The emergency outfall project was located approximately 0.5 miles north of this NE 174th Street project. In 2010, BHA designed the Central Island Emergency Outfall at North Bay Road for the City. Again, BHA delivered high quality plans for a similar project in the vicinity of this NE 174th street drainage improvement project. In addition to providing drainage design services for the Central Island Emergency Outfall at North Bay Road project, BHA also performed surveying services and provided the drainage easement legal description. BHA has been providing full civil engineering design services since 1955. As well as the projects mentioned above that were performed for the City of Sunny Isles Beach, BHA has successfully delivered countless civil engineering projects to scores of municipalities, local, state and federal agencies. The scope required a bridge over a 4 x 11 ft x 10 ft existing C -17 box culvert and widening of 1 -95 from six to ten lanes. Permit coordination is critical to this project with both the South Florida Water Management District and the North Palm Beach County Improvement District. OAKLAND PARK BOULEVARD MILLING & RESURFACING PROJECT PURPOSE This project entails milling and resurfacing the existing pavement, addressing safety concerns and bringing other roadway and structure features up to FDOT current resurfacing, restoration and rehabilitation (3R) standards. Short term safety improvements as proposed in both the Traffic Operations Conceptual Studies (NE 4 1 Ave to NE 15`h Ave) and Traffic Study (NW 91h to Bayview Drive) performed by FDOT D4 were included in the scope of services, as well as all modifications necessary to comply with the American's with Disability Act (ADA). PROJECT DESCRIPTION This 3R project encompasses approximately 3 miles of SR 816 (Oakland Park Blvd.) in central Broward County, between the east side of the interchange of Interstate 95 (SR 9) and the intersection with Bayview Drive (just west of the Intracoastal Waterway). The project is situated within the city limits of Oakland Park, Wilton Manor and Fort Lauderdale. State Road 816 is a six -lane divided urban arterial with a posted speed of 35 mph and an existing Right -of -Way that varies from one hundred (100) feet to two hundred (200) feet. There are nine signalized intersections along this section of Oakland park Blvd. with one of the highest volumes of the traffic; Andrews Avenue and NE 6d' Avenue were upgraded to mast arm. The land uses north and south of Oakland park Blvd. are both commercial and residential and completely built out, and active. All existing bus stops were updated to comply with ADA requirements and future mass transit improvements in coordination with Broward County Mass Transit. As part of the project the median landscape was enhanced in coordination with all three cities involved. (DBE) APPROACH / METHODOLOGY Suitability Of the Methodologies and Armroaches Used In Achieving the Tasks E; Drainage Analysis: The project is located on NE 174th Street between Collins Avenue and approximately 700 ft west of Collins Avenue. The existing drainage system consists of nine catch basins maintained by the City (the two catch basins exist near the radius returns at Collins Avenue are maintained by FDOT and are part of their system). The two catch basins at the west end of the project are connected to a 30" outfall pipe that drains due south along the western property line of the Winston Towers condominium and outlets to a finger of Dumbfoundling Bay. The remaining catch basins utilize French drain to exfiltrate stormwater runoff locally. This project proposes to improve the drainage system along the NE 174th Street to relieve the flooding generated after high intensity, short duration rainfalls. As presented in the RFQ, there are three potential options to resolve the drainage issues: I. Exfiltration System (French Drain) 2. Deep Wells 3. Outfall Line The roadway elevation for this segment of NE 174th Street ranges from approximately 3.5' to 5.0'. Considering this low elevation and the high water table due to proximity to Dumbfoundling Bay and the Atlantic Ocean (high/ low tides), it is unlikely that an exfiltration system, or French drains, will provide adequate drainage to alleviate stormwater ponding on the street. For these reasons we eliminated Option 1 from consideration. Option 2 will require two deep ells and p approximately 600 LF of storm drain pipe. The cost of this deep well drainage system alone, excluding roadway and other improvements, would be approximately $150,000. Option 3, outfall line, will require one 10ft x 4ft control structure, four manholes and approximately 800 LF of i storm drain pipe. This option has the advantage of utilizing an existing 30" outfall pipe to Dumbfoundling Bay. The cost of this outfall line storm drain system alone, excluding roadway and other improvements, would be r t approximately $100,000. Based on our initial analysis, BHA favors the outfall line option, which will cost approximately $50,000 less to y construct than the deep well option. BHA proposes to tie the existing catch basins into a single system that utilizes the existing 30" outfall to f Dumbfoundling Bay. To accomplish this, a 24" storm drain line will be installed beneath the northernmost westbound travel lane of NE 174th Street, immediately south of the existing communications duct bank that runs J adjacent to the shoulder. Existing catch basins on the south side of NE 174th Street will be connected to the system via laterals that tie into the new manholes. A control structure will be constructed just east of the existing 30" outfall line, which will accept stormwater from the new system. This project must satisfy Miami Dade County guidelines for water quality. The County has specific requirements 1 pertaining to the water quality volume as explained in Section D -4 of the Miami Dade County Public Works Water Control Design Manual. Request for 9ualifications City of Sunny Ines Beach ® RFQ 11 -11-02 beiswenger Nosh b Associates ■ Civil Engineering Services To design Street and Drainage improvements r F = Storm frequency C = Weighted average runoff coefficient This project is relying on a storm sewer system carrying the runoff to the existing 30" outfall pipe. Miami -Dade County requires a 150% retention volume before discharging to the Bay area. The drainage system will be capable of providing 150% of the volume required for water quality. The drainage area within the right of way, from sidewalk to sidewalk, is 1.28 acres. The table below presumes the 150% required retention: The proposed outfall line will provide about 9,900 CF, which is greater than the 9,821.2 CF required. Schedule of Design Services: In addition to the drainage design services outlined above, the following services are anticipated as part of this j contract: Roadway Improvements: Installation of the proposed drainage system will require trenching in the northernmost westbound travel lane of NE 174th Street. The new pavement section to be placed after trenching activities will be designed to meet current standards. There are existing roadway feature deficiencies that will be corrected as part of this project. The existing roadway surface has extensive cracking and will require overlay. There are segments of valley gutter and curb and gutter that are cracked or subsided and will require replacement. Damaged sidewalk exists in several locations and a 50' segment of sidewalk on the north side of the roadway is marked with etchings; these areas will be replaced with new sidewalk. Survey: A topographic survey will be conducted near the onset of the project in order to create the DTM from which the design will be based. Our survey crews are experienced working in the City of Sunny Isles Beach and have completed boundary surveys and legal descriptions for similar outfall projects in the vicinity. Early gathering of survey data will ensure that the project schedule advances efficiently. (j Utility Coordination: Call Sunshine design ticket No. 334101781 reveals a number of utilities within the project area. Utility owners within the project area include: Miami -Dade County Public Works (Water and Sewer), Florida Power & Light, Atlantic Communications, Hotwire Communications, City of North Miami Beach, TECO Peoples Gas, and AT &T. Early contact will be made with utility owners and all available utility as -built plans will be collected. Coordination will be on -going throughout the project duration. Subsurface Utility Engineering (SUE): Miller Legg will conduct subsurface utility engineering activities so that actual utility conditions in the field are identified. The design team will identify critical utility locations for pipe depths and coordinates that are crucial for avoiding potential conflicts. Miller Legg's field crews will obtain "pothole" information to provide existing utility data. Signing and Striping: New signing and striping will be designed in accordance with the latest FDOT, Miami Dade County and MUTCD design standards. Consideration will be made for the existing bus stops, bus pullout and accompanying signage. Maintenance of Traffic: BHA will develop a traffic control plan that carefully addresses any impact from the proposed construction to the adjacent property owners, residents and the traveling public. Maintaining continuous access to the condominium towers located within the project limits will be a top priority when designing the drainage improvements and maintenance of traffic. Providing a safe work zone and a safe environment for pedestrians will be of the utmost importance. Landscape Architecture: Miller Legg has provided numerous South Florida municipalities with Landscape Architecture services for site and master planning, grant applications, streetscape design, greenway and trail design, irrigation design, management plan development, environmental and tree permitting, construction services, code review and development, and plan review services. Our design goal is to maintain existing landscape features to the extent possible. We will implement design of any additional landscape features that the City may request. Geosol has been a trusted provider r� of a wide range of geotechnical services in South Florida for more than a decade. Other Considerations: During our field visits we observed localized settlement of the NE 174th Street roadway adjacent to the raised median. A 30" sanitary sewer line runs directly beneath the median, as well as irrigation lines. The existing landscape in the median consists of large trees and other established plantings. It is possible that the roadway settlement is a result of voids beneath the surface resulting from penetration of the sanitary f ] sewer or irrigation lines from tree root systems. Overall Organization to Completing the Project BHA's team for this project was assembled to maximize efficiency, agility and responsiveness to the City throughout the duration of the project.
