On behalf of CIMA Engineering Corporation (dba CIMA), attached you will find a
Proposal for Qualifications in response to the above referenced RFQ solicitation. The
proposal has been prepared in accordance with the terms of the Request for
Qualifications, as well as all supplementary information provided which have been
received and reviewed, and CIMA meets and exceeds the requirements of the RFQ.
CIMA's professional staff brings over thirty (30) years of experience in Civil Engineering
design and as a result our personnel are well versed in the standards required for this
project
CIMA is a professional Architecture/Engineering/Construction Management Firm with a
specialized emphasis in Civil Engineering and Construction Engineering & Inspection
Services. CIMA was formed in 1999 and currently maintains offices in both Miami-Dade
and Broward counties. CIMA has provided professional Engineering services to a variety
of municipal agencies including the Florida Department of Transportation (FDOT), The
Miami-Dade Expressway Authority, the City of Fort Lauderdale and the City of Miami
Beach. Our services cover aspects of design and construction work to include roadways,
bridges, underground structures and utilities.

Transportation, SBA 8(a) Certified, C.B.E. Certified in Miami-Dade County and Broward

CIMA is a professional Architecture/Engineering/Construction Management Firm with a specialized
emphasis in Civil Engineering and Construction Engineering & Inspection Services. CIMA was formed in
1999 and currently maintains offices in both Miami-Dade and Broward counties. CIMA has provided
professional Engineering services to a variety of municipal agencies including the Florida Department of
Transportation (FOOT), The Miami-Dade Expressway Authority, the City of Fort Lauderdale and the City
of Miami Beach. Our services cover aspects of construction work to include buildings, airports, mass-
transit, transportation, structures and utilities projects while our Civil Engineering design division
possesses extensive experience in the design of water, sewer, and drainage systems and roadway
planning and design.
In 2008, CIMA diversified its portfolio and branched out into the field of Construction Management
services for Building Construction projects. CIMA has provided these high-quality services to municipal
agencies, most notably to the City of Fort Lauderdale on the construction of new municipal fire stations.
In 2010, with the goal of providing a full range of services to its clientele CIMA became a licensed
Architecture firm offering its expertise in site planning, building design and construction, interior
architectural design, as well as renovation and expansion of existing structures. CIMA's staff brings over
10 years experience in a variety of typologies including single and multi-family residential, hospitality,
retail, office/commercial, and mixed-use projects.
CIMA is the certified D.B.A. of our parent company, CIMA Engineering Corporation, a licensed
corporation with the State of Florida for the past 11 years. CIMA is also a Disadvantage Business
Enterprise, certified by the Florida Department of Transportation, SBA 8(a) Certified, CBE Certified in
Miami-Dade County and Broward County.
CIMA has performed as prime consultant on several contracts and our performance on these projects
has resulted in continuing work from our clients. For example, all work on FOOT jobs are evaluated for
performance and assigned a grade; CIMA's Average Grade with the Department of Transportation is a

CIMA has extensive experience as the Prime Consultant performing Civil Engineering and Construction
Engineering & Inspection Services on various projects throughout South Florida. CIMA's professional
staff brings over thirty (30) years of experience in Civil Engineering design and as a result our personnel
are well versed in the standards required for this project in addition to experience with the various state
agencies that will be required to coordinate with during construction of the project.
Over the past twelve (12) years, CIMA has efficiently and professionally participated on many similar
government projects in providing our services and it is a priority for us to continue providing our excellent
services in the same successful manner to the City of Sunny Isles Beach. CIMA is a fully certified and
insured (see attached) corporation and our firm is free of any litigation or claims and is fully available to
provide the Civil Engineering services requested. Furthermore, our staff is available to begin work on the
referenced project immediately upon receipt of authorization from the City. Our firm possesses the
knowledge and resources to effectively provide the professional services requested and we are
committed to working with the City through all phases of the project as outlined in the RFQ.

The following text describes the most recent projects which CIMA's professional staff provided Civil
Engineering services as a Prime Consultant.
St. Regis Resort and Residences - Bal Harbour,
FL.: Located on 1,000 feet of pristine beachfront and
surrounded by over nine acres of lushly landscaped
gardens, the St. Regis Bal Harbour Resort and
Residences is comprised of 268 private residences,
183 hotel rooms, 37 condominium-hotel suites, and
24 factional residences housed in three glistening
glass towers that overlook the Atlantic Ocean.
Starwood Vacation Ownership retained the services
of CIMA to provide Civil Engineering and
Environmental Permitting services on a consulting
basis to review the Engineer of Record's design of
both the East and West ends of the project, which
function independently of one another, and to review
the drainage calculations. Upon completion of this
task design modifications were presented and new calculations were provided. CIMA was then brought
on to the project to assume the role of Engineer of Record for the job and to be responsible for all
approvals from the Florida Department of Transportation, Department of Environmental Protection, and
any other approvals required.
NE 15 Ave, from Miami Gardens Drive to NE 150 St.
- Miami-Dade County Public Works; Mr. Caamano
was the Design Project Manager responsible for the
coordination, design and preparation of construction
documents for the reconstruction of 1 mile of NE 15
Ave. This project included roadway alignments
coordination, utility coordination, drainage, signing and
marking, and bridge design. This one mile design
project went from residential area to commercial area
crossing a major FOOT roadway and back to residential
area, which provided for a variety of typical sections and
harmonization requirements in each region.

Miami-Dade County Public Works;
Mr. Caamano was the Design Project Manager responsible for
the coordination, design and preparation of construction
documents for the reconstruction of Bird Rd. This project
included roadway alignments coordination, utility coordination,
drainage, signing and marking, and Street lighting. This project
although short in distance provided a unique typical section
requirements due to an existing canal section adjacent to the
roadway and a fast track design requirement due to political
pressure from neighboring residents looking for the final
completion of this portion of roadway never provided during the
development of the region.
Grand Ave, from SW 37 Ave to SW 32 Ave. - City of Miami
Public Works & Miami-Dade County Public Works (JPA); Mr.
Caamano was the Senior Design Engineer responsible for the
coordination, design and preparation of construction documents
for the reconstruction of 1/2 mile of Grand Ave. This project
included roadway alignments coordination, utility coordination,
drainage, signing and marking, street lighting and signal design.
This one/half mile design project was a very congested urban
area with multiple store fronts to be accommodated by the
design of the roadway.

Donation Project to MDPW; Mr. Caamano was the Senior
Design Engineer responsible for the coordination, design and
preparation of construction documents for the new construction

divided roadway. This project included modifying roadway
alignments for the south leg of SW 107 Ave at NW 41 Street,
utility coordination, drainage, signing and marking, and
coordination with SFWMD, DERM, and MDWASD.

residents abutting the roadway. The project was shelved to this day.

US-1 from SW 288 ST to SW 264 St. FOOT Project
T6192, JPA with Miami-Dade Water & Sewer, Miami,
Florida; CIMA was the QC Inspectors for Trans Florida
Development (the contractor) and Mr. Caamano was the
Project Manager for the Contractor. This project was a
Joint participation between Miami-Dade Water & Sewer
and the FOOT for the reconstruction of US-1 and the
installation of a 24" water main along the entire project.
The roadway reconstruction included a complete
continuous drainage system, Bridge widening, street
lighting and signal modifications.
Perimeter Rd - NW 72 Ave to NW 57 Ave, FOOT Project
T6174, Miami, Florida; CIMA was the CEI Consultant to
FOOT and Trans Florida Development was the contractor.
Mr. Caamano was the Project Manager for the Contractor.
This project was a fast track project as part of the future
interchange of SR 836 and SR 826 reconstruction. The
roadway reconstruction included a complete continuous
drainage system, Bridge demolition and culvert
construction, street lighting and signal modifications.
Specifically this project involved the relocation of the Miami
International Airport fence along the south side of the
facility and the rework of their existing drainage in the
region. The project was completed ahead of schedule and
under budget.

SW 160 St Miami-Dade County Project 20070682,
Miami, Florida; Mr. Caamano was the Construction
Project Manager for the Contractor. This project consisted
of the construction of the new roadway and new drainage,
bridge widening, new street lighting and new traffic
signalization. The Project required his supervision on the
daily operation of the project, coordination with the
agencies and the Design Engineers, the subcontractors
and the County. Managing all purchasing, invoicing and
reporting on field problems and providing or working out
solutions for each scenario.

CIMA's has comprised a TEAM of Professionals which have the experience and qualifications to perform
Civil Engineering Design Services to the City of Sunny Isles Beach. Our team concept is to provide team
members which will serve as dual role or share responsibilities to provide efficiency in professional
services.
CIMA's professional staff consists of eight (8) full time employees in addition to the various sub-
consultants employed at various times by the firm. Our staff includes a full-time Office Support Manager
and four (4) Project Managers/Inspectors with multiple certifications (see below) to support our Civil
Engineering design team. A brief summation of our Civil Engineering team is as follows with detailed

Jose A. Gonzalez, P.E. - Mr. Gonzalez is the President and Senior Engineer for CIMA and will serve as
the overall Team Leader on this project, including directly supervising all work to be performed by CIMA
and coordination with all subconsultants and municipal agencies as required. Mr. Gonzalez has over
twenty-two (22) years of experience in the Civil Engineering/Construction Engineering and Management
profession and is familiar with all aspects of Civil design and the means and methods of construction.
Mr. Gonzalez earned his Bachelor of Science in Civil Engineering and in the time since has earned the
following professional licenses and certifications:

Mr. Gonzalez has extensive experience in both the design and construction of roadway projects,
including ten (10) years working directly for the Florida Department of Transportation as a Project
Engineer on a variety of projects involving the construction of sidewalks, bike paths, drainage, signing
and signalization improvements. In 1999 Mr Gonzalez founded CIMA Engineering Corp. with a
specialized focus on Civil Engineering and Construction Engineering and Inspection Services.
Gilbert Caamano - Mr. Caamano is a Project Manager/Project Engineer for CIMA. Mr. Caamano has
over thirty-two (32) years of experience in the Civil Engineering/Construction Engineering and
Management profession and has worked on a wide-range of roadway, bridge, water and sewer projects
in his career with a specialty in the design of water, wastewater, paving, grading, and drainage systems.
Mr. Caamano studied Civil Engineering and in the course of his professional career he has earned the

Project and Construction Team Management: Team CIMA understands the importance of
quality project coordination and communication. The breakdown of project communication can begin
with incomplete or erroneous plans, an inadequate understanding of the plans and specifications by the
Contractor or inspection staff, a lack of coordination and understanding of the work prior to commencing
operations. Not understanding or conforming to requirements is a road to failure.
The best method to ensure success is to make sure proper communication is established. An early

A submittal log will be used in order to track all shop drawings and submittals. This log will forecast due
dates for submittals and track them in order to avoid any delays. CIMA will review the submittal log
on a weekly basis in order to determine the status of such.
Request for Information (RFI) is a process used to answer construction and design issues. CIMA will
exercise control regarding all project issues via the established line of communications. It is important
that the Contractor communicates through a single source in order to avoid multiple and varied
responses to the Contractor's request.
CIMA will receive all RFl's and forward for disposition to the appropriate organization. All RFl's will be
answered by the CIMA Project Team. RFI's are time critical items, which deserve prompt and accurate
resolutions in order to avoid delays and claims. RFI's will be logged and tracked on a weekly basis in the
progress meetings. The Contractor will be directed on the method and procedures of the submittal of the
RFl's in order to develop a standard format acceptable for the projects.
Quality Assurance: CIMA provides a Total Quality Assurance Program on its projects. The
program will be composed of a detailed Quality Assurance Plan which will be provided to the Project
Manager (30 days) after the award of the contract.

The undersigned Proposers proposes and agrees, if this Bid is accepted, to enter into an agreement with
The City of Sunny Isles Beach in the form included in the Contract Documents to perform and furnish all
Work as specified or indicated in the Contract Documents for the Contract Price and within the Contract
Time indicated in this Bid and in accordance with the other terms and conditions of the Contract
Documents.
The Proposers accepts all of the terms and conditions of the Advertisement or Request for Qualifications
and Instructions to Proposers, including without limitation those dealing with the disposition of Bid
Security. This Bid will remain subject to acceptance for 90 days after the day of Bid opening. The
Proposers agrees to sign and submit the Agreement with the Bonds and other documents required by the
Bidding Requirements within ten days after the date of the City's Notice of Award.
