Our experience includes program management} civil engineering} surveying} permitting} construction management} roadway design} hurricane recovery and debris monitoring services} among other types of services. CSA Group is further comprised of a talented group of experienced professionals well respected in the engineering community. CSA Group provides the diversity and level of experience in technical matters as well as strong managerial capabilities that will assure that the project will be completed in a timely manner and with the highest degree of quality. CSA Group offers strong local experience in the proposed disciplines and various important attributes that qualifies us for this very important project. It is these qualifications that place our firm at the top of the list to perform the contract requirements. r 1 I l I <1 r I Furthermore} since the proposed improvements relate to drainage improvements} CSA Group is the FDOT District Six}s General Consultant for drainage related projects. Also} we are FDOT District Six}s Local Agency Coordinator (LAP). Many of the LAP projects consist of drainage improvements. We have acquired the knowledge in managing these projects to understand the funding and schedule mechanisms required to successfully see these types of projects from the design phase to final construction. Project Budget: $1,000,000 The general objective is to perform engineering services required to prepare a set of contract plans to be used by a selected contractor and include project elements for roadway, signing and pavement markings, signalization, lighting, landscaping and right-of-way services for the Department. Consul- Tech will provide design, drainage analysis, design and right-of-way surveys, environmental services, field investigations, geotechnical, utility adjustment plans, signalization, structural, lighting and landscape plans for roadways, structures, minor bridge design, intersections, and interchanges, S.R. 874 KILLIAN PARKWAY Engineering/Design Miami-Dade Expressway Authority Completion Date: November 2007 Project Budget:$94,000,OOO Project includes modification of the Killian Parkway Interchange with an addition of a separate westbound Killian Parkway to s.w. 107th Avenue ramp over State Road 874, widening ofthe southbound - S.R, 874 bridge and ramp to northbound s,w. 107th Avenue, provisions for new northbound and southbound mainline toll plazas and noise abatement walls to include reconstruction and/or widening of the mainline S,R, 874 between north of s,w. 117th Avenue to the south side of the structure over Kendall Drive, The project included roadway, bridges, building structures, toll facilities, intersections, interchanges, geotechnical services, surveys, drainage, signing and pavement markings, signalization, lighting, utility coordination and relocation, landscaping, maintenance of traffic/traffic control, cost estimates, environmental permits, public involvement, noise abatement analysis, specifications and all necessary items for a complete design, 1 l ~l ~l ~1 ~l 1 ~ I ~ I ~ ] r I r I I l J r I , J , I , j , I LJ L J S.R. 826 (PALMETTO EXPRESSWAY) @ N.W. 74TH STREET INTERCHANGE Engineering/Design Florida Department of Transportation - District Six Completion Date: Ongoing (Estimated March, 20012), Project Budget: $25,000,000 Mainline widening and interchange reconstruction facility provisions to HOV, ITS consideration and includes the addition of one lane in each direction between the Okeechobee Road/South River Drive interchanges and just south of NW 74 Street; construction of a flyover ramp from westbound Okeechobee Road to southbound Palmetto Expressway; reconstruction of the bridges over Okeechobee Road/South River Drive and NW 74 Street; reconstruction and widening of all ramps; construction of two new bridges over the Miami Canal between Okeechobee Road and South River Drive; widening of bridges over the FEC railroad tracks and Metrorail; construction of a new ramp over Metrorail; and improvements to the barrier wall, drainage, lighting, and signage, Reduced speeds, lane closures, and lane shifts, CllY OF SWEETWATER IMPROVEMENTS Engineering/Design Florida Department of Transportation - District Six Completion Date: November 2007, Project Budget: $392,000 The scope consists of improvements to the street system of the City of Sweetwater including milling and resurfacing, sidewalk replacement and ADA compliance. Design services include Roadway design, drainage, signing and pavement markings, signalization, lighting, landscaping and right-of-way, '1 FEMA-DORM DRAINAGE Program Management Miami-Dade County Department of Environmental Resources Management Completion Date: 2006, Project Budget: $380,000,000 . Responsible for the management of a $380 million program for the replacement and upgrade of roadways and drainage systems at over 3,000 sites in Miami-Dade County, damaged during Hurricane Irene and the No-name Storm, The repairs ranged from simple roadway resurfacing to full roadway reconstruction and drainage improvements, The engineering design process began with the inspection of each individual site which a Ilowed the determination of whether resurfacing or reconstruction was the appropriate required scope of work, as well as making a preliminary evaluation of the hazard mitigation measures that could be implemented at a particular site, The design process required coordination with the following disciplines: geotechnical consultants, utilities, DERM (permitting), other County design programs, and survey work. Consul-Tech was retained by the County at the beginning of the program to provide a complete solution which included a procurement plan for consultant and contractors, the development of design standards, engineering design, construction administration, and coordination of projects, Consul-Tech was responsible for developing all the program guidelines and procedures and the administration and coordination of over 160 firms that participated in the program, including designers, geotechnical consultants, surveyors and contractors S.W. 97TH AVENUE FROM S.W. 40TH STREET TO S.W. 8TH STREET Roadway/Drainage Design Miami-Dade County Public Works Department Completion Date: March 2006, Project Budget: $446,000 The scope consists of design of reconstruction of two-miles of three lane urban arterial. The project included horizontal and vertical design, drainage, maintenance of traffic, bridge, lighting, signalization and signing and pavement marking plans, A DERM Class" permit was obtained, public meetings held, and post design services, I , I 1 1 rl ~l rJ ~ 1 ~l II ~ 1 r J : I ~ I '1 I J , I , I l J , I , J , , S.R. 820 (HOLLYWOOD BOULEVARD) Resurfacing, Restoration and Rehabilitation Florida Department of Transportation - District Four Completion Date: March 2010, Project Budget: $1,131,000 Resurfacing, Restoration and rehabilitation (RRR) from west of Presidential Circle to west of Hollywood Canal. The primary objectives of this 3R project are: to extend the service life of the existing pavement, improve the flow of traffic, and enhance highway safety in the corridor by upgrading its deficiencies to current 3R criteria, The 3R improvements will also consider any previous commitments to other governmental agencies or as determined by any previous studies performed. All units will be capable of burning "bunker C" oil and diesel. The overall design and construction of the project will take approximately 25 months forthe design, construction and commissioning of the entire project. The roadway reconstruction called for widening NW 25th Street by adding an additional westbound lane from the Palmetto Expressway (S.R. 826) to just west of NW 70th Avenue. The primary objective of this task was to provide construction plans for Maintenance of the existing Broward County ITS Fiber Optic Cable during all Construction Phasing of the 1-595 Improvement Project from University Drive to 1- 95. It was determined that the majority of the existing Broward County ITS Fiber Optic Cable would be affected by the proposed project construction. FRA developed ITS plans that enabled the contractor to construct the main permanent conduit trunk-line and temporary cross-over conduit and temporary splice vaults as part of the MOT Phase I construction activities of both Zone 6 and Zone 7 from University Dr to East of SR 7. Mr. Rowand provided Utility Coordination through extensive field investigation and assisted FRA Designers in the development of BFO Relocation Plans. ITS plans were developed to incorporate all construction sequences and phasing until the permanent ITS Fiber Optic Network was fully constructed, while minimizing fiber splicing and down-time of the Broward County ITS Fiber Optic Cable. This project involved FRA locating and documenting reliable power sources that were a critical part of the overall 1-595 project. Electrical design included, providing detailed power service locations within the project limits for Reversible Express Lanes Access Control subsystem (including all Gates), a CCTV camera subsystem, a DMS subsystem, Changeable Message Sign (CMS) subsystem, a HAR subsystem, a Microwave Vehicle Detection Station (MVDS) subsystem and Three Communication Hubs. The electrical design services also included the Toll Building and Toll Gantry electrical systems. I Drainage Analysis: After a series of field visits to the project site and reviewing similar project conditions} the following are the main critical drainage issues that have to be addressed in order to achieve an efficient drainage system under these circumstances: a) Low ground elevations: ground elevations in some areas are extremely low varying from 4 to 5 feet N.G.V.D. b) West of Collins Avenue} the percolation test results may be around E-5 to E-6 (cfs/ft2-ft of head) because of the silt/muck layers. On Collins and east of Collins} the values are good} E-3} E-4. As we approach North Bay Road} our experience indicates that below the pavement there are 3-4 feet of fill material followed by organics and silt layers down to 7 to 10 feet. Then} the sands may be found. Near the Intracoastal, these subsurface conditions worsen. As we approach Collin Avenue} the subsurface conditions get better because of the sand bar along Collins Avenue. c) Poor soil storage and infiltration capacity of the green areas due to the high groundwater elevations. d) Absence of swales} ditches} ponds} etc. making surface storage capacity for the stormwater runoff almost non-existent. Furthermore} acquiring additional right-of-way to create surface storage capacity is cost prohibited in the project area. e) A relative low well capacity ranging from 200 to 400 G.P.M. f) A combination of high groundwater stages and high tides stages are the primary reason of high water stages ~ ) r 1 I l J r t I I J : I l J L I , I l J l J . J at canals} lakes and ocean connected canals. Therefore} outfall pipes discharging into those open water surfaces are generally happening under submerge conditions} thus increasing hydraulic losses and creating flooding conditions at the streets and parking areas. g) Residents of the area are very sensible to floodings as well as other aspects such as noises and traffic interruptions. Therefore} the MOT and construction schedule should take into account these constraints in order to minimize any adverse impacts to the life of the residents living in the neighborhood of the project area. Design Approach of the Proposed Drainage System: A gravity drainage system will be design taking into account all constrains previously explained. We realized that a gravity self contained drainage system is the most desirable from the maintenance and cost prospective} but at the same time the efficiency of the system will be extremely low if we do not take into account all the factors and constrains previously mentioned. Therefore} we are proposing a drainage system that will be optimized and designed for the worst case scenario; when high ground water and hide tide stages coincide with the peak of the rainfall design event. However} depending of the hydraulic modeling output an outfall connection maybe required. Our design approach will include a hydraulic modeling using the latest version of the ICPR software that will optimize and include all the factors intervening in the stormwater runoff and we will analyze several alternatives to come up with the most efficient drainage system that address all the issues containing in the Scope of Services of the RFQ. Four different design alternatives will be analyzed and are explained as follows: Alternative 1: Design a self contained interconnected Drainage System with exfiltration trench drains. Alternative 2: Design a self contained interconnected Drainage System with a deep gravity drainage well. Alternative 4: Design an interconnected Drainage System with the combination of exfiltration trench drains and deep drainage well with an emergency outfall connection. The purpose of the outfall will be to overflow the excess for higher storm events that cannot be contained within the proposed drainage system. Outfall analysis will include two options. First option: discharge the excess runoff to the FDOT drainage system that runs along the Collins Avenue. Second option: discharge the excess runoff to the intracoastal tidal waters. If outfall connection to the intracoastal is selected} then high efficiency check valves will be used to prevent any tidal waters from entering into the Citls drainage system form the high tide events. Under this option additional analysis will be conducted to select the best location in terms of cost and permitting compliance. f 1 , I , I l I Design criteria: Our design will incorporate all current design criteria as required by the Miami-Dade County Stormwater Design Standards} FDOT} FDEP for deep drainage well criteria and any regulatory agency that we may need to obtain a permit for the proposed drainage improvements. In order to optimize the design for the worst case scenario} we will utilize variable groundwater and tailwater conditions along the storm analysis for different storm events and frequencies. This will allow to identify when the maximum f100dings occurs} which is usually during the peak of the rainfall event and the maximum stages of both the groundwater and tidal stages when the discharge is taken place. By taken this design approach, we are confident that proposed drainage improvements will work under the most unfavorable conditions and has been implemented and verified in recently constructed projects that we have designed , j . The anticipated permits for this project may include a Class II Stormwater Permit from Miami- Dade Environmental Resource Department (DERML an Environmental Resource Permit (ERP) from South Florida Water management District (SFWMDL a per- mit connection from FDOT to allow for discharge into their jurisdiction} an FDEP permit for the construction of deep drainage well} a cut and fill permit from the United States Army Corp of Engineers (USACE) to al- low for discharge into their jurisdiction} a Storm Water Pollution Prevention Plan (SWPPP) in compliance with the National Pollutant Discharge Elimination System (NPDES) permitting. Since an impact to the intracoastal may occur} a Coast Guard Permit from the United States Coast Guard and Fill Nationwide Permit from USACE may be required. However} this will be minimized or eliminated altogether by choosing a location that will avoid any impact to the navigational limits as estab- lished by Coast Guard. Preliminary coordination with permitting agencies is anticipated at the early stages of the project to ensure addressing all permitting require- ment criteria and incorporate them into the proposed design. Recent Project Experience: Our company has completed several design projects and Studies similar to the City of Sunny Isles in the last two years that incorporates both design criteria and permitting requirements. The most notable are: 1- Palm Grove Improvements for the City of Miami (City Project No. B-30630L which is under construction now. Proposed drainage improvements include 800 linear feet of french drains and 7 deep drainage wells. 2- Oakland Grove Improvements the City of Miami (City Project No. B-30880L which is under permitting now. Proposed drainage improvements include 600 linear feet of french drains. 3- Evaluation of two alternatives to addre.s~ dr'!ll].age rl l r 1 r 1 r 1 r 1 ~ 1 ~ 1 ~ I and tidal flooding problems at Riviera Isles (Phase I) for the City of Fort Lauderdale. Proposed drainage improvements include 6 deep drainage wells and three pump stations. Survey: Consul Tech Enterprises} Inc. is a CSA company and therefore, we have in-house capabilities to perform all survey needs requested in the RFQ. Consul Tech utilizes the newest technology when performing topographic surveys. Consul Tech employs the use of several data collections systems such as Real Time Kinematic (RTKL Digital Echo-sounders} Electronic Digital levels} Robotic Total Stations} Electronic Field Book (EFB) and Cadastral Electronic Field Book (CEFB). We have a highly experienced staff equipped with the latest software} including the Micro Station XM} GeoPak} CAiCE} AutoCAD} and Softdesk. We can provide any electronic format of data delivery that may be required. The most critical element in performing a boundary survey is the initial research of the property along with the extensive review of any matters of record which affect the property that are reflected in a title report or commitment. A clear and correct legal description must be calculated and written to reflect the boundary. The legal description should also be checked against any adjoining properties to ensure that there are no JJgapsJJ or JJoverlapsJJ which may affect the subject properties. Once the legal description has been created and/or verified} a field crew is dispatched to the property in order to locate any sectionalized land corners or other monumented corners that have been referenced in the legal description. If the monumented corners are not found} then additional field work is performed in order to gather sectional information needed in the re-establishment of lost or obliterated corners. Once calculated and re-set} a Certified Corner Record form is completed and filed with the appropriate agencies. Consul Tech has extensive experience in the re- establishment of lost and obliterated corners} having retraced a number of sections throughout south and central Florida. The final phase of a boundary survey is to locate any improvements as specified by the client I , I l J , 1 l 1 I f I c I l J 1 J , J , J and prepare a sketch of survey depicting the results. Geotech n ica I: CSA has teamed up with HRES, Inc. which has extensive knowledge of soils conditions and have performed numerous geotechnical test I the vicinity of the project area. The expertise of HRES} Inc. is very valuable for our team since we can evaluate in advance the proper methodology for the drainage design and construction. HRES} Inc. considers that on West of Collins Avenue} the percolation test results may be around E-S to E-6 because of the silt/muck layers. On Collins and east of Collins, the values are good, E-3} E-4. As we approach North Bay Road} our experience indicates that below the pavement there are 3-4 feet offill material followed by organics and silt layers down to 7 to 10 feet. Then} the sands may be found. Near the Intracoastal, these subsurface conditions worsen. As we approach Collin Avenue} the subsurface conditions get better because of the sand bar along Collins Avenue. Utilities: Utility Coordination is one of the items that typically can delay any project if the coordination is not executed as scheduled. To perform this important activity, we have assigned F.R. Aleman & Associates} Inc.} a DBE certified firm and an industry leader in utility coordination and execution process that will ensure the most experienced professionals are handling this critical element of the design process. This process will begin during the Initial Engineering phase and continue until utility clearance certifications are obtained. Plans Production: . Final Design Upon approval or acceptance from the City of the design Alternative chosen} work commences with the preparation of final construction plans} specifications and cost estimates. In developing the final construction plans, we will review the following major milestones: 30% design} 60% design} 90% design and 100% design. CSA has extensive experience in preparing complete packages of bid documents for a variety of projects. · Cost Estimating The Cost Estimate Process provides guidance to the Technical Operations staff for preparing Technical Operations cost estimates. The process addresses cost estimate types} documentation} reviews and approvals. Based on standard input and requirements from clients} a cost estimate is categorized as one of four types: Budgetary, Rough Order of Magnitude (ROML Not to Exceed (NTEL or Proposal. Each type has its own significant risks} strategic importance} or unique requirements. The Cost Estimate Process involves three phases. The Planning Phase involves establishing a technical baseline; preparing an internal estimate; identifying the technical and financial goals; gaining agreement on the estimate type; and holding a kick-off meeting with the team to review all pertinent data. Afterwards} the Cost Management Lead logs in the cost estimate. The next phase} Functional Estimating} involves development of the cost estimate with the Client Project Manager and/or the Responsible Individuals. The client Project Manager and the initial Cost ManagementTeam then review basis ofthe estimate} and the data are entered into the Cost Database System to obtain cost accumulation and verification. The final phase} Management Team Review, involves the Responsible Individuals (from client staff} and all relevant parties) reviewing the cost estimate and obtaining a sign-off/buy-in. The Cost Manager then prepares a cost estimate review package for review by the client Director(s). The estimate is also archived for future reference and use on similar projects for , I . This proven approach has successfully reduced cost estimate re-generation and review effort while delivering a more deliberate} accurate} and robust cost estimate product. . Constructability and Biddability Reviews CSA considers Constructability and Biddability Review as a key element in the project to reduce construction time, additional services requests and claims} while reducing construction cost. As such} we are both honored and challenged by the opportunity to provide these services to the Town. CSA believes a full review of the project requires an interdisciplinary approach that will bring together a group of professionals with diverse background and experience. CSA will study the construction sequence with emphasis in the construction methods that may be employed by the contractor. The purpose of this study is to detect the need for special equipment or construction methods that may incur additional costs or delays not originally considered. Consideration will be given to special methods such as dewatering} underwater work} off hour work} special rigging for heavy loads, access for heavy equipment} etc. On the other hand} the construction specialist will look for innovative means and solutions available that may provide more expedient construction} with reduced inconvenience to the public. Another important aspect of the constructability review is the verification of contract time. CSA uses state ofthe art techniques to analyze the sequences of construction and eventually establishing of contract time. Activities are broken down to their minimum tasks} and production rates are used from our extensive database of construction productivity rates. · Sustainability We are an advocate of sustainability and try to incorporate this approach in all of our projects.
