Our Team, "Your Team" is committed to excellence in the delivery of this Project. We have performed thorough research of the project and its associated issues; to this end, we have tasked our best drainage and roadway engineers to develop technical solutions that meet the challenges of this project. The same staff that has created these solutions and alternatives presented in this Technical Proposal will guide this project through its successful completion. Our Project Research included study of the existing site conditions, field reconnaissance, review of existing plans, and property owner interviews. Through this research we have realized that there are critical design issues that must be addressed by the team selected for this project. Our team is lead by A&P Consulting Transportation Engineers (APCTE), a multi-disciplinary consulting engineering firm based in Miami-Dade County specializing in roadway design, transportation planning, traffic engineering, water resources, drainage and storm water management, roadway lighting design, and construction engineering and inspection. APCTE has successfully completed several roadway and drainage improvement projects for the City of Miami Beach with similar characteristics to the 174th Street project proposed as part of this RFQ. APCTE was incorporated in January 1995 and currently has 67 employees of which 37 are graduated civil engineers (15 licensed in the State of Florida). The project team will be led by one of APCTE's most experienced engineers: Mr. Arnelio Alfonso, P.E., who is in charge of the Water Resources Department for the firm and will serve the role of Project Manager. He has over 25 years of experience in the Stormwater Management field, Mr. Alfonso will be supported by top-notch professionals, who will be responsible for their areas of expertise. The task managers assigned to this project are: Alex Yi, P.E. Roadway Design and Utility Task Manager; Lazaro Ferrero, P.E. Drainage Task Manager; Erik Sibila, E.!., M.S.C.E., c.G.C. Our experience includes projects for several municipalities with similar scopes of work, including the Roadway and Drainage Improvements of Washington Avenue (City of Miami Beach), Nautilus Neighborhood NO.7 (City of Miami Beach), NE 9th CT (Village of Biscayne Park), SR-S / Biscayne Boulevard (FDOT), Miami River Greenway (City of Miami), and NW/NE 14th Street (City of Miami). We will bring our Team's awareness of the Key Project issues, established working relationship with our sub- consultants and knowledge of the City, County, State, and Federal policies and procedures required on this contract to seamlessly produce a quality set of construction documents on time and within budget. Understanding of Key Project Issues: We have thoroughly reviewed the scope of this project and made ourselves very familiar with its challenges. Miami-Dade County and specifically the City of Sunny Isles Beach are subject to frequent road flooding during higher than normal intensity storm events; some areas are prone to flooding even during average summer storms. The City of Sunny Isles Beach has unique features that should be taken into consideration for the recommended roadway and drainage improvements requested by this solicitation: catch basins covered with debris, high tide / sea water levels, drainage inlets in poor conditions, low points and long sections of roadway with no existing drainage, cracked pavement, poorly graded roadways, and damaged valley gutter and sidewalks. Overall Approach to Completing the Project: Our team will consider different design alternatives for the proposed roadway and drainage improvements. These alternatives will be discussed with the City Project Manager, and the final decision will be made based on an economical analysis of the possible alternatives as well as the priorities established by the City. Our proposed solutions will be based on years of experience improving drainage systems for the City of Miami Beach. Section 4.0 provides a detailed list of the proposed improvements for 174th Street in the City of Sunny Isles Beach. Indication of how long it will take to Provide the Services Requested: APCTE's staff prides itself in providing exceptional engineering service, and is prepared and excited at the opportunity to do so for the City of Sunny Isles Beach on this contract. Due to our recent staffing additions, our staffing level relative to our workload is high. APCTE is capable of preparing full-scale computer models utilizing state of the art software. We have conducted investigations on water sheds ranging from several acres to several square miles. These evaluations have included flood profile studies and stormwater management master plans. The Team has also demonstrated its capability to obtain environmental permits required for all drainage improvement projects, including agency coordination, preparation of permit sketches and permit applications. We have developed an excellent reputation and working relationships with agencies such as: SFWMD, FDEP, USACOE and PERA (formerly DERM). APCTE's broad capabilities and experience in complex stormwater management systems for municipal projects has been demonstrated through several of its Neighborhood Improvement projects. Within the City of Miami Beach, the Drainage Master Plan developed for the Nautilus Neighborhood included 92 inlets, 9 gravity wells, 37 pressurized drainage wells, and 6 stormwater pumping stations; the Washington Avenue Improvements project included a new collection and conveyance system and 28 gravity wells; the Prairie Avenue Drainage Improvements included a pump station system with injection wells and a new collection and conveyance system; and the Lummus Neighborhood Drainage Improvements included stormwater pipe upsizing, replacing curb and gutter and sidewalk, and signing and pavement marking, all ADA and MOT compliant. The drainage improvements for each of these projects eliminated the flooding in the area. Other examples are the Miami Intermodal Center (MIC) Drainage Master Plan, where APCTE was responsible for the coordination with all permitting agencies as well as several design consultants for the development of a Drainage Report and the acquisition of an Environmental Resources Permit (ERP) for each MIC roadway project, as well as the SR-836 (Dolphin Expressway) at NW 14th Street Stormwater Pumping Station within the City of Miami. 2.3 Schedule of Proposed Services The APCTE Team has developed a preliminary project activity/event schedule, as shown in Technical Proposal. Within ten (10) days of obtaining the Notice to Proceed for this project, we will fine tune this schedule in order to identify specific project activities and duration associated with each phase submittal required to meet the proposed City production schedule. Due to our past relevant experience, background and company structure, our firm is extremely well suited to perform the required Civil Engineering Services called for in this RFQ. In the past, we have successfully provided these same types of services, and we have done so in the timeliest manner. The following page provides a preliminary project design schedule, assuming that the Notice to Proceed is issued by the City of Sunny Isles Beach in January 2012. All members have significant proven experience in roadway design, drainage, and environmental projects and all are available and ready to begin work immediately. Based upon our understanding of the major design issues and requirements of the Downtown Roadway and Drainage Project, we have assembled a Team tailored to meet each aspect of this Project. In determining the Key Staff, we not only looked at the special technical capabilities of the individuals, but also the current project workload and availability of each Team member. The technical qualifications and experience of the staff assigned to the project must match the requirements of the project. A quality product requires that qualifications be met by those actually assigned to do the work. Mr. Vi, Task Leader for Roadway Design has over 13 years of experience on roadway design. He is a Civil Engineer and a Registered Professional Engineer in the State of Florida. Mr. Vi's professional experience in the fields of Design and Management of all types of Rural and Urban Roadways makes him a perfect fit for this task. Within his first seven years, four were spent as a Professional Engineer Trainee, and two as a Project Engineer at FOOT District VI Internal Design Office. As a Roadway Task Manager, Mr. Vi will be in charge of the preparation of all components of a complete Contract Plans Set. The Project Manager's responsibility is to make sure that the quality control process for each discipline has been completed. The proposed consists of a single 15 feet lane ramp facility with 6 feet shoulders, 2 feet paved on the left and 4 feet paved on the right. Design started April 2004 and ended in January 2007. Project consisted of three primary elements: roadway, toll plaza, and employee parking area. The roadway por- tion consisted of expanding the merging and diverging areas, cor- recting roadway cross slope, drainage, signing & pavement markings, maintenance of traffic and roadway lighting, The toll plaza portion consisted of the conversion of two dedicated Sun- Pass lanes to express Sun Pass lanes, the removal of an automatic coin machine lane, and the conversion of a automatic coin machine lane to a manual booth lane. The removal of the automatic coin machine lane provided the needed space for the proposed express SunPass shoulders. The existing high canopy was replaced with a gantry over the proposed express SunPass lanes. The existing em- ployee parking was reconfigured as part of the project. The research included numerous field visits to the project site and interviews with local residents along the project area in order to become familiar with possible conflicts and issues that may arise during the design process. The following describes the specific issues considered critical for the ultimate success of the project. An exhibit showing the most critical issues and location of each issue has been provided on the next page. . Existing Roadway Conditions: Based on our analysis of the project area, we have identified the major problems of the existing roadway and hardscape along 174111 Street, summarized below: - Multiple segments of damaged sidewalk all along eastbound 174111 Street within the project boundaries. - Sections of roadway along eastbound 174111 Street that are poorly graded, resulting in a bumpy ride and accumulation of stormwater. - Large, highly visible cracks on the existing pavement on both sides of the road. - Damaged Valley Gutter adjacent to the bus stop along westbound 174111 Street, just west of Collins Avenue. - Broken portions of Curb and Gutter along westbound 174111 Street approximately 350' west of Collins Avenue. Cracked Pavement along Eastbound 1741h Street . Existing Drainage Conditions: Based on our research, our site assessment, and our vast experience with similar projects, we have determined that there are several significant drainage issues along 1741h Street: - Existing inlets and pipes are frequently clogged with debris and sediments due to many surrounding trees, particularly along eastbound 1741h Street, just west of Collins Avenue. Weeds have grown around and inside some inlets, reducing the area required to collect stormwater. - Low points along eastbound 174111 Street with no existing drainage inlets, causing ponding of stormwater much after a storm has passed. Ponded Stormwater - Existing inlets in poor conditions along westbound 174111 Street, causing a safety concern for sidewalk pedestrians. - Lack of existing drainage infrastructure in the northern section of the project, beginning at the complex curve. . Maintenance of Traffic (MOT): The City of Sunny Isles Beach is a highly residential and touristic area. Maintenance of both vehicular and pedestrian traffic along 1741h Street is crucial to the success of the project. The MOT setup must be carefully coordinated in order to not cause a safety hazard, affect the aesthetic appeal of the area, or bring about unnecessary inconvenience to local residents and tourists. Below is a summary of the proposed roadway and drainage improvements as requested by the City in this RFQ. Proposed Drainage Improvements: Based on our analysis of the existing drainage conditions and in our experience in Miami Beach, we believe that the proposed drainage system should be based on increasing the capacity of existing drainage infrastructures. New catch basins, drainage wells, pipe upsizing and outfalls were considered in different alternative solutions for this project. APCTE has designed several roadway and drainage improvements projects in Miami Beach with the same characteristics of this project. Below is a summary of the alternative solutions that we have developed for 174th Street, the construction implications of every alternative and our final recommendation to the City of Sunny Isles Beach: Alternative 1: New Drainage System based on Gravitv Wells: The proposed drainage system will replace all the existing catch basins, install new drainage pipes (15" minimum diameter) and construct 4 to 5 drainage wells with minimum separation of 100 feet. The proposed drainage well structures will have double chambers and a baffle to comply with the 90 second retention time required by the Florida Department Environmental Protection (FDEP) (See Detail 1). Data regarding well capacity collected in the '(WEU.... "IHlETTOP ~_PE_GIAl.s_TR4pTl.I~_E: !:Q~g_~~(TX.~~h~ Detail 1- Gravity Well Inlet area indicates that the new wells will achieve a capacity between 800 gpm/ft of head and 1000 gpm/ft of head; which is extremely good for a drainage system. The construction implications of this alternative will be the maintenance of traffic, drilling the wells in a residential neighborhood, protecting the existing landscaping and conflicts with the existing utilities. The only disadvantage of this alternative is that the proposed drainage system will rely only on the capacity of the drainage wells without any overflow into an outfall. ~ Alternative 2: New Drainage System based on a New Outfall: As Alternative 1, the proposed drainage system will replace all the existing catch basins, install new drainage pipes (15" minimum diameter) and construct a new outfall (See Detail 2) that will discharge into the adjacent canal that is directly connected to the Intracoastal Waterway. The disadvantage of this alternative is that the proposed drainage system will rely only on the capacity of the exfiltration system, which is not good in this area. Recommended Alternative: Based on the description of the above alternatives and our experience of this type of project, we strongly recommend Alternative 3 for this project due to the following reasons: . New catch basins and pipe will increase the collection capacity of the drainage system . Well infiltration rates in this area are very good . A new outfall will bring a safety factor to the system and more protection against flooding to 174th ST If the process of obtaining an easement becomes too expensive, the second best alternative would be Alternative 1. Roadway Improvements: After the new drainage is installed, milling and resurfacing of the existing pavement will be required. Special consideration should be given to the preparation of the Pavement Design Package. Signing and pavement marking plans will be also be part of this project. The proposed improvements will be coordinated with the local residential/business community in order to maintain or improve access to their properties. Permits Requirements: A Class II Permit from Miami-Dade Permitting, Environment and Regulatory Affairs (PERA) will be required if discharge into the adjacent canals is proposed. Maintenance of Traffic (MOT): A comprehensive MOT Plan will be developed during the design process in order to minimize the impacts to the traffic of this important area. Allowable work hours shall be coordinated with local residences and the City; night work will not be permitted. MOT will be a primary task for our Team. Specifications: A thorough set of technical specifications will be prepared in order to detail the sequence of construction and other construction activities, construction materials, and measurement and payment items necessary for the success of this project. Post Design Services: A quick turnaround will be provided for responses to Requests for Information (RFI's) and review of Shop Drawings during the bidding and construction process. Our firm employs over thirty (30) Construction Engineering and Inspection (CEI) personnel, which will provide the City with outstanding construction service capabilities. 4.2 Overall Organization to Completing the Project APCTE recognizes the importance of creating a threefold approach to a project involving the work called for by this RFQ: Conceptual, Technical and Managerial Approach. When the Conceptual stage of a project is omitted, the most original and efficient ideas are lost, and the focus of the project becomes dull and "routine" in nature. In order to have a worthwhile project that makes a first-class lasting statement, a highly qualified Team of professionals must first take time to analyze each and every possible alternative solution for each individual circumstance, prior to the selection of the best one. A sample of APCTE's Conceptual Approach was depicted in the previous Section (4.1L where an analysis was made of the several alternatives to solve the drainage deficiencies along 174th Street, and after the feasibility of each alternative was considered, a recommendation was made regarding the preferred solution. The most important element in the next step of the approach to this contract, the Technical Approach, will be for the consultant Project Manager to become fully aware of the City of Sunny Isles Beach's standards and regulations, plans production and permitting requirements, and general preferences with respect to the proposed roadway and drainage improvements. Projects that begin with the adequate technical approach sail smoothly throughout the entire design and construction process. Plans submittal activities will consist of the following phases: . The amount of French drain provided does not comply with the 100% of DERM requirement due to conflicts with several existing utilities in the area, however in addition to the French drain, pollution retardant baffles were proposed in all control structures prior the connection to existing outfalls to improve the quality of the water discharged into the Miami River.
