A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, APPROVING THE AWARD OF
RFP NO. 12-01-02 TO AND ENTERING INTO AN AGREEMENT
WITH T&M PROTECTION RESOURCES, LLC., IN AN AMOUNT
NOT TO EXCEED ONE HUNDRED FORTY-NINE THOUSAND,
FIVE HUNDRED DOLLARS ($149,500.00), ATTACHED HERETO AS
EXHIBIT "A"; AUTHORIZING THE MAYOR TO EXECUTE SAID
AGREEMENT; AUTHORIZING THE CITY MANAGER TO DO ALL
THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, providing a safe and secure environment for the residents OfSUllilY Isles Beach
has always been a priority of the City Commission; and
WHEREAS, the City is in need of a qualified security consultant to develop a security
master plan for all public areas of the City of Sunny Isles Beach to include facilities, parks, beaches,
and streets; and
WHEREAS, on January 12, 2012 the City issued Request for Proposal No. 12-01-02
("RFP") for Security Consultant, for which one response was received; and
WHEREAS, T &M Protection Services submitted a response to said RFP and is a certified
and insured company with the necessary experience to provide the desired Services; and
WHEREAS, the City desires to enter into an agreement with T &M Protection Resources,
LLC. to provide security consulting services, in an amount not to exceed One Hundred Forty Nine
Thousand, Five Hundred Dollars ($149,500.00), attached hereto as Exhibit "A".
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section I. Incorporation of Recitals. The recitals set forth in this Resolution are incorporated
herein by reference as if fully set forth herein.
Section 2. Award of Bid and Approval of Agreement. The City Commission hereby awards Bid
No. 12-01-02 to and approves an Agreement with T&M Protection Resources, LLC. for security
consulting services, in an amount not to exceed One Hundred Forty Nine Thousand, Five Hundred
Dollars ($149,500.00), attached hereto as Exhibit "A".
Section 3.
Authorization ofMavor. The Mayor is hereby authorized to execute said Agreement.
Section 4. Authorization of Citv Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.

Effective Date. This Resolution will become effective upon adoption.

BEACH AND T & M PROTECTION RESOURCES, LLC

, rJVS AGRE MENT (hereinafter referred to as the "Agreement") is made in duplicate,
this 1/..!..!)!day of . , 2012, by and between the CITY OF SUNNY ISLES
BEACH, Florida, reinafter referred to as "City"), and T & M PROTECTION
RESOURCES, LLC a corporation authorized to do business in the State of Florida (hereinafter
referred to as "Consultant") whosc Federal J.D. # is 26-1258977.
RECITALS
WHEREAS, the City is in nced of qualified Security Consultant to develop a Security
Master Plan for common public areas under control of the City of Sunny Isles Beach, including
City offices and facilities ("Services"); and
WHEREAS, the City issued Request for Proposal No. 12-01-02 for Security Consultant
and the Consultant submitted a response thereto; and
WHEREAS, Consultant is a certified and insured company with the necessary
experience to provide the desired Services; and
WHEREAS, the City desires to enter into this Agreement with Consultant to provide the
Services in a total amount not to exceed One Hundred Forty-Nine Thousand Five Hundred
Dollars ($149,500.00).
NOW THEREFORE, in consideration of the promises and the mutual covenants herein
name, the parties agrcc as follows:
I. RECITALS. The Recitals set forth above are hereby incorporated into this Agreement
and made a part hereof for reference.
2. SERVICES. Consultant shall develop a detailed security master plan for the City,
specifically excluding private property and facilities, and only including common public spaces
under control of the City, including City offices and facilities, as more particularly described in
Consultant's Response to Request for Proposal #12-01-02 and Consultant's revised proposal
dated March 15,2012, copies of which are attached hereto and incorporated hereinby referencc_
as Attachment "A",
3. TERM. This Agreement will commence on the first calendar day of the month
succecding approval of the contract by the City Commission, or designee, unless otherwise
stipulated in the Notice of Award letter, which is distributed by the City's Purchasing Agcnt and
contingent upon the completion and submittal of all required proposal documents, The Services
shall be required to be complete no later than one (1) year from the commencement date.

4. COMPENSATION. As the cntire eompcnsation under this Agreement and dming the
term of this Agrcement, in whatever capacity rendered, the City shall pay Consultant an amount
not to cxceed One Hundred Forty-Nine Thousand Five Hundred Dollars ($149,500.00) for the
performance of the stated Services. Payment to Consultant for all charges and tasks under this
Agreement shall be in accordance with this Agreement and the schedulc of charges rcflccted in
Attachment "A" and under the following conditions:
a. Disbursements. There are no reimbursable expenses associated with this
contract.
b. Pavment Schedule. Invoices received from the Consultant pursuant to this
Agreement will be reviewed by the initiating City Dcpartment. If services have
been rendered in conformity with the Agrecment, the invoice will be sent to the
Finance Department for payment. Invoices must reference the contract numbcr
assigned hereto. Invoices will be paid in accordance with the State of Florida
Prompt Payment Act.
c. Availability of Funds. The City's performance and obligation to pay undcr this
Agreemcnt is contingent upon an annual appropriation for its purpose by the City
Commission.
d. Final Invoice. In order for both parties herein to close their books and records,
the Consultant will clearly state "final invoice" on the Consultant's final/last
billing to the City. This certifies that all serviccs have bcen properly performed
and all charges and costs have been invoiced to the City. Since this account will
thcreupon be closed, any other additional chargcs, if not properly included on this
final invoicc, are waived by the Consultant.
Consultant shall make no othcr charges to the City for supplics, labor, taxes, licenses, pennits,
overhead or any other cxpenses or costs unless any such expense or cost is incurred by
Consultant with the prior written approval of the City. If the City disputes any charges on the
invoices, it may makc payment of the uncontested amounts and withhold payment on thc
contestcd amounts until they are resolved by agreement with Consultant. Consultant shall not
pledge the City's credit or make it a guarantor of payment or surety for any contract, debt,
obligation, judgment, lien, or any form of indebtedness. The Consultant further warrants and
represents that it has no obligation or indebtedness that would impair its ability to fulfill thc
terms of this Agrcement.
5. INIlEI'ENDENT CONTRACTOR RELATIONSHIP. The Consultant is an
Independcnt Contractor and shall be trcated as such for all purposcs. Nothing contained in this
Agreement or any action ofthe partics shall be construed to constitute or to render the Consultant
an employee, pal1ner, agent, shareholder, officer or in any other capacity other than as an
Independent Contractor other than those obligations which have been or shall have been

undertaken by the City. Consultant shall be responsible for any and all of its own expenses in
performing its duties as contemplatcd under this Agreement. The City shall not be responsible
for any expense incurred by the Consultant. The City shall have no duty to withhold any Federal
income taxes or pay Social Security services and that such obligations shall be that of the
Consultant, other than those set forth in this Agreement. Consultant shall furnish its own
transportation, office and other supplies as it determines nccessary in carrying out its duties
under this Agrcement.
6. INSURANCE. Consultant shall, at its sole cost and expensc, during the period of any
work being performed undcr this Agreement, procure and maintain the following minimum
insurance coverages to protect the City and Consultant against' all loss, clainls, damage and
liabilities caused by Consultant, its agents or employees, as more particularly set forth below:
(a) General liability insurance with linlits of One Million Dollars
($1,000,000.00) combined single limit occurrcnee. Coverage must be afforded on
a form no more rcstrictive than the latest cdition of the Comprehensive General
Liability Policy, without restrictive endorsements, as filcd by the Insurance
Services Office, and must include:
Premises and/or Operations.
Independent Contractors.
Broad Form Property Damage.
Errors and Omissions Liability.
Broad Form Contractual Covcrage applicable to this specific Agreement.
Personal Injury Coverage with Employee and Contractual Exclusions
removcd with minimum linlits of coverage equal to those required for
Bodily Injury Liability and Property Damage Liability.
The City of Sunny Isles Beach is to be named as an additional insured
with respect to liability arising out of operations performed for the City by
or on behalf of Consultant or the acts or omissions of Consultant in
connection with such opcration.
(b) Workers' Compensation insurance to apply for all employees in
compliance with thc Workers Compensation Law of the State of Florida
and all applicable federal laws.

(c) Business Automohilc Liability Insurance with minimum limits of Five
Hundred Thousand Dollars ($500,000.00) per occurrence combined single
limit for Bodily Injury Liability and Property Damage Liability. Coveragc
must be affordcd on a form no more restrictivc than thc latest edition of
the Business Automobilc Liability Policy, without restrictive
cndorsements, as filed by the Insurance Services Office and must include:
Owned vehiclcs.
Hired and non-owncd vehicles.
Employers' non-ownership.
Such policies of insurance shall not diminish Consultant's indcmnification obligations
hereunder. The insurance policy shall be issued by such company, in such forms and with such
limits of liability and deductibles as are acceptable to the City and shall be endorsed to be
primary ovcr any insurance, which the City may maintain. Before any work under this
Agreemcnt is performed, and at any time upon request, Consultant shall furnish to the City
certificates of insurance evidencing the minimum required coverage and appropriately endorsed
for contractual liability with the City named as an additional insured. All policies and
certificates shall be in forms and issued by insurance companies acceptable to the City Manager
or his dcsignee. Contractor agrees that they shall immcdiately notifY the City Manager or his
designee of any cancelation or alteration notice that they receive from their insurance carrier.
The City reserves the right from time to time to change the insurance coverage and limits of
liability required to be maintained by Consultant hereunder.
7. OWNERSHIP OF DOCUMENTS AND EQUIPMENT. All documcnts prepared by
the Consultant pursuant to this Agreement and related services to this Agreement arc intended
and represented for the owncrship of the City only. Any other use by Consultant or other parties
shall be approved in writing by the City.
8. DUTY TO INDEMNIFY AND HOLD HAUMLESS. Consultant agrees to indemnifY
and hold harmless, thc City, its officers, agents, employees from, and against any and all claims,
actions, liabilities, losses and expenses including, but not limited to, attorney's fecs for personal,
cconomic or bodily injury, wrongful dcath, loss of or damage to property, at law or in equity,
which may arise or may be allcged to have risen from the ncgligent acts, errors, omissions or
other wrongful conduct of the Consultant, its agents or employees or any other personal entity
acting under Consultant's control in conncction with the Consultant's performance of Services
under this Agreemcnt and to that extent the Consultant shall pay such elaims and losses and shall
pay all such costs and judgmcnts which may issue from any lawsuit arising from such claims and
losscs including wrongful tcrmination or allegations of discrimination or harassment, and shall
pay all costs and attorncys' fees cxpended by the City in defense of such elaims and losses
including appeals. The partics agree however that thc Consultant's indemnity and hold harmless

obligations under this Agreement shall bc subject to a capped limitation of Twenty Five Million
Dollars ($25,000,000.00) which represents the commercial general liability ("CGL") insurance
coverage maintained by Consultant. However, the partics furthcr agree that this agreed upon
capped limitation of Twenty Five Million Dollars ($25,000,000.00) shall not apply to claims and
losses arising from or that may bc alleged to have risen from gross ncgligence or willful
misconduct of the Consultant's, its agents or employees or any other pcrsonal entity acting wIder
Consultant's control, in connection with thc Consultant's pcrformance of Services under this
Agreement. Thc parties agree that ten percent (I 0%) of the total compensation is a specific
consideration from the City to the Consultant for its indemnity, defense and hold harmless
obligations under this Agreement.
9. TER1VlINATION.
A. If, through any cause within the reasonablc eontrol of the Consultant the
Consultant shall fail to fulfill in a timcly manner or otherwise violate any of the covenants,
agreemcnts, or stipulations material to this Agreement, the City shall have the right to terminate
the services then rcmaining to bc performed. Prior to the exercise of its option to terminate for
cause, the City shall notifY thc Consultant in writing ofits violation of the particular terms of thc
Agreemcnt and grant Consultant ten (10) days to cure such default. If the default rcmains
uncured after ten (10) days the City may terminate this Agreemcnt
(i.) In the event of termination, all finished and unfmished documents, data and other
work product prepared by Consultant shall be delivered to thc City and the City
shall compensate the Consultant for all Services satisfactorily performed prior to
the date of termination as provided in Section 4 above.
(ii.) Notwithstanding the foregoing, the Consultant shall not be relieved of liability to
thc City for damages sustained by virtue of a breach of the Agreemcnt by
Consultant and the City may reasonably withhold payments to Consultant for the
purposes of set-off until such time as the exact amount of damages due the City
from the Consultant is determined.
(iii.) After rcceipt of a Termination Notice and except as otherwise directed by the
City, the Consultant shall:
1. Stop work on the date and to the extent specified;
2. Terminate and settlc all orders and subcontracts relating to the
performance of the terminatcd work;
3. Transfer all work in process, completcd work and othcr materials related
to the terminated work to the City; and
4. Continue and complete all parts of that work that have not becn
terminatcd.

B. Termination for Convenicnce of Citv. The City may, for its convenience and
without cause terminate the Services then remaining to be performed at any time by giving
writtcn notice which shall become effective ten (l0) days following receipt by Consultant. Tbe
terms of Paragraphs A(i) and (ii) shall be applicablc hereunder.
C. Termination for Insolvencv. The City also reservcs the right to temlinate the
remaining services to be performed in thc event the Consultant is placed either in volllfltary or
involuntary bankruptcy or makes any assignmcnt for the benefit of creditors.

10. ASSIGNMENTS. TRANSFERS. SUBCONTRACTING. The Consultant shall not
subcontract, assign, or transfer any work under this Agrcement with the prior written consent of
the City. Should the Consultant subcontraet any services under this Agrcement, it shall be done
with continued liability for the Consultant. The Consultant shall remain responsible for services,
responsibilities, and liabilities of any person or entity acting lmder Consultant.
II, ARBITRATION. It is the intention of the parties that whcnever possible, if a dispute or
controversy arises hereundcr then such dispute or controversy shall be scttled by arbitration in
accordance with the procedures, rules and rcgu1ations of the American Arbitration Association.
The decision rendered by the Arbitrator shall be final and binding upon the parties and judgment
upon the award rendered by the arbitrator may be entered ill any court having jurisdiction.
Arbitration shall be held in Miami-Dade County, Florida. All costs of arbitration and attorneys'
fccs incurred by the parties shall be paid by the non-prevailing party or, if ncither party prevails
on the wholc, each party shall be rcsponsible for a portion of thc costs of arbitration; and their
respective attorneys' fees as may be determincd by the court on confilmation.
12. CONFIDENTIAL INFORMATION. The Consultant shall not, either during thc term
of this Agreemcnt or any time for a period of TEN (l0) years subsequent to that date upon which
the Consultant sha1l1cave the employment of the City for any reason whatsoever, disclose to any
pcrson or entity, other than in the discharge of the duties ofthc Consultant under this Agrcement,
any infonnation which the City desib'llates in writing as "confidcntial." As a violation by the
Consultant of the provisions of this Section could cause irreparablc injury to the City and therc is
no adcquate remcdy at law for such violation, the City shall have the right, in addition to any
other remedies available to it at law or in cquity, to enjoin the Consultant in a court of equity for
violating such provisions.
13. NOTICES. All notices and other communications requircd or permitted to be given
under this Agreement by either party to the other shall be in writing and shall be scnt (except as
otherwise provided herein) (i) by certified or registered mail, first class postagc prepaid, rcturn
receipt requested, (ii) by guaranteed overnight delivery by a nationally recognized courier
service, or (iii) by facsimile with confirmation rcccipt (with a copy simultaneously sent by
certified or registcrcd mail, first class postage prepaid, return receipt requested or by overnight
delivery by traditionally recognized courier scrvicc), addressed to such party as follows:

14. GOVERNING LAW. This Agreemcnt shall, be governed by and construed in
accordance with the laws of the State of Florida.
15. AUDIT. The Consultant shall make available to the City or its representative all rcquircd
financial reeords associated with the Agreement for a period of Three (3) years.
16. NON-DISCRIMINATION. The Consultant agrees to comply with all local and state
civil rights ordinances and with Title VI of the Civil Rights Act of 1984 as amended, Title VIlI
of the Civil Rights Act of 1968 as amended, Title I of the Housing and Community
Development Act of 1974 as amended, Section 504 of the Rchabilitation Act of 1973, the
Americans with Disabilities Act of 1990, the Age Discrhnination Act of 1975, Exccutive Order
I \063, and Witll Executive Ordcr 11248 as amendcd by Executive Orders 11375 and 12086.
The Consultant will not discriminate against any employcc or applicant for employment because
of race, color, creed, religion, ancestry, national origin, sex, disability or other handicap, age,
marital/familial status, or status with rcgard to public a~sistance. The Consultant will take
affIrmative action to insurc that all employment practices are free from such discrimination.
Such employment practices includc but are not limited to the following: hiring, upgrading,
demotion, transfer, recruitment or recruitment advcrtising, layoff, termination, ratcs of payor
other forms of compensation, and selection for training, including apprenticeship. The
Consultant agrees to comply with any Fedcral regulations issued pursuant to compliance with
Section 504 of the Rehabilitation Act of 1973 (29 U.S.c. 708), which prohibits discrimination
against the handicappcd in any Federally assisted program.

17. CONFLICT OF INTEREST. The Consultant agrees to adhere to and be governed by
the Miami-Dade County Conflict of Intercst Ordinance Section 2-11.1, as amendcd; and by
Chapter 33 of thc City of Sunny Isles Beach Code of Ordinances, which are incorporated by
reference herein as if fully set forth herein, in connection with the Agreement conditions
hereunder. The Consultant covenants that it presently has no intcrest and shall not acquire any
interest, direct or indirectly which should conflict in any manner or degree with the pcrfonnance
of tlle services. The Consultant further covenants that in the performance of this Agreement, no
person having any such interest shall knowingly be employed by the Consultant. No member of,
or delegatc to the Congrcss of the United States shall be admitted to any share or part of this
Agreement or to aoy benefits arising therefrom.
18. CONFLICTING PROVISIONS. The terms and conditions in this Agreement
supersede any other conflicting provisions that are contained in any other document, including
but not limited to any attachments hereto.
19. ENTIRE AGREEMENT. This Agreement, together with the terms and conditions
contained in RFP No. 12-01-02, contains the entire agrcement of the parties, and may be
amended, waived, changed, modified, extended or rescinded only by a writing signed by the
party against whom any such amendment, waiver, change, modification, extension and/or
rescission is sought.

On behalf ofT&M Protection Resources, LLC (f&M), I would like to tllimk the City of Sunny Isles Beach
(the City) for the opportunity to provide this revised Proposal for Security Consulting Services for a Security
Master Plan to the City Clerk's Office. T&M has reviewed the contents of the Request for Proposal, and
submits the enclosed response for your consideration. We understand that the scope of this assignment
includes developing a Security Master Plan for all public areas of the City of Sunny Isles Beach to include
facilities, parks, beaches and streets. Revisions to the proposal include clarification of the Mastex Security Plan
and All-Inclusive Pricing.
Given our proven experience in completing similar Plans for other cities and facilities, we are certain that we
will be able to provide thorough physical security and risk assessment services in furtherance of a
comprehensive Security Master Plan. T&.J.\{ has assembled an excellent team comprised of Subject Matter
Experts with specific experience related to Seeurity Consulting and Physical Engineering. Our team stands

Shen Mllsom Wilke, LLC (SMW) - SMW is an engineering consultancy specializing in
communications infrastructure, audio visual systems, command center design and security systems
engineering. They bring successful project experience on numerous projects worldwide and in
particular in a burgeoning area identified as C41 (Command, Control, Communications, Computers
and Intelligence). One important capability that C41 systems provide is situational awarcncss-

RJskAs,essment & Mitigation Planning: T&M is a recognized leader in this field and as a result
of this experience was just selected as the Strategic Security Consultant for the Related Hudson Yaxds
projec~ the largest new development project in Manhattan which at full build out will include OVer
tern million square feet of mixed use space. As you will see when our team member resumes are
introduced, the T&lv! security consulting team is an assemblage of seasoned professionals with years
of documented experience in the areas of community security plan.ning. risk assessment,
counterterrorism, Crime Prevention Through Environmentl! Design (CPTED), and other requisite
disciplines necessary to perform on this effort. Two of the T&M team members to be assigned to
this project possess the security credentials of Certified Protection Professional from ASIS
International.
Environmentsl Design Solutio... (Landscaping, Architecture & Lighting): As mwtioned
previously, T&M is an active user and proponent of the security discipline CPlTID. This discipline
requires practitioners to utilize environmental factors such as flow controL landscaping, lighting and
other available environmental features as mechanisms to reduce criminal behavior. Our team will
employ items such as casual surveillance and personal observability tlu:oughout our design concepts
and recommendations.

System Selection: The seatrity system recommendations ofT&M will be provided with full
objectivity to the best interests of the client. The T&M team will not be influenced in the selection
process by any prior or current relationships with manufacturers, vendors or integrators.

specifications to include non-proprietary compression standards, Open Network Video

review for a large utility provider in New Jersey. This project required anitnpattial review of
access control systems. situational awareness pktforms, video distribution systems and
internet protocol (lP) based camera systems. Sunny Isles Beach can benefit from the
experience gained during this comprehensive system review.

Having carefully reviewed the project scope and requirements as detailed in your RFP and based upon our
teams' past experience, we believe that it is most prudent and cost effective to split the project into two
pb&ses as defined below.
Phase 1, would be a needs assessment (Security Master Plm) conducted in concert Mth reprcse.ntatives of the

visitations and several discussions with IDunicipalleadcrs, including the local policing authorities, to clearly

During the course of thi<; effort, various equipment systems will be researched and the advantages or
disadvantages of various systems would be outlined to the city for consideration. The team will develop a
schematic of what equipment would be placed and wbere it would be located on appropriate mapping.
A Secu.tily Master Plan report would be prepared that would outline all activities and assessments couducted
to develop the final set of recommendations. An order of magnitude construction cost estimate for purchase
and instJlllation of systems will be prepared and included. After coor<lination and review with City
representatives, the end results 'would be assembled in to a final Security Master Plan document that
addresses all aspects of securing the City and its patrons,
Phase 2 commences after review, conunent and agreement with the City regarding the system types to be
installed. locations, extent of monitoring and communications mediums back to the central monitoring

staffing, fixed posts, policies and ptocedures, security officer training, the handling of deliveries at the loading
dock, and access control for visitors and staff .into the Museum and within the Museum's sensitive areas.
Recommendations were provided that covered topics such as secu.city management, communications, Staffing
and emerging trends in technology that would be required for the Museum's Security Control Center. The
review examined crisis and emergency preparedness from both a strategic and a tactical perspective to ensure
that the Museum had the necessary fundamentals and personnel to fulJill an effective Crisis Management
Program. As a result of the review, T&M was com.m.issioned to assist the Museum in developing a structured
Crisis Management Team, a Crisis Management Plan and Crisis Management and Personal Safety Training.
T&M also assessed the overall security program from both an office and a museum perspective to evaluate
protective measures as they related to protection of the priceless art work and other artifacts during a crisis
and maintaining operations during any associated recovery period.

GPI was retained by Northrop Grumman to develop eonsttuetion plans, specifications and details for the
installation of wireless communication and ITS equipment on City highway:; throughout N ew York City's five
borougbs as part of the New York City Wu:eless Network (NYCWiN). The project was part of a major city-
wide ini.tiative to provide a secure wireless communication technology to be utilized by New York. City Police
Department (NYl'D), DOT and public agencies for multiple uses. GPI developed plans and 'pccificatiollS
for 29 project sites in the Boroughs of Queens, Brooklyn, Staten Island, and the Bronx.

With responsibility for a global city and its 8 million inhabitants, the mayor of New York City needed a
command and commullk.ation cent.er that L'i easy to access and use; in a crisis, no one wants to spend t:i.me
figuring out how to use the multimedia systems. The goal of this space was to enable the mayor's staff to
quickly react to developing situations and accelerate the decision-making process.
Shen Milsom & W1lke, working closely with Urbahn Architects, designed a situation and command center for
the mayor in the basement of New York City Hall. This command center is where the mayor and his senior
staff gather during a crisis to monitor, strategize and consult with local, state and federal agencies. There is
also. separate New York City Office of Emergency Mamtgement (OEM), which is a, a 24/7. multistory
building in Brooklyn, in which SM&W also designed the technology.

decision support systems for the New York City OEM. Electronic media capabilities are matched to the
needs of partirular OEM user groups and environments.
The most advanced of the many OE..M environments of this new facility are; Watch Command, the Situation
Room and the Emergency Operations Center.

designed to utilize state-of-the-art communications equipment to provide the police and fire frrst responders
with as much useful information as possible.
The facility is designed to provide high speed communication channels to the resources in the street. Within
the command center, SMW designed the security systems, audiovisual systems and the Information
Technology used by the operatots of the Dispatch and e911 systems. "Situational Awarenessll. was a key
criterion for the integration of Audiovisual and Information Systems. Our design strives for the greatest
immediacy possible to deliver full and accurate awareness from the available information streams, In
addition, there is a very close coupling between the data systems and the audiovisual systems of the facility.

4. APPROACH AND METHODOLOGY
PHASE I - SECURITY MASTER PLAN
Taslc 1. Risk Assessment and Mitigation Planning
The Risk Assessment and Mitigation Planning (Assessment) is the foundational element for all other wod
products and must be based upon proven methodologies and solid intelligence information. The
backgrounds of our team members provide them with excellent contacts within police and federal law
enforcement communities, as well as the threat intelligence commWlity. We feel particulady well-qualified to
devdop sound threat information upon which to base our analysis and recommendations given that we have
provided such guidance for numerous high profile clients and facilities.
From the information developed and our own experience, our team will prepare a full spectrum analysis of
the multiple security and safety throats (All-Hazards) that may face a community such as Sunny Isles Beach.
At a minimum, we will focus on scenarios that pertain to such issues as:
Jlo Natural Disasters
> Criminal Activity
> Activist Targeting/Protests (Civil Unrest)
> I Iigh 1breat Incidents, to include:
m Active Shooter
I!l Terrorist Incident
l!3 Mass Casualty Event
All of our analysis will be conducted in-line with proven security assessment and crisis management
methodologies, such as the ASIS International Risk Assessment Guideline and the Nationallocident
Management Standltld (NIMS). These assessment methodotogies and guidelines ltle fully compatible with the
goals and requirements of tllls effort.
In order for our team to accomplish this task, we will petfonn the following activities:
1. Upon notification to proceed, our key team members will kick-off the project by taking a tour of the
Sunny Isles Beach locale. The intent of this toU! will be to achieve a common level of familiarity
with the entire area and the various issues and concerns amongst all team members. We would
.request participation by representatives of the City in order to highlight issues of initial concern as we
conduct the tour.
2. After completion of the familiarization tour, our tt:a.m will meet with representatives of the City
project team. to readdress the goals of the project and our approach.

3. Interview idenri..fied police and community representatives to gain an understanding of their issues,
concerns and the security needs fD:( this project. We will also discuss any previous history of
criminal, security and safety incidents within the City that may impact this review.
4. Gather data on applicable threat and risk profiles for both man-made and natural disasters. Our
team will confirm both known and perceived threats to the Oty and strive to determine the potential
vnlnerability and potential impact of such threats.
5. Conduct interviews of and liaise with sdect representatives of the Sunny Isles Police Department :rnd
any other City, State and/or Federal agencies that may ho.ve purview over the security and safety
requirements to ensure that the developed Assessment fully incorporates all concerns of responsible
individuals,
6. Develop a Risk Assessment and Mitigation Plan for the City based upon crime statisrics for the
surrounding area, threat intelligence information, natural disaster statistics, service interruption
history and previous incident history. From this information and out own expt'nence, our teatn will
review, challenge and refine existing threat assumptions and develop a comprehensive and detailed
analysis of both plausible and likely threllt scenarios that may impact this facility. Further, we will
assign a level of probability (per chosen assess.me.nt methodology) to the various threat scenarios
developed. All of our analysis will be conducted in-line with proven risk assessment methodologies.
7. Produce a comprehensive Risk Assessment and Mitigation Plan that clearly defines all threats
examined and OUI estimation of both probability and potential impact should the event occur. In
order to ease review, we will produce a companion ma.trix that quantitatively illustrates each of the
assessment elements in an easy-to-follow format.
Task 2. Master Security Plan Preparation and Submittal
The product of this pbase and its deliverable will be a Master Security Plan (M.sP) developod to specifically
address and mitigate the threats, risks and vulnerabilities identified during our. prior efforts for the City of
Sunny Isles Beach. The MSP will serve as the blueprint for a citywide security solution and include a
comprehensive list of our findings and their associated recommendations,
T&M will meet and/or teleconference regularly with the City project team to collaboratively discuss and
validate initial findings and to introduce preliminary recommendations.
In order to produce the MSPI we will:
1. Utilize the scenarios developed in the Risk Assessment and Mitigation Plan to document the
projected consequences to the City, aod offer deterrence, detection, mitigation and/or prevention
recommendations as appropriate. These scenarios will be completed from the security perspectives
and interests of City representativesl law enforcement entities and the surrounding neighborhood.

2. Develop security strategies that address the needs of Sunny Isles Beach to include environmental
applications (CPTED); operational security; technological systems; surv6l1ance (situational
awareness); access control systems; and co:rnma.nd center opexations and functionality.
3. Pert011Il a market analysis with ow: acquired knowledge of the City's requirements to identify security
system technologies and solutions for consideration. We will identify systems that represent the
''Best of Class" within the security marketplace to first establisb as benchm:uks and secondly, to
evaluate from the perspective of potential system standards. Fmther, we will evaluate command
overlay systems tbat may be capable of achieving greater technological capability, particularly iu the
areas of command and conttol and situational awareness. Once completed we will produce a
comparative matrix of the systems examined, Systems to be considered would include surveillance
and security cameras, outdoor ''blue light" security communication systems, safety aid systems,
intersection monitoring systems, licenses plate verification systems, bus transit security surveillance,
video distnlmtion systems and central monitoring systems.
4. Prepare a preliminary design statement and conceptual drawings for the control center that would be
required to support this endeavor and the communica:tions infrastructure necessa.ry to transmit the
video and other signals cityWide.
5. Produce a strategy for implementation of all recommendations based upon infonnation provided by
the City, criticality of system or program element, and logical implementation sequence.
6. Coordinate recommendations with the City planners and architectural and systems team members to
ensure that they are included in developed drawings and documents.
7. Prepare preliminary Concepts of Operations (ConOps) for the control center to assist the City with
coordinating responsibilities of monitoring and response forces.
8. Develop a matrix of optional .trateg/e. and syBteDl1S with complU'iJtive Rough Order of
Magnitude (ROM) cost estimates for their implemeJ1tatio11. Furtl,er, "'" wiD highlight any

9. Produce a conceptual map illustrating the recommended app:roach to video system distribution.

recommendations for an optimal citywide security operations and response program.

Documents and Dellverables
All documents produced throughout this effort will be presented first as drafts to allow for sufficient review
by the vatious stakeholders to ensure that we develop a fully coordinated final version of each required
deliverable. We will conduct a meeting comprised of all necessary ESB stakeholders at each major milestone
to review the associated products in detail. We anticipate these meetings to be interactive sessions to receive
feedback on our analysis, assumptions, mitigating measures and recommended strategies. Upon receiving this
feedback from the ESB stakeholders, we will incorporate comments and revise materials as necessary to
produce the final documents. As previously mentioned, these documents will incorporate all of the items as
stated in the Request for Proposal and will include additional sections as may be agreed as necessary to ensure
a complete and functional security llife safety program. All recommendations provided will be in full
eompliancc with all applicable codes and standards.

Jim Francis led the T&M effort for the Franklin Connty Courthouse project, which involved conducting an
assessment of 1;ecu.ti.ty risks, measures and practices at the Courthouse's Juvenile Detention Center, Jobs and
Family Services offices and the 911 Call Center Annex all located in close proximity to thc Franklin County
Courts (FCC) facility in Columbus, Ohio, This effort included conducting a thorough tour anu survey of the
added facilities to gain a complete understanding of security measures in~place and to evaluate their
effectiveness. Particular areas of interest during the survey included the transport and holding areas in the
Juvenile Detention Center, the waiting room and meeting are" within the Jobs and Family Services facility

Mr. Francis was specifically chosen to assemble and lead the Kroll5ecurity assessment taskforce responding
to the tremeudous demand immediately after the 9/t 1 tragedIes. He pulled together a high caliher
professional team from his strong contact Lase, established assessment standards, developed report formats,
and identified project tracking tools. The projects involved assessment of signature and other glohal facilities
for Fortune 100 corporations, and reviews of all transportation facilities/modes in and out of the NY

GSA Development of Federal Building Guidelines
.Mr. Francis was one of but a few private industry security experts invited to contribute to a GSA Workshop
charged with developing the new security guidelines for US Government buildings after the Oklahoma City
bombing. The particular section of the manual that Mr. Francis chaired was the devdopment of threat
assessment guidelines and vulnerability criteria.
Gulf Coast Council, Conference P2.iace, Abu Dhabi
This project consisted of developing and implementing security protective systems and measures for the
conference palace that is used to host the leaders of the member countries of the Gulf Coast Council. It

This International Trade Center was constructed to set'Ve as the major trade facility for the Mediterranean
area and as such had significant security concerns. Mr. Francis perfa!1lJf'.d the initial threat assessment for
this facility and developed the security strategies and counter-measures necessary to minimize the threats and
vulnerabilities. These measures included operational procedures, electronic security systems, and architectural
enhancements to the facility.
Iraqi Oli & Gas Pipeline Infrastructure Security
.l\iIr. Fra.ocis and one of his staff members were the only private industry participants in a recent conference at
CIA Headquarters in Langley, Va. convened to brainstorm p.rotective measures that could be employed to

After more than twenty-five years of progressively responsible and diverse administration within the New
Yotk City Police Department; Mr. Cannon retired on June 30", 2006 as an Assistant Chief. Since that time he
has been performing consulting work on projects requiring hi, expertise in areas including police
management and crime conttol, public safety, school and campus security, counter-ten:orism, high threat
environment security, concept of operatioos(con-ops) protocols, CiIlergcocy management, guard force
management, traffic analysis and control. He is also an experienced trainer, having created curriculum aad
instructing for the Federal Law Enforcement Training Center in jwisdictioIls throughout the nation on
criticallncident response, post-911 and for police entrance and promotional exams for Police Tutorial
Services.
During Mr. Canoon's NYPD career he was in comruaod of three Precincts (81st, 32nd, 75th) the
Communications Division and the Traffic Control Division and was Executive Officer of Patrol Borough
Queens North and Brooklyn Detectives. These especially, and his other assignments provided extensive
experience in successful special event planning~ management and operational implementation as well as
security, emergency preparedness and disaster response contingency and recovery planning. lacluded in this
area of experience was the pIaoning and overseeing police operations for the 2004 Republican N atioml
Convention, the United Nations General Assembly. events at Shea Stadium, the U.S. Tennis Open, the NYC
MID-athon, the NYC blackout and transit strike. Many of these assignmeots involved dignitary protection and
cooperative liaison and coordination with federal, slate and other local law enforcement agencies as well as
with other public agencies, private organizations and elected officials.
Mr. Cannon's success in each of his assignments was recognized with discretionary promotions by each of

through Trail View State Park and on public roads to its terminus at the Syosset Railroad Station. The
completed trail system provides recreational opportunities to the Long Island residents and will provide an
altemative transportation mode facility that connects to a mass transit oudet. This final design project will
require plans, specifications, construction cost estimate and close coordination with New York State Office
of Parks, Recreation and Historic Preservation, Nassau County and the Town of Oyster Day due to
overlapping jurisdiction issues.

Mr. G.nahan is serving as the senior landscape architect on this $150-million final design project involving
NY 347, NY t II, NY 25 and 12 side streets. Thc project will be advanced under three separate contracts,
each requiring final plans, specificatioos and construction cost estimates. The original focus of the project was
to address the capacity issues of this major regional arterial roadway. After award, the NYSDOT decided to
advance this project under their newly adopted "Vision Plan". This plan u,coIporates a program tided
GrceoLITES, which is modeled similar to the well known LEED program for building oriented projects, and
emphasizes the use of a sustainable design approach for transportation projects. On the 347 project, this
approach includes a focus on landscape restoration and addressed multi-modal traffic via a proposed shared
use path, 'lbe shared use path will be designed to effectively create a linear park complete with formal rest
stops called ,cGreen Stops"; educational kiosks; bio-swales to improve storm water quality prior to infiltration;
solar lighting; and aesthetic improvements through the use of a variety of materials such as brick pavers,
imprinted concrete, modular textured walls, and attractive site furnihlte. Mr. Garrahan has been involved in
the design of the shared use path and its facilitics, especially the development of the initial"Gteeu. Stop" and
bio-swale/rain garden. Mr. Garrahan's responsibilities also included input on the visualization materials

Award RFP 12-01-02/Agmt with T&M Consultants for Security Consultants
RECOMMENDATION:
Aprrove the resolution authorizing the contract.
REASONS:
The City has always been interested in ensuring that we have a safe and secure
environment. To that end, the City has installed security cameras and blue light systems
in some of its facilities.
It became apparent that the City's good intentions needed to be more organized by
created a coordinated plan for the deployment of security equipment throughout the city
at its various public facilities. RFP 12-01-02 was issued to solicit bids for security
consultants to perform a needs assessment of our city and to develop a security master
plan. T &M Protection Resources submitted a bid for $149,500 for this purpose.
The security master plan will be comprised of recommendations for various actions the
city can choose from, along with estmated costs for each action. It will then be up to the
City Commission to decide which recommendations it decides to move forward with.
ADDITIONAL INFORMATION:
The T &M bid also includes projected costs for what we are calling Phase II of the
project, which would be the implementation of the accepted recommendations. The
proposed costs associated with this phase are not part of this initial contract with T &M,
and would have to be negotiatcd and approved in the future if the City decides to use
T &M to serve as project manager for the implementation phase of the project.
