This Request for Qualifications (RFQ) includes a summary of the team's experience with the requested types of site/civil projects and key project team resumes. ) Coastal Systems specializes in designing drainage for low-lying areas on barrier islands, having designed stormwater management systems for over 50 public and private projects in Miami Beach. The firm pioneered an outfall control structure design that is now a design standard for the City of Miami Beach Public Works Department, and this outfall design has been successfully implemented for several Right- of-Way Projects in the City of Miami Beach. The design and permitting of a high capacity outfall is crucial to the success of this project in the City of Sunny Isles Beach. Coastal Systems has an established working relationship with the City, having provided coastal engineering services for the City in 2008 to evaluate beach erosion hot spots. QUALIFICATIONS ._~ M" \ } ~ Miami Beach Standard Tideflex Outfall Structure The Coastal Systems engineering team works closely with diverse project teams to provide engineering services for site development and Right-of-Way projects. Paving, grading and drainage design services are provided along with water and sanitary sewer services. Working relationships are also maintained with state and local regulatory agencies to facilitate plan compliance with applicable codes and regulations. Coastal Systems is uniquely organized with engineering and permitting staff in-house to address environmental resource and coastal constlUction permits that may be required. The best civil works project is the one you do not notice because it functions smoothly and seamlessly with the surrounding environment. The Coastal Systems team has a proven track record in completing high quality infrastructure improvement projects that include paving, grading, drainage, water and sewer, landscape and related elements. The Coastal Systems team uses a variety of tools to ensure a positive experience for the various user groups as well as minimization of client costs and maintenance issues. Our dedication to open lines of communication and proven project management strategies reduces the amount of client oversight required and streamlines all phases of project implementation including production of plans, securing permits, and facilitating the bid and construction phase of the process. Barrier island stormwater management design is a unique, specialty consulting service provided by Coastal Systems. With in-house civil/coastal/waterfront engineers, the team is experienced in designing challenging drainage systems on Miami- Dade County's barrier islands for both private and public sector clients. Coastal Systems has completed over 10 Right-of-Way paving/grading/drainage design projects for the nearby City of Miami Beach with similar groundwater and elevation conditions as Sunny Isles Beach. All of these projects required a combination of drainage systems common in South Florida, including drainage wells, exfiltration trenches, and outfalls to Biscayne Bay. Coastal Systems pioneered a unique outfall structure that is now a standard for the City of Miami Beach as shown in the graphic on this page. This structure incorporates a Tideflex valve that is fully serviceable within a concrete drainage structure. Due to local tidal conditions, the outfall elevation is critical for the performance of the drainage system, and the Tideflex valve prevents the influx of bay water into the storm drains. The hydraulic performance of the proposed outfall for this project is critical to hydraulic performance of the new drainage system, and Coastal Systems has extensive experience permitting the outfall through the County's Class 2 Permit program administered by PERA (f.k.a. DERM). , J - -~=; ~. --~J _== \.._::..11', <M t",,=-, I Coastal Systems has designed over 50 drainage wells for public and private clients in Miami Beach and other areas of Southeast Florida. These wells have been gravity wells, and Coastal Systems understands the unique requirements for the successful performance of these wells. Coastal Systems is not a proponent of pressure-injected drainage wells, and does not believe these types of wells are the proper approach for this project. Some gravity wells may be suitable for this application, however ideally the use of the outfall would be optimized to minimize the cost and the additional permitting through the DEP for drainage wells. ) p.~ The following is a line-by-line response to the scope of work outlined in the RFP: Miami Beach Standard Tideflex Outfall Structure Surveying - Coastal Systems will manage Haddon to provide the required Right-of-Way topographic survey for the project. This firm will also complete a subsmface utility location survey within the project limits. Design Calculations - Coastal Systems regularly prepares drainage calculations in the standard format required by Miami- Dade County and/or the South Florida Management District. Hydrology and runoff calculations are completed, and the treatment and conveyance designed accordingly. Coastal Systems regularly prepares calculations for local drainage projects, so the firm understands the requirements and limitations of the agencies relati ve to each type of system. Construction Plans and Specifications - Coastal Systems prepares detailed construction plans based on the engineering design and the required standards of the municipality and/or the County. Coastal Systems has planned and designed roadway protection and restoration for a variety of projects for municipalities including City of Miami Beach, City of Dania Beach, and City of Miami. Pavement restoration will be minimized, to the fullest extent possible, to avoid costly pavement overlays. Permitting - regulatory permitting specialists are on staff at Coastal Systems and work closely with the engineering team to confirm the agencies that have jurisdiction over the project. This project will require an Environmental Resource Permit (ERP) for the proposed drainage improvements. This permit is based on the SFWMD guidelines, and this agency will likely have jurisdiction unless Miami-Dade PERA will process the ERP under an operating agreement with PERA. In addition, a Class 2 permit is required from PERA for any proposed outfalls. Easements - the design will be optimized to remain in the public Right-of-Way, however if necessary Hadonne will provide the easement surveys for Coastal Systems to prepare easement documents. This experience includes the planning and design of urban, barrier island stormwater management systems as summarized in the following pages. ) Capri Southbeach Streetscape, Miami Beach, Florida Coastal Systems provided streetscape design services to improve the Right-of-Way for 16th Street and Lincoln TeITace street ends as part of the Capri South Beach Project. Capri South Beach encompasses three (3) distinctive buildings on nearly 500 feet of watetfront on Biscayne Bay. The streetscape improvements included decorative pavers along with parking, sidewalks and landscaping to accommodate adjacent residences as part of the overall neighborhood improvements. Prior to construction of the streetscape, Coastal Systems designed underground utilities. The Lincoln TeITace street end is approximately 325 feet long and required the design of a 12-inch water main extension. Similarly, the 16th Street extension is approximately 400 feet long, and required an 8-inch water main extension as well as the slip lining of an existing 8-inch sanitary sewer line. Both street ends were low in elevation and adjacent to the bay and presented challenges for the drainage design. Detailed topographic surveys were obtained to determine the drainage area for the Right-of-Way for use in the hydrology study. Coastal System designed the stormwater management for the 19- acre site which included a system of drainage retention areas in conjunction with deep water injection wells to prevent any runoff into the bay and inlet. The drainage design was completed in close coordination with the landscape architects to ensure the design vision was maintained throughout the project. Potable water and sanitary sewer services to the park were also designed. Coastal Systems secured coastal construction and environmental resource permits for the site from the Florida Department of Environmental Protection (DEP). The permitting process required extensive coordination with the design team to ensure compliance for the planned park improvements with the stringent coastal and environmental permitting requirements. The parcel is approximately 45.69 acres with approximately 36.84 acres of impervious area, approximately 2.89 acres of landscape area, and 5.87 acres of retention areas which includes the retention pond. The site experienced flooding of the loading dock areas during rainfall events impacting business operations. Coastal System conducted a study and provided the client with an engineering report, permit plans to improve the drainage system, permit modifications and construction administration services. The major components of the design included a pump station to handle all the rainwater from the impervious area capable of discharging 4,500 gpm. ApPROACH AND METHODOLOGY Coastal Systems' professional license is enclosed on the following page. ) Coastal Systems is accustomed to providing technical depth and manpower to address these issues on a timely basis to keep the permitting process moving forward as environmental permitting is most always on the critical path of the project schedule. The Coastal Systems team will utilize project management and delivery methods for the City of Sunny Isles Beach that has been successful with other local municipalities over the years. These strategies have included the following: . Define appropriate scope of services and project implementation plan with schedule. . Conduct Project Kick-off meeting to ensure the City's requirements are identified in the early stages of the project. . Begin the environmental permit application process as quickly as possible to begin the time clock on permitting. . Conduct topographic, boundary and underground utility survey to prepare detailed base map for engineering design. . The South Florida Water Management District (SFWMD) is the state agency with jurisdiction over most stormwater management projects. PERA may have delegated authority. . Maintain open communication with regular updates to the City on the permit processing. . Involve the City in all agency negotiations throughout the permit process to ensure that City staff hears the agency concerns first-hand. . Prepare comprehensive responses to agency Requests for Additional Information (RAI). . Begin Design Development and Construction Documents as the permitting are being confirmed through the process. . Drainage System Design - Once the site conditions are understood, then the proposed improvements need be overlaid onto the existing conditions so the grading and drainage can be designed. Modern civil engineering tools such as Civil3D can be utilized to provide cut/fill, roadway alignment and cross sections for earthworks calculations. The drainage design needs to be completed in accordance with engineering industry practice and environmental regulatory requirements. Standard runoff curves and rainfall intensity curves are utilized to estimate runoff under the existing conditions scenario along with the proposed site plan. The South Florida area is typically flat and at lower elevations, therefore the design of the conveyance system has to be completed carefully with appropriate piping and structures to ensure proper drainage flow. Normally a combination of drainage systems are utilized that may include drainage wells, outfalls, retention ponds, exfiltration trenches, or swales. Coastal Systems completed the engineering design, environmental permitting and construction administration services for the Bayfront Steetends Project located along Biscayne Bay in the City of Miami Beach. Coastal Systems designed and secured environmental permits for streetend waterfront improvements at four (4) locations: 1) Island View Park, 2) South Shore Drive, 3) 10th Street and 4) Lincoln Road. Each streetend consists of bulkhead replacement, streetscape improvements (paving, grading, lighting and landscaping), and stormwater management improvements. The scope of services included hydrographic surveys, marine resource (seagrass) mapping, engineering design, environmental permitting (including Miami-Dade DERM), and assistance to the City with bidding and contract award as well as construction administration. The total cost of construction for the Island View Park Project was approximately $350,487, the Lincoln Road Project was approximately $633,822, and 10th Street is scheduled for construction in March 2012 with a budget of $945,640.
