In preparing for this proposal, our Project Team, led by Daniel J. Grandal PE, a Certified Floodplain Manager, has reviewed the technical requirements of the project and visited the site to familiarize with the exiting site conditions. Based on the proposal Scope of Services and our understanding of the project needs, the critical goals for the project are as follows: "Complete design development for the construction of a drainage system along 174th Street, from Collins A venue west to just beyond the first complex curve and consisting of an interconnected system discharging into a deep gravity well or an outfall or a combination of both" To accomplish these goals, we will not only look at providing an interconnected system with deep wells and/or outfalls, but we will also identify other potential solutions attainable under the project budget. The existing and proposed drainage systems will be analyzed and modeled using ICPR or other modeling software to determine the various possible solutions to prevent flooding in the area. Finished floor elevations, and garage and site elevations will be analyzed to quantify the protection of private property provided by the improvements in compliance with FEMA CRS guidelines for repetitive loss properties. We are prepared to work with the City in implementing a value added approach to the project, taking the opportunity to maximize the design effort for project, and provide a phased multi-year construction approach to correct the deficiencies of the entire 1741h Street corridor, including pavement conditions, ADA compliance, improved streetscapping and other general corridor improvements. We believe that engaging our firm for this project will bring to the City the resources of a multidisplinary firm with 23 years of experience and over 140 professionals and support staff committed to improving the quality of life of the residents of the Winston Towers area and surrounding areas. C3TS performed a drainage study and best alternative drainage solutions for the Belle Meade area. The model was run and calibrated based on existing conditions. Design iterations were then input into the system and evaluated against the City's design criteria. The final design recommendation was a 120 cfs pump station with approximately 4,000 feet of collection system. , 1 J Following the study, C3TS provided the design and permitting of the drainage and streetscape improvements encompassing several miles of road in a developed flood-prone neighborhood providing quality treatment through the use of exfiltration trenches and storm water treatment units and discharging through a large stormwater pump station to the Little River Canal. Highland Village is a residential mobile home park located in the City of North Miami Beach, Florida adjacent to the Biscayne Bay Aquatic Preserve with over six hundred low-income residents living in this community. The neighborhood was experiencing septic tank failures due to low site elevations and high groundwater levels resulting in human waste pollution of the adjacent wetlands. C3TS conducted preliminary environmental and hydrological studies, planning, and final design of wastewater and stormwater management systems. A multi-phase construction approach allows Federal funds to assist in funding the construction of wastewater collection and transmission system to replace septic tanks, and an area-wide stormwater management plan that includes overflows to wetlands and excess runoff pumping into surface aquifer wells. C3TS prepared a NEPA Environmental Information Document to substantiate the need and specify the use of these funds. The first phase of the stormwater management component includes the installation of 4,500 LF of drainage pipes, three stormwater treatment units for separation of solids, a below ground stormwater pump station using electrical submersible -verfiCafmiXed-ftow pumps' (2'}00 gpm capacity at 18-feet TDH, 30 HP, and abrasion resistant impeller) using 30-inch diameter tube, discharging to a 24-inch diameter x 200-foot deep well. Stormwater pretreatment consists of solids and sediments separation accomplished by a 6-foot diameter x 16-foot deep stormwater treatment structure that uses gravity, centrifugal force, and separation screens. Oil and grease are also separated hydraulically prior to entering the pump station. The pump station is controlled via adjustable floats, an automatic controller with stand-by generator connection capability, and telemetry, which is connected to the City's system. The City operates a stormwater utility, which is outfitted with portable electrical generators. The pump station can also be by-passed and portable pumps installed to pump directly into the open well pipe, which is connected to an overflow that limits the head of water that can be placed upon the well. The design allows for each pump station to be connected to up to 3 wells via a manifolded pipe, allowing each well to be valved off and to either work in parallel or independently from the others. Phase 1 construction, however, limited the work to a single pump station and a single drainage well. This Miami-Dade County roadway is considered an arterial collector roadway. The proposed configuration for Old Cutler Road will include roundabouts at each end of the corridor for traffic calming and beautification. The project's primary goal was to slow down traffic along this 0.7 mile peripheral collector roadway, and provide pedestrian safety improvements. Monticello Service Area Sewer System, North Miami Beach, Florida - Senior Engineer for the planning of the Monticello Pump Station included the tributary of commercial properties along N.E. 163rd Street and single/ multi-family neighborhoods within the service area of the Monticello District. The first phase of construction consisted of installing gravity sewers to the commercial sector; disconnecting existing septic tanks, and working with the individual property owners to properly locate the service laterals. The pump station is sized to accommodate a future extension of the sewers to the residential areas. . MCC Pump Station and Force Main - Project Manager for this Project which consisted of renovations and upgrades to a wastewater lift station that was "piggy-backing" into another pump station, which in turn exhibited more than 10 hour/day in operation. The project consisted of constructing a Y2 mile long force main and upgrading the pump station to permit manifolding into existing transmission main, thereby allowing both stations to operate well within the 10 hour day maximum. The design included a casing crossing of a railroad spur and sequencing of the work to allow full-time by-passing of the flows and providing uninterrupted flows. . These include delineating intersections with concrete pavers and crosswalks, redefining roadways sections, and providing new lighting and landscape design to increase public safety and appeal. The master plan was developed substantially in accordance with the City's Hometown Plan Area 2, and evaluated proposed improvements with respect to their feasibility, cost/benefit, design, and construction. In addition, C3TS held three public workshops to collect public opinions and suggestions, and ensured the Master Plan was reflective of, and sensitive to the community. . Palmetto Bay ViIlagewide Drainage Improvements, Palmetto Bay, Florida - Senior Inspector for this project that involved field surveying, design, permitting, bidding, and construction administration of drainage improvements at 10 locations throughout the Village. These 10 areas were identified by the Village as having flooding problems. The improvements included new drainage structures, exfiltration trenches, outfalls, and asphalt overlays. Belle Meade Drainage Improvements, Miami, Florida - Senior Inspector of the civil portion of this $8 million project which consisted of the design and permitting of a drainage and streetscape improvement project encompassing several miles of road in a developed flood-prone neighborhood providing quality treatment through the use of exfiltration trenches and storm water treatment units and discharging through a large stormwater pump station to the Little River Canal. Permitting included pre/post computer modeling and stage calculation for Miami- Dade's Class II Surface Water Management Permit. . Pinecrest Watermain Master Plan and System Design, Pinecrest, Florida - Senior Inspector for the design of over 27 miles of watermain to complete the potable water system of the entire Village. Port of Palm Beach Corridor Study, Riviera Beach, FDOT District 4 - Project Engineer for the development of a corridor study addressing various alternatives for improved access to the pOl1. This required the investigation of six alternative corridors considering the construction of a grade separation over the FEC rail line which runs the length of the pOl1. The Preferred Corridor was then evaluated for several overpass and tunnel alternatives (open tunnel). The selected corridor was in the area ofFP&L's existing eight 138kv high voltage transmission lines and future 230kv lines. Close coordination with various entities (City of Riviera Beach, City of West Palm Beach, FEC, FP&L, port businesses, etc.) was critical to this project. And it is for this very reason that C3TS has succeeded in maintaining a long list of repeat municipal clients, with whom long relationships have been formed. The main priority is to develop an organizational structure that meets the needs of the Owner by placing experienced staff at their disposal. SPECIFIC PROJECT TECHNICAL APPROACH As part of the preparation of this proposal, the cns team has performed a site visit and some preliminary site investigation. We are aware that a drainage project was recently conducted at the adjacent Center Island Project Area to address flooding which included the addition of drainage wells and removal of existing outfalls to improve the water quality of discharges to the bay. The scope of this project includes design development to for the drainage system along 174 Street from Collins Avenue to a few hundred feet east of the North Bay Road at the first road curve. The roadway is a 4 lane divided roadway with extremely low elevations range between 4.0' to 5.5' NGVD in some areas. There is existing drainage structures along 174 Street with damaged curb and pavement along the route. The contributing drainage area extends beyond these limits and may include some of the private properties including Winston Towers, The system may have exfiltration trenches and be connected to existing outfall pipes that provide drainage for larger storm events. The existing system has been identified as a flood prone area as a result of inadequate drainage facilities or a deterioration of the existing system capacity, The existing drainage system will be researched and evaluated as part of our initial investigation, 45 '1 CIVIL ENGINEERING SERVICES TO DESIGN STREET AND DRAINAGE IMPROVEMe '1J;.~'; BID NO. 11-11-02 D METHODOLOGY Our technical approach to this project would begin in the programming and schematic design phase including permit research, limited survey and geotechnical testing, field investigation to establish the condition of the existing system, coordination with the City regarding their goals, meeting with all permitting agencies and public coordination to obtain resident concerns, Of course, all residents will , 1 want adequate drainage, but meeting with the stakeholders early on in the process I allows them to provide their suggestions and concerns, and will help to garner their support for the elements of the project. , 1 I I '1 1 I- 1 I We will look at the potential for additional drainage in the form of a combination exfiltration trenches, drainage wells and positive drainage outfalls but will also identify any other potential solutions that will fall within the project budget. The existing and proposed drainage systems will be analyzed and modeled using ICPR or other modeling software. We will analyze and model the existing system to determine various possible solutions to prevent flooding in the area, These models will allow us to evaluate benefits for several alternate solutions. Finished Floor Elevations (FFE), garage elevations, and yard elevations will be analyzed to quantify the level of protection provided to the resident's private property by the drainage improvements in compliance to FEMA CRS guidelines and assist the City in applying for CRS credits if available. Our approach takes a holistic approach at addressing the problem and is prudent given the existing flooding conditions. We believe that simply providing a piecemeal solution by adding catch basins and some exfiltration trenches may be a short term fix but is not the long term solution. In reality, adding only exfiltration trenches to comply with minimum regulatory requirements within the limited ROW will help marginally on localized ponding for small events but may not address the overall problem in the entire contributing basin area, Many times inadequate drainage systems within private property will cause overflows into the ROW during large storms overwhelming the roadway drainage systems. A combination of drainage facilities including drainage wells, outfalls to take advantage of the nearby bay and exfiltration trenches that address both quality and larger storm events for the entire contributing area will produce a long term solution. C3TS is experienced in easement acquisition and can assist the City if it is required for a new outfall. We can assist the City with all aspects of this project and long term approach will provide adequate drainage meeting city's and resident's expectations as well as save the City money by protecting their assets (roadway pavement, curb, gutters and sidewalks). This project consisted of drainage and roadway improvements for over 60 acres of residential neighborhood on the coast. The area is tidally influenced and many of the roadways were built below the seasonal high tides. As a result, the street floods up to two feet of water several times during the year. The existing drainage system did not meet the minimum standards established by the City and was extremely flood prone. C3TS analyzed several solutions including pump assisted wells, exfiltration trenches and a large pump station, The City decided to go with a combination of oufall to the bay via a large pump station for the lower areas assisted by exfiltration trenches for the areas with higher elevations. In order to minimize cost, a resurfacing plan with a combination of milling and resurfacing and partial reconstruction was developed. Additional elements of the project included sidewalk repairs, new curb and gutter, lighting improvements, and landscaping, The project was completed successfully and for the first time since its inception, the residents do not have to deal with tidal flooding and are protected up to a 100-year storm event. -! I- 1 STORMWATER MASTER PLANNING AND ASSET MANAGEMENT The C3TS Team is experienced in the preparation and execution of Stormwater Master Plans and Floodplain Managements Plans. We shall determine all possible impacts early on so that the preliminary cost estimates stay relatively the same as the plans are finalized, A schedule shall be submitted at the NTP so the City can track production as well as permitting all the way through bid and security of contractor.
