HomeMy WebLinkAboutReso 2012-1840 RESOLUTION NO. 2012- f940 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, URGING MIAMI-DADE COUNTY TO REJECT ANY AND ALL LARGE SCALE SPECIAL EVENT REQUESTS PLANNED FOR HAULOVER PARK; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO MIAMI-DADE COUNTY MAYOR AND MEMBERS OF THE BOARD OF COUNTY COMMISSIONERS; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Miami-Dade County is considering approval for a large scale special event known as "Funks ion" featuring the Swedish House Mafia; and WHEREAS, this large scale special event is expected to bring tens of thousands of persons to Haulover Park; and WHEREAS, large scale special events such as this create a huge disruption to the residents and businesses of Sunny Isles Beach, taxing City resources such as police and infrastructure to their maximum levels; and WHEREAS, the limited ingress and egress to the barrier island area, and Haulover Park, specifically means that Sunny Isles Beach residents will suffer disproportionately, when compared to other residents of Miami-Dade County, for these large scale special events; and WHEREAS, large scale special events such as this have an adverse effect on traffic in the City, making it virtually impossible for public safety agencies to respond to emergencies in a timely manner; and WHEREAS, Sunny Isles Beach will have to bear a huge expense in additional police staffing, traffic control, and public works department preparations during this and other large scale special events; and WHEREAS, Haulover Park is a natural treasure, the tranquility of which is detracted from by such large scale special events. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Recommendation to Miami-Dade County. The City Commission urges Miami- Dade County to reject any and all requests for large scale special events to be held at Haulover Park, including the Funksion Event, that would impose on the City any or all of conditions previously stated. The City Clerk is hereby directed to transmit a copy of this Resolution to the Miami-Dade County Mayor and Members of the Board of County Commissioners. Section 3. Authorization of City Manager. The City Manager is. hereby authorized to do all things necessary to effectuate this Resolution. Section 4. Effective Date. This Resolution will become effective upon adoption. Cohen, City Manager DATE: January 19,2012 RE: Resolution Urging Miami-Dade County to Reject Large Scale Special Event Requests for Haulover Park RECOMMENDATION: Attached for your consideration is a Resolution urging Miami-Dade County to reject large scale special event requests planned for Haulover Park that have an adverse impact on the City. REASONS: Miami-Dade County is considering approval for a 4-day long large scale special event known as "Funksion" a concert event which is expected to bring tens of thousands of people to Haulover Park. Large scale special events such as this one creates a huge disruption to the residents and businesses of Sunny Isles Beach, taxing City resources such as police and infrastructure to their maximum levels. The limited ingress and egress to the barrier islands, and Haulover Park specifically, means that our residents will unduly suffer due to these large scale special events. These events have an adverse effect on traffic in the City, making it virtually impossible for public safety agencies to respond to emergencies in a timely manner, and making it extremely difficult for City residents to access their homes, particularly those living in the south part of the City closest to Haulover. City residents in the south part of the City will also be subject to the loud noises generated from such events. Sunny Isles Beach will also have to bear a huge expense in additional police staffing, traffic control, and Public Works Department personnel. Haulover Park is a natural treasure, the tranquility of which is detracted from by such large scale special events. This Resolution is urging Miami Dade County to reject any and all requests for large scale special events to be held at Haulover Park that would impose on the City the above mentioned conditions. ~b~-ltJ.. Agenda Item \OL J - ,q -I ~ Date Fred Moos Chief of Police January 23, 2012 Honorable Carlos Gimenez, Mayor Miami-Dade County 111 NW 1st Street Suite 2910 Miami, Florida 33128 Dear Mayor Gimenez: There has been considerable concern and voiced protest from the municipalities surrounding Haulover Park (a Miami Dade County Park) regarding a prospective event and concert to be held during March 21, 22, 23 and 24, 2012, at that location. One of the components of the (4) four day event called "FUNKSHION" is a concert with a DJ. that draws many thousands of people to that venue. This particular concert was previously held in the City of Miami Beach and the "after action report" of the police department expressed many concerns for public safety. The report was not favorable in several areas including traffic, crowd control, excessive numbers of people who became unruly and overselling of the event. The residents of the surrounding communities of Bal Harbour, Surfside, Bay Harbor Islands to the south and Sunny Isles Beach to the north, have expressed deep concern for their safety and welfare. They are quick to remind city officials of how during previous events, they "felt trapped as prisoners in their own homes" when traffic was so congested and bottle necked that they could not make ingress or egress from their homes. In essence, the infrastructure of the roadways along SR AlA and the size of the parking lots are not conducive to events that draw so many vehicles and persons that traffic and public safety is compromised in all neighboring cities. Several of the city commissions as a result of the public sentiment of their constituents have passed resolutions expressing their discontent with such events and have asked each of their public safety leaders to bolster that position with a letter of concern for public safety. .
