This project involved the widening and reconstruction of this major urban arterial intersection and was accomplished through an agreement between the FOOT and the City. It included extensive utility coordination, resulting from the widening of SR-7, drainage improvements, signalization and lighting. The project consists of the reconstruction, addition of auxiliary lanes and resurfacing of the 1-595 mainline (including associated improvements to frontage roads and ramps), and a new reversible express lanes system in the 1-595 median. Under Mr. Stanton's direction, FRA is providing SUE services to support the design and construction for approximately 15.5 miles of the interstate highway system. FRA provides designation of all requested underground utilities by means of electromagnetic and ground penetrating radar (GPR). In addition, we are providing utility locations using the vacuum excavation method for approximately 1500 possible utility conflicts. Our in-house surveying group is providing the necessary survey support so we may deliver a standalone product certified by a professional Land Surveyor. We provided a Fiber Optic Cable (FOC) communication distribution facility (Trunk, Drop, and Lateral Cables), full CCTV coverage of the project area; provide fiber communication to existing CCTV's, OMS's and HAR's (conduit infrastructure only) as well as Electrical Power Service to the proposed CCTV and communication field equipment. Bearing capacity and settlement evaluations have been an integral part of preparing shallow foundation recommendations for most structures. Mr. Ramos has been involved with roadway projects requiring evaluation of embankments bearing on soft soils, in particular the widening of five miles of State Road 5 (U.S. 1) near Key Largo. The stability of the new embankments was provided with geogrid layers. DEEP FOUNDATION SYSTEM RECOMMENDATIONS Deep foundation system recommendations have typically consisted of driven piles, augercast piles, Franki piles, pin-piles, micropiles and drilled shafts. The geotechnical analysis of the bulkhead system included the weight of one side of a gantry crane transferred through eight wheels. The other side is supported on an independent pile system. The work included the field data collection and the design of cantilever retaining walls and recommendations for sheetpile construction. Provided evaluation of the existing bulkhead system that consisted of an old anchored steel sheet pile. The existing bulkhead was in poor conditions. The new system consisted of a cantilever steel sheetpile with an oversized section modulus to avoid the use of anchor and minimize the disturbance of contaminated soils behind the existing bulkhead. The new sheepile wall extended from the northeast corner of Bicentennial Park with the MacArthur Causeway Bridge, continued along the east side of the park, the American Airline Arena and ended near Dodge Island Bridge. Based on the information collected, we have prepared this approach to the project. EXISTING CONDITIONS This contract is for the preparation of 100% complete design development for the construction of a drainage system along 174th Street (see attached aerial) from Collins Avenue west to just beyond the first complex curve. The envisioned drainage system shall alleviate the stormwater runoff on the roadway in the area. The existing drainage consists mainly of curb inlets and valley gutter inlets located on both sides of the street. The system is maintained by the City of Sunny Isles Beach Stormwater and Street Maintenance Department. The stormwater system receives runoff from the roadway and some offsite areas, between Collins Avenue and east of North Bay Road. We made an effort to obtain existing as-built plans of the stormwater system but they were not available. ) During our site visit, which was just after a storm event, we noted that there was standing water at depressed areas located on the southbound side of the street approximately at 230 174th Street, Tower 300. There are no drainage structures at these low points to collect the runoff, The pavement is also cracked and deteriorated, See pictures 1 and 3. Information related to the existing drainage system design, including plan layout, drainage maps and calculations were not available, Even though the existing drainage system is maintained by the City of Sunny Isles Beach, the stormwater system was built when it was part of unincorporated Miami Dade County, We will make an extra effort to try to locate this information during the design phase. The land use is medium to high residential and neighborhood business. The project area contains mainly residential condominiums. The soil types are Urban land-Udorthents Association, Soils of the Freshwater and Sawgrass Marsh. The canal has mangrove vegetation and has been identified as a wetland in the General Permit application Number 050214-5 with SFWMD. The vegetated area is known to contain wetlands capable of sustaining halophytic vegetation (i.e. coastal wetlands) and has been documented to include mangroves. This wetland could be impacted by the proposed project if an outfall is proposed to this canal. ANALYSIS AND DESIGN RJ Behar is a multidisciplinary Engineering firm specializing in civil engineering, stormwater master planning, drainage improvements, transportation planning, traffic engineering, roadway design, water and sanitary engineering, utilities engineering and construction management. We are extremely qualified for this project and have designed miles of French drains and hundreds of injection wells, Mr. Juan H Vazquez, PE, our proposed Project Manager, was coauthor of the Florida Department of Transportation Exfiltration Systems Design Manual and specifically wrote the Injection well design portion of the manual. Our Design Approach will follow the steps listed below: 1. COMPLETE DA TA COLLECTION We have gathered a considerable amount of available information for this project. During design we will obtain any other available information needed. We propose to research the files of regulatory agencies having jurisdiction in the project area. This information should serve as a baseline of the drainage design improvements which will lead us to the best approach. ) Geotechnical exploration will be necessary to obtain data necessary to perform the required percolation analysis and to design the proposed improvements. The firm of HR Engineering (HRES) will be in charge of these services. They are located in Miami-Dade County and have ample experience with soil conditions in the area. We have worked together with HRES in more than 50 projects. They have indicated that the percolation maybe around 10-5 to 10-6 west of Collins Avenue. Data will be necessary for design of any injection wells. We have developed relationships with local well drillers that have data of injection capacities in the area, From previous permits in the area, we have found that there are wells in the proximity of the project. The design capacity of those injection wells was 750 gpm per foot of head. This is considered a good discharge capacity, Survey information will be necessary to develop drainage design and construction plans. FR Aleman will be in charge of topographic surveys, easement descriptions and plans, and utility explorations (SUE services). We have worked with them on several projects, Mr. Fernando Z. Gatell, P,S.M. is the Director of Surveying & Mapping for F.R. Aleman & Associates, Inc. He is responsible for all related operations. Mr. Gatell has over 35 years of experience, which covers all of the facets of Surveying and Mapping, from complicated boundary disputes to right-of-way, engineering, design, environmental, GPS, construction and specialized surveys. Also, a field visit will be conducted to familiarize the staff with critical areas that need particular attention and to identify any conditions that were not included in the data collection. In addition, current permit criteria require that the predevelopment discharge or set limited rates are not exceeded after improvements. 3. PREPARE CONCEPTUAL SURFACE WATER MANAGEMENT PLAN ALTERNATIVES y Work with the City and permitting agencies to identify proposed stormwater management facilities and alternatives while minimizing environmental impacts and construction costs, y Prepare proposed pervious-impervious coverage ratios, stage storage relationships, requirements and design storm flood stages for each sub-basin. y The computer models developed for the existing drainage conditions shall be modified to analyze alternative stormwater management plans, such that it meets regulatory requirements for flood protection. Post development condition runoff hydrographs, peak discharges and stages are calculated based on the proposed and selected development plan. y Preliminary cost estimates will be completed for comparison and evaluation of the effectiveness of the different alternatives, y Prepare a Surface Water Management and Improvements Recommendations Report with documentation and information as may be required by the permitting agencies. The report will include data collected or generated during previous tasks, Comments will be incorporated into the Final Report. ) AL TERNATIVES RJ Behar has evaluated several alternatives that could be studied for this project. A. Implementation of exfiltration (French drains) systems as a closed system. This alternative will consist of constructing a French drain system along the roadway right-of-way possibly connecting new and existing inlets. Some of the roadway and sidewalks are in bad condition, therefore this alternative would be combined with I partial reconstruction of the roadway to raise some low areas and re-establish the pavement conditions. ! In order to avoid impacts at the back of sidewalk profiles, the rest of the street can be milled and resurfaced maintaining existing elevations. [III R.).Behar R. J. BEHAR & COMPANY, INC. I RFQ No. 11-11-02 I 4 In the areas where the new French drains will be constructed, the complete lane will need to be re-constructed due to the excavations, The percolation values we found in projects near the area are very low in the range of 10 -5 to 10 -6. Based on these values, this alternative will most likely only provide marginal improvements. The advantage of this alternative is lower cost and it is more easily permitted. -, B. Implementation of exfiltration systems in combination with injection wells. In this alternative, the injection well is the disposal system, while the French drains provide water quality treatment prior to injection. This alternative avoids the need for a new outfall, making it the second easiest to permit and implement. ) - Injection Well French Drain ! N Since the percolation in the area is low, this alternative provides for the use of the wells for additional disposal capacity. Our Stormwater Department provides the services necessary to complete designs and construction documents, as well as permit services required on this project. DESIGN PLANS The preparation of the plans will have a design development portion and a final plans preparation portion. The desiqn development phase is one of the most important phases since it establishes all the criteria, concept and scope of the design. We place a lot of emphasis in this phase since a well defined and agreed concept allows for the following final design phases to proceed on schedule.
