Approach / Methodology ) The City of Sunny Isles Beach has issued a Request for Qualifications (RFQ) for the services of a civil engineering professionals to submit qualifications to design a permittable set of street and drainage improvement plans for the 100% complete design development for the construction of a drainage system along 174th Street from Collins Avenue (SRA-IA) west to just beyond the first complex curve. The proposed drainage system will alleviate the stormwater runoff on the roadway in the area and discharge it into a deep well or an outfall or a combination. I I Ie) I I I ) I I The RFQ states that the selected Consultant shall provide Civil Engineering, Survey and Geotechnical services for the development of construction plans for the proposed improvements, The work shall include, but not be limited to, conducting boundary/topographic surveys, geotechnical surveys, utility data collection, sub-surface . surveys, percolation tests and other applications deem necessary to design the drainage system for this portion of the corridor; coordination with the staff from the Miami-Dade County DERM, the City of Sunny Isles, Miami-Dade County, private owners and others for preliminary reviews and comments; preparation of construction plans; permitting and project closeout. The CES Team project approach is task based incorporating the scope of services that are required for the success of this project. The major tasks are to include: ) t ) 1. Task: Pre-Engineering & Data Collection 2. Task: Design Development 3. Task: Permitting 4. Task: Construction Documents 5. Task: Bidding & Award 6, Task: Administration Task 1: Pre-Engineering & Conceptual Design This task is easily the most important to the overall success of the project. In addition to initiating a working relationship with the City's project team, it is the task where most of the important information for the project will be collected, assembled and generated. This task will begin conducting the necessary field survey such as geotechnical, soil surveys, boundaries, topography, sub-surface surveys, etc, Deliverables will include geotechnical and soil survey repOlis, along with boundary/topographic surveys, etc. A detailed inventory of the existing conditions will be prepared which will include but not limited to existing roadway characteristics, existing drainage systems, existing right-of-way easements, existing utilities, etc. Meetings with all the appropriate regulatory agencies to review the project and establish each agency's conditions of approval will also be conducted. These early meetings with the agencies will serve well to generate the confidence of agency staff in the project and the CES Team. City RFP No, 11-11-02 25 '") o Consulting Engineering & Science, Inc, ') The CES Team will work closely with City staff to keep them informed and update them with regards to the progress of the project. . The CES Team will attend and/or update the City regularly. Minutes will be prepared for all meetings held and distributed to all in attendance. Once all of this data collection is complete; meetings held; and, applicable City internal approvals secured, the project can proceed to the next task. o Ta'sk 2: Design Development o It is during these tasks that most, or all, of the items in the development of the street and drainage improvements will be defined, It is anticipated that a significant dialog between the City and the CES Team will be maintained during this period to insure that the project's goals are adequately met. Initial construction cost estimates will be prepared in this task, which will be continually updated as the design developments, and final design, proceed. ) The design will incorporate all relevant Florida Building Codes (FBC), Florida Department of Transportation (FDOT) standards, Miami-Dade standards, and other applicable Federal or State standards. Task 3: Permitting ) Having held initial meetings with each of the applicable regulatory agencies in Task 2, the actual permitting stage of the project will commence somewhere during the Design Development task, at a point where the major components of the project have been established. Necessary permit applications will be prepared, along with accompanying sketches and suppOliing data; and, these applications will be submitted as early as is practical. Once submitted, each agency typically has a different schedule or procedure that they follow for review. As such, it is most important that the CES Team maintains an on-going dialog with each agency on a regular basis to insure that their review is proceeding in a timely manner and to respond to any questions or requests for additional information, ) Task 4: Construction Documents Once the Design Development task is complete and it becomes clear that the environmental permit process is initiated and moving forward, the CES Team will begin the Construction Documents task of this project. Construction (technical) specifications will be prepared to be incorporated with the City's standard front-end documents. These drawings and specifications will be such that the entire project can be permitted and constructed. It is understood that there will be project reviews at various milestones in the Construction Documents task; and, the submittal for each milestone will include an updated construction cost estimate. Construction cost estimates will be the basis for evaluation of bid tabulations from prospective bidders. It is anticipated that all environmental permit approvals will be secured by the time the construction documents -j City RFP No, 11-11-02 26 '1 o Consulting Engineering & Science, Inc, J are complete; after which only local building permits will need to be secured to begin construction, Task 5: Bidding & Award () During this task, the CES Team will assist City staff as necessary in preparing the final Bid Packag~; and, will attend a Pre-Bid Conference, resRond to Reguests for Information (RFI) during the bid process, assist in the receipt and review of the bids, tabulate the bids, assist in developing a Schedule of Values and assist with the formal award of the Contracts, o Task 6: Administration () The CES Team will provide administration services to the City throughout the duration of this contract. These Administration services typically include attendance to all meetings scheduled and preparation of meeting minutes; review of all shop drawings related to the work as designated in the construction documents; in-house responses to questions posed by the City, property owners, regulatory agencies with regards to the permit applications or suppliers to clarify the intent of the construction documents; and preparation of close-out documents. I ( ) Proiect Scheduling Id In addition to the above tasks, the CES Team is aware of the importance of keeping track of the project schedule, milestones and deliverables of the project. The CES Team will prepare a project schedule which will include schedules of meetings to be held (with the City, various agencies, etc,), 30%, 60% and 100% completion of construction plans, coordination meetings with utility companies, early and anticipated finish along with a critical path. The project schedule will be updated bi-weekly with key decision points during the design process. City RFP No, 11-11-02 27 .. CD) Consulting Engineering & Science. Inc, 5.
