Aleman & Associates, is pleased to present our Letter of Response for the Civil Engineering Services to Design Street and Drainage Improvements for the above referenced project. We are certain that we can provide the City of Sunny Isles with the resources needed to meet the published regulations, guidelines, and design standards required by local, state and federal agencies. In addition, we look forward to providing the City of Sunny Isles with Professional Engineering and Construction Administration Services which addresses the task items outlined in the scope of services. Our technical expertise and firm-wide commitment to customer service and high professional standards have earned us peer and industry recognition. Our team is dedicated in providing the technical sound deliverables which are on time and within budget. Our staff is well versed in the modeling of complex stormwater management systems associated with urban coastal communities in Miami-Dade County and we will apply Best Management Practice to ensure that the storm water design will comply with the various regulatory agencies and provide a desired Level of Service (LOS). Our team understands the goals of this project and we have carefully studied the scope of services and identified the major stakeholders. Mr. Derrick Lewis, P.E., Senior Project Manager, is assigned as the Project Manager and will serve as the intermediary point-of-contact. As the Project Manager, Mr. Lewis' primary responsibility will be allocating personnel necessary in establishing the most cost effective alternatives in providing a viable Storm water Management System Mr. Lewis has 13 years of experience with a variety of Storm water Management Systems and understands the nuisances, policies and guidelines offederal, state and local agencies. During his tenure with Florida Department of Transportation (FDOT), Mr. Lewis served as a member of the Drainage Technical Advisory Committee and is well versed in pertinent trends in storm water management Due to the changes in the NPDES criteria, our team recognizes that a lack of adequate coordination with the regulatory agencies - Department of Environmental Resources Management (DERM), Florida Department of Environmental Protection, (FDEP) and United States Army Corps of Engineers (USAE) - could significantly delay the project schedule or derail the entire project entirely. Therefore, it will be one of main focuses. The implementation of a comprehensive project schedule that makes permitting a top priority will be developed to ensure that all environmental permitting issues are identified at the pre-application meeting and coordinated with the regulatory agencies in a fashion that mitigates the bureaucratic process associated with the review process. In summary, we are excited about the opportunity that this RFQ provides for our firm and the City of Sunny Isles. PROJECT MANAGEMENT APPROACH ) ) - ) ) The P&A Team has developed a proactive approach that will address the project issues, meet the goals of the City and deliver a quality product. P&A's Project Manager Derrick Lewis, PE will be responsible for the overall management, coordination and quality control. He will serve as a single point of contact with City's Project Manager. The following management process will be followed: Proiect Work Plall: P&A develops a Project Work Plan (PWP) before any work commences. It provides a full description of the scope of services, and unique issues such as permit requirements, list of deliverables, schedule, budget, and lines of communication. It also identifies the staff that will perform the design and quality control functions for the project as well as the City staff. The PWP will list these commitments and will be distributed to all staff at the kick-off meeting. Kick-off Meeti/lf!.' Once NTP is obtained, a kick-off meeting will be held with the key project staff and the City Project Manager. The agenda items will include the key project issues as well as review and acceptance of the PWP. Tasks and task managers will be identified. Coordination Meetillf!s.' Derrick Lewis will conduct bi-weekly coordination meetings with the task managers. During these meetings, work progress will be discussed and any issues that need to be resolved will be addressed. Mr. Meitin will keep the City project manager informed of all key project issues and any other issues to the extent that he wishes. Other coordination that will be performed as part of our services will consist of ensuring that all stakeholders are kept aware of the project, including its schedule. CONTROL OF PROJECT SCHEDULE The project schedule is an integral part of the Project Work Plan. Upon NTP, our Project Manager, Derrick Lewis, PE, will submit a full detailed schedule including all project activities including QA/QC activities for City approval. Four weeks will be allowed for City review of each submittal including typical section packages, pavement designs, drainage reports, etc. Mr. Meitin will meet with the City Project Manager to ensure that all parties are in agreement with the schedule and the relationships between project tasks. On a monthly basis, Mr. Lewis will update the project schedule with input from the design task managers and submit it to the City Project Manager. The project progress and completion dates will be monitored against the baseline master schedule. Mr. Lewis will monitor the progress of the design and review scope changes that could affect production. To further monitor and control design costs, Mr. Lewis will utilize the earned value method to compare project expenditure to progress on a real time basis to ensure compliance with task budgets. At weekly intervals, each task manager will evaluate the progress of their task(s) and designate the progress as a percentage of the task's budgeted value, resulting in an 'earned value' for this task. The earned value of each task will then be compared to the actual cost expended on that task to accurately determine the relationship between the level of effort expended to achieve the progress and the status of plans production. This effort allows us to accommodate minor changes in our scope without the need for supplemental agreements. TEAM APPROACH P&A has put together a team that is structured to support major design efforts. Accordingly, our staffing chart identifies task leaders for the major categories of work, such as traffic engineering and roadway plan preparation. Derrick Lewis PE was selected to serve as the Team's Project Manager and the point of contact for the City's Project Manager because of his many years of experience developing construction documents for the public sector and his project management proven skills. His style of project management promotes and strives for the delivery of a quality product, in a timely manner, and within budget. The P&A Team has worked together on previous projects. Our staffing chait also shows P&A's management structure. The Team's Project Manager will be supported by Carlos H. Perez, PE, who will be responsible for the implementation of the proposed QA/QC Plan. He will lead and coordinate the review efforts prior to submittals to the Depaltment. As Officer-In-Charge, Carlos H. Perez, PE in addition to overseeing the implementation of the QA/QC Plan, will ensure that resources are always available and that the Project Manager has the authority to allocate them to the project. The Officer-In-Charge will also be available to the City's management, as required. P&A's Project Manager will take a team approach for this project and will use the Project Work Plan (PWP), developed at the beginning of the project, as a road map to make sure that there is communication between all members of the team, that our proposed schedules are being met, that the project does not exceed the construction budget, and most important, that a quality product is achieved. The success of any project lies in the effective implementation of a well thought out management plan. Utilization of the best qualified professionals and the non-compromising SUPPOlt of upper management are key elements of this plan. The technical qualifications and experience of the staff assigned to the project must match the requirements of the project. These features include: I) relatively flat topography, with low lying coastal areas; 2) high ground water elevations, which are subject to tidal influences; 3) environmentally sensitive ecosystems, which are situated in densely populated urbanized areas; and 4) extreme weather patterns associated with tropical storm events. Given the nature of these circumstances and their effects on coastal communities, it is vital that a comprehensive and cost-effective stormwater management system is implemented. The system should comply with the criteria required by the Federal, State and, local regulatory agencies. The P &A Team has invested considerable effort in examining the scope of this project - both historically and qualitatively. Our design team has reviewed the existing documents and conducted a field review to understand the proposed improvements under this contract. This will prove paramount in helping the P&A Team adhere to any aggressive design schedule and facilitate the completion of construction documents as well as efficiently delegate man-hours, which will stay within the budget. Furthermore, we have identified unique components which will address the line items listed in the scope of services. Any subsequent drainage design would be limited by these conditions. There are several key components in establishing an effective stormwater management system and the substrata conditions will have a significant role in determining the methodology used in designing an efficient hydrologic and hydraulic stormwater management system. These factors include exfiltration and infiltration rates, soil permeability, and elevated groundwater table. The culmination of these factors will limit the type of stormwater management facility necessary to provide adequate flood and pollution control. There are a variety of methods used in obtaining substrata conditions. Our sub-consultant, Jaffer Well Drilling, Inc., is well versed in the latest methods to accurately determine ambient soil conditions Drainaee & Permittine The initial process in developing a viable stormwater master plan is to initialize a topographic survey to verify pertinent elevations of the existing storm water management system. This work will include field reconnaissance and coordination with the City of Sunny Isles Beach. If necessary, the information gathered can be stored and implemented into a Geographic Information System (GIS). Our GIS specialist can assist verifying existing stormwater system infrastructure data, thereby creating a reliable benchmark inventory. Moreover, our subconsultant, Video Industrial Services, Inc., will also examine the existing conditions of stormwater facilities to determine the degradation of the existing storm sewer lines and discharge structures. This will identify potential flood hazards due to sedimentation of fines in sewer pipes and antiquated outfalls. The drainage design for the project will consist of the following major components: roadway surface and bridge hydraulics, storm water runoff conveyance, and attenuation and treatment. The hydro graph generated by the roadway typical section is the most critical element with regards to storm water attenuation and treatment. This is due to geometric constraints and water quality compliance. The Dumfounding Bay has been designated as an Outstanding Florida Waters and it is subject to austere criteria with respect to pollution abatement. Furthermore, the basis for any proposed stormwater management design is limited by tidal elevations and the substrata of the in-situ soil conditions. Any subsequent drainage design would be limited by these conditions. There are several key components in establishing an effective stormwater management system for the City of Sunny Isles Beach and the substrata conditions will have a significant role in determining the methodology used. The geotechnical report within the proposed project location indicate that the exfiltration rates are generally in the magnitude of 10-5 cfs/sf-ft of head, which indicates low soil percolation and would not provide a viable solution in regards to stormwater attenuation and pollution abatement. C H Perez & Associates ) ) ) ) ) ) ) ) REQUEST FOR QUALIFICATIONS RFQ No.: 11-11-02 CITY OF SUNNY ISLES BEACH CIVIL ENGINEERING TO DESIGN STREET AND DRAINAGE IMPROVEMENTS Based on the geological conditions, high ground water levels with tidal influences and the condition of the existing sub-strata, deep/gravity wells would provide an adequate solution with regards to storm water attenuation and water quality treatment. A subsequent soil exploration analysis is needed to determine the hydraulic conductivity of the in-situ soil. Typically, sufficient hydraulic conductivity rates should range between 35-65 gallons per minute. In general, it is recommended that I deep well is sufficient for storm water attenuation and water quality treatment for 1-2 acres of contributing area. However, this should be verified with calculations. It should be noted due the salinity difference between fresh water and salt water, there is a 1.5 feet head loss associated with the employment of gravity wells and which would subsequently affect the hydraulic grade-line. Based on data obtained from National Oceanic and Atmospheric Administration (NOAA), the Mean High Water tidal elevation is approximately 1.65 feet and this should be used as the basis for establishing the ground water elevation of the drainage design. However due to the 1.5 feet head loss, the seasonal ground water elevation is approximately 3.2 feet and should be used for any routing calculations After examining the provided documentation, the preliminary drainage design would situate inlets at low points and areas identified as localized flooding zones. This information would be obtained by examining the updated survey and the maintenance records of the City of Sunny Isles Beach Public Works Department with input from the various Homeowner Associations to determine the severity and location of ponding. Once identified, the inlets shall be spaced according to FDOT spread criteria. The placement of all new structures and pipes will be coordinated with our Minority Business Enterprise subconsultant F.R. Aleman & Associates (F.R. Aleman). F.R. Aleman will field locate all possible utility conflicts that are identified during the design process in order to ensure that the proposed improvements will be able to be constructed. This will be a key design measure in allowing the contractor to not be delayed during construction. The principal permitting authorities in charge of controlling the permit criterion are: Department of Environmental Resources Management (DERM), South Florida Water Management District (SFWMD) Florida Department of Environmental Protection (FDEP), and the United States Army Corps of Engineers (USACE). The local regulatory agency DERM has indicated that the proposed project will require a Class I permit for construction in the tidal waters of Miami-Dade County. SFWMD has concluded that the proposed project will require an Environmental Resource Permit (ERP) and must meet the District's water quality and quantity criteria specified in its Basis of Review for Environmental Resource Permit Applications. Our staff is well versed in the application of modeling gravity wells in Miami-Dade County and can apply Best Management Practice to strategically place gravity wells and inlets to insure that the storm water design will comply with the various regulatory agencies but also the design is economically feasible system based on budget requirements. Roadwav The existing corridor is a four-lane divided urban collector, traveling in the east-west direction until it terminates at the Dumfoundling Bay. In general, the roadway characteristics are those typically associated with urban-collector systems. Much of the roadway abuts residential and commercial propeliies. Based on the information indicated in the scope of services, there are no significant upgrades to the configuration of the roadway typical section. . However, changes in roadway geometry include alteration of the existing profile, which will facilitate highway drainage and ensure that current roadway design standards are met. There are no designated bicycles lanes present along this corridor. The project area is in an urban setting and it is subject to commercial and pedestrian traffic such as buses and heavy vehicles, but local vehicles also comprise a significant pOliion of the daily traffic. We will ensure that the County's design and maintenance requirements are followed to their fullest extent, leaving no outstanding issues due to the proposed drainage improvements. The design team must also be aware of scoping issues that may "bubble up" from the ongoing drainage improvements and may need more immediate attention as part of the RESURF ACING, RESTORATION AND REHABILITATION (RRR) project. Public Involvement Since public outreach was the major catalyst for the additional scope on this project, one of the major challenges on this project will be the public involvement process. It will be important to engage the public and stress how continued involvement is essential throughout the process. A good community dialogue provides a meaningful opportunity for continued input in the decision- making process and can engender public suppOli. The goals of our Public Involvement Plan (PIP) will be to: 1. Inform and educate the public concerning the project's design by sharing factual, understandable, and timely information. 2. Construction Administration As a part of post design services, the P&A Team is experienced in contract administration procedures and engineering management duties. We understand the importance of maintaining complete and accurate records; properly documenting any significant changes in the project; providing interpretation of the plans, specifications and contract provisions; adequate surveillance of construction activities; and making recommendations to the City to resolve disputes that may arise during construction. Our project approach emphasizes on early review of all contract documents and site conditions for the purpose of identifying and resolving potential construction problems before they result in construction delays or contractor claims. We will concentrate our efforts on preparing complete and sound deliverables. Constant communication with City personnel will be maintained before, during, and after the project. All issues discovered, will be thoroughly documented and brought to the attention of the City's Project Manager.
