Dear Selection Committee,
We sincerely appreciate the opportunity to be considered for the above referenced contract and
to acquaint you with our Team. The SRS Team is very familiar with the work to be performed
as Roadway and Drainage Engineers to the City of Sunny Isles Beach and feel our Team is
uniquely qualified to provide the services required.
For this contract, we have carefully assembled a team of experienced professionals that will
assure the City the full range of services and capabilities needed on its projects. Our team
consists of the following local firms:

. FR Aleman and Associates, Inc. (Land Surveying and Traffic Engineering)
. Professional Service Industries; Inc. (PSI) (Geotechnical Engineering and Testing)
SRS Engineering, Inc. (SRS) is a local consulting engineering firm dedicated to providing
professional engineering and construction management services to local governments and
municipalities, as well as the private sector. Our staff is a highly motivated, experienced group
of professionals including engineers, designers, construction managers, field inspectors and
support staff. SRS can offer the City of Sunny Isles Beach a broad spectrum of engineering
services from investigation and feasibility reports to design, project management, construction
administration, and construction observation. We have extensive experience in the design and
construction management of roadway and drainage improvement projects.

SRS has provided similar engineering services to several municipalities and local governments
and we are currently under contract to provide continuous miscellaneous services to the City of
Coral Gables, City of Hialeah, Naranja Lakes CRA, and the State of Florida Department of
Military Affairs. We have been providing engineering services for over 15 years to municipalities
and local governments. We have extensive experience providing miscellaneous services to
municipalities. Recent projects include new roadways, drainage improvements, water and
sewer pipelines and pumps stations, environmental studies, master planning, municipal
buildings and parking areas, parks and recreational facilities, construction administration
services and construction inspections.

Relevant projects include the master planning and design of the water and sewer systems for
the newly annexed area, the design of over 26 miles of local roadway and drainage
improvement projects, a new fueling station for the City of Hialeah; construction management

and inspection services for the City of Miami; and Master Consultant services to Miami-Dade
County DERM, including the management of over 490 roadway and drainage improvement
projects throughout the County.
SRS Engineering is also an FDOT pre-qualified firm and familiar with FDOT LAP (ARRA)
requirements. In accordance with LAP guidelines, we have recently completed the design of
the W. 53rd Street Roadway Improvement Projects for the City of Hialeah. In addition, SRS is
currently providing CEI services for several new LAP projects for the City of Hialeah and Coral
Gables, including W. 4th Avenue, Ponce de Leon Boulevard, and the 1-75 Ramp/NW 138th
Street project.
In addition to our focus on excellence in design and service, our firm is guided by principals who
understand that in order for the firm to succeed it must have satisfied clients. As a result, SRS's
success is largely due to the principals' strong commitment to its clients and the quality of our
work. Principals at SRS are involved in every aspect of the business from design and project
management to employee recruitment. Project management and contract performance is
personally directed by a principal who is thoroughly experienced, licensed professional

complemented by experienced project engineers and talented professional staff that are adept

Our Team will be led by Mr. Ignacio Serralta, P.E., who will serve as Principal-in-Charge. Mr.
Serralta has over twenty-five years of experience in civil engineering planning, design, and
management for a wide range of public works, site development, and infrastructure projects.
Mr. Serralta will be personally overseeing the management of this contract and coordinating
between the City and the SRS Team.

Our Senior Project Manager will be Mr. Oliverio Sanchez, P.E. Mr. Sanchez has over thirty-
three years of experience in project 'management and engineering design for both public and
private sectors. He has extensive experience in land development and site planning, water and
sewer systems, municipal engineering, storm water management and drainage engineering,
roadway engineering, construction management, field supervision, and quality control. Mr.
Sanchez is very knowledgeable of local design standards and regulations and is very familiar
with local plans processing and permit requirements.

Our Design Project Manager will be Mr. Jean-Claude Fontaneau, who has over fifteen years of
experience in civil engineering design. He has been responsible for the planning and design of a
variety of municipal and site development projects. Mr. Fontaneau is primarily responsible for
the engineering design and preparation of plans and specifications including the design of pump
stations, water and sanitary sewer pipelines, site development projects, roadway improvements,
and storm drainage systems. Mr. Fontaneau was the project manager in charge of the design
of several municipal projects including the approximately 26 miles of roadway and drainage
improvement projects for the City of Hialeah, Miller Road Widening and several municipal site
improvement projects including parks, marinas and community centers.

Our Senior Structural Engineer, Ms. Gisela Rey, P.E., has over twenty-five years experience in
the structural design of marine and civil structures including cruise terminals, docks, piers,
seawalls, bollards, canal stabilization and breakwaters. Her responsibilities include structural
design as well as the preparation of construction documents. Her most recent project
experience includes the Miami Circle Seawall Replacement project, the Onyx Seawall
Replacement project, and Berth 24, 28 and 29 at Port Everglades.

II Our Principals and knowledgeable staff have extensive experience in the design and
construction management of municipal projects. The SRS Team has worked together on
many similar projects and is very familiar with local regulatory agencies' requirements. We
have no learning curve!
II SRS is experienced in both engineering design, as well as, in construction administration
and inspections. We have experience in the design and construction of municipal
projects, including cost estimating, scheduling, inspections, and quality assurance. We
"see" both sides of a project!

SRS Engineering, Inc. has designed many recreational projects for local parks and for private developments.
Our experience includes a multi-year consulting contract with Miami-Dade Parks and Recreation Department
providing engineering design and construction management services. The following is a list of parks and
recreational projects we have completed. These projects include several walkways/trails and bike paths, trail
bridge, access roads, site development including clubhouses, restrooms, park facility buildings, picnic areas, an
equestrian center with equestrian trails, canoe ramps, playgrounds, parking areas, water and sewer
improvements, drainage improvements and marinas. All together, we have designed over 22 park and
recreational projects.
On most of these projects our task included the planning of site improvements including laying out of park
facilities such as park administration and maintenance buildings, parking lots, access roads, field drainage
improvements, water and sewer systems, sewer pump stations, and various walkways and bike paths. Our
scope of work included the project management, coordinating the work with all the subconsultants, design and
preparation of construction documents, specifications, preparation of construction cost estimates, permitting
through the various regulatory agencies and departments, bid phase services including conducting pre-bid
meeting and review of bids; and construction phase services which included conducting site inspections,
responding to RFI's and review of shop drawing, and final close out.

SRS Engineering is a FOOT pre-qualified firm to perform
engineering services. We are very familiar with FOOT LAP
(ARRA) requirements. SRS has recently completed the design
of W. 53rd Street Roadway Improvement Project for the City of
Hialeah in accordance with the ARRNLAP guidelines. In addition, SRS is currently providing CEI services for
several new LAP/ARRA pro~ects for the City of Hialeah and Coral Gables. These projects include the 1-75
Ramp/NW 138th Street, W. 4\ Avenue, and Ponce de Leon Boulevard.

SRS has recently completed work on two bridge projects, Black Creek Bridge and the Access Road and Bike
Path Bridge for Chapman Field Park. The Chapman Field Park Bridge consisted of a 21-ft wide bridge over a
water crossing for canoes.
In addition, our senior project manager and structural engineer have extensive experience in design of port and
marine structures including docks, fender systems, harbor crane supports, wharf extensions, mega cruise ship
terminals. Among the projects they worked on include the following:
Berth 24 Extension, Port Everglades, Florida - Design and construction document preparation of 500 feet
length of HZ combined wall system to extend the effective length of an existing pier in order to accommodate a
new cruise ship. The project included the addition of four 150 ton bollards and fender systems.
Berth 28 and 29, Port Everglades, Florida - Structural analysis for HMK-260E mobile container crane
operation. Structural analysis to determine the feasibility of operating mobile harbor cranes HMK-260E at Berths
28 and 29.

Disney Cruise Line Resort Island, Bahamas - Part of the team responsible for the structural calculations,
construction document preparation and shop drawing review for this project which included a marginal wharf, the
creation of an artificial berth island, a protective breakwater, a steel bridge and several fixed timber docks and

Onyx Seawall Replacement, Miami, Florida - Replacement of more than 200 feet of existing seawall with a
new sheetpiling wall for a new high rise building. Responsibilities included design, and construction document
preparation.

SRS has extensive experience in the design and construction
management of roadway projects. SRS has designed roadways of several municipalities, Miami-Dade County
and many private land development projects. Our most recent relevant project experience encompass several
roadway and drainage improvement projects for the City of Hialeah totaling over 26-miles of roadways including
E. 9th Avenue, S.E. 7th Avenue, W. 23rd Street and W. 36th Avenue (NW 97th Avenue). Other roadway
projects include the design of the Miller Drive (SW 56th Street) widening, the extension of SW 120th Street, the
widening of NW 138th Street and adjacent canal, and the entrance to Florida Memorial University.
NW 138th Street, in particular, is currently under construction with a construction cost of over $12,450,000. This
roadway project consisted a of 6-lane divided roadway including continuous drainage system and street lighting
(1.4 Miles); signalized intersections at NW 97th Avenue, NW 102nd Avenue, and NW 107th Avenue with double
left turns and deceleration lanes; new 50' wide drainage canal including culverts and a canal wall along the north
side of NW 138th Street between NW 97th Avenue and 1-75. This project also required an extensive permitting
including City permits with Hialeah, Hialeah Gardens, Miami-Dade County, DERM, FOOT, SFWMD, COE, and
DEP. An Environmental Resources Permit (ERP) was required, cut and fill calculations, and wetland mitigation.

In addition to our municipal roadway design experience, SRS has planned and designed over 550-acres land
developments projects within Miami-Dade County which included the design of all roadways and storm water
management systems.
Furthermore, an example our ability of manage large and complex project, SRS was the program manager
(Master Consultant) for the DERM FEMAlDORM Program. The FEMAlDORM project is a jointly funded effort
supported by the Federal Government, State of Florida, and Miami-Dade County intended to mitigate problems
that arose as a result of Hurricane Irene (October 1999) and the "No Name Storm" (October 2000). As a Master
Consultant we were responsible for the coordination of twelve (12) engineering design consultants and seven (7)
land surveying firms involved in the design of approximately four
hundred ninety (490) mitigation projects. These projects range
from drainage improvements to total roadway reconstruction,
canal dredging, culvert cleaning, and canal bank restoration.
Additionally, we oversaw the construction efforts of five (5)
contractors performing work with an estimated construction value
of $35,000,000.00. Finally we were responsible for all document
control related to these projects, approval of payment for design,
survey, geotechnical reports, and construction in accordance with
FEMA required guidelines.

large land development projects within Miami-Dade, Broward, and St. Lucie Counties. Our firm provides full land
development services from initial due diligence and feasibility studies to complete design all site improvement

Kendall Commons - SRS prepared all civil engineering design
plans and specifications for the construction of an approximately
160-acre traditional neighborhood district development comprised
of 1,256 residential units, including townhouses, single family
homes, live/work units, lofts, and flats; as well as over 132,000 sq.
ft. of commercial retail, 15-ac lake, and a 9-acre school. SRS
services included the civil design of a regional sewer pump station
(wet well/dry well) as well as on-site roadway, paving and grading,
drainage and storm water management systems, water and sewer
systems, design of off-site water and sewer systems and roadway
improvements to SW 16th Avenue and Kendall Drive. Other

Bluewaters - 80-acre mix-use Single Family/Townhouse
development located south of SW 240th Street between the
Florida Turnpike and SW 112th Avenue in southwest Miami-
Dade
Hialeah Palms - 114-acre multi-use urban design neighborhood
comprised of 933 residential units, including multifamily,
townhouses, and single family homes; as well as 9.5-ac wetland
and a 5.8-acres of parks and green areas in Hialeah Annex Area.
Coral Keys Homes - 44-acre Multi-family/townhome development
comprised of 614 townhouse units. The project is locate north of E. Palm
Drive (SW 344th St.) and SW 172nd Avenue in Florida City. SRS services
included the civil design of all on-site roadways, paving and grading,
drainage and storm water management systems, on-site lake and
wetlands, on-site water and sewer systems, design of off-site water and

Our Team will be led by Mr. Ignacio Serralta, P.E., who will serve as Principal-In-Charge. Mr.
Serralta is the President of the firm and sole owner. He has over twenty-five years of experience
in civil engineering planning, design, and management for a wide range of public works, site
development, and infrastructure projects. Mr. Serralta will be personally overseeing the
management of the assigned projects and coordinating between the City and the SRS Team.
Mr. Serra Ita will be your key point of contact.
Our Senior Project Manager will be Mr. Oliverio Sanchez, P .E. Mr. Sanchez has over thirty-
three years of experience in project management and engineering design for both public and
private sectors in Central and South Florida, Mexico, the Caribbean and Spain, in fields such as
land development and site planning, airport work on both landside and airside, port and marina
developments, municipal engineering, storm water management and drainage engineering,
roadway engineering, construction management, field supervision, and quality control. His
extensive municipal project experience has provided him with broad knowledge in project
coordination, dealing with governmental agencies and plan approvals and processing. Mr.
Sanchez was the project manager on several City of Sunny Isles Beach projects including Bella
Vista Park, Collins Avenue Beautification, and Arlen House Streetscape.
Our Design Project Manager will be Mr. Jean-Claude Fontaneau, who has fourteen years of
experience in civil engineering design. He has been responsible for the planning and design of a
variety of municipal and site development projects. Mr. Fontaneau is primarily responsible for
the engineering design and preparation of plans and specifications including the design of pump
stations, water and sanitary sewer pipelines, site development projects, roadway improvements,
and storm drainage systems. Mr. Fontaneau was the project manager in charge of the design
of several municipal projects including NW 13Sth Street Roadway and Drainage Improvemetns,
NW 9ih Avenue Roadway Improvemtns, Miller Road Widening and several municipal site
improvement projects including parks, marinas and community centers.

Our Structural Engineer will be Gisela Rey, P.E. Ms. Rey has over 25 years of experience in
design, planning and management of structural engineering projects for port facilities, including
docks, fender systems, harbor crane supports, wharf extensions, mega cruise ship terminals
and canal stabilization. Among her recent experience is the seawall replacement at
Archeological Tequesta Circle in Miami River. Responsibilities included design and construction
document preparation.
