified, CMA will develop proposed project
plans and bidding documents to construct the proposed project.
As part of the project design, CMA utilizes the latest available software to develop construction
documents. The Chen Moore team typically implements the latest versions of AutoCAD, AutoCAD Civil
3D, GIS and Microsoft Office programs to develop construction plans
and contract documents.
Having worked almost exclusively with public clients, the Chen Moore
team has a proven ability to accurately and expeditiously handle the
project delivery method of a public client, most of which are quite
similar, as most procurement is part of State statutes.
Another important part of the project design is the project cost
estimate. CMA uses two main methods for determining accurate unit
prices in order to arrive at an accurate cost estimate. The first method
is to consult with the construction management staff to determine
the current bidding climate. The second method is to consult with
other public sources, such as various municipal and county purchasing
websites, to follow patterns in the bidding of other similar projects.

Permitting
For any construction project, permits and required regulatory agency approvals from authorities having
jurisdiction are required. Since the approval of permit applications can define the schedule of a project,
CMA researches the needs and time frames for permits as far in advance as possible. Typical agencies
that may have jurisdiction on a proposed project within the City of Sunny Isles Beach for roadway and
drainage projects are listed below:

CMA is based in Miami-Dade, Palm Beach and Broward Counties and performs most of its work within
the Tri-County Area. As such, our familiarity with the regulatory agencies goes beyond the norm and
has grown to a successful, first-name-basis relationship.
Coordination
Coordination is another aspect of the project that will start at the very beginning. Through experience,
CMA has learned that a project can only be successful when open lines of communication exist between
the Engineer and the City, the public, various agencies, services and other consultants. Only by working
together can every stakeholder feel that their individual experience contributed to the successful
completion of the project.
Coordination with the City
When a project commences, the Chen Moore Project Manager establishes communication with the
City through regular phone and
email correspondence. This practice
is continued through the duration
of the project in order to ensure
a successful project. Our project
manager's have experience leading
project progress meetings, briefing
elected officials, participating in
construction meetings, meeting with
regulatory agencies and speaking at
public meetings involving citizens
and residents. CMA is also available
to attend City Commission meetings
upon request.
Construction Administration
The in-house construction
engineering inspectors at CMA are
backed up by years of experience
and the assistance of the engineers assigned to the project. The Chen Moore Team is very familiar with
the entire bidding process. Recent experience involved large construction contracts going to bid as part
of the Miami Beach Capital Improvement Projects and Broward County Neighborhood Improvement
Projects. However, in many instances, smaller contracts were processed for various projects in
municipalities throughout South Florida such as the City of Miami Gardens and the Village of Pinecrest.
At many different capacities, the Chen Moore team can administer all the bid process needs of the City
of Sunny Isles Beach.

Depending upon the specific needs of each project, the Chen Moore Team will make construction
inspectors available full-time, or available at critical junctures in the project process, for certification
and testing. It is essential during construction to have ongoing communication between the Client,
Contractor, Consultant and Community.
One important aspect of clarification is between the community and the client. This cannot be
overlooked. The construction phase is when most residents and/or business owners notice changes
occurring, along with disruptions. It is during this time that most residents start paying more attention
to the actual changes taking place. It is extremely important to keep an ongoing dialogue with the
residents to explain why certain aspects were designed as they were and what the overall benefits will
eventually be.
The Chen Moore team also realizes that even with the best planning, pre-investigation, design and
communication, changes can occur during construction. The most effective way of dealing with changes
is to try to anticipate them, provide alternative solutions quickly, which are acceptable to both Client
and Contractor, and negotiate with both entities to minimize additional costs. Often times, changes
can be made on site without the need for the change order process. CMA has built a reputation of
administering projects in a way which minimizes change orders and the costs associated with them.

Bid Title: CIVIL ENGINEERING SERVICES TO DESIGN STREET AND DRAINAGE
IMPROVEMENTS
The undersigned Proposers proposes and agrees, if this Bid is accepted, to enter into an agreement with
The City of Sunny Isles Beach in the form included in the Contract Documents to perform and furnish all
Work as specified or indicated in the Contract Documents for the Contract Price and within the Contract
Time indicated in this Bid and in accordance with the other terms and conditions of the Contract
Documents.
The Proposers accepts all of the terms and conditions of the Advertisement or Request for Qualifications
and Instructions to Proposers, including without limitation those dealing with the disposition of Bid
Security. This Bid will remain subject to acceptance for 90 days after the day of Bid opening. The
Proposers agrees to sign and submit the Agreement with the Bonds and other documents required by the
Bidding Requirements within ten days after the date of the City's Notice of Award.
In submitting this Bid, the Proposer represents, as more fully set forth in the Agreement, that:
The Proposer has familiarized himself/herself with the nature and extent of the
Contract Documents, Work, site, locality, and all local conditions and Law and
Regulations that in any manner may affect cost, progress, performance, or
furnishing of the Work.
The Proposer has given the City written notice of all conflicts, errors,
discrepancies that it has discovered in the Contract Documents and the written
resolution thereof by City is acceptable to the Proposer.
This Bid is genuine and not made in the interest of or on behalf of any
undisclosed person, firm or corporation and is not submitted in conformity with
any agreement or rules of any group, association, organization, or corporation;
the Proposer has not directly or indirectly induced or solicited any other
Proposers to submit a false or sham Bid; the Proposer has not solicited or
induced any person, firm or corporation to refrain from Bidding; and Proposer
has not sought by collusion to obtain for itself any advantage over any other
Proposers or over the City.
The City and the successful Proposer will establish completion times for each individual Work Item and
the successful Proposer agrees that the work will be completed within the time frames agreed upon and
stipulated in the individual Purchase Orders and/or Notice to Proceed.
