Langan Engineering & Environmental Services (LEES) is pleased to submit our
Statement of Qualifications for the above referenced RFQ. We have reviewed the scope of
services for this project, and have selected a project team with the necessary skills to
successfully complete all requested services.
CGA is a well-established multi-disciplinary firm with offices located in Fort Lauderdale,
West Palm Beach, Port St. Lucie, Homestead, Clearwater, Jacksonville, Florida and Atlanta,
Georgia. For more than 74 years, our firm has been providing consulting services to the
South Florida area. CGA's long standing relationships with various municipalities and our
diverse personnel makes us uniquely qualified to deliver the required services as described
in the scope of services.
If selected, CGA's Fort Lauderdale office located at 1800 Eller Drive, Suite 600, Fort
Lauderdale, FL will be the responsible office for this contract. Dennis Giordano, will serve
as the Principal-in-Charge of the proposed project, and Douglas R. Taylor, P.E, will serve as

Judicial Court, in and for Broward County. This case which was filed in 2006 was related to the
Palm Beach County Airport Parking Structure. The case was settled in August 2007.

Department of Transportation, City of Pembroke Pines, William J. Russo, Natasha Russo, and Calvin,
Giordano & Associates, Inc., Case No: 0601924(12) in the 17th Judicial Court, in and for Broward
County. CGA was a co-defendant in a wrongful death action brought by the deceased's relatives.
This case was filed on or about June 30, 2006, and was settled to the satisfaction of both parties in
September 2008.

Vue Condominium Association, Inc. vs, Vue Fort Lauderdale, L.L,C., ET AL, Case No. CACE09012422
.Suit was filed March 3, 2009. This is a typical condominium construction defect suit involving the
developer, contractor, numerous subcontractors and all the design team, The condominium
association voluntarily dismissed its claim against Calvin, Giordano February 2011.

Walnut Creek Community Development District vs. Standard Pacific of South Florida, GP, Inc., Et AI,
Case No. CACE10019353. Suit was filed May 4, 2010. The case concerns the failure of an HDPE
drainage system and is in the early stages of discovery. The other parties include the developer, the
pipe manufacturer and the contractor which is defunct but which may have insurance coverage.
Our understanding is that the problems are primarily the result of defective manufacture of the
HDPE pipe although design and construction deficiencies also are alleged.

Indication of How Long It Would Take to Implement Service After Authorized
to Begin:
The CGA Team, consisting of Calvin, Giordano & Associates, Inc, (CGA) and sub-consultant Langan
Engineering & Environmental Services can begin work on the project the day of receiving the Notice to
Proceed from the City of Sunny Isles Beach. The engineering staff assigned to this project has the capacity
to begin immediately working on the project gathering as-builts and permits. Our survey department staff
can place a crew in the field within 48 hours of receiving the Notice to Proceed to begin the design survey.

of projects and more specifically our permitting experience with DERM and FDEP on these types of
projects, CGA would expect that our team would have an advantage with shorter length of time permitting

SECTION 2 - QUALIFICATIONS
Calvin, Giordano & Associates, Inc. (CGA) has extensive experience with drainage design in South Florida
coastal areas. We have designed projects consisting of gravity systems to positive outfalls, pump stations to
positive outfalls, gravity systems to gravity drainage wells, pump stations to gravity drainage wells, as well
as pump stations to pressurized drainage wells, Moreover, we have permitted these systems through
Miami~Dade DERM and FDEP, and have a good working relationship with these two agencies, In addition,
_ we have designed a number of roadwaY's in Miami-Dade County coastal communities including NE 172nd
Street and Atlantic Isles Boulevard in Sunny Isles Beach.
With respect to drainage/storm water design and permitting in general, CGA has an extensive and solid
background. CGA has been the Drainage/Storm water Management Engineer for the South Broward
Drainage District (SBDD) since 1990. The firm was originally contracted to develop the first and only
district-wide basin hydrologic and hydraulic analysis and storm water comprehensive plan. CGA is also the
District Engineer for Indian Trace Development District (ITDD) and Bonaventure Development District
(BDD) and has completed basin wide hydrologic and hydraulic modeling, including the master drainage
system modeling, analysis and pumping station upgrades, large-scale mitigation/wetlands plans and the
updates of the comprehensive plan. CGA uses the latest in advance computer-assisted software
technologies such as the Interconnected Pond Routing (ICPR), HydraFlow, Cascade and other current
computer programs,
As District Engineer for ITDD, and BDD, our responsibilities include the review of all construction plans and
specifications for conformance with the District criteria, as well as representation at District Board
meetings to address technical and engineering issues. In addition, CGA has been successful in obtaining
several millions of dollars in grants to accomplish the District's goals and objectives
Furthermore, CGA has also developed storm water master plans for several municipalities including the
cities of Dania Beach, Lauderhill, West Park, Weston and the Town of Surfside. Within these cities and
towns we have provided a number of storm water related activities such as storm water modeling,
drainage calculations, pump station design and/or pump station rehabilitation, NPDES MS4 compliance,
culvert design, canal extensions and other related hydraulic structures.
Based on the initial information provided we believe that the drainage system for 174th Street will be a
combination of preserving existing positive outfalls (with upgrades for water quality and backflow
prevention), along with Class V drainage wells, A pump station will be necessary to provide the eight feet of
head allowed for "gravity" wells. Without the pump station, the head built up on the well casing would be
very slight prior to the storm water backing out of the grate on to the street. Also, note that it takes one to
one and one half foot of head in order for the freshwater to overcome the density of the brackish water and
push down into the G3 aquifer. Therefore, without a pump station, the drainage wells would not be
effective.
We designed and permitted a similar project in Surfside. The initial intent was to upgrade water quality
with the installation of the pump station and Class V wells; however, the system also served to greatly
reduce flood staging in those areas of the Town. A pump station was design to provide the eight feet of
head allowed by FDEP on the gravity wells and a pressure relief valve was placed on the system to open
back into the gravity system should the head exceed eight feet. This system went through permitting at
Miami-Dade DERM as well as FDEP.
In Hallandale Beach, we designed a similar yet much more complex system, The NE Quadrant Drainage
Project, designed by CGA with hydro-geological services provided by Langan Engineering & Environmental
Services became the first project permitted by FDEP with a "pressurized" Class V drainage well system. In

simpler terms, this was the first project permitted by FDEP allowing more than eight feet of head to
pressurize the wells (in this case fifteen feet of head over 16 Class V wells). CGA, LEES, and FDEP together
developed a monitoring program for the G2 and G3 at this location to ensure that the pressurization did not
cause the brackish G3 water to plume up into the G2 freshwater. In addition, on this project CGA
introduced water quality swales along roadways, and designed flap gates at strategic locations to prevent
tidal backflow. Many roadways within the project area are being reconstructed with the improvements.
CGA was able to increase the city's FEMA HMGP grant from $2,000,000 to over $11,000,000, which
included an expanded drainage area along with the new drainage system.

Over the course of several decades and dozens of projects, CGA has excelled at assuming the leadership role
of directing the efforts of the team of sub-consultants required of projects with similar or greater scope.
CGA staff is experienced and comfortable with taking the lead role and responsibilities required to
command the quality of work and schedule demands these projects will require.
Specifically, CGA's resume of successfully completed work includes storm water master plans, roadway

A clear distinction CGA brings to the table is the history of involvement with coastal drainage projects

The project is located in the City of Sunny Isles Beach, in Miami-Dade County and
consists of approximately 3,000 linear feet of roadway, swales, and sidewalks extending
from Collins Avenue to the end of Atlantic Boulevard. By means of a Special Assessment,
the completed project will service 62 residences on an island with new water mains,
sanitary sewer, and under grounding of electrical power, cable television, and
telephone. In addition, drainage improvements including curb and gutter, retention
areas, pollution retardant devices, and a storm water collection system. Services, such
as electric power, water, and sewer were financed by the City at the current rate of
interest over a period of 15 years.

BASIN 5 STORMWATER MASTER PLAN
Dania Beach, Florida
This project initiated in 2007 and currently in the implementation phase, has a study
area bounded by SE 5th Avenue, Federal Highway (US-1), Sheridan Street and Dania
Beach Boulevard within the City of Dania Beach, Broward County, Florida. Basin 5
encompasses an area of approximately 400:t acres and is delineated through the use of
the existing basin topography and the storm water runoff patterns to the ultimate basin
outfall known as West Lake. Land uses within the basin are primarily single and multi-
family residential; however, the US-l corridor is comprised of commercial, industrial
and office land uses.
The proposed drainage improvements consist of four duplex pump stations, more than
20,000 linear feet of higher capacity storm sewer to improve storm water conveyance,
more efficient discharge outfall systems and exfiltration trenches to improve area water
quality. The retrofitted drainage systems within the City Basin 5 drainage areas will
attenuate the storm water runoff and reduce the frequency and duration of flooding.
CGA developed the Storm water Master Plan for Basin 5 through modeling performed
using the Interconnected Channel and Pond Routing (ICPR) software. CGA evaluated the
existing and proposed Level of Service (LOS) of flood protection for the basin. Pre and
post improvement scenarios were modeled for the 10 year 24 hour, 25 year 72 hour,
and 100 year 72 hour storm events. Repetitive Loss properties are located within the
basin and were benefitted by the flood stage reduction; however, it was economically
impractical (due to extremely low finished floor elevations on some RL properties) to
attain an LOS which would have protected all habitable structures within the basin.
From the Master Plan CGA provided the City with a prioritized list of necessary
improvements, including projected cost, for inclusion in their Capital Improvement
Plan,

COMMUNITY ENHANCEMENTS
Bay Harbor Islands, Florida
Calvin, Giordano & Associates, Inc. worked closely with Town Staff to devise a strategy
for improving the qualities and character of the Town's west island's neighborhood,
something the Town had been struggling with for over 5 years prior to contracting CGA.
CGA was successful in providing the necessary services to get public support for the
project, design the roadway and landscape improvements, and oversee all aspects of the
construction. The project consisted of engineering and landscape improvements that
upgraded the residential streets in the form of milling and resurfacing of the roadways,
drainage, lighting, planted and irrigated bulb-outs and signage throughout. While the
scope of the project is similar to others in nature that CGA has performed, this project
stands out as one where CGA's heavy involvement in marketing, graphics and conflict
resolution took center stage. These skills aided CGA in facilitating approval of the final
design strategy. CGA's experience in negotiating discussions to arrive at compromises
proved to be the winning strategy, coupled with their excellence in providing
comprehensive services to deliver a complete project.

TOWN OF SURFSIDE STORMWATER DRAINAGE
Surfside, Florida
The Town of Surfside was incorporated on May 18, 1935 and it encompasses a total land
area of approximately 330 acres. The Town is built out with no land for traditional
treatment BMPs. Storm water runoff flows down gridded streets from east to west with
no storm water treatment facilities in the Town. Runoff flows out to the Bay via pump
station and six injection wells at each outfall at 92nd and 88th Streets.. The residential
areas are so low that the ground water is only about 1.5 feet below the surface,
eliminating the use of exfiltration trench for water quality purposes. During high tides the
Bay backs up through the storm drain gravity system and into the streets, creating a
surcharged system. All of the Bay frontage properties in the town have seawalls.
CGA developed the Town of Surfside Storm water Management Master Plan to address
water quality issues and reduce flooding within the Town. The Master Plan included a
complete engineering analysis based on the ICPR computer models of the storm water
management system. From a water quality perspective, CGA formulated the best
approach to reduce or eliminate pollutant discharge loadings into Biscayne Bay from
the Town's system. In addition, the modeling targeted improvement in hydraulic
performance of the Town's drainage system.
Based on the site location, proposed site grades, water table depth, and surficial aquifer
depth the drainage wells operated by pumps were found to be the most practical option.
The project retrofitted the existing Town's outfalls with storm water treatment facilities
reducing pollutants in storm water runoff entering Biscayne Bay. The 24 inch diameter
gravity drainage wells are fed by storm water pump stations. The capacity of pump
station required to serve drainage wells have been calculated based on the total design
maximum capacity of the wells.
The proposed drainage wells also reduced the post-condition peak discharge. Due to
space restrictions the proposed pump stations and injection wells were located in the
Town Street ROW limits. Storm water runoff is pumped into the drainage well with the
following conditions:
1. The proposed inflow pipe to the pump station will have Pollution Separating
Baffle Box and the pump station will have control structure to separate the
suspended particles before pumping into the drainage well.
2. The maximum allowable head is limited to 8ft. NGVD as the attached by-pass
pipe is raised at 8 ft. N.G.V.D.
3. The discharge into the aquifer will take place by gravity flow only.
4. The fresh water and salt water concentration difference has been taken into
consideration to calculate equalization head for the wells. Gravity drainage well
capacity is 700 GPM per foot of head. The pump is selected based on the
combined capacity of 3 (three) drainage wells

The Indian Trace Development District (ITCDD), a dependent district of the City of
Weston, consists of 2,245 acres of interconnected lakes and wetlands discharging into
the South Florida Water Management District (SFWMD) C-ll West Canal. The water
quality and discharge rates are controlled by the two large storm water pump stations
on the southern boundary of the community.
Phase I of the Storm Water Master Plan identified the hydraulic and the hydrologic
characteristics of the study area. This data was then compared to the previously
permitted information and discrepancies were identified and rectified through use of
the existing GIS database. This information provided a more refined level of accuracy
than was used to obtain the previous permits. In addition, CGA verified existing data
using a G,P.S. Survey Crew, This model has been used as a basis for evaluation of all
proposed development within the District.
The model provided a base line from which the City's Level of Service (LOS) was
determined. Additionally, the model identified weaknesses in the conveyance system,
flood conditions due to an insufficient volume of storage and unacceptable localized
flood durations within the District boundary. Improvements to the system were
incorporated into the model and their effect on the performance of the system
evaluated.
From this CGA developed a prioritized list of necessary improvements, including
projected cost, for inclusion in the City's Capital Improvement Plan.

CGA designed and permitted the recommendations resulting from the drainage study for
Hallandale Beach NE Quadrant Drainage Basin which encompasses an area of
approximately 170:t acres. This tidally influenced basin is bounded by Atlantic Shores
Boulevard, Federal Highway (US-l), Hallandale Beach Blvd (HBB), and NW 14th Avenue
in the City of Hallandale Beach, Florida. Land uses within the study area are primarily
single family residential and multi-family residential.
There are a number of drainage facilities within the project area with limited conveyance
capacity and high head loss. Average lowest floor elevations average between 5.5' to 6.5'
NGVD, and roadway elevations are approximately 3.7' to 3.9' NGVD within the study area.
The conveyance system is subject to the effects of tidal fluctuation; and therefore at times
there is virtually no head available to drain the basin. To convey the storm water from the
basin, there are six existing gravity drainage wells and a single gravity outfall to the
Intracoastal Waterway. The lack of conveyance capacity within this system has led to 37
Severe Repetitive Loss (RL) properties and the complete inundation of the roadway
system for extended periods during storm events of lesser frequency than that required
by SFWMD.
Using ICPR, CGA modeled a proposed system of two pump stations connected to sixteen
wells, while maintaining the existing gravity wells and gravity outfall. These sixteen new
wells will be pressurized with fifteen (15) feet of head in order to produce the necessary
discharge into the G3 aquifer. FDEP and the Broward County Environmental Resource
Department have issued permits for the project. While not able to reduce the effects of a
storm surge coming from the east, the system will reduce the 100 year 72 hour storm
event stage below the lowest floor elevations within the basin, including the SRL
properties. The existing roadway crowns will be above the stage of a 10 year 24 hour
event after the proposed system is constructed and operational. In addition, backflow
prevention (flap gates) are designed for the existing gravity outfall system to prevent tidal
flow into the new system. CGA secured an additional $9,000,000 to add to the original
$2,000,000 FEMA HMGP grant that the City had for this project. The additional money
also included an expanded project area.

COLLEGE AVENUE ROADWAY & DRAINAGE IMPROVEMENTS

Calvin Giordano and Associates, Inc. (CGA) is currently in the process of designing and
permitting the Phase I improvements to College Avenue within the Town of Davie
Regional Activity Center (RAC). This phase involves the upgrade of roadway from SW
30th Street to Nova Drive from a two lane rural section to a four lane major collector
with eight foot wide walks, bike lanes and planted medians in an educational campus
environment. The proposed improvements will created a safer driving environment by
providing safer turning opportunities as well as a safer environment for pedestrians
and bicyclists by providing designated uses for each. In addition, the existing roads has
an inadequate drainage system. A major componenet of this project is the re-design and
permitting of the new drainage system.
The project involves extensive coordination, interaction and communication with the
local community including Broward College, Nova Southeastern University, Florida
Atlantic University, and the University of Florida as well as local residents and the
student population. This project is being undertaken in conjunction with a grant from
the Florida Department of Transportation.

Manatee Isles Drive is a two lane divided roadway, with turn lanes, in a residential area,
connecting several neighborhoods to an elementary school on the east end and Florida
Nature and Cultural Center on the west end. This project included the design of
improvements to Manatee Isles Drive between SW 196TH Avenue and South Post Road.
The project added bicycle lanes, sidewalk, street lighting, drainage improvements, curb
and gutter and improved school zone markings at Manatee Bay Elementary School. CGA

Engineering and permitting services provided to the Town of Surfside for compliance
with the Dade County Municipal Separate Storm Sewer System (MS4), National
Pollution Discharge Elimination System (NPDES) Permit. Coordination with the Town
Staff, Miami Dade Department of Environmental Resources Management (DERM) and
the State of Florida Department of Environmental Protection (FDEP) was accomplished
to submit the NPDES Annual Report Form and RAI responses for the Town of Surfside
as a co-permittee on the Dade County MS4.
CGA recently updated the Town's stormwater management program including an
NPDES Guidance and Reference Manual with inspection schedules, inspection forms and
required documentation and procedures. CGA is currently coordinating the items set
forth in the stormwater management program such as inspections of the stormwater
controls and documentation of the conditions with the Town Staff.
CGA will continue to advise the Town Staff, monitor the progress of the stormwater
management program, aid in conducting inspections of the stormwater controls,
prepare and submit the NPDES Annual Reports and respond to any RAI's from the FDEP
for the Town's NPDES Permit.

potential production zones. Langan provided areasonable
assurance report that met the requirements of Chapter 62-528,
Florida Administrative Code, as part of the permit package for
the new stormwater drainage wells. Langan also provided a
report documenting specific capacities in the project area, which
the city's engineer incorporated into the drainage design.
Langan determined that the geological and total dissolved solids
data provided reasonable assurance that properly constructed
production wells cased to 55 ft bls should minimize the potential
for discharged stormwater to migrate vertically and affect a
Class G-II aquifer system or surface water body or to cause
mounding at the surface.
The specific capacity test consisted of pumping groundwater,
and monitoring the flow rate, the drawdown, and the elapsed
time. Langan recommended design capacity rates ranging from
400 gallons per minute per foot of head (gpm/ft) to 700 gpm/ft.

Langan provided hydrogeological services in support of
the city's plan to install pressurized right-of-way
stormwater drainage wells to alleviate street flooding.
Langan's scope of work included supervising five 150-ft
test holes in the 120-acre Northeast Quadrant project area
and five 200-ft- test holes inthe120-acre - Southwest
Quadrant project area, evaluating geology and water
quality (total dissolved solids), and performing a specific
capacity test in potential production zones in the
Southwest Quadrant project area. Langan has completed
the Northeast Quadrant project and provided a reasonable
assurance report that met the requirements of Chapter 62-
528, Florida Administrative Code, as part of the permit
package for the new stormwater drainage wells,
Langan determined that the geological and total dissolved
solids data in the Northeast Quadrant provided reasonable
assurance that properly constructed production wells
cased to -80 ft NGVD on the eastern side of the project
area, to -100 ft NGVD in the central portion of the project
area, and to -120 ft NGVD on the western side of the
project area would meet the criteria for reasonable
assurance.
The specific capacity test consisted of pumping
groundwater, and monitoring the flow rate, the drawdown,
and the elapsed time. Langan recommend a design flow
rate of 130 gallons per minute per foot of head for the
Southwest Quadrant area.
Langan is continuing to provide hydrogeological services
to Calvin, Giordano & Associates, Inc. and the City of
Hallandale Beach on the Southeast Quadrant with four
additional test holes and an additional specific capacity
test.

Langan provided the following hydrogeological services
for this project: a Reasonable Assurance Report to satisfy
the requirements of Chapter 62-528, Florida
Administrative Code, for permitting of Class V, Group 6
underground injection control wells for deep injection of
stormwater runoff; and groundwater modeling in support
of a permit application to use the drainage wells for
temporary construction dewatering. Langan worked with
Technos, Inc. and supervised the logging of a 100-ft-deep
test hole using geophysical techniques (induction
conductivity, neutron, and gamma-gamma). Langan
provided a Reasonable Assurance Report with a
recommended well casing depth. The Florida Department
of Environmental Protection approved the minimum casing
depth of 100 ft below land surface. Langan also
developed a groundwater flow model including mud flow
for the surficial aquifer and demonstrated that the
construction dewatering would not draw in contamination
from sites within one quarter mile of the project site.
Langan completed the project on schedule and under
budget.

Langan conducted a forensic investigation to determine
why two lake-lowering discharge wells were not operating
CLIENT: at capacity, The system consisted of pumping from on-site
- Deering Bay-Yacht-and Gountry Glub- -Iakes-into-drainage wells,- The investigation-included
reviewing and interpreting geologic logs, evaluating well
construction logs, and collecting and evaluating hydrologic
data for the ponds and for Biscayne Bay, Through its
research Langan determined that the wells were
improperly constructed and not permitted and the well
capacities were too low for the volume of water being
pumped from the lake.

untreated lake water and also investigated the quality of
the discharge water. The investigation revealed suitable
injection/production zones below 75 feet and Langan

the lateral continuity of a semi-confining layer above the
untreated production zones, Langan's work on this project
allowed the client to realize a significant cost savings in
water treatment and avoid potential long-term fines for

Langan was contracted to help obtain a permit to use a
drilled shaft foundation as a temporary deep injection well
for construction dewatering. Dewatering was to begin
shortly, and the client was not confident that the local
storm-sewer system would-handle the anticipated volume
of dewatering runoff, Langan worked intensively over the
following seven weeks to: 1) prepare a Reasonable
Assurance Report for deep injection of stormwater runoff;
2) conduct field trench tests and drilled shaft specific
capacity tests to evaluate aquifer properties such as flow
rates, drawdown, and specific capacity; 3) model
groundwater flow in the shallow aquifer to demonstrate
that the dewatering would not draw in contamination from
sites within one quarter mile; and 4) work closely with
FDEP to answer the agency's questions and to speed the
review process, FDEP approved the RAR and also
approved the temporary use of the drilled shaft for
construction dewatering,
Langan completed the project early because we worked
closely with FDEP to answer the agency's questions and
gain approval in less than the normal regulatory review
time.
Langan completed this project approximately $15,000
under budget because we worked with the client to
combine several phases of field work that depended on
the construction schedule,

Enhancement Project., Oakland Park, FL; Project Director. Built out in the late
1970s, the 72 acre Kimberly Lake drainage basin had been an area prone to extreme
flooding for a number of years. The City of Oakland Park staff wished to develop
alternate solutions to mitigate the flooding issues and present those to the City
Commission.. Directed surveying, engineering, consensus building, liaison with
governmental agencies, and construction related services on the project. The
performance of the designed improvements has met the City's expectations.
"allandale Beach NE Quadrant Drainage Study & Improvements, "allandale
Beach, FL, Project Manager. There are a number of drainage facilities within the 200
plus acre project area with limited conveyance capacity and high head loss. Using ICPR,
CGA modeled a proposed system of two pump stations connected to sixteen wells while
maintaining the existing gravity wells and gravity outfall. These sixteen new wells will
be pressurized with fifteen (15) feet of head in order to produce the necessary discharge
into the G3 aquifer. FDEP and the Broward County Environmental Resource Department
and FDEP have permitted the project.
Indian Trace Community Development District, Weston, FL. Mr. Taylor works on
various design projects and "troubleshoots" issues related to the District. The Indian
Trace Development District (ITCDD), a dependent district of the City of Weston, consists
of 2,245 acres of interconnected lakes and wetlands discharging into the South Florida
Water Management District (SFWMD) C-ll West Canal. The water quality and discharge
rates are controlled by the two large stormwater pump stations on the southern
boundary of the community. .
College Avenue Improvements, Davie, FL - Project Manager. Design and permitting
Of .60 miles of improvements for the Town of Davie including taking a two lane rural
section with drainage to a four lane urban section with bike lanes, curbing, median,
sidewalk, a new drainage system. lighting" landscaping, and irrigation. The project was
permitted through Central Sroward Water Control District (CBWCD), South Florida

resurfacing of two miles of highway and the addition of two lanes of new roadway to create a four lane
section. This involved the addition of drainage improvements and water quality improvements.
NW 38th Street Improvements, Oakland Park, FL - Project Manager- Mr. Taylor managed the
engineering design services for a section of roadway located west of 1-95. The design included paving, base,
-sub- base, drainage -and - other -utilities:-This- was-an-existing-40 - year - old-roadway whi ch was -originally
designed without consideration of the drainage of areas adjacent to the roadway. This was corrected with
the reconstruction.
Bonaventure Development District (BOD), Weston, FL. Mr. Taylor works on various design projects and
"troubleshoots" issues related to the District. The Bonaventure Development District (BDD), formerly
known as West Lauderdale Water Control District, was first developed in the early 1970's and annexed into
the City of Weston in 1997 and encompasses 1,237 acres, to include residential, a major hotel/conference
facility, two golf courses and a limited number of commercial properties.
The District's storm water management system consists of canals and lakes interconnected discharging
into the South Florida Water Management District (SFWMD) North New River Canal (NNRC). The water
quality and discharge rates are permitted to be controlled by two storm water pump stations on the
northern boundary of the community. Construction of the principal Drainage Facilities began in 1970 and
was completed in 1974.
NW 12th Street Improvements, Oakland Park, FL- Project Manager. Within the CRA redevelopment
area, this narrow roadway did not meet the standards required to create an environment conducive to
positive economic development of the area. This included widening, on street parking, and the introduction
of new landscape and hardscape elements. Services provided included the planning, design, and permitting
of roadway, drainage, utility relocation, pavement marking and striping improvements.
Cougar Lane, Coconut Creek, FL-project Manager. Cougar Lane, adjacent to Coconut Creek High School,
was a roadway nearing the end of its intended useful design life that was experiencing drainage problems.
Services provided included the design, permitting, and construction services for milling and resurfacing of
the roadway, utility relocation, and drainage retrofit for one half mile of existing roadway.
Manatee Isles Drive Roadway Project, Weston, FL, Project Engineer. This project for the City of
Weston, was designed to widen and provide drainage improvements on Manatee Isles Drive between SW
196th Avenue and South Post Road. The project also included milling and resurfacing, median work,
installation of curb and gutter, signing and marking upgrades, and a Maintenance of Traffic plan, in addition

New Century Commons, Delray Beach, FL: This redevelopment converted an existing COSTCO and
parking area into a commercial site housing a variety of retail and restaurants including a Sports Authority,
Pet Smart and a bank, while maintaining a portion of the original building. Responsibilities included design
for site plan layout, earthwork, drainage and utilities, which required calculations for fire flow, drainage,
cost estimates, site data, truck routing, and pollution prevention report. Coordinated with shell architect,
interior architect, client, tenants, mechanical engineer, and general contractor and obtained permitting for,
SFWMD ERP, Health Department, EPD, FDOT, Zoning, City Engineering, and NPDES.
Melrose Park NE, SE Broward County, FL: Broward county Central Neighborhood Improvement project.

interconnected discharging into the South Florida Water Management District (SFWMD) North New River
Canal (NNRC). The water quality and discharge rates are permitted to be controlled by two storm water
pump stations on the northern boundary of the community. Construction of the principal Drainage
Facilities began in 1970 and was completed in 1974. Mr. Messerian designed and permitted the upgraded

Basin 5 Storm Water Master Plan, Dania Beach, FL: Project Manager - modeling, analysis and
implementation of Storm Water Master Plan of Basin 5.. The proposed drainage improvements consist of
four duplex pump stations, more than 20,000 linear feet of higher capacity storm sewer to improve storm
water conveyance, more efficient discharge outfall systems and exfiltration trenches to improve area water
quality. The retrofitted drainage system within the Basin 5 drainage areas attenuates the storm water
runoff and reduces the frequency and duration of flooding.
Storm Water General Consultant: Bal Harbour, Oakland Park, South Bay, Lake Park, and Pembroke Park,
Florida. Mr. Messerian is responsible for the inspection, recommendations, design, and construction
management of improvements to the City drainage systems. His duties included modeling, pipe sizing,
studies and storm water permits issued by various Drainage Districts and South Florida Water
Management.
Surfside NPDES Permit, Surfside, FL Project Manager to assist the Town of Surfside attain compliance
with the Dade County Municipal Separate Storm Sewer System (MS4), National Pollution Discharge
Elimination System (NPDES) Permit. Coordination with the Town Staff, Miami Dade Department of
Environmental Resources Management (DERM) and the State of Florida Department of Environmental
Protection (FDEP) was accomplished to submit the NPDES Annual Report Form and RAI responses for the
Town of Surfside as a co-permittee on the Dade County MS4.
ROADWAY DESIGN EXPERIENCE
Andrews Avenue, Florida Department of Transportation, District 4, Broward County, Florida; Project
engineer for reevaluation and design of roadway improvements, including drainage problems. Completed
plans for turn lanes, pavement milling, and drainage revisions to alleviate flooding of adjacent properties.
Grade Separation Study for SR714, Dixie Highway, and FEC Railroad, Florida Department of
Transportation, District 4, Broward County, Florida; Project engineer for evaluation of several roadway
separation designs for Dixie Highway and SR-714. Study consisted of preliminary design, cost estimates,
and exhibits for public hearings by FDOT. Project included bridges, elevated ramps, signalization, pavement
markings, drainage, and pavement design.
Venetian Causeway, Florida Department of Transportation, District 6, Miami, Florida; Project
engineer for the alignment and design of the Venetian Causeway bypass bridge, which included several

PROJECT EXPERIENCE
"allandale Beach NE Quadrant Drainage Study & Improvements, Hallandale Beach,
FL, Project Engineer. Ms. Chamberlain acted as project engineer and worked on the
design and permitting of the project. There are a number of drainage facilities within the
200 plus acre project area with limited conveyance capacity and high head loss. Using
ICPR, CGA modeled a proposed system of two pump stations connected to sixteen wells
while maintaining the existing gravity wells and gravity outfall. These sixteen new wells
will be pressurized with fifteen (15) feet of head in order to produce the necessary
discharge into the G3 aquifer. FDEP and the Broward County Environmental Resource
Department and FDEP have permitted the project.
College Avenue Improvements, Davie, FL - Civil Engineering. Ms. Chamberlain
assisted in the design and permitting Of .60 miles of improvements for the Town of
Davie including taking a two lane rural section with drainage to a four lane urban
section with bike lanes, curbing, median, sidewalk, a new drainage system. lighting"
landscaping, and irrigation. The project was permitted through Central Broward Water
Control District (CBWCD), South Florida Water Management District (SFWMD), and
Broward County Highway Construction and Engineering Division.

Coconut Creek High School: (2007-2009): This stadium enhancement contract
included all civil engineering and land surveying services for the school's stadium
redesign project facilitated through a City of Coconut Creek contract with a design/build
firm, Recreational Design and Construction (RDC), and was funded by the School Board
of Broward County. Project involvement included complete civil engineering design and
permitting associated with the new stadium and concession/restroom building, and
construction administration/inspection / certification. Project was on an accelerated
Design Build schedule. Other Broward County school stadium projects included
Deerfield Beach High School and Blanche Ely High School.
Parkland Commons Commercial Development: City of Parkland, Florida: (2007-
2009) Engineering Manager for the complete engineering design, platting, permitting
and construction administration for a 40-acre commercial development. Project also
involved substantial offsite roadway improvements on University Drive, and joint use

Port Everglades Cruise Terminal 4: Engineering design and permitting of a parking lot expansion
program including resolution of existing drainage inadequacies and overall site utility redesign. The utility
improvements design included upgrading the existing stormwater management system and complete
water distribution systems, in addition to the redesign/reconfiguration of the overall parking area.
Downtown Davie: Davie, Florida: Contract Manager/Engineer of Record for the engineering design,
-permitting and construction aomiiiistrationfor a 12 acre,liglit-density, mixed-use (residential;-retail and
office development) project in the Town of Davie. Project included legal depositions and expert witness
testimony towards resolving drainage issues with adjoining property(s).
Golden Acres Apartments, Pompano Beach, Florida: Contract Manager/Engineer of Record for this
affordable housing project with 302 units completed in two phases, Golden Square (182 units) and Golden
Villas (120 units). Project tasks included preparation and processing of the site plan, platting, surveying,
design and permitting of the water, sewer and drainage systems, roadway design and permitting, utility
coordination, and construction administration services.
Elementary School "A" (Sunrise, FL), School Board of Broward County: Engineer of Record for this new
960 student elementary school encompassing design through construction. Complete civil engineering
design, permitting, construction inspections and administration services were provided/performed. The
improvements included complete site development, paving/ grading/drainage systems, potable
water/sanitary sewer systems, and pavement marking and sign age. A second school, Elementary School
"z" in the City of Parkland using the same prototype building plan, was designed/constructed concurrently
with this project.
Tri-Rail Double Tracking Corridor Improvements: Engineer of Record/Utility Construction Manager for
a portion of this large scale project involving planning, permitting, and engineering for the expansion of
multiple stations and supporting infrastructure in the tri-county area. The pertaining project
improvements included new /reconfigured station parking lots and associated stormwater management
systems; utility infrastructure improvements including modifications and new facilities for both water
distribution and sanitary sewer systems; drainage system modifications and connections including large
scale box culvert construction observation, utility, drainage and roadway improvements. The project was a

area-wide investigation of aquifer properties to determine the minimum casing depth for stormwater drainage wells and to esti-
mate the capacity of those well to accept stormwater runoff. This investigation is part of a comprehensive modification to the
city's stormwater management plan to alleviate flooding during heavy rain events, and has so far included 14 Standard Penetra-
tion Test borings to between 100 feet and 200 feet below grade, and two specific capacity tests.
Mechanical Integrity Test, Air Products & Chemicals, Pace, Florida - Mr. Spector managed the five-year integrity test of a
1 ,500-ft-deep injection well. He prepared and submitted a Mechanical Integrity Test Work Plan to the FDEP and oversaw the
video survey, temperature log, caliper log, and pressure test. Mr. Spector prepared and submitted to FDEP a Mechanicallnte-
grity Test Report, which concluded that the well passed the criteria for mechanical integrity. FDEP approved the report without
changes and issued the new permit.
Hydrogeological Services, Colombia and Nicaragua - Mr. Spector is providing master-plan-level hydrogeological oversight of
local consultants to identify local sources of water for a 1 O-square-kilometer mixed-use development project in Colombia and a
7-square-kilometer mixed-use development project in Nicaragua. Mr. Spector developed the scopes of work, met with local
consultants, and selected potential areas for investigation. The field work includes test borings to log the geology, aquifer tests
to measure hydraulic conductivity and transmissivity, and field measurements of salinity to identify water quality transition
zones,
Axis Reasonable Assurance Report, Miami, Florida - Mr. Spector managed a reasonable assurance investigation at a resi-
dential development as part of the permit process for stormwater drainage wells. Mr. Spector designed the investigation, which
included logging a 1 OO-ft-deep test hole using geophysical techniques (induction conductivity, neutron, and gamma-gamma).
His evaluation of the geophysical and geotechnical data identified the interface between the G-II and G-III aquifers (based on
total dissolved solids concentrations) at 50 ft below land surface (bls) and 51 It bls, and a semi-confining layer between 93 ft bls
and 100 ft bls. The FDEP approved the minimum casing depth of 100 ft bls. Langan developed a MODFLOW/MODPATH model
for the surficial aquifer and demonstrated that the construction dewatering would not draw contamination from sites within one-
quarter mile of the project site.

Duo Hallandale RAR, Hallandale, Florida - Mr. Spector managed a reasonable assurance investigation at a residential devel-
opment as part of the permit process for stormwater drainage wells. Mr. Spector designed the investigation, which included
logging a 97-ft-deep test hole using geophysical techniques (induction conductivity, neutron, and gamma-gamma). His evalua-
tion of the geophysical data and of geotechnical data from a nearby site indicated that reasonable assurance would be satis-
fied below 94 ft bls. The well driller indicated that production was poor below 100 ft bls. Mr, Spector recommended collecting
additional water quality data (total dissolved solids and chloride) above 100 ft bls to correlate with the geophysical data. The
additional data allowed Langan to recommend a shallower minimum casing depth for stormwater drainage wells. FDEP ap-
proved the minimum casing depth of 80 ft bls, which allowed the well driller to take advantage of the capacity of the interval be-
tween 80 ft bls andJ OOJt.bls,
Construction Dewatering Design and Groundwater Monitoring, Miami Beach, Florida - Mr. Spector helped manage the de-
sign, permitting and groundwater monitoring for a large construction project at the historic Fontainebleau Hotel on Miami
Beach. Langan had identified a plume of contaminated ground water under the building, and the client asked Langan to design
and permit a dewatering plan that would allow construction to proceed without causing the plume to migrate into the excava-
tions. The project required extensive groundwater monitoring and regulatory agency interaction.
Temporary Drill Shaft Permitting for Construction Dewatering, Miami, Florida - A developer of a high-rise condominium in down-
town Miami needed to dewater a large excavation during several weeks of construction. The expected volume of groundwater ex-
ceeded the capacity of the municipal storm sewer. Because contaminated sites were identified within one-quarter mile of the
project site, Mr. Spector worked with Langan's groundwater modelers to demonstrate that, based on conservative assumptions of
aquifer properties, the radius of influence of the dewatering would not draw offsite contaminants onto the project site. Mr. Spector
worked with the UIC section of FDEP and gained approval for the developer to use a 140-ft drill shaft as a temporary construction
dewatering well. Mr, Spector's working relationship with the UIC section resulted in FDEP approval of the project in three weeks,
which resulted in substantial savings in cost and time for the developer.
Hydrogeological Services, City of Sunny Isles Beach, Florida - Mr, Spector managed the investigation of the hydrogeology
and water quality in Sunny Isles Beach to support the redesign of the city's stormwater drainage system. The investigation in-
cluded three test holes to 100 ft, analysis of geological samples, field measurement of total dissolved solids, and step-
drawdown specific capacity tests in carbonate sand and coralline limestone. The investigation concluded that the city's civil
engineer could design the deep injection wells with capacities ranging from 400 gallons per minute per foot of drawdown
(gpm/ft) to 700 gpm/ft.
Reasonable Assurance Investigation and Infiltration Rate Investigation, Hollywood, Florida - Mr. Spector managed the rea-
sonable assurance investigation as part of the permit process for stormwater drainage wells at a 1 O-acre residential develop-
ment. The investigation determined that the conditions for reasonable assurance - a semiconfining layer, and a 8-111 aquifer-
were not present until 21 0 ft below land surface (bls). The UIC Section of the FDEP approved a minimum well casing depth of
210ft, but the lack of a good production zone and the presence of running sand led to the conclusion that deep injection was
not feasible. At Langan's suggestion, the owner redesigned the development plans to include subsurface storage of stormwa-
ter runoff. The owner asked Langan to evaluate the shallow infiltration rate to determine whether the expected volume of runoff
would infiltrate within 72 hrs of a storm event, per county regulations. Mr. Spector recommended and designed infiltration tests
using a double-ring infiltrometer, which demonstrated that the infiltration rate of the vadose-zone soil exceeded the design infil-
tration rate for the subsurface storage area,

SUMMARY OF QUALIFICATIONS
Mr. Yarina has over 19 years of environmental and geological engineering experience in the northeast United States, Florida,
California, Nevada and abroad. Mr. Yarina is an Associate in the Miami office and is responsible for Langan's water resources
projects in Florida. Mr. Yarina has worked with FDEP's Underground Injection Control group to permit dozens of deep wells in
Miami-Dade and Broward counties. Mr. Yarina has managed hydrogeologic investigations to prepare more than 150
Reasonable Assurance Reports (RARs) pursuant to Chapter 62-528, Florida Administrative Code (FAG) since 2004, The RARs
are used to permit the use deep stormwater injection wells. Mr, Yarina's environmental consulting experience includes
numerous Phase I and Phase II Environmental Site Assessments and groundwater impact studies, development of remedial
investigation plans, implementation of remedial plans, well and boring installation, groundwater and soil sampling, and
performing aquifer tests and analyzing aquifer pump test data using MODFLOW and other computer modeling software.
PROFESSIONAL EXPERIENCE
Deering Bay Yacht and Country Club, Coral Gables, FL - The project consisted of a forensic investigation to determine why
two lake lowering discharge wells were not operating at capacity. The system consisted of pumping from on-site lakes into the
drainage wells. The investigation included reviewing and interpreting geologic logs, evaluating well construction logs, collecting
and evaluating hydrologic data for the on-site ponds and Biscayne Bay. Through its research Langan determined that wells
were improperly constructed, not permitted and the well capacity was too low for the volume of water being pumped from the
lake. Langan conducted a hydrogeologic investigation to determine suitable zones for injection of untreated lake water and a
surface water investigation to determine water quality of the discharged lake water. The investigation revealed suitable
injection/production zones below 75 ft and Langan redesigned the drainage well to be more appropriate for the expected
volumes. As part of the permitting of this well, Langan conducted a hydrogeological investigation for the RAR to determine the
lateral continuity of a semi-confining layer above the untreated production zones. Mr. Yarina managed all aspects of this
project, and provided technical review and professional certifications for finished work products. His work on this project has
allowed the client to realize a significant cost savings in water treatment and avoid potential long-term fines for violation of
Florida Statutes.
200 Las Olas Circle, Fort Lauderdale, FL - Langan conducted a hydrogeologic investigation to collect data to provide a
Reasonable Assurance Report to satisfy the requirements of Chapter 62-528, FAC for permitting of Class V, Group 6
underground injection control wells for deep injection of stormwater runoff. Langan supervised the logging of a 150-ft-deep test
hole using geophysical techniques (induction conductivity, neutron, and gamma-gamma) and Standard Penetration Test data
and the collection of water quality using a "real-time" rotary method. An evaluation of the geophysical, geotechnical and water
quality data indicated that 105 ft below land surface (bls) was suitable for injection and meet Chapter 62-528, FAC

requirements. The original scope of work required two test holes drilled to depths of 200 ft below surface. However, through the
use of geophysical techniques, collection of good water quality data and interpretation of nearby geologic logs, Langan was
able to eliminate one of the test holes proposed by project Civil Engineer and reduce the drilling to 150 ft bls. This allowed the
client to realize a significant cost savings while still being able to meet the FDEP permit requirements. Mr, Yarina managed all
aspects of this project, and provided technical review and professional certifications for finished work products.
Residences at Atlantic East, Pompano Beach, FL - Langan provided a Reasonable Assurance Report to satisfy the
requirements of Chapter 62-528, FAC, for permitting of Class V, Group 6 underground injection control wells for deep injection
of stormwater runoff. Langan's evaluation of the water quality and geological data collected from a 200-ft-deep test hole
indicated that deep well injection could not be accomplished until-140 ft bls. The bottom of Biscayne Aquifer was encountered
at approximately 150 ft bls, which meant only a 10-ft production zone that would not be able to store the projected volumes of
stormwater. The project was located close to a public well field, which further complicated potential injection of untreated
stormwater. Langan researched the public well production zones to evaluate for potential conflicts with the proposed injection
zone and recommended a casing depth of 140 ft to satisfy FDEP requirements. Langan's evaluation of the nearby production
wells indicated that impact to production wells was not likely. FDEP approved the recommendation and the wells were
successfully installed, Langan secure FDEP approval for the wells and saved the client money by identifying a potential
stormwater drainage problem that could be addressed during the design phase. Mr, Yarina managed all aspects of this project,
and provided technical review and professional certifications for work products.
Water Supply Well No, 13, Medford, NJ - The project consisted of locating and determining the viability of a new water supply
well in the Mount Laurel-Wenonah Formation in the Coastal Plain of New Jersey. The Mount Laurel-Wenonah Formation is a
locally productive aquifer and high capacity wells have significant impacts on the piezometric surface of the aquifer. An aquifer
test was performed on an 18-inch-diameter, 450-foot-deep, steel cased 300 gpm production well. Mr. Yarina's analysis
indicated that the cone of influence of one foot of drawdown extended less than one mile down-gradient from the production
well and additional wells would have a negative impact on the aquifer; therefore, he approved the well at a reduced pumping
capacity of 150 gpm.

SECTION 4 - APPROACH/METHODOLOGY
Drainage issues in coastal Miami-Dade County are relatively complex and the ability to design solutions to
solve these problems requires knowledge of and experience with tidal issues, coastal hydro-geological
features, FDEP, SFWMD, and Miami-Dade DERM rules and regulations, and subsurface storm water
disposal design (Class V wells).
Upon being awarded.the_projectby_the_City_ofSunnyJsles_Beach, the Calvin, Giordano_&.Associates, Inc.
(CGA) project manager will meet with the assigned City staff to determine specific requirements of the
project, define the project budget, and will then prepare an understanding of project scope, and a
preliminary project timeline. The understanding of project scope and preliminary project timeline will be
provided to the City for review and approval prior to the CGA internal project "Kick-off Meeting". This
"Kick-off Meeting" will occur after the initial project award meeting between City staff and the CGA project
manager,
At the "Kick-off Meeting", the team will be introduced to the scope, the budget and the timeline. The project
manager will define the various elements of the projects and describe the quality control/quality assurance
requirements at this meeting. The team project manager will periodically review the progress of the
project to assure meeting the project timeline and budget as initially approved by the City. The project
manager will then update City staff of the project progress.
CGA will proceed to gather all available as-built information for the project area as well as all existing storm
water/environmental/drainage permits. In conjunction with this task we will perform a design survey of
the project area, gathering topographic information, rims and inverts on structures and pipe sizes and
materials, as well as locating all above ground improvements. Using our in-house Vaxcavator system we
will perform underground locates in areas of concern for potential conflicts or where a large number of
utilities are crossing. Our Engineering Department will assemble all of this information in CAD drawings
(Auto cad format) as a base for the construction documents.
At this point CGA will meet with both DERM and FDEP to discuss potential drainage concepts. Based on our
past experience we believe that the proposed drainage system will consist of preservation of the existing
outfalls along with the introduction of Class V storm water drainage wells draining into the semi-confining
geological strata to alleviate the current flooding conditions. In addition, where backflow prevention (such
as flap gates) has not placed at existing outfalls, CGA will propose that all outfalls have backflow prevention
devices to prevent tidal backflow.
Upon reaching a conceptual agreement with the agencies, CGA will meet with sub-consultant Langan
Engineering & Environmental Services (LEES), and discuss the requirements for the Reasonable Assurance
Report (RAR) required for the Class V drainage wells, and the Specific Capacity Test (SCT) to approximate
the potential drainage capacity per foot of the wells in this area. FDEP requires the RAR for all drainage
wells whether they are pressurized or gravity, The RAR is necessary to determine the depth of the semi-
confining geological layer. This combined information will allow CGA to approximate the number, depth,
and locations of the wells necessary to achieve the reduction in storm water staging that is required. LEES
will then perform the field work, develop the report and provide the information to CGA as well as the City,
FDEP, and DERM, In addition, In addition, LEES will provide percolation tests, pavement cores, and borings
for the project
Calvin, Giordano will incorporate this data into 30% design plans and calculations. The calculations would
include developing a storm water model with a computer program known as Advanced Interconnected
Pond Routing (ADICPR) by Streamline Technologies. These plans and calculations will be provided for City
review, City comments will then be incorporated into the plans, which will be further developed into 60%

documents. CGA will process these plans and calculations through an internal review process as well as
through City review. The typical CGA internal reviews take place at 30%, 60%, 90%, and 100% complete
documents.
After incorporation of the City's 30% comments, CGA will proceed to completion of 60% construction
documents. As with the 30% documents, the 60% construction documents would then be provided to the
City staff for review and comment.
The drainage system woula consist of combineaexisting - positive outfall, drainage wells;-water quality
swales, and exfiltration trench where possible. The wells will be considered gravity wells with an allowable
eight feet of head to drive the storm water into the G3 aquifer. With a significant volume of the storm water
being diverted into the brackish layer of groundwater, the staging of storm water is lowered and the head
driving storm water out of the existing outfalls is lower and therefore, the rate of runoff into the
Intracoastal Waterway is reduced and thereby improving water quality. Additional measures such as
swales and exfiltration trench will also improve water quality, Protection of existing roadway to remain
would be incorporated into the design along with modifications to the existing roadway as a part of this
project.
We will proceed to 90% construction documents upon incorporation of the City's 60% comments. CGA will
prepare the construction permit applications and supporting documentation at the 90% construction
document stage to assist Sunny Isles Beach with obtaining the construction permits for the improvements
from DERM and FDEP, The FDEP permit will actually be a Notice of Intent. The actual permit is issued to
the contractor, once the contractor has been selected.
During this period CGA & LEES will prepare and submit to to DERM and FDEP responses to "Requests for
Additional Information" (RAI) relative to the permitting package submitted. Any comments or additional
requirements will be incorporated into the design prior to preparing the 100% design documents.
In addition, CGA will review the project from a "Constructability" of design perspective in order to meet the
City's goals and objectives and to maintain a firm grasp on the costs associated with each project.
The "Constructability" of a design is an important facet to consider during each phase of a design's
development, however, when a preliminary design is nearing substantial completion (90% plans), it
undergoes an in-house constructability review by our CEI and Construction Management Departments.
This review specifically ensures that the plans make sense from a construction perspective, and is intended
to minimize potential problems in the field during construction,
We will meet with City staff to receive their comments on the 90% design submittal. Following the meeting
our team will incorporate the City's comments and in addition identify any changes required due to agency
comment and comments from the CGA constructability review, and make appropriate revisions to the 90%
design documents, We will then proceed to complete preparation of the contract documents, technical
specifications and bidding documents for the solicitation of competitive bids for the construction of the
project.
Regular project meetings will be held with City staff for all phases of the project. The CGA attendees present
at the meetings will be dependent on the phase of the project and the issues to be addressed. These
meetings will be focused on adherence to the project timeline, quality control, budget, and also on the
resolution of any outstanding issues.
Close attention to the budgetary constraints of available funding will be a primary focus of the CGA team, In
addition, value-engineering analysis will playa critical role in insuring the most efficient design possible,
No work will be added to the project without review and agreement by both the City staff and the CGA

which can maintain the project's budget. An initial review of the long-range estimate will be conducted as
one of the first work items under this contract. Verifying the estimated work against the agreed upon
project scope will establish the baseline cost for construction. Just as in the design controls stated above,
no additions to the scope will be made without a review by the City staff and the CGA project manager.

The undersigned Proposers proposes and agrees, if this Bid is accepted, to enter into an agreement with
