Dear Ms. Hines:
For your consideration, Craig A. Smith & Associates, Inc. (CAS) is pleased to submit this proposal in
response to your Request for Qualifications for Civil Engineering Services to Design Street and Drainage
Improvements along 174th Street. CAS is a local South Florida Consulting Engineering, Surveying and
utility Locating firm that has been in business for over thirty '(30) years in South Florida with Corporate
Headquarters located in Boca Raton. CAS, a client oriented firm, is capable of providing the City of
Sunny Isles Beach (City) with the specialized, professional services and expertise in Stormwater
Infrastructure and Roadway Improvements Design and Construction as specified in the RFQ.' CAS
specializes in the design, mapping, permitting and construction of all types of underground stormwater
piping, stormwater conveyance and treatment. CAS provides this similar service to your neighboring
communities of Bal Harbour Village and the Town of Golden Beach.
In addition to those services, CAS brings unique and exclusive Three Dimensional Radar
Tomography (3D) underground mapping and utility locates capability that can save the City time
and money during the design and construction of this project. This capability will allow the City to
avoid costly mistakes, utility conflicts and disruptions to City residents, common to these types of
projects, as the stormwater pipeline and improvements project get under construction. This technology
will minimize disruption to businesses in the area. Our 3D technology also ensures CAS's commitment
and ability to complete all projects on time and within budget without conflicts. CAS has all the
specialized staff in-house to assist the City with the complete stormwater project in your RFQ.
CAS is the only licensed provider of 3D technology through our wholly owned company MPS3D. With
this technology, MPS3D has successfully provided these services for the White House Lawn in
Washington D.C., Interstate 595 for FOOT and has successfully completed projects for NASA, THE U.S.
Military and many other clients. MPS3D does more than locate underground utilities. Through bur 3D
technology we can differentiate between metallic and non-metallic pipes, as well as identify other
anomalies which may conflict with proposed construction activities, a capability unique to MPS3D/CAS.
CAS has the specialized expertise to generate accurate above ground and below ground base maps for
design of pipelines in a very timely and cost effective manner. This capability brings Value Added Radar
Scanning providing project accuracy and limiting the City's liability during construction of the
stormwater system.
CAS is a Civil Engineering, Surveying, Utility Locating, Construction Management and Grant
Specialist firm with over forty (40) local dedicated members of staff including seven (6) Registered
Professional Engineers, three (3) Engineering Interns, two (2) Registered Professional Surveyors, four (4)
Construction Managers and two (2) Grant Specialists, The balance of staff includes technical CADD
drafting personnel, certified field inspectors, utility locators, as well as competent administrative, clerical
and accounting personnel. Our professional staff is long tenured with the firm. We propose to provide all
services in-house with no sub-consultants.
CAS has extensive experience and specializes in providing Engineering Services for numerous small and
medium sized Coastal Municipalities in Florida. CAS currently provides similar services to Bal Harbour

Village as well as the Town of Golden Beach. We believe our successful experience with the unique
needs of Southeast Florida Coastal Municipalities similar to the City of Sunny Isles Beach in size and
character will benefit the City. We service the small projects with the same emphasis and commitment to
quality as we do the many large projects we have done.
CAS currently provides stormwater design services including General Consulting Services as Town
Engineer, City Engineer, Village Engineer, District Engineer and County Engineer for the following local
government agencies:
Village of Bal Harbour (since 1987)
Town of Golden Beach (since 2000)
City of Moore Haven (since 1995)
City of Sweetwater (since 2000)
Glades County (since 1994)
Okeechobee County (since 1990)
Spring Lake Improvement District (since 2004)
Town of Pembroke Park (since 1989)
Village of EI Portal (since 2005)

Most of the services performed for these government agencies are related to water and sewer utility
projects, stormwater improvement projects and roadway improvement projects. Eighty (80%) percent of
the projects performed have been funded through CAS grant assistance. We recently assisted the
Town of Golden Beach in their securing of a Nine Million ($9,000,000)) Dollar HMGP grant for
infrastructure renovations, the City of Sweetwater was awarded (October 2011) an additional Two Million
Nine Hundred Thousand ($2,900,000) infrastructure grant, the Town of Pembroke Park was awarded
(October 2011) a Nine Hundred Thousand ($900,000) infrastructure grant and the City of Moore Haven in
their securing of One Million Nine Hundred Thousand ($1,900,000) Dollars for stormwater infrastructure
improvements by completing and submitting their applications. Our relationships with the funding
agencies, DERM and the South Florida Water Management District staff allow us to work together to
assist in obtaining these types of grant funds. Grant assistance is a Value Added ability that CAS
commits to providing the City should we be selected in the RFQ process.

CAS President and Professional Engineer Gene R. Schriner's thirty (30) year history in South
Florida including his vast experience with the types of projects outlined in the City's proposal will
enable CAS to provide successful, timely and cost effective services to the City. Our 3D Radar
enhances this ability. As President, Mr. Schriner commits the firm's professional, technical and
financial resources to achieve the City's goals regarding time and budget.

CAS currently is in the close-out stages of numerous projects for our clients and is in need of additional
work for our staff of 40 which are local residents. We have the experienced staff available for the City's
projects and commit the resources to this project. Our proximity to the City allows for expedient and
superior service to the City. We are presently serving Golden Beach and Bal Harbour which provides
cost savings.

CAS was established in 1980. Since then, the firm expanded from its original, technical orientation in
municipal engineering and surveying into a full service civil engineering practice with specialized
expertise in Engineering, Surveying & Mapping, Grants/Loan Assistance, Construction Management,
Utility Locates and CAD Design & Development.
Size - CAS' professional, technical and administrative personnel numbering 30+ people represent
professionals in the fields of civil engineering, water and wastewater engineering, storm water
engineering, surveying, mechanical engineering, construction engineering, grant specialists, utility
locating, computer sciences and finance.

Availability - CAS is available to start immediately upon award and authorization from the City.
CAS prides itself on our ability to tailor our services to meet our clients' needs. We are proud
of our past history of successful design projects. This success is a result of our highly experienced
staff members who have created a cohesive team ensuring projects are completed in a timely and
cost effective manner. CAS is dedicated to execute the project schedule established at the
beginning of the project. Most projects shall include a pre-design conference to establish the
project contact with the City, regulating agency and CAS. From this meeting a detailed project
schedule will be created, including a Schedule of Values. This will be updated through the project
design/construction process. Design team updates will be provided on a regular basis as
requested by the City to all involved with the project. Status of each milestone identified at the
initial project "kick-off' meeting will be provided on a monthly basis with an updated project
schedule, similar to the following example.

The intent of the project was to utilize and enhance an existing master plan. The updated
master plan incorporated existing stormwater facilities with a conceptual design in order to
achieve a comprehensive system that would improve the Town's flood protection. Due to the
existing conditions with the Town (i.e., tidal influences and low topography) stormwater pump
stations and water quality structures were implemented in order to address the water quantity
and quality of runoff prior to discharge.

WHY CAS?
Stormwater infrastructure improvements and retrofits in urban (highly developed and aged) areas
with high density and commercial zoning require detailed and intensive underground investigation
and mapping prior to design. It is critical to accurately map/survey the above ground right-of-way
and underground right-of-way conditions to cost effectively design stormwater conveyance,
treatment, retention and discharge piping. This is the first and most critical step for a successful
timely project. This is a proven fact in the underground construction industry. Cities too often
begin design and construction without sufficient underground data, leading to change orders, cost
overruns and delays.
CAS has been in the engineering and surveying business since 1980 (over 30 years) involved with
the design and construction of stormwater systems both new and replacements (retrofits). Over
the 30 years, we have witnessed proof that South Florida city right-of-ways have been "used-up"
and "cluttered" with many utilities, including communications, telephone, internet cabling, fiber
optics, water, sewer, gas and electric to name a few. This accumulation of underground facilities
often are not accurately "as-built", marked or recorded and prior to beginning underground
construction, it is imperative that full and accurate locations of facilities are required for a
successful project. Without this information, the City would be exposed to potential construction
delays, change orders, design changes and project cost overruns.
CAS's experience in the design of underground stormwater conveyance, treatment and water and
sewer utilities for over 30 years in South Florida have driven the firm to develop and operate a
utility locating division in-house due to past delays and inaccuracy from outsourcing this service to
subcontractors. We started this division in 2001 due to the increasing clutter underground within
right-of-ways and to better serve our clients. CAS also owns and operates the onlv operating 3D
scanning equipment in the South Florida. We purchased a license to operate this equipment to
more accurately locate underground facilities. This commitment to professionalism in underground
mapping and surveying (SUE - Subsurface Underground Engineering) sets us apart from other
firms that design underground facilities such as stormwater conveyance and utilities.

PROJECT DESCRIPTION:
The intent of the project was to utilize and enhance an existing master
plan. The updated master plan incorporated existing stormwater facilities
with a conceptual design in order to achieve a comprehensive system
that would improve the Town's flood protection. Due to the existing con-
ditions within the Town (i.e., tidal influences and low topography) storm-
water pumps stations and water quality structures were implemented in
order to address the water quantity and quality of runoff prior to dis-
charge.

required for the complete design development for the construction of a drainage system along
174th Street from Collins Avenue west to just beyond the first complex curve.
In summary CAS is best suited and qualified to provide professional services in-house for the City's
174th Street Stormwater Project. Stormwater improvement projects involve:

Our firm's primary expertise lies in stormwater system design and pipeline design including
development of pipeline construction plans. CAS is typically involved with over one hundred (100)
miles of pipeline replacements each year. Our capability in pipeline design, permitting and
construction management is evidenced by our commitment to Stormwater Engineering using our
exclusive SUE capabilities - Utility Locating, Mapping and Surveying - the three disciplines
required for pipeline design and construction. CAS provides all of these services in-house from our

CAS offers 3D Radar Scanning, a technology no other firm can offer that saves time and money
as well as serves to prevent liabilities for our clients. More importantly 3D technology protects the
citizens, visitors and businesses of our clients by preventing disruptions of the City's and private
utility services.
Because of our commitment to SUE, CAS acquired MPS3D, our wholly owned affiliate, with its
exclusive 3D Radar Scanning license and patented underground mapping equipment capable of
identifying and differentiating the types of pipes and other objects underground. CAS provides
CADD printouts to our clients in three dimensions. This will allow the City's construction
contractors to avoid problems when they dig, Our firm is capable of preparing base maps for
design through the use of above ground surveying and underground surveying that is delivered to

Our 3D scanning is non-intrusive and maps all underground utilities and facilities with 100%
coverage of the rights of way to be used for construction. The scanning is ground truthed with
other conventional tools and equipment providing CAS and the City with the most accurate data

COMMUNICATION
CAS' engineering and field crews are all fitted with the latest communication devices. All devices
are connected via satellite. All data is real-time transmitted to our office for processing.
CAS proposes to provide the City links to our production at certain intervals when desired. The
City will be provided all project information electronically upon completion.

The CAS in-house staff will be directed by Orlando A. Rubio, P.E., Project Manager and will have
weekly production meetings. We propose to conduct project meetings with the City staff at least

KEY DECISIONS
Gene R. Schriner, P.E., President and Project Director commits the firm's financial, professional
and technical resources to the City. Our office is located on Glades Road at the Turnpike and is
readily accessible to the City of Sunny Isles Beach.
Mr. Schriner can make all decisions for the firm in any capacity as it relates to the project. He will
directly communicate with the City's staff in charge and/or attend any meeting requested by the
City.
CAS works for the City and will make decisions as requested by the City and strive to meet all of
the city's needs if technically sound and legal. Decisions shall always be made based on the
health, safety and well being of the public and in the best interest of the customers.
CONFLICT RESOLUTION
Field conflicts will greatly be reduced or eliminated with our 3D Radar Scanning uncovering all
underground utility conflicts. This tool is unprecedented in resolving utility conflicts. CAS
technology and protocol to be utilized for these pipeline projects eliminates utility conflicts, avoids
delays during construction and minimizes claims.
Project conflicts and issues will be addressed immediately upon notice by Gene Schriner and City
staff. Mr. Schriner is the ultimate and final decision by CAS and commits to resolving any and all
issues to the satisfaction of the City. CAS is a local firm with local employees of South Florida and
City of Sunny Isles Beach, and commits to resolving any and all conflicts to secure continued
employment for our local residents.

Coordination with other utilities is the strength and expertise of the CAS team. Through our
commitment to SUE, 3D Radar and other disciplines required for underground utility design and
construction, CAS is the best candidate.
CAS is directly involved with, and intimately understands the importance of effective Utility
Coordination and communication with public and private utility owners and authorities. Successful
coordination efforts minimize project delays, construction costs, and contractor claims associated
with utility issues and provide for better overall project outcomes.
CAS has a proven record of accomplishment of engaging and involving utility owners in all phases
of the project process through outreach and communication. We have developed and
demonstrated mechanisms that support ongoing participation by all parties and we maintain strong
relationships and cooperation with many utility owners. Through early engagement and
communication with utility owners, CAS can more consistently and effectively control project
schedules and budgets.
CAS provides all levels of utility coordination, utility location and subsurface utility engineering

PROJECT MONITORING & BUDGETING
In order to get the most accurate budget price at the pre-construction phase and the construction
phase, CAS details all design items into many small parts that will add up to one whole part (Bill of
Materials). By doing this our cost estimates are very accurate. Our track record with cost
estimates to bids has been within 5-10%. CAS' philosophy utilizes a phased approach towards
assisting the City in problem solving and for implementation of public works and planning projects.
Schedule, Cost Control and Team Work - the CAS approach is to develop milestones and defined
deliverables with the City in order to meet the City's requirements. We try to identify potential
issues early in the project so necessary action can be taken to keep the project on schedule. We
continually update the cost of the project in order to stay on budget. If an issue develops with the
schedule, cost or the budget, we advise the City and develop a plan for corrective measures with
the staff. We consider the City and CAS as one team, all striving for the same goal of a quality
product on schedule and on budget for the City's residents. CAS Technical Reviews are conducted
throughout the project schedule by the Principal members of our firm as part of our commitment to
quality engineering.

CAS prides itself on our ability to tailor our services to meet our clients' needs. We are proud
of our past history of successful, timely design projects. This success is a result of our highly
experienced staff members who have created a cohesive team ensuring projects are completed
in a timely and cost effective manner. CAS is dedicated to execute the project schedule
established at the beginning of the project. Most projects shall include a pre-design conference to
establish the project contact with the City, regulating agency and CAS. From this meeting a
detailed project schedule will be created, including a Schedule of Values. This will be updated
through the project design/construction process. Design team updates will be provided on a
regular basis as requested by the City to all involved with the project. Status of each milestone
identified at the initial project "kick-off' meeting will be provided on a monthly basis with an updated
project schedule, similar to the following example.

Craig A Smith and Associates (CAS) has been the Village Engineer. for the past 17
years and handles all our stormwater iesues.. The Village was built after World War Two
on a barrier., Island very close. to sea ievel, which 'created floodihg, problems. Over the
years CAS has been upgrading the old stormwater system for the Village.
CAS designed and oversaw ttie construction of the stormwater' collection system and
stormwater. pump station that collects the water from the streefs and then pumps' the
stormwater to shallow injection wells. After the first flush, the stormwater is pumped to
the yacht basin that flows into th~lntracoastal Waterway.
This system has eliminated majorflooding during heavy rain events.
Bill Snow and Bill Landis were the project team leaders for the pump station portion of
the, project. ,,' The pump station has a bar screen, two 90 cfg axial flow pumps", an
underground. concrete pump sump and a control panel with a receptacle:. for an
emergency generator.
Based on our experience, I, on behalf of Bal Harbour Village, recommend/CAS for

Dear Sirs,
Craig A.. Smith and Associates has designed four (4) Stormwater Pump
Stations for the Town of Pembroke Park solving major flooding problems in
our Town. . One of these projects was awarded the American Public Works
Association (APWA) 2003 project of the year award.
The Town did not have any stormwater outfalls. CAS designed and worked
with the Florida Department of Transportation to fund a system to allow the
Town to pump stormwater to the C-10 Canal.
The first project was a Pump Station along 1-95, which discharges stormwater
through a 60-inch. pipe tunnel under the CSX Railroad to a drainage ditch
along the CSX Railroad and finally to the C-10 Canal. The design also
includes an 84-inch stormwater conveyance pipe tunnel under 1-95. .
The second project was a major stormwater pump station at Carolina Street
that pumps the water from Trinity Lake under the. CSX Railroad to the 1-95
Pump station pipe line and finally to the C-10 Canal.
The third project is a stormwater pump station on Park Road and 24th Street
that pumps stormwater from residential lakes through the DOT system to the
C-10 Canal.
The fourth project was a stormwater pump. station on Park Road and 25th
Street that pumps stormwater to Meekins Lake.
William P. Snow was tlie Project Director, William H. Landis was the Project
Manager, and Peter A. Kunen was the Project Engineer for these projects.
This team designed and oversaw the construction of these innovative projects
that have helped prevent any future flooding within The Town of Pembroke
Park.

stations with a flow of 35,000 gallons per minute (GPM) for each pump as part
of our Stormwater Rehabilitation Project.
At a construction cost of $1.5 million per station, the design of the pump stations

. Head wall into C-14 canal
While the Project Director, William P. Snow, is responsible for the building design
and over all project design, the Project Manager, William H. Landis, is

responsible for the technical specifications and engineering services during
construction.
Construction of the west and central pump stations were completed in December

Traditional Subsurface Utility Engineering (SUE@), although functional, does
not provide the most accurate or highest quality subsurface information to
builders and designers, necessitating a degree of assumption and interpolaa

direction of subsurface utilities. The future of this technology will allow the
designer or contractor to reduce the potential for design changes, overall

specialized subsurface locating applications, primarily for submerged pipe installations.
Acoustic services are employed for locating and mapping
subaqueous cables and conduits, sub-bottom profiling and
underground void detection such as sink holes or caverns.
Acoustic imaging is accomplished through the deployment of
highly sensitive receivers (microphones) in specific,
geo-referenced arrangements, along with a sound or percussion
source. The sound source is initiated and the receivers pick up
the sound as it passes through, or is reflected off the object being

MPS3D recently utilized acoustic tomography to detect and
map subaqueous communications facilities prior to the
" proposed dredging of a major inland waterway. The information
obtained from the acoustic imagery helped to prevent potential
exposure and damage to the communications facilities and
aided in the placement of new facilities following
dredging operations.

Arrayed Inductive Receiver Systems
MPS3D is the only firm licensed to deploy and provide Witten Technologies' proprietary
A.I.R. System@ (Arrayed Inductive Receiver System@) facility locating solutions for
deep and submerged pipe installations.

The AIR. System@ employs an arrangement of 48 electromagnetic channels to develop and produce a
highly accurate, three-dimensional image of submerged or deeply buried pipe facilities. Such facilities must
either be conductive or contain a conductive element such as a tracer wire, bonding wire or Cathodic
protection grid. The A.I.R. System@ senses and maps the fluctuations in the magnetic field produced when
a signal or current is induced over the facility or its conductive element. The AIR. System@ converts the
resulting signals into an image form depicting an accurate horizontal and vertical representation of the
facility's location.

I A recent electric power transmission project in Florida avoided certain catastrophe by employing
the A.I.R. System@ prior to directional drilling. An existing 16", 1 080psi high-pressure, trans-state
gas delivery main directly in the drill path was located and avoided, saving lives and property.

The AI.R. System@ has mapped facilities 35' and
more below the surface, through all types of soil and
groundwater conditions, including groundwater with
high salinity content (salt water). Critical facilities out
of the effective range of ground penetrating radar and
traditional electromagnetic instruments, and well
beyond the effective reach of vacuum potholing, can
now be located and mapped with never before
realized accuracy.

A recent study commissioned by the Office of
Pipeline Safety, provided dramatic results and
showcased the promise of future AIR. System@
location and mapping efforts. The technical staff of
MPS3D is working closely with the R & D staff at
Witten Technologies towards incorporating A.I.R.
System@ capabilities into our next generation Radar
Tomographylll> systems. The AIR. System@ is
currently available as a stand-alone service and can
compliment any of our other service offereings.
