Dear Ms. Hines:
The City of Sunny Isles Beach is an exceptional place to live, with a wide variety of housing options, a full array of outdoor
recreational activities and beautiful water features, and many cultural and entertainment options to enjoy.
Keith & Schnars (K&S) has had the pleasure of providing many Municipal entities with our professional services since the
1990s and we would be honored to assist the City on this project. We therefore appreciate this opportunity to submit
our qualifications for Civil Engineering Services to Design Street and Drainage Improvements. Pursuant to the
City's requirements, we have not colluded with any other person or entity submitting a proposal for this contract.
The K&S team will be comprised of over 100 K&S professionals and our strategic teaming partners: K.M. Engineering
Consultants (KMEC) (Civil Design support), C.H. Perez & Associates (Drainage Design support) and Nutting Engineers
of Florida (Geotechnical Engineering). Each of our subconsultants brings extensive Sunny Isles Beach experience and will
allow us to meet and exceed the City's goal for the contract.
As a multidisciplinary team, with expertise in surveying,civil,drainage,geotechnical, permitting,and construction management,
we can provide the City with the necessary services and work with City Staff to facilitate federal, state, and local regulatory
agency interactions/approvals/permits.
As the Principal-in-Charge, I will actively oversee the project and take responsibility for its successful completion. Our
Project Manager, Tim Hall, P.E., will join with me to ensure effective client communication and timely, efficient project
implementation.

OUTSTANDING LITIGATION
We provide below an updated summary of the claims (which we define as a lawsuit filed against us or a demand for
arbitration) we have been party to over the course of the past 5 years.
Scott v. Hubbard Construction Co. (2009): This case involved a vehicular accident on a project where we provided C.E.!.
Services. The claims against our firm in the case were quickly dismissed after we prevailed on a Motion for Summary
Judgment.
Monroe v. Keith and Schnars (2008): This case brought by a former employee involved an allegation regarding overtime pay
on which our company prevailed. The claim was dismissed and case resolved to our satisfaction.
Facchina-Mcgaughan v. Keith and Schnars (2008): We provided minor survey services for a General Contractor involved in
the Miami Beach New World Symphony Expansion Project located at 1672 Drexel Avenue, Miami Beach, FL 33 139. The
Contractor's superintendent instructed our surveyors to use a point he pointed out as a reference to start the project
layout, we complied with Contractor's instructions, and the Contractor later drove foundation piles in the wrong location
and additional piling to remedy the situation.The Contractor's insurance company paid the Contractor's claim for the cost
of the additional piling, but then filed an indemnity claim against us for the Contractor's deductible.We deny negligence.

and surveyed twelve projects with a construction value in

volume of work, and maintained such low overruns

In 2009, for the third year in a row, we took home a Best
Places to Work Award at an event co-sponsored by Polk
Works Workforce 2020 and the United Way of Central
Florida. In 2007, the Florida Chapter of the American
Planning Association selected one of our planning projects,
the South Miami-Dade Watershed Study and Plan, for
its prestigious FAPA Award of Excellence; McGraw-
Hill Companies, publisher of Business Week Magazine,
selected K&S as one of the Southeast's Top 50 in Design;
and Engineering News Record named K&S one of the
nation's Top 500 engineering firms, for the fifth year in
a row. The year before that K&S took home two of the
twelve Best in Construction Awards given out by the
Florida Transportation Builders' Association, a 73-year old
non-profit organization that many consider "the voice" of
Florida's road and bridge building industry.
K&S is also dedicated to giving back to the communities
that it serves. It the past five years, K&S employees have
raised over $60,000 for the Leukemia & Lymphoma Society
(LLS), mentored at risk high school students, and supported
the annual Dolphins Challenge Bicycle Ride. This year,
alone. K&S's team for the annual LLS Light the Night walk
collected over $15,000 to help fight cancer. Overall, our
team ranked third out of the 200 Broward County teams

Civil Utility & Stormwater Engineering Services
As one of Florida's largest engineering consulting firms,
K&S provides a wide range of services to a significant list of
Private and Public clients. We take pride in our reputation,
long established relationships, knowledge of regulatory
requirements, and diversity of project experience; the tools
which enable us to successfully meet the needs of our

Building upon strong relationships, K&S provides services

Traffic Operations, Modal Development & Transportation
Planning, and Surveying & Mapping. Our staff includes seven
professional engineers, one professional traffic operations
engineer, two professional surveyors and Mappers, four
engineers in training, three CADD technicians, two
administrators, and five three-man survey crews. They
have a clear understanding of the needs for cost efficient
design solutions that improve the highway drainage with a
focus on safety and mobility of all highway users. Their goal
is to provide clients with the safest/best design solution
possible.
Their Stormwater Management Design section offers
a wide range of hydrologic, hydraulic and water related
studies, from simple flood (drainage) studies, to complex
stormwater management programs. They understand the
challenges of stormwater management in South Florida and
use cutting-edge technology to solve those challenges.Their
software capabilities include HEC-HMS (HEC-I). HECRAS
(HEC-2), AdlCPR, SWMM, UNET, Goepak Drainage, and
ASAD. They also have the capabilities to use GIS input in
conjunction with Arc HYDRO conversion to model large
basin watersheds. The utilization of these tools will aid in
meeting the dynamic criteria of the regulatory agencies'

C.H. Perez also has a wealth of experience with Stormwater
Drainage projects, which makes them a perfect candidate
for providing clients with a forward-looking and innovative
Stormwater Improvement Designs. Their Stormwater
Management section has provided numerous public
sector clients with stormwater services and has worked
with a wide range of state, local, and federal regulatory
agencies. Moreover, they are based in South Florida, and
their experience in and knowledge of South Florida is
unparalleled.Their Senior Project Manager, Derrick Lewis,
P.E. has served on numerous technical advisory committees
including the FDOT and has worked with every Broward
County agency and has developed an excellent rapport
with County staff, especially in the areas of Stormwater
Management.

geotechnical engineering firms in South Florida since its
inception in 1967. The firm's comprehensive range of
services includes geotechnical exploration and engineering
including soil borings and groundwater well drilling,
monitoring of pile installation, groundwork modification
and chemical grouting procedures, quality control/quality
assurance testing of construction mc:terials, and structural
inspections (special/threshold) of strUctures.
Their project portfolio is varied and encompasses airports;
seaports; roadways (improvements, widening, extensions,
lighting, guard rails); bridges; parking lots and garages;
drainage systems; city halls and municipal buildings; parks
and recreational facilities; hospitals; educational facilities (K-
12 and higher educational facilities); auditoriums; stadiums/
sports facilities; water and wastewater treatment plants;
water storage facilities; courthouses; industrial parks; mining
operations; shopping centers; residential communities;
hotels; assisted-living facilities; high-rise condominiums and
office towers; and communication towers.
PROPOSED SERVICES
The approach to the Project will be subdividing the work
into four work tasks consisting of the Conceptual Level
Design (Phase I), Final Design and Environmental permitting
(Phase II), Construction Services (Phase III), and General
Administration.
PHASE I - CONCEPTUAL DESIGN
This phase will be initiated by a Project Kickoff and Site
Visit. The key project members of K&S will attend a project
kick-off meeting with the City and partners to review the
overall project objectives, scope of work, primary and
secondary contacts for each organization, project and
meeting schedules, and to request specific information
from the City and its partners.
During the kickoff meeting, the City and all partners will
discuss concepts for the utilization of the corridor during
construction. Detailed minutes of the kickoff meeting will
be prepared by K&S and distributed to all parties attending
the meeting. K&S will also conduct a site visit in conjunction
with City staff and project partners.The site visit will be used
to familiarize K&S with site conditions and characteristics
of the drainage conditions.
The next step will be the assembly and summary of Existing
Data. K&S will collect and review available information
regarding the project site and contributing watershed.
Agencies and organizations to be contacted include,
but are not limited to, the City, Florida Department of
Transportation, and the prior permit information from
the SFWMD and DERM. Information to be collected will
include, at a minimum, engineer's reports; construction
plans; specifications and permit documents for existing

stormwater facilities in the project area; geotechnical and
hydrogeological reports;topographic and aerial photography
data for the project area, including watershed de!ineation;
and hydrologic data (rainfall, historical flow, stage, water
quality). K&S will summarize existing data to be used in the
development of the conceptual plan.
The Stormwater Characterization will then take place
and K&S will develop estimates of the quality and quantity
of stormwater using land use/land cover data for the
contributing watershed. The analysis will be based on a
simple runoff model and Florida event mean concentrations
from contributing land uses. Further, K&S will develop a
conceptual level plan for a stormwater treatment. The
conceptual plan will provide a reasonable concept for
moving forward into preliminary engineering of the project
and will incorporate information developed in previous
tasks.The plan will be prepared and submitted as a draft for
review by the City and its partners. K&S will finalize the
plan following receipt of review comments and will submit
a finalized document to the City as a deliverable. The plan
will be in narrative format and will include, at a minimum,
the elements detailed below:
· Summary of project goals, water quality expectations,
maintenance, and public use considerations.
. A conceptual layout of the proposed plan overlain
onto an aerial photograph.
· Estimates of project benefits/impacts, including
volumetric treatment capacity, and water quality
performance.
. Conceptual level cost estimate, project schedule, and
an evaluation of anticipated permitting issues.
PHASE" - FINAL DESIGN AND ENVIRONMENTAL
PERMITTING
The first task in this phase is Regulatory Coordination.
Following the submittal of the 60 percent plans, the K&S
Team will attend a pre-application meeting with DERM
Engineers to discuss the permitting of the Project. This
coordination may include any tree impacts, site clearing,
right-of-way permits, etc.
Environmental Permits K&S will prepare all permit
applications necessary for construction of the Project
and will assist the City in obtaining a Noticed General
Permit and other authorizations as needed for the Project,
including any permits required. Two (2) copies of the draft
permit application packages will be submitted with the 60
percent plans to the City for review and comment. Based
on the comments received on the draft permit packages,
K&S will finalize the permit applications and forward the
appropriate number of completed permit applications

along with the required supporting information to the
City for submittal to the appropriate regulatory agencies.
Fees associated with the permit applications will not be
the responsibility of K&S. K&S will provide responses for
up to two completeness summaries (Le., requests for
additional information) for each permit application. K&S
will be responsible for attending up to two (2) meetings
with permitting agencies to resolve any permit issues.
Preparation of Construction Plans and Specifications -
The Project currently is envisioned to be constructed by an
independent general contractor. Therefore, it is anticipated
that fully developed detailed construction documents (Le.,
construction plans, technical specifications, bid documents)
will be prepared by K&S.
The Plan sets will include the following sheets:
A. Cover Sheet with Location Map;
B. Estimated Quantities Sheet;
C. Symbols/General Notes Sheet;
D. Survey Control Sheet;
E. Coordinate/Geometric Control Sheet;
F. Grading Plan Sheet(s);
G. Cross Sections Sheets;
H. Structure Details Sheet(s) (if applicable);
I. Miscellaneous Details Sheet(s) (if applicable); and
J. Erosion and Turbidity Control Plan Sheet.
The Construction plans will show existing right-of-way and
easement lines, property lines, topographical features, and
existing facilities sufficient to permit the evaluation of Project
impacts on abutting land and facilities (e.g., fences, walls and
ornamentals). Trees of 4 inches or greater diameter at breast
height and groups of trees in the designated construction
areas that are to be protected will be accurately plotted
and identified. Existing underground utilities, drainage
structures, pipes and other facilities affected or potentially
affected by the Project's construction will be shown on the
plan sheets.
All storm pipes from roadways that will be modified or
replaced must be done in accordance with Miami-Dade
Standard Specifications. Four (4) review sets of the
construction plans and draft Technical Specifications are to
be submitted by K&S at the 60 percent and 90 percent
completion points for review and comment by the City.
Updated cost estimates and construction schedules will
accompany the 60 percent and 90 percent completion
submittals.
K&S will meet with City, DERM, and the Agencies having
jurisdiction (AHJ) to review comments on the 60 percent
and 90 percent completion submittals. Comments on the

\ 60 percent submittal will be addressed or incorporated,
as appropriate and directed by the City, by K&S in the
90 percent plan submittal. Comments on the 90 percent
submittal will be addressed or incorporated, as appropriate
and directed by the City, by K&S in the 100 percent plan
submittal. Comments on the draft 100 percent submittal
will be addressed or incorporated, as appropriate and
directed by the City, by the K&S in the final deliverable 100
percent plan submittal.
The 100 percent submittal will include the following:
. Electronic files (AUTOCAD, .pdf, and as appropriate
Word .doc) for the construction plan set and Technical
Specifications.
· Five (5) complete plan sets for the Project signed
and sealed by the engineer(s) of record (note: each
drawing is to be signed and sealed).
· Final Engineer's estimates of probable construction
cost for the Project.
· Technical Specifications and Request for Bid (RFB)
Preparation. As appropriate, K&S, in coordination
with the City, will prepare an RFB document with
all the Technical Specifications, including proposed
pay items, necessary for the proper construction of
the Project. The Professional Engineer in responsible
charge of preparing the Technical Specifications for
the Project will affix to the cover sheet of the final
construction specifications for the Project, the firm's
name, his/her signature and registration number as
a Professional Engineer in the State of Florida, in
accordance with state law governing Professional
Engineers. The format for Technical Specifications
will follow City standards necessary for the proper
preparation of an RFB to be released by the City to
secure construction services for the Project.
PHASE 11/ - CONSTRUCTION SERVICES
Pre-Bid Conference - K&S will attend the pre-bid
conference with City staff to answer technical questions the
prospective bidders may have regarding the bid documents.
If required, based upon inquiries from prospective bidders,
K&S will prepare support materials and assist the City
in preparing addenda clarifying the bid documents for
distribution to prospective bidders. If requested by the City,
K&S will assist the City in the review and evaluation of the
bids.
Pre-Construction Meeting - K&S will attend the pre-
construction meeting scheduled by the City with the
successful bidder.
· Review of Shop Drawings - K&S will review and, as
appropriate, comment on and approve shop drawings
submitted by the contractor.
· Construction Management and Survey Services - K&S
may be asked to provide survey and construction
management services necessary for the successful
construction of the Project. As needed, a separate
Work Order will be negotiated for these services.
. If only periodic site visits are needed, no separate
Work Order will be necessary and is hereby included
in this Scope of Work. As requested by the City,
K&S will make periodic site visits to the Project
Sites (generally on a weekly basis) subsequent to the
contractor's mobilization for the purpose of making
limited site observations and to answer questions
the City's construction supervisor and/or inspector
may have regarding the Project's design. K&S will
promptly notify the City's Project Manager, in writing,
of any discrepancies or deviations from the approved
plans or environmental permits for the Project noted
during site visits.
· Substantial Completion Inspection - K&S will
participate in the Substantial Completion inspection
of the Project with City staff. K&S will also prepare
and submit a list of items, which need to be completed
by the contractor prior to final inspection.
. Final Acceptance Inspections and Project
Certifications - Upon completion of construction of
the project, K&S will participate in a final inspection
of the Project with City staff. Based upon the final
inspection and construction as-built drawings
provided to K&S by the City, K&S, as appropriate,
will prepare record drawings depicting the as-built
condition of the Project. It is not anticipated that
K&S will be responsible for performing the as-built
field surveys for the completed Project. K&S will
submit the final Project completion certifications for
the Project required pursuant to the environmental
permits issued for the Project.
GENERAL ADMINISTRATION
Progress Meetings - As requested by the City, K&S will
attend up to five (5) progress/review meetings to be held
at the City's Office. K&S will keep minutes of progress
meetings and will distribute copies to all attendees within
five (5) working days after the meetings. The minutes will
reflect agenda items, action items, those who will provide
follow-ups, the original schedule, the current schedule, and
how delays, if any, will be addressed. K&S will prepare the
necessary agenda for each progress meeting.

Street and Atlantic Boulevard with a roundabout as well as using flexible bollards on 183rd
Street west of Collins Avenue and on I 78th west of Collins Avenue was evaluated. These
treatments are intended to improve overall traffic and pedestrian safety and operations, as
well as improve access management on local city streets.
Bus V-TURN lANE EVALUATION AT COLLINS AVENUE AND 193RD STREET,
SUNNY ISLES BEACH, FL:A traffic safety review, a traffic operations assessment, and a
feasibility evaluation were conducted for the existing bus U-turn lane on Collins Avenue at
193rd Street. The site is unique as the bus U-turn lane is located in the far right lane of the
northbound approach of the intersection. Four alternate locations were evaluated as part
of the feasibility study to modify or relocate the current U-turn configuration, leading to a
recommendation to relocate the bus U-turn lane north to Hallandale Beach Boulevard.

Schnars served as the lead design consultant for the Acme Basin B Discharge Project, one of
the SFWMD Acceler8 projects and a component of CERP. The project involved converting
362-acres of agricultural land to an impoundment and wetland, widening 3 miles of a canal,
and constructing two pump stations. Mr. Abbott served as Project Manager of the $2.5
million planning and design phase of the project, overseeing the geotechnical investigation,
survey, seepage analysis, engineering design, wildlife and vegetation survey, contamination
assessment, and environmental design. He also developed a land management plan for the
project area to address potential problems that could develop while the land was inactive

INDIAN TRAILS GROVE DEVELOPMENT OF REGIONAL IMPACT (DRI), PALM
BEACH COUNTY, FL: Keith and Schnars is providing full-service consulting services for
the planning, engineering design, and environmental studies of a 5,000-acre DRI in Palm Beach
County. Given the size of the Site and its proximity to natural areas such as the J.W. Corbett
Wildlife Management Area, environmental issues are a key consideration in the DR!. Mr.
Abbott served as the environmental team lead, managing $100,000 of environmental services.
Mr.Abbott collected and analyzed surface water samples, evaluated groundwater quality, and
provided oversight of wetland and wildlife surveys. Mr. Abbott identified potential impacts

(PD&E) and Environmental Impact Statement (EIS) to evaluate a new river crossing over
the North Fork of the St. Lucie River that will link U.S. Highway I and Crosstown Parkway,
a major east-west transportation corridor within Port St Lucie. Mr. Abbott prepared the
Contamination Screening Evaluation Report and provided oversight of the field assessment
of the river and upland communities (approximately 850-acres), including habitat mapping of
the project area, surveys for threatened and endangered species, wetland delineations at an
aerial photograph level, and an Essential Fish Habitat Assessment. Client: City of Port St Lucie.

Condominiums is an existing apartment complex located in the city of

buildings of 5 stories each. The complex is approaching its 40th
anniversary and has extensive concrete deterioration damage along its
balconies, walkways and most exterior surfaces, due mostly to water
intrusion and its proximity to salt water. KM Engineering Consultants,
Inc. (KMEC) was contracted to carry out a study of the damage and
provide an engineer's report of the findings and remediation
recommendations. In addition we produced a set of construction
documents for the restoration of the complex. The restoration project
began in May 2010. KMEC will be managing the restoration process and

(Park Improvements) The Eden Lakes parcel was 'an undeveloped property of The Miami-Dade
Parks & Recreation Department, targeted for improvements under the capital improvement program.
The Park is located on S.W. 162nd Avenue and 47'h Street, in a recently developed residential area.
It is bordered on the East and South sides by two schools. The Park's parcel consists of
approximately 425,000 sq.ft., of undeveloped wetlands, which sits approximately 4 ft. below the
abutting roads. Involvement in this project spanned the better part of two years; from design,
geotechnical engineering, surveying, bidding & award to construction administration. The scope of
the project included approximately 9,000 linear feet of new concrete walkways, walkway signage
and markings, berming, and re-grading, drainage, site furnishings, a new 20-car parking lot, and
landscaping throughout. The construction phase of the project was 4 months with a construction
budget of $1 ,000,000.

(Roadway Improvements) The project scope of work and/or the project elements included but was
not limited to providing design and construction administration services for the roadway
improvements along SW 162nd Avenue and SW 47'h Street. Elements of work included widening,
milling and resurfacing roadways, sidewalk, signing, and pavement markings, lighting, utility
coordination, drainage, landscaping, cost estimates, and all necessary incidental items including a
warrant anal~sis and the design of the traffic signal for the intersection located at SW 162nd Avenue
and SW 47' Street. In addition, KM Engineering, Inc., is the Prime Consultant and as such is
responsible for Contract Maintenance, all Permits required for the project, Project Manager
meetings, and everything associated with the Roadway Analysis as well as Quality Assurance and

Westbrook Park Development, Miami Dade County Parks and Recreation Department (April
2009 to August 2009) Westbrook Park was an existing, undeveloped property of The Miami-Dade
Parks & Recreation Department, targeted for improvements under the capital improvement program.
The Park is located on S.W. 103rd Avenue and 13th Street, in a quiet neighborhood area on a corner
and consisted of 90,000 sq.ft. of undeveloped park land. Involvement in the project spanned the
better part of two years; from design, geotechnical engineering, surveying, bidding & award to
construction administration. The scope of the development included approximately 3,000 linear feet
of new concrete walkways, which included walkway signage and pavement marking, berming and
re-grading, drainage, site furnishings, a new playground, and landscaping throughout. The
construction phase of the project was 4 months with a construction budget of $400,000.
Lummus Neighborhood Improvements, City of Miami Beach, Florida (February 2007 to
February 2010) The Lummus neighborhood is the area bounded by 16th Street to the north, 5th
Street to the South, Washington Avenue to the West, and Ocean Drive to the East. The area
consists of multi-family structures with significant retail/commercial components. The scope of this
project was to develop and prioritize streetscape and urban improvements equitably throughout the
neighborhood as well as to upgrade water and Storm water infrastructure in accordance with the
recommendations. Some of the construction management services provided for this project included
but not limited to weekly construction/coordination meetings, respond to request for information
(RFI's), contract documentation, and inspect all MOT operations as well as review, track and
maintain construction schedules.
Nautilus Infrastructure Improvements, City of Miami Beach, Florida (April 2007 to February
2010) Nautilus Neighborhood, "Middle Beach" from Surprise Lake south, to the south ends of the

Florida Department of Transportation (FOOT) District VI, Miami Intermodal Center (MIC) (1993-
2005) Mr. Mohandes served as FDOT's Program Manager. The MIC, Florida's largest transportation
project and a project of national significance was estimated to cost approximately 1.4 billion dollars.
Mr. Mohandes reported directly to the district secretary. The MIC is being designed and built to
solve the pressing transportation needs in Miami-Dade County, currently ranked the third most
congested area in the country. It will be a transfer point providing connectivity for this community's
various modes of ground transportation including Miami-Dade Transit Authority, Greyhound bus
lines, Tri-Rail and Amtrak. Currently, such a connecting point does not exist anywhere in Miami-
Dade County. The MIC will also decongest ground transportation access to Miami International
Airport (MIA), the eighth largest airport in the U.S. and one of the fastest growing. MIC was the first
project to receive a loan under the federal Transportation Infrastructure Finance and Innovation Act
(Tl FIA), part of the Transportation Equity Act for the 21 5t Century, or TEA-21.
The MIC Program includes the Rental Car Center (RCC), Miami Central Station (MCS), MIA Mover
and major roadway improvements, all to be completed by 2012. FDOT is also pursuing private
and/or public sector joint development projects to enhance the MIC's economic viability. Miami-Dade
County is developing the MIC-Airport Link Metrorail Extension bringing Metrorail service to MIA via
the Miami Central Station by 2012. One of the major roadway improvements includes the Le Jeune
Road/MIA Interchange reconstruction with 12 new and/or reconstructed bridges, reconstruction of
NW 14th Street from NW 34th Avenue to NW 42nd Court, MIA Tri-Rail Station relocation and
improvements, MIA Mover Guideway (light rail system from MIC/MIA Station to MIA Station) with 7'
and 12' diameter by 80' deep concrete drilled shafts, and the future M IC Core private development.
Mr. Mohandes was responsible for the management of this mega-project from the PD&E, right-of-
way acquisition, utility relocation coordination, design of bridges and roadways, and construction
management, engineering and inspection services. Turner Construction Company was the
Construction Manager contracted by the FDOT under the CM @ Risk process to construct this
project, which is currently ongoing. Mr. Mohandes continued as Program Manager of this project for
approximately 2.5 years of this phase of the project.
EastlWest Multimodal Corridor (EWC) (1993-1998) Mr. Mohandes served as FDOT's Program
Manager for the 22-mile long transit project beginning at the Tamiami Campus of Florida
International University (FlU), and extending the length of SR-836, pass MIA, through Downtown
Miami to the port, across Biscayne Bay to South Beach, and ending at the Miami Beach Convention
Center. EWC was the first transit project in Miami-Dade County to obtain a record of decision in
August of 1998. Mr. Mohandes was responsible for this Mega PD&E project all the way to the Final
Environmental Impact Statement (FEIS) at which point the project was transferred to Miami Dade
County for the next phase.

K&S employs a proactive and comprehensive approach
toward the management of its projects. This approach
is based on the selection of the organizational structure
best suited to meet the requirements and needs of each '
specific project. This allows us to match the technical and
administrative needs of our clients with the skills, talents and
experience of a team specially selected for the project.
As a firm that routinely handles Consulting Engineering
Services C?ntracts, our organizational structure lends
itself to providing design services for various sizes in
short timeframes. The K&S Team recognizes that its
strong credentials, resources and ability to respond quickly
and efficiently are not sufficient, in and of themselves,
to guarantee successful performance on this contract.
The contract requires a management plan designed to
specifically address the staffing, monitoring, planning
and communications problems inherent in open-ended
contracts. It also calls for a management plan that deals
with the need for well-documented and understandable
procedures so that staff can be efficiently managed.
Specifically, our management plan will provide:

As Contract Manager and firm Principle, Mr. Tim Hall is
responsible for ensuring the availability of human resources
to provide high quality services, maintain assignment
schedules,control costs, perform job cost accounting, and to
develop effective and responsive channels of communication
with and between the City and the TEAM.
For each assignment, Mr. Hall will: I) Identify the City's overall
project objective and develop a thorough understanding
of the scope; 2) Build project advocacy with the TEAM
by holding internal project meetings to ensure that TEAM
members understand the scope, budget and schedule
requirements; 3) Initiate project documentation procedures,
job cost accounting, and project schedule tracking; 4)
Coordinate regularly with each Team Leader and the City
regarding the status of each assigned task; 5) Implement
QAlQC reviews; 6) Submit quality deliverables on time
and within budget. Mr. Hall will also maintain a constant
direct line of communication with the City representative
and will supply written status reports on a regular agreed-
upon basis. He will be the designated point of contact, and
will handle all coordination with our technical staff, quality
control staff, sub-consultants, other governmental agencies,
utility companies, and permitting agencies.

of meetings, etc., and will be responsible for keeping a well-
updated and organized project file. As soon as a task order
is executed, Mr. Hall will develop a project management
plan that will include the project schedule, team mem'ber
assignments and responsibilities, list of contact names and
telephone numbers, procedures for documentation of
contacts, correspondence, calculations/analysis procedures,
Q/ A, etc.
The City project manager will be kept fully aware of every
issue that could impact the project. This information will be
compiled and chronicled in a monthly project status report.
Our team will coordinate all contacts with outside agencies
as authorized by the City project manager. To maintain
control of the project, communication between the K&S
team and the City will be primarily through the K&S
contract manager. Documentation of discussions will be
made and distributed to the K&S team and the City project
manager. We will also document all contact with outside
parties, whether conducted by K&S or its subconsultants.
Additionally, K&S will maintain good communication
between the members of the consultant team and ensure
that the proper information is provided to those who make
decisions. We will implement the following procedures in
order to ensure the effective flow of information. First,
the K&S project manager will conduct an internal kick-
off meeting with all parties assigned to the project. This
meeting will ensure that all individuals are aware of their
responsibilities within the scope of the project,and everyone
understands and accepts the requirements of the project
schedule. Second, K&S will conduct progress meetings on
a regular basis to review the status of each activity and

By following the procedures discussed above, deviations
from the schedule and/or project costs are easily identified
and remedied quickly. K&S can draw on the services of its
professionals throughout the state if it becomes necessary
to accelerate production. As mentioned previously, an
Opinion of Construction Costs will be submitted during
each phase of the design process and will accompany the
final construction documents to monitor any additional
value engineering required. If the project is found to
exceed City budget, and design alternatives do not provide
a solution, then a priority phasing plan will be coordinated
with City to meet budgetary requirements.
PROJECT ApPROACH
In section II of the proposal, our details technical approach
is provided. Here though we'd like to highlight a number
of important attributes that emphasize our strong
qualifications and commitment to providing services at the
high level we know is required by the City. Based on our
past experience with similar projects, the following general
approach is presented to demonstrate our understanding
of a typical work order requirement that would be carried
out in phases. However, due to changing needs within the
City, we fully understand that we may be called upon to
provide expertise at any given phase of a project. These
phases are listed in the typical chronological progression
of a project.
· Phase I - Project Initialization
· Phase II - Engineering Analyses and Evaluation
· Phase III - Detailed Design
· Phase IV - Approvals
· Phase V - Services During Construction
· Phase VI - Post-Construction Services
Phase I - Project Initialization
Our approach to providing the necessary services for all .
projects assigned to the firm by the City will begin with the
development of an accurate definition of the work to be
performed. This will be accomplished through consultation
with the appropriate citizens and City staff so that all
parties have a clear understanding of the work, the time
frame required for completion, and the budget established
for such services.
The effort to define the scope of the task will be
commensurate with its complexity. Simple projects, such
as requesting a site evaluation, can routinely be initiated by
phone calls coupled with fax or email, while very complex
projects, such as the construction of a new project, could
involve several professionals in attendance at scoping
meetings with appointed key personnel.
In many cases, City staff may have already determined the
appropriate course of action for the project. In instances
where this is not the case, our initial step will be to perform
field reconnaissance work to assess the existing conditions
and the extent of any problem areas. We will then explore
options for resolution and present them to City staff
for review, discussion, and evaluation. Once agreement
has been reached on the most feasible and economical
approach available, design will proceed in accordance with
all applicable City and State standards.
· Depending on project complexity, a project initiation
meeting will be conducted with the City staff to
confirm the project goals and constraints and the
management and reporting procedures. Design
concepts and other considerations for the project
will also be discussed.
. Available recent reports and data pertinent to each
project will be reviewed. The intent of the review
is to become familiar with the project background
and requirements and to identify critical issues and
remedial measures that may be incorporated into the
detailed design at an early stage.
· Depending on the project, we may undertake inquiries
and conduct meetings with key agencies such as the
Florida Department of Environmental Protection,
Florida Department of Transportation, Army Corps
of Engineers, SFWMD, US EPA, DERM, FEMA and
Local City Departments (Engineering, Health, etc).
· !he objectives of the meetings are to identify critical

any proposed work in the area will be identified and
considered in the detailed design.

proposed work in the area will also be discussed. We
will identify the necessary professionals to deliver the
'work products needed to achieve the City goals.

will be conducted. The objectives of such meeting
will be to review problem histories, operating and
maintenance needs, and discuss any specific concerns.
At this time, we will discuss and adjust staff selections
according to the needs of the project and the City's
preferences.
Once an understanding concerning City goals and
expected results has been reached and the appropriate
task management defined, it will be confirmed through
preparation of a formal scope of services, a production
schedule, and a lump sum fee proposal or budget for the
assignment.
Phase" - Engineering Analyses and Evaluation
After the task proposal has been reviewed and accepted
by the City and City staff, we will authorize the previously
identified staff of qualified engineers, surveyors, technicians,
and support personnel, in adequate numbers, to complete
the task in the most efficient and effective manner possible.
All engineering-related projects will be overseen, managed,
reviewed, and certified by a licensed Professional Engineer
and all surveying-related tasks will be overseen managed,
reviewed, and certified by a licensed Professional Surveyor
and Mapper.
This phase of the project is where the real work begins.
Since this is the investigative and creative portion of the
project, this is where the talents, skill and experience of
our team provide the greatest value to the City. Our Team
of professionals gathers detailed information and begins to
formulate the best solution to the goals of the identified
task. Sometimes this is a fairly straightforward process
of applying tried and true approaches, but other projects
demand strong interaction between professionals, the
application of new technologies or even old technologies
in new combinations. This phase may require any or all of
the activities below:
Thorough search of relevant eXisting information:
utility maps, surveys, previous model studies, as built
plans, soil surveys, aerial photos, previous design
reports or system studies, and other project specific
information.
· Physical reconnaissance and surveys to identify site
conditions and constraints that affect the proposed
project. This could include surveys, environmental

the final design performance criteria. The preliminary design
will determine the type of features, infrastructure needs,
City parameters, surface and subsurface conditions, and
surrounding environment. Where the preliminary design
was the creation of a solution, the detailed design phase
represents the nuts and bolts production of a constructible
system. In this phase, engineers and technicians work
together to develop construction plans for the project.
It is our objective to rapidly produce accurate plans and
specifications that protect the City from change orders. At
project initialization, we will set forth milestones that keep
the design process on track. As tasks are requisitioned
under this contract, the Project Manager will be committed
to their completion as his top priority.

be included in the discussions to maximize the net benefits
to the City. ~-
During the detailed design phase, our engineers and
technicians will accomplish those tasks necessary to
design the most effective project. These include collecting
accurate existing condition information, conducting detailed
analysis and calculations for detailed engineering design,
and preparing detailed construction drawings and contract
documents with detailed quantity and cost estimates for the
proposed improvements. In order to minimize revisions to
final engineering drawings and bid documents, close liaison
with City officials and approval agencies will be maintained
so that their input can be provided at all stages of the design
process.
The preparation of construction specifications and bid
documents is an often under-appreciated effort. This effort
provides the legal and technical backbone to the drawings
that cause a contractor to adhere to specific quality and
quantity provisions. It is also the key to regulating contractor
behavior and approach including quality, schedule, and
project administration. The specifications are the basis
for protecting the City and the public's interest in the
construction project. It is a task the K&S Team takes very
seriously. This phase ends after City, and approval agency
reviews have been conducted, and a definitive cost estimate
based on the proposed detailed design has been produced.
Phase IV - Approvals
Most of the requirements br approvals and permits
will be discovered and addres~sed in the preliminary and
conceptual design levels. They will be incorporated into the
design. Upon completion of the design, final approvals for
construction will be sought. This phase can also include the
following activities:
. Submission of detailed design drawings and bid
documents to key agencies for their review and
approval.
· Attending meetings, as required, to discuss the
applications and respond to agency questions and
concerns.
. Revising detailed design drawings and bid documents
to incorporate comments received from key agencies.
Initiating and maintaining contact with key agencies
during the design phase will minimize required
revisions.
· Preparing a construction schedule complete with
expected construction cash flow requirements.
· · Participation in all aspects of the bidding
process (advertising, site meetings, bid analysis,
recommendations and award). We will take special
care to ensure all legal requirements are met in this
process and that there is a smooth transition from
design to implementation.

Bid Title: CIVIL ENGINEERING SERVICES TO DESIGN STREET AND DRAINAGE
IMPROVEMENTS
The undersigned Proposers proposes and agrees, if this Bid is accepted, to enter into an agreement with
The City of Sunny Isles Beach in the form included in the Contract Documents to perform and furnish all
Work as specified or indicated in the Contract Documents for the Contract Price and within the Contract
Time indicated in this Bid and in accordance with the other terms and conditions of the Contract
Documents.
The Proposers accepts all of the terms and conditions of the Advertisement or Request for Qualifications
and Instructions to Proposers, including without limitation those dealing with the disposition of Bid
Security. This Bid will remain subject to acceptance for 90 days after the day of Bid opening. The
Proposers agrees to sign and submit the Agreement with the Bonds and other documents required by the
Bidding Requirements within ten days after the date of the City's Notice of Award.
In submitting this Bid, the Proposer represents, as more fully set forth in the Agreement, that:
The Proposer has familiarized himself/herself with the nature and extent of the
Contract Documents, Work, site, locality, and all local conditions and Law and
Regulations that in any manner may affect cost, progress, performance, or
furnishing of the Work.
The Proposer has given the City written notice of all conflicts, errors,
discrepancies that it has discovered in the Contract Documents and the written
resolution thereof by City is acceptable to the Proposer.
This Bid is genuine and not made in the interest of or on behalf of any
undisclosed person, firm or corporation and is not submitted in conformity with
any agreement or rules of any group, association, organization, or corporation;
the Proposer has not directly or indirectly induced or solicited any other
Proposers to submit a false or sham Bid; the Proposer has not solicited or
induced any person, firm or corporation to refrain from Bidding; and Proposer
has not sought by collusion to obtain for itself any advantage over any other
Proposers or over the City.
The City and the successful Proposer will establish completion times for each individual Work Item and
