The scope of this $ 1 Billion dollar project included planning, preliminary design, design standards development, design management, permitting assistance, public information out reach, bid packaging, construction management, utility conflict coordination, scoping, QNQC, cost estimating, scheduling and other tasks, The program to date has involved 40 separate water and sewer projects totaling $60M in constructed value and involving design and construction of 17,815 1 f of pressurized sewer force main from 4- inch to 12-inch diameter; 91,451 If of 8-inch to 16-inch pressurized water main; 39,000 If of 8-inch gravity sewer from 8-inch; and 6 Pump Stations. Also assisted in aspects of pre-construction, construction management, and project post-construction including project planning and development, permitting, designer procurement and management, construction contractor procurement assistance, construction management, and project services. Design Services for SW 62nd Ave. from SW 24th to Tamiami Canal Road. Project developed as sub consultant of APCT Engineers for Miami Dade County Public Works Dept. Project consisted of 2 miles of road improvements design services for widening and traffic operational improvements and roadways within the existing right-of-way, with traffic calming features, including traffic circles. The overall design services included land surveying, design plans for roadway widening, drainage improvements, lighting improvements, as well as pavement markings and signing. III l I · Venetian Causeway Streetscape Improvements. The execution of this project for the Miami Dade County Public Works Department is essential to our expertise. RAA worked in conjunction with Kimley-Hom and Associates, Inc. The Venetian Causeway is approximately 10,560 LF of roadway with a right-of-way variable from 55 feet to 350 feet. The project boundaries extend from Alton Road to the western boundary of the City of Miami Beach and from Bayshore Drive to eastern boundary of the City of Miami. The objective of this project is to provide beautification enhancements and improvements to the Venetian Causeway. Include design of new road alignment with a curb and gutter, bicycle path and pedestrian sidewalks, storm water drainage improvements, landscape and lighting, The last two services provided by other members 10 . 1 , 1 RIIIV. The overall storm water drainage design concept is based on the treatment of the first inch of runoff for water quality and discharging into Biscayne Bay as per Miami Dade County DERM requirements through an emergency outfall structure. The drainage system is designed to attenuate the runoff generated from the causeway within the right-of-way and any additional contributing area on each side of the right-of-way. This project consist of specific boundary and topographic surveying, site development design, general civil engineering, water and sewer, parking lot design, paving, drainage including deep wells for stormwater disposal, stormwater management sidewalks, Off-site right-of-way road and drainage improvements. Also permitting thru all agencies and municipalities, including City of Miami, Miami Dade County PERA (DERM) and Florida DEP for deep wells. In addition construction administration for a parcel of approximately 0.90 acres in size. The project required design of all utilities and paving grading and drainage, pavement and marking for on- site and off-site land development improvement, permitting, construction administration, final survey, as- builts and certifications. The drainage design was challenge due to the fact that that the building occupied most of the site and deep wells had to be constructed on the basement to collects all the roof drainage and terraces as well as any storm water that could go into the underground parking due to the exposed ramps from the street level. The drainage system included sand filter boxes to remove any contamination from the parking areas. The project was concluded in 2007 and the total cost was $20 Million dollars. I ' I I 1 . 1 I I , J , I · Regatta II, G&D Developers located at 6610-30 Indian Creek Drive, Miami Beach Fl. Multifamily Development Project. Consisted of a multifamily residential development fronting on Indian Creek Dr. backing to the Intercoastal Waterway, The project was re-development of a Historical Building where certain elements required to be preserved. Our services include the initial boundary and topographic survey as well as survey of the existing marina docks, environmental phase I assessment prepared by our sub- consultant, US South Engineering and Testing Lab, and preliminary feasibility site investigation. Also included detailed as-builts of historic building facades for restoration and preservation purposes. The design phase included preparation of civil engineering plans together with storm water management, grading and drainage, and deep well drainage system, sanitary sewer connection and potable water connection and pavement marking. The permitting phase included the City of Miami Beach, Miami Dade County PERA, Florida DEP and Florida DOT for drainage connection permit, arterial road driveway connection permit and utility connection permit. Services also included coordination of water and sewer agreement, maintenance of traffic and permitting. This is a Condominium within the City of Aventura along Country Club Drive. The parking lot had problems with depressions in the pavement, as well as, excessive ponding of rain water during minor storms events. The parking lot area is approximate 2.5 ac, Our scope included preparation of plans for upgrading the drainage system and resurfacing of a parking lot at a condominium. The system included the design of two deep drainage wells which are retrofitted to collected runoff from numerous roof drain locations as well as the parking and landscaping areas surrounding the building. This was an existing 4 lane divided arterial road constructed in the development process by several residential projects with major drainage problems. The drainage system was a variety of unconnected exfiItration systems. RAA research originals plans, which included French drains and slab covered trenches, analyzed the situation of the existing drainage systems on the roadway and interconnecting adjacent street, including the intersection with Coral Way. Most drainage system did not have sufficient capacity to handle major storms, had maintenance problems or were constructed in a way that intersecting roads overburden the systems. Design plans were prepared to interconnect the individual systems along SW 1371h Ave. to handle the arterial drainage as well as the contributing areas from the adjacent streets, which were partially re-graded. This system was also interconnected with the system in Coral Way outfalling to the SW 132nd Ave. Canal. A plugged connection capability was provided on the Tamiami Trail end of the project to connect to the proposed 13ih Ave, project to the north and future Tamiami Road Improvements in the future. Curb and gutters with grading problems were modified or reconstructed to provide proper flow of the storm water. Landscaping affected by the construction was reconstructed as was the pavement along the entire East side of SW 1371h Ave. and crossing to the West side were reconstructed. Maintenance of Traffic (MOT) plans was also prepared for this busy highway. Limited construction consultation and inspections were also required. These projects described above are only a few of an extent list of projects we have designed. Below is a reiteration of the scope of services as stated in Section 3.2-A of the RFQ as well as how we can meet said scope. I I 1. With the advent of 3D CADD software it has become more complicated yet easier to prepare plans which are considered complete and consistent. r 1 d. Detailing elements that are to be protected, kept, repaired or removed from the road. As in every project where a road is being upgraded and drainage is being retrofitted each exiting element needs to be reviewed for how it fits or should fit into the future of that roadway. R&A will gladly provide its recommendations to the City and its Residents relating to any element within the right-of-way and based on the City's request provide a mean to protect, repair, remove or replace an element. Over the years residents have become attached to certain things, which may define their neighborhood and no design project should strip them of any sense of individuality. Obtaining all Permits for the City During the initial conversations with the permitting agencies and when the 30% design is complete a clear picture of the Permitting Agencies will be developed. This will be dependent upon the design elements and will include the following Departments besides the City; Miami. Dade County, FDOT, FDEP and potentially SFWMD for the outfalls unless it is delegated to Miami-Dade County PERA. , t f. Geotechnical Information R&A has complemented its services with US South Engineering and Testing Labs for numerous years over countless projects. US South has had a great track record of providing and coordinating its geotechnical services as needed for engineering designs in an effective manner. g. Easement Acquisition R&A's survey department has assisted other municipalities and the County in acqumng easements and additional right-of-way since the early 80's and will be able to coordinate with the project manger in defining the most practical stretch of land for the location of outfall given the criteria from Miami-Dade County PERA Coastal and the City. R&A has had extensive experience in bathymetric surveying, which will be needed in defining the feasibility of the outfall location. h. Additional Services which may be needed per Agencies. Upon completion of an initial design, meetings will be coordinated with all agencies, which have jurisdiction in order to define their requirements to the letter and be sure that we meet the requirements through the permitting phase of the project. All meeting minutes will be written and provided to the agency and the City for accountability. 2. Project Limits are one of the most important items to define at the start of the project; more so when dealing with connections to a signalized intersection of an FDOT maintained roadway. The limits will be coordinated with the City to include the location of the outfall. 3, Our staff and sub consultants are experienced, enthusiastic and courteous engineers and surveyors who know that this is a people serving people industry. Additionally, they are dedicated to solving problems for our clients not creating them. 4. The duty of R&A is first and foremost to The City and protecting the interests of the City and its Residents though the design, permitting and construction of the project. The goal is to provide a design, which is economically feasible while meeting the written requirements of the departments involved. 5, As mentioned previously above, R&A has prepared easement surveys with legal descriptions in coordination with other municipalities and the County in the past. In order to bring any project to fruition a clear roadmap is necessary. Upon award of the project, R&A will prepare a document detailing all necessary drawings and written specifications which are expected based on the scope provided. This is not set in stone and will develop over the life of the project. ~ I 7. Permit Applications and Processing should be of little concern since the project will be known to all of the agencies involved in its approval. All applications will be completed with sufficient time to review and get them singed by the appropriate individuals in the City. r I 8. R&A has had the opportunity to build on its estimate basis over the last year due to the increase in construction work and our partnership with contractors who work locally. We understand that prices, which were being quoted prior to the financial crises, were bloated and have made a point to update our basis of estimating. , 1 I ' I I I r I I I 9. Given the roadmap developed for the deliverables, as mentioned in item 6 above, a project schedule will be developed with satisfies the time tables of the City and provides sufficient time to develop the contract document and permit the design. ! 1 J 10. As the design progresses and alternatives are presented their costs can be provided to the City for an internal cost-benefit analysis, One example of a design element which will be examined in this fashion will be the deep drainage wells versus exfiltration trench. Basic Schedule and P.'oiect Undel'standinl! , I I , J The services rendered to the City it will be geared to the revitalization of a portion of 174th street. This will be accomplished by upgrading the drainage system, repairing pavement base and subgrade; and the end result will provide a greater level of service to the residents of Sunny Isles Beach. In greater detail the project will consist of three phases for design: forensic services, design preparation and contract document finalization. , J , , The forensic services define the basic characteristics of the roadway design above and below grade. It will involve the utility research along the road and the easement location, the survey of the roadway and easement as well as define the wishes of the City. This will also encompass some preliminary conferences with FDOT once the limits of the project have been designated. Within this portion of the project some thought and field review should be given to the outfall location due to the potential presence of sea life at the outfall location. Miami-Dade PERA must be consulted with to define the parameters for the outfall construction. Another important item to analyze during this phase is the existing drainage characteristics and calculate the number of wells and or linear feet of exfiltration trench which will be needed to provide the proper water quality treatment. I I , I The design preparation will consist of plan production for review by the City, Residents and Agencies as the project progresses through the 30%-60%-90% portions of the project. The plans will need to show all necessary improvements, such as the drainage improvements, landscaping changes, and roadway upgrades. It will be important within this phase to prepare all details from the roadway reconstruction to pavement marking and signage. The drainage and roadway calculations will be prepared for review by the agencies and additional coordination will be made as to prepare the road for permitting. All necessary documentation and agreements for the easement will be prepared so that the City can record the appropriate documents for the easement prior to the 100% of the project. Within this time written specifications for the project elements will be prepared and submitted during the in list form during the 30%, initial draft in the 60% and final draft at the 90% of the project. . He was Head of the Miami-Dade County Highway Planning Section in the 1970's where he supervised the preparation of various arterial roadway master plans, roadway's feasibility studies, and directed continuing right-of-way improvement program. This program was directed to achieve multiple contracts for construction of drainage systems, resurfacing improvements, sidewalks, etc. As President of Robayna and Associates, Inc., he has continued managing similar projects as a consultant for Miami-Dade County Public Works Department and the Office of Community and Economic Development. Those projects have included Melrose Street Improvement Project, Glenwood Street Improvements Project (four phases), Opa-Locka Street Improvement Project, Opa-Locka Street Improvement North Project, South Moton Street Improvement Project, Homestead Ave. Beautification Project, West Little River Improvements (several phases), etc, We also were the City Engineers for the City of Sweetwater, where we did four Drainage Improvement Projects, two Street Improvement Projects and a linear park including improvements to adjacent road. Mr. Robayna managed all of these projects. l J I I l J l J Among his public service Mr. Robayna served in the Miami-Dade County Flood Management Task Force from December of 1999 to 2007 as an appointee by the County Commission. He also served in the Efficiency and Competition Committee of the Miami-Dade County Public Schools District from 2004 to 2005. He has worked as a Project Engineer and Manager for major residential developments of up to 7,000 acres, Assistant Permitting and Inspection Engineer for environmentally related projects for one of the largest Florida developers at the time. Deltona Corporation, and President of a Construction Company Habitek Construction prior to forming Robayna and Associates, Inc in July 31, 1981. Mr. Rafael Robayna has received numerous recognition and awards thru the years. He is a past member of several corporate boards and task force Committees. Currently serves as President of the Cuban Museum and board member of the Miami-Dade Country Strategic Planning Committee. As plans preparation progresses, milestone submittals will be made to the City for comments and approvals of plans, calculations, details, technical specifications, construction quantities and cost estimates, At each milestone of the project Robayna and Associates, Inc. will provide in-house Quality Assurance and Quality Control (QNQc) prior to submittal to the City. The QNAC process will focus on five areas; quality, clarity, completeness, constructability and bid potential. This should reduce the number of comments made by the City reviewers and keep the project on schedule for completion within the design period. Roadwav Aooroach It is important to have the roadway and drainage designers coordinating from the start and Robayna and Associates will be working on it under the same roof. This is important more so in this project to define the best location for drainage wells given the existing roadway grades. Once the existing Roadway profile and right-of-way elevations are defined in the topographic survey, changes to the profile may be made to regarded the road as to more efficiently distributes its runoff. In most instances the longitudinal grades appear to be acceptable and just a rework of the cross slopes may be needed due to signs of base and sub-grade degradation. Roadway design will follow ASSHTO, FDOT and Miami-Dade County Standards. r I It may be the intent of the City to upgrade its traffic calming method at the speed bumps to speed cushions or a table. An exhaustive project approach is crucial in successfully designing and implementing upgrades for the storm water management systems. . . Given the as-built information provided by the City and the information collected in the field a preliminary model will be developed for the roadway and contributing areas. Given the roadway profile collected in the topographic survey the usefulness of each existing drainage inlet will be determined. At this time it would be necessary to determine whether the use of exfiltration trench, drainage wells, or a combination of them would be appropriate. For an explanation of each method please read the following subsections. With the treatment system decided upon that best serves the City and the Residents we would continue to develop the design plans and drainage computer model. ~ l , I During analysis we will define for the 5-year design storm if any elements need to be upgraded or kept. Reusing elements within the existing drainage system is crucial for the project due to the substantial savings that it can provide. , I Water Quality: The FDEP, SFWMD,PERA and the City of Sunny Isles Beach require that all projects meet state water quality standards, as set forth in Chapter 17-302, Florida Administrative Code CF AC). Because it has been well documented that the first inch of runoff generated by a storm event, also known as the first flush, contains over 90 percent of the total pollutants conveyed by stormwater runoff. Approximately 90 percent of the annual storm events in South Florida are less than one inch of rainfall. The state water quality standards are presumed to be met if the volume from the first flush is retained in the storm water management system. Projects within the PERA jurisdiction are required to retain 100 percent of the first one inch of runoff from the drainage basin within the stormwater management system. The methodology for estimating this volume is outlined in PERA's "Policy for Design of Drainage Structures." All projects in Miami-Dade County are required to retain the larger of the water quality volume as determined by either the SFWMD or PERA criteria. However, PERA's criteria typically generates larger volumes than SFWMD. French Drains: In Miami-Dade County, French drains, or exfiItration trenches, are the most widely used, when in- situ soil hydraulic conductivity and/or hydraulic head is sufficient to promote exfiItration of the required storm water quality volume. Miami-Dade County Department of Permitting, Environment and Regulatory Affairs (PERA) suggests a design water table of 1.60 feet NGVD. }> The depth of the French drain trench will be determined from the geotechnical report borings. }> Sumps must be provided at inlets to minimize entrance of oils and sediments into exfiltration system. Baffles should be provided at signalized intersections or adjacent to parking. }> In-situ soil exfiltration capacity is typically determined by the SFWMD "Usual Open-hole Test," or FDOT percolation test method. I Drainage Wells: In areas where space is inadequate to provide exfiltration trench or alternate treatment methods, drainage wells are utilitized. Either fed through gravity or force main. The injection wells are permitted by FDEP and Miami-Dade County PERA as Class V wells and rules set forth in Rule 62- 528 of the Florida Administrative Code (FAC). There is a rule of thumb which dictates the average of one well for every acre of contributing area. At present it appears that two well will be needed. r I }> Drainage wells have a requirement for the treatment of runoff defined by the receiving aquifer. }> In the South Florida Costal area a 90 second detention time is required prior to discharge through a well. The detention tank must be separated from the well with a baffle to reduce the potential for oil, grease and other floating material to reach the well. .. The drainage well is limited in that at a maximum it can only receive the 5-year I-hour rain event of approximately 3.2 inches per hour. .. The regulatory agency enforces the use of a large head-loss of approximately 1. 5' which can make a system seem infeasible in locations with very ground low elevations. }> The drainage well capacity can be complimented by the installation of French drain r , -f '-.-t .
